No Autos or Staff Assigned for Waste Disposal; Black Spots Out of Control

Bengaluru: The number of autos and staff specified in waste transport and disposal contracts does not exist in reality. There is one set of figures for waste management and a completely different set for billing. This discrepancy is causing daily hurdles in the city's waste disposal process.
According to the contracts, contractors are supposed to provide 12 autos and the necessary staff. However, only six autos are actually operating. This issue is prevalent in many parts of the city, including **Govindaraja Nagar, Vijayanagar, and Basaveshwara Nagar**, resulting in waste not being transported in the required quantities.
> "Officials of the Bengaluru Solid Waste Management Limited (BSWML) are aware of exactly how many autos and staff the contractors have provided. Even when contractors fail to provide the mandated numbers, no complaints can be filed due to the vested interests of senior officials. Consequently, the garbage problem is worsening," contractors themselves allege.
The Condition of the Fleet
Contracts mandate that autos must be equipped with **GPS**. However, the garbage autos currently roaming the city are in such poor condition they look ready to collapse. There is a fear they might break apart if touched. In such a system, it is impossible to accurately track how many autos are truly functional.
Some contractors allege that if senior officials accept the contractor's figures, everything moves smoothly and bills are paid monthly. However, if a contractor is not on "good terms" with senior officials, they face significant trouble.
BSWML's Stance:
Division-level officials from BSWML stated, "We work as directed by senior officials. Billing does not fall under our jurisdiction. We get as much work done as possible with the vehicles and staff provided."
The Public's Plight:
"The supervisors tell us to be proud that there is less garbage in our area compared to other neighborhoods where piles are higher. Because garbage isn't collected daily, the roads remain full of waste," said a resident of Jayanagar 4th T Block.
Daily Suffering at K.R. Market
Waste disposal at **K.R. Market** has become a persistent nightmare for citizens and traders. Although officials claim waste is cleared twice a day, heaps of garbage are visible everywhere. Piles of trash line the stretch from the market to **Silver Jubilee Park Road**, and nearby commercial areas are also neglected. "We can't even open our shops in the morning because the road is so full of trash," traders complained.
Government Failure: R. Ashoka
Leader of the Opposition in the Legislative Assembly, R. Ashoka, criticized the government on social media, attaching a news report titled *"Negligence in Disposal: Stench of Garbage in the City."
Brand Bengaluru vs. Garbage City: Ashoka stated that Deputy CM D.K. Shivakumar's "Dream Brand Bengaluru" has turned into a "Garbage Dump Bengaluru."
Administrative Failure: He claimed the Congress government, while promising development, has shown utter negligence in waste disposal, leading to a "brand of stench" everywhere.
Public Health: He condemned the government's silence despite the health of Bengaluru's citizens being at risk.
Management Issues: He alleged that by splitting the city into five zones under the guise of development, the Congress has completely ruined the administration.

ಬೆಂಗಳೂರು: ಕಸ ಸಾಗಣೆ, ವಿಲೇವಾರಿಯಲ್ಲಿ ಗುತ್ತಿಗೆ ಕರಾರಿನಲ್ಲಿರುವ ಆಟೊ– ಸಿಬ್ಬಂದಿ ಸಂಖ್ಯೆ ವಾಸ್ತವದಲ್ಲಿ ಇರುವುದಿಲ್ಲ. ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಒಂದು ಲೆಕ್ಕವಿದ್ದರೆ, ಬಿಲ್ಗಾಗಿ ನೀಡುವುದು ಮತ್ತೊಂದು ಲೆಕ್ಕ. ಇದರಿಂದ ನಿತ್ಯವೂ ನಗರದಲ್ಲಿ ಕಸ ವಿಲೇವಾರಿಯಲ್ಲಿ ತೊಡಕಾಗುತ್ತಿದೆ.
ಗುತ್ತಿಗೆದಾರರ ಕರಾರಿನಲ್ಲಿ 12 ಆಟೊಗಳನ್ನು ಒದಗಿಸಿ, ಅದಕ್ಕೆ ಅಗತ್ಯ ಸಿಬ್ಬಂದಿಯನ್ನು ನೀಡಬೇಕು ಎಂದಿರುತ್ತದೆ. ಆದರೆ, ಆರು ಆಟೊಗಳಷ್ಟೇ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತವೆ. ಗೋವಿಂದರಾಜನಗರ, ವಿಜಯನಗರ, ಬಸವೇಶ್ವರ ನಗರ ಸೇರಿದಂತೆ ನಗರ ಹಲವು ಭಾಗಗಳಲ್ಲಿ ಇಂತಹ ಸಮಸ್ಯೆ ಇರುವುದರಿಂದ ಕಸ ಅಗತ್ಯ ಪ್ರಮಾಣದಲ್ಲಿ ಸಾಗಣೆಯಾಗುತ್ತಿಲ್ಲ.
‘ಗುತ್ತಿಗೆದಾರರು ಎಷ್ಟು ಆಟೊಗಳನ್ನು, ಎಷ್ಟು ಸಿಬ್ಬಂದಿಯನ್ನು ಒದಗಿಸಿದ್ದಾರೆ ಎಂಬ ಲೆಕ್ಕ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತದ (ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್) ಅಧಿಕಾರಿಗಳಿಗೆ ಗೊತ್ತಿರುತ್ತದೆ. ಕೆಲವು ಗುತ್ತಿಗೆದಾರರು ನಿಗದಿತ ಸಂಖ್ಯೆಯಲ್ಲಿ ಆಟೊ–ಸಿಬ್ಬಂದಿ ಒದಗಿಸದಿದ್ದರೂ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳ ಸ್ವಹಿತಾಸಕ್ತಿಯಿಂದ ಯಾವುದೇ ರೀತಿಯ ದೂರು ನೀಡಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಕಸದ ಸಮಸ್ಯೆ ಉಲ್ಬಣವಾಗುತ್ತಿದೆ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರೇ ದೂರುತ್ತಾರೆ.
‘ಆಟೊಗಳಲ್ಲಿ ಜಿಪಿಎಸ್ ವ್ಯವಸ್ಥೆ ಇರಬೇಕು ಎಂಬ ಕರಾರಿದೆ. ಆದರೆ, ನಗರದಲ್ಲಿ ಸಂಚರಿಸುವ ಕಸದ ಆಟೊಗಳು ಎಲ್ಲಿ ಬಿದ್ದುಹೋಗುತ್ತವೋ ಎಂಬಂತಿವೆ. ಮುಟ್ಟಿದರೆ ಚೂರಾಗುವ ಆತಂಕವಿದೆ. ಇಂತಹ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಎಷ್ಟು ಆಟೊಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸಿದವು ಎಂದು ಕರಾರುವಕ್ಕಾಗಿ ಹೇಳಲು ಸಾಧ್ಯವಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರು ನೀಡಿದ ಲೆಕ್ಕವನ್ನು ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಒಪ್ಪಿದರೆ, ಎಲ್ಲವೂ ಸುಲಭ. ಬಿಲ್ ತಿಂಗಳು ತಿಂಗಳಿಗೆ ಪಾವತಿ ಆಗುತ್ತಿದೆ. ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ‘ಚೆನ್ನಾಗಿ’ ಇರಲಿಲ್ಲ ಎಂದಾದರೆ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಸಂಕಟ’ ಎಂಬುದು ಕೆಲವು ಗುತ್ತಿಗೆದಾರರ ಆರೋಪ.
‘ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಹೇಳಿದಂತೆ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತೇವೆ. ಬಿಲ್ ಮಾಡುವುದೆಲ್ಲ ನಮ್ಮ ವ್ಯಾಪ್ತಿಗೆ ಬರುವುದಿಲ್ಲ. ನೀಡಿರುವ ವಾಹನ– ಸಿಬ್ಬಂದಿಯಿಂದ ಸಾಧ್ಯವಾದಷ್ಟೂ ಕೆಲಸ ಮಾಡಿಸುತ್ತೇವೆ’ ಎಂದು ಬಿಎಸ್ಡಬ್ಲ್ಯುಎಂಎಲ್ನ ವಿಭಾಗ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳು ಹೇಳಿದರು.
‘ನಿಮ್ಮ ಪ್ರದೇಶದಲ್ಲಿ ಕಡಿಮೆ, ಬೇರೆ ಬಡಾವಣೆಗಳಲ್ಲಿ ಕಸದ ರಾಶಿ ಹೆಚ್ಚಿರುತ್ತದೆ. ಇಲ್ಲಿ ಕಡಿಮೆ ಇದೆ ಎಂದು ನೀವು ಹೆಮ್ಮೆಪಟ್ಟುಕೊಳ್ಳಬೇಕು’ ಎಂದು ಕಸ ಸಂಗ್ರಹಿಸುವ ಮೇಲ್ವಿಚಾರಕರು ಹೇಳುತ್ತಾರೆ. ನಿತ್ಯವೂ ಕಸ ಸಂಗ್ರಹಿಸದೆ ಇರುವುದರಿಂದ ರಸ್ತೆಗಳಲ್ಲಿ ಕಸ ತುಂಬಿರುತ್ತದೆ’ ಎಂದು ಜಯನಗರ ನಾಲ್ಕನೇ ಟಿ ಬ್ಲಾಕ್ನ ನಿವಾಸಿ ಹೇಳಿದರು.
ಕೆ.ಆರ್. ಮಾರುಕಟ್ಟೆಯಲ್ಲಿ ನಿತ್ಯವೂ ವ್ಯಥೆ
ಕೆ.ಆರ್. ಮಾರುಕಟ್ಟೆಯಲ್ಲಿ ನಿತ್ಯವೂ ಕಸ ವಿಲೇವಾರಿಯಾಗದೆ ನಾಗರಿಕರು ಹಾಗೂ ವ್ಯಾಪಾರಿಗಳಿಗೆ ಸಂಕಷ್ಟ ಎದುರಾಗಿದೆ. ದಿನಕ್ಕೆ ಎರಡು ಬಾರಿ ಕಸ ವಿಲೇವಾರಿ ಮಾಡಲಾಗುತ್ತದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ಹೇಳುತ್ತಿದ್ದರೂ, ಕಸದ ರಾಶಿಗಳು ಮಾತ್ರ ಎಲ್ಲೆಂದರಲ್ಲಿ ಕಾಣಿಸುತ್ತವೆ. ಮಾರುಕಟ್ಟೆಯಿಂದ ಸಿಲ್ವರ್ ಜ್ಯುಬಿಲಿ ಪಾರ್ಕ್ ರಸ್ತೆಯ ಉದ್ದಕ್ಕೂ ಕಸದ ರಾಶಿ ರಾಶಿ ಇರುತ್ತದೆ. ಅಕ್ಕಪಕ್ಕದ ವಾಣಿಜ್ಯ ಪ್ರದೇಶಗಳ ರಸ್ತೆಗಳಲ್ಲೂ ಕಸ ತೆರವಾಗುತ್ತಿಲ್ಲ. ‘ಬೆಳಿಗ್ಗೆ ಮಳಿಗೆ ತೆರೆಯಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ. ಅಷ್ಟು ಕಸ ರಸ್ತೆಯಲ್ಲಿ ತುಂಬಿರುತ್ತದೆ’ ಎಂದು ವ್ಯಾಪಾರಿಗಳು ದೂರಿದರು.
ಸರ್ಕಾರದ ವೈಫಲ್ಯ: ಅಶೋಕ
‘ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರ ‘ಕನಸಿನ ಬ್ರ್ಯಾಂಡ್ ಬೆಂಗಳೂರು’, ಈಗ ‘ಕಸದ ಕೊಂಪೆಯ ಬೆಂಗಳೂರಾಗಿ’ ಬದಲಾಗಿದೆ. ಬ್ರ್ಯಾಂಡ್ ಹೆಸರಲ್ಲಿ ಅಭಿವೃದ್ಧಿಯ ಕಂಪು ಹರಡುವ ಕನಸು ತೋರಿಸಿದ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ, ಕಸ ವಿಲೇವಾರಿಯಲ್ಲಿ ನಿರ್ಲಕ್ಷ್ಯ ತೋರಿ ಎಲ್ಲೆಡೆ ದುರ್ನಾತದ ಬ್ರ್ಯಾಂಡ್ ಹರಡಿದೆ. ಇದು ಸರ್ಕಾರದ ಆಡಳಿತ ವೈಫಲ್ಯದ ಸ್ಪಷ್ಟ ಉದಾಹರಣೆ. ಬೆಂಗಳೂರಿನ ಜನರ ಆರೋಗ್ಯ ಅಪಾಯಕ್ಕೊಳಗಾದರೂ ಸರ್ಕಾರ ಮೌನ ವಹಿಸಿರುವುದು ಖಂಡನೀಯ. ನಗರದ ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತೇವೆಂದು ನಗರವನ್ನು ಐದಾಗಿ ಒಡೆದ ಕಾಂಗ್ರೆಸ್, ಸಂಪೂರ್ಣ ಆಡಳಿತವನ್ನು ಹದಗೆಡಿಸಿಬಿಟ್ಟಿದೆ’ ಎಂದು ವಿಧಾನಸಭೆ ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕ ಆರ್. ಅಶೋಕ್ ಅವರು ಸಾಮಾಜಿಕ ಜಾಲತಾಣದಲ್ಲಿ ‘ಪ್ರಜಾವಾಣಿ’ಯಲ್ಲಿ ಏಪ್ರಿಲ್ 21ರಂದು ಪ್ರಕಟವಾದ ‘ವಿಲೇವಾರಿಯಲ್ಲಿ ನಿರ್ಲಕ್ಷ್ಯ: ನಗರದಲ್ಲಿ ಕಸದ ದುರ್ನಾತ’ ವಿಶೇಷ ವರದಿಯನ್ನು ಲಗತ್ತಿಸಿ ಪೋಸ್ಟ್ ಮಾಡಿದ್ದಾರೆ.
