Advertisement per 100 meters of road; Fee fixed as per guideline rate

Bengaluru: The government has announced the final notification of the new advertising policy that allows advertising on public places and roads under the jurisdiction of BBMP on July 15, 2025.

How many sizes of advertisements can be displayed per 100 meters according to the width of the road. The length of these advertisements cannot exceed 40 feet. The advertising fee has been fixed as per the guideline rate in the respective area

If the road width is 60 feet to 80 feet, then 800 square feet on both sides of the road, if the road is 80 feet to 100 feet, then 1000 square feet on both sides, if the road is 100 feet to 200 feet, then 1,100 square feet, if the road is more than 200 feet wide, then 1,200 square feet.

In circles, 300 square feet of advertising can be displayed for every one lakh square feet of circular area. The length cannot exceed 60 feet.

In commercial or industrial areas where the road is less than 60 feet, 300 square feet of advertising can be displayed for every lakh square feet of circular area. The length cannot exceed 30 feet.

Auction through tender: The decision to issue licenses for roads, circles and areas through open auction or tender, either individually or in lots, is taken by the BBMP Chief Commissioner.

Permission for private areas: Apart from government roads, circles, buildings, sites, advertising is also allowed on private roads, commercial sites, and buildings. Anyone who wants to display advertising on metro poles, stations, and infrastructure sites must obtain a contract from the BBMP.

If an advertisement is displayed in places where property tax is paid, such as residential areas or buildings, a fine of 10 percent of the property tax will be imposed. Also, the BBMP can remove it at any time. If an advertisement is displayed on a B-registered property, the property owner will have to pay a penalty of 100% of the property tax. If there is no account for the property, the owner will have to pay a penalty of twice the property tax.

The license issued by BBMP after collecting a fee is for display of advertisements only. Separate permission must be obtained from the owner of the area where the advertisement is displayed and an agreement must be made for it. Without such an agreement, the license will not be issued.

License Required:

 Only advertisers registered with BBMP and holding a license are eligible to participate in auctions or tenders for displaying advertisements. Advertisers must pay the license fee, registration fee and security deposit as may be determined by the Chief Commissioner from time to time.

A fee of ₹5 lakh must be paid while applying for registration as a licensed advertiser. Eligible candidates will be granted a license for three years.

If an advertiser violates the rules, the Chief Commissioner will order the removal of such advertisement within seven days. In case of delay in payment of the fee, interest at the rate of 18% per annum will be levied. If there is failure to pay interest and penalties, a show-cause notice should be issued and if there is no response within seven days, the Zonal Commissioner should issue an order within 20 days. They should be removed, and the cost can be recovered from the advertiser or the land owner.

Where is advertising not allowed?

No advertising of any kind is allowed on Kumara Krupa Road, Windsor Manor Junction to Shivananda Circle, Raj Bhavan Road, High Grounds to Minsk Square, Sankey Road, High Grounds to Windsor Hill Signal, Ambedkar Veedhi, K.R. Circle to Infantry Junction, Post Office Road, K.R. Circle to SBI Circle (KG Road), Chalukya Circle, Maharani College Road, Seshadri Road, K.R. Circle, Cubbon Park and Lalbagh Precinct, Nrupatunga Road, K.R. Circle to Police Corner Junction, Palace Road, SBI Circle to Chalukya Circle.

There is an exemption for display of advertisements on foot overpasses, bus shelters, e-toilets under the existing Public Private Partnership (PPP) scheme. If found necessary, the BBMP Chief Commissioner may order additional areas not to be allowed for display of advertisements.

Prior written permission of the Chief Commissioner is required for placing individual advertisements in any area of the city. Advertisements are prohibited within one hundred meters of temples, mosques, gurdwaras, churches and other religious places, on flyovers, elevated corridors, communication towers, World Heritage Sites, national parks, forests, water bodies, areas of regional ecosystem remnants, monuments, electric poles.

Advertisements that disturb the concentration of motorists, the color of traffic signal lights, posters that may cause disfigurement of the city, graffiti, advertisements stuck, nailed, tied, attached, attached on trees are prohibited. Neon signs are prohibited. LED display or digital video advertisements are not allowed. Only image changes for 10 seconds are allowed.

How much is the price for advertising?

As per the guideline rates fixed by the Registration and Stamps Department under Section 45B of the Karnataka Registration Act, 1957, a fee has been fixed per month for advertising on the respective roads, areas and circles.

Equitable sharing of Metro Advertisement Advertisement

The advertisement revenue generated from ‘Namma Metro’ (BMRCL) properties on BBMP roads shall be shared equally by BBMP and BMRCL.

The placement and auction of advertisements within the properties of KSRTC, BMTC and other government owned public entities may be decided by the respective agencies as per their own rules and procedures. The revenue may be fully retained by those agencies. However, if the advertisements approved by these agencies are visible on public streets or roads, the tender/auction shall be conducted by BBMP itself. The advertisement fee shall be paid to BBMP itself. The agencies may collect ground rent from the advertising companies.

Fee for vehicle advertising

Previous permission should be obtained from BBMP to display ‘mobile advertisements’ in any vehicle including BMTC buses, government and private institutions. A no-objection letter should be obtained from the corporation stating the duration of the display, purpose, vehicle number, list of vehicles. BBMP will calculate the tax according to the advertisement and inform the agency of the amount.

Advertisement Control Committee

To remove unauthorized advertisements that are detrimental to public safety, an Advertisement Control Committee will be formed. The Additional Chief Secretary of the Urban Development Department will be the chairman, and the City Police Commissioner, BESCOM Managing Director, BBMP Tax and Finance Committee Chairman, Joint/Deputy Commissioner of Advertisement, Special Commissioner of Estate, Industry Representative from the Advertisement Association, and BBMP Road Infrastructure Chief Engineer will be the members. The Special Commissioner of Advertisements will be the member secretary.

100% penalty if there is an advertisement in a ‘B’ registered property

‘ಬಿ’ ಖಾತಾ ಆಸ್ತಿಯಲ್ಲಿ ಜಾಹೀರಾತಿದ್ದರೆ ಶೇ 100ರಷ್ಟು ದಂಡ

ವಸತಿ ಪ್ರದೇಶ, ಕಟ್ಟಡ ಎಂದು ಆಸ್ತಿ ತೆರಿಗೆ ಪಾವತಿಸುತ್ತಿರುವ ಸ್ಥಳಗಳಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಿದರೆ, ಆಸ್ತಿ ತೆರಿಗೆಯ ಶೇ 10ರಷ್ಟು ಮೊತ್ತವನ್ನು ದಂಡ ಹಾಕಲಾಗುತ್ತದೆ. ಬಿ–ನೋಂದಣಿ ಆಸ್ತಿಯಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಿದರೆ ಆಸ್ತಿ ತೆರಿಗೆ ಶೇ 100ರಷ್ಟು ದಂಡವನ್ನು ಆಸ್ತಿ ಮಾಲೀಕರು ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಆಸ್ತಿಗೆ ಯಾವುದೇ ರೀತಿಯ ಖಾತೆಯನ್ನು ಹೊಂದಿಲ್ಲದಿದ್ದರೆ, ಆಸ್ತಿ ತೆರಿಗೆಯ ಎರಡು ಪಟ್ಟು ಮೊತ್ತವನ್ನು ದಂಡವನ್ನು ಮಾಲೀಕರು ಪಾವತಿಸಬೇಕು.

ಬೆಂಗಳೂರು: ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯ ಸಾರ್ವಜನಿಕ ಸ್ಥಳ, ರಸ್ತೆಗಳಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ಅವಕಾಶ ಮಾಡಿಕೊಡುವ ಹೊಸ ಜಾಹೀರಾತು ನೀತಿಯ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯನ್ನು ಸರ್ಕಾರ 2025 ಜುಲೈ 15 ರಂದು ಪ್ರಕಟಿಸಿದೆ.

ರಸ್ತೆಗೆ ಅಗಲದ ವಿಸ್ತೀರ್ಣಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಪ್ರತಿ 100 ಮೀಟರ್‌ಗೆ ಎಷ್ಟು ಅಳತೆಯ ಜಾಹೀರಾತುಗಳನ್ನು ಪ್ರದರ್ಶಿಸಬಹುದು. ಈ ಜಾಹೀರಾತುಗಳ ಉದ್ದ 40 ಅಡಿ ಮೀರುವಂತಿಲ್ಲ. ಆಯಾ ಪ್ರದೇಶದಲ್ಲಿ ಮಾರ್ಗಸೂಚಿ ದರಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಜಾಹೀರಾತು ಶುಲ್ಕವನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿದೆ

ರಸ್ತೆ ಅಗಲ 60 ಅಡಿಯಿಂದ 80 ಅಡಿ ಇದ್ದರೆ ಪ್ರತಿ 100 ಮೀಟರ್‌ ಉದ್ದ ರಸ್ತೆಯ ಎರಡೂ ಬದಿ ಸೇರಿ 800 ಚದರಡಿ, ರಸ್ತೆ 80 ಅಡಿಯಿಂದ 100 ಅಡಿ ಇದ್ದರೆ ಎರಡೂ ಬದಿ 1000 ಚದರ ಅಡಿ, ರಸ್ತೆ 100 ಅಡಿಯಿಂದ  200 ಅಡಿ ಇದ್ದರೆ 1,100 ಚದರಡಿ, ರಸ್ತೆ 200 ಅಡಿಗಿಂತ ಅಗಲ 200 ಅಡಿಗಿಂತ ಹೆಚ್ಚಿದ್ದರೆ 1,200 ಚದರಡಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಬಹುದು.

ವೃತ್ತಗಳಲ್ಲಿ ಪ್ರತಿ ಒಂದು ಲಕ್ಷ ವರ್ತುಲ ಪ್ರದೇಶಕ್ಕೆ 300 ಚದರಡಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಬಹುದು. ಉದ್ದ 60 ಅಡಿ ಮೀರುವಂತಿಲ್ಲ.

60 ಅಡಿಗಿಂತ ಕಡಿಮೆಯಿರುವ ರಸ್ತೆ ಇರುವ ವಾಣಿಜ್ಯ ಅಥವಾ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪ್ರತಿ ಲಕ್ಷ ಚದರಡಿ ವರ್ತುಲ ಪ್ರದೇಶಕ್ಕೆ 300 ಚದರ ಅಡಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಬಹುದು. ಉದ್ದ 30 ಅಡಿ ಮೀರುವಂತಿಲ್ಲ.

ಟೆಂಡರ್‌ ಮೂಲಕ ಹರಾಜು: ರಸ್ತೆಗಳು, ವೃತ್ತಗಳು ಹಾಗೂ ಪ್ರದೇಶಗಳ ಮುಕ್ತ ಹರಾಜು ಅಥವಾ ಟೆಂಡರ್‌ ಅನ್ನು ಪ್ರತ್ಯೇಕ ಅಥವಾ ಲಾಟ್‌ಗಳಲ್ಲಿ ಒಟ್ಟುಗೂಡಿಸಿ ಪರವಾನಗಿ ನೀಡುವ ನಿರ್ಧಾರವನ್ನು ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ತೆಗೆದುಕೊಳ್ಳುತ್ತಾರೆ.

ಖಾಸಗಿ ಪ್ರದೇಶಕ್ಕೂ ಅನುಮತಿ: ಸರ್ಕಾರಿ ರಸ್ತೆ, ವೃತ್ತ, ಕಟ್ಟಡ, ನಿವೇಶನಗಳಲ್ಲದೆ ಖಾಸಗಿ ರಸ್ತೆ, ವಾಣಿಜ್ಯ ನಿವೇಶನ, ಕಟ್ಟಡಗಳಲ್ಲೂ ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ಅವಕಾಶ ಮಾಡಿಕೊಡಲಾಗಿದೆ. ಮೆಟ್ರೊ ಕಂಬಗಳು, ನಿಲ್ದಾಣಗಳು, ಮೂಲಸೌಕರ್ಯಗಳ ತಾಣಗಳಲ್ಲಿ ಯಾರೇ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಬೇಕಾದರೂ ಬಿಬಿಎಂಪಿಯಿಂದಲೇ ಗುತ್ತಿಗೆ ಪಡೆಯಬೇಕು.

ವಸತಿ ಪ್ರದೇಶ, ಕಟ್ಟಡ ಎಂದು ಆಸ್ತಿ ತೆರಿಗೆ ಪಾವತಿಸುತ್ತಿರುವ ಸ್ಥಳಗಳಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಿದರೆ, ಆಸ್ತಿ ತೆರಿಗೆಯ ಶೇ 10ರಷ್ಟು ಮೊತ್ತವನ್ನು ದಂಡ ಹಾಕಲಾಗುತ್ತದೆ. ಅಲ್ಲದೆ ಯಾವುದೇ ಸಂದರ್ಭದಲ್ಲೂ ಬಿಬಿಎಂಪಿ ಅದನ್ನು ತೆಗೆದುಹಾಕಬಹುದು.  ಬಿ–ನೋಂದಣಿ ಆಸ್ತಿಯಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸಿದರೆ ಆಸ್ತಿ ತೆರಿಗೆ ಶೇ 100ರಷ್ಟು ದಂಡವನ್ನು ಆಸ್ತಿ ಮಾಲೀಕರು ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಆಸ್ತಿಗೆ ಯಾವುದೇ ರೀತಿಯ ಖಾತೆಯನ್ನು ಹೊಂದಿಲ್ಲದಿದ್ದರೆ, ಆಸ್ತಿ ತೆರಿಗೆಯ ಎರಡು ಪಟ್ಟು ಮೊತ್ತವನ್ನು ದಂಡವನ್ನು ಮಾಲೀಕರು ಪಾವತಿಸಬೇಕು.

ಬಿಬಿಎಂಪಿ ಶುಲ್ಕ ಪಡೆದು ನೀಡುವ ಪರವಾನಗಿಯು ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ಮಾತ್ರವಾಗಿದೆ. ಜಾಹೀರಾತು ಪ್ರದರ್ಶಿಸುವ ಪ್ರದೇಶದ ಮಾಲೀಕರಿಂದ ಪ್ರತ್ಯೇಕವಾಗಿ ಅನುಮತಿ ಪಡೆದುಕೊಂಡು, ಅದಕ್ಕೆ ಒಪ್ಪಂದ ಮಾಡಿಕೊಂಡಿರಬೇಕು. ಇಂತಹ ಒಪ್ಪಂದ ಇಲ್ಲದಿದ್ದರೆ ಪರವಾನಗಿ ನೀಡಲಾಗುವುದಿಲ್ಲ.

ಪರವಾನಗಿ ಅಗತ್ಯ: ಬಿಬಿಎಂಪಿಯಲ್ಲಿ ನೋಂದಾಯಿತವಾಗಿ, ಪರವಾನಗಿ ಹೊಂದಿರುವ ಜಾಹೀರಾತುದಾರರು ಮಾತ್ರ ಜಾಹೀರಾತು ಪ‍್ರದರ್ಶಿಸಲು ಹರಾಜು ಅಥವಾ ಟೆಂಡರ್‌ನಲ್ಲಿ ಭಾಗವಹಿಸಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ. ಮುಖ್ಯ ಆಯುಕ್ತರು ಕಾಲಕಾಲಕ್ಕೆ ನಿರ್ಧರಿಸಬಹುದಾದ ಪರವಾನಗಿ ಶುಲ್ಕ, ನೋಂದಣಿ ಶುಲ್ಕ ಮತ್ತು ಭದ್ರತಾ ಠೇವಣಿಯನ್ನು ಜಾಹೀರಾತುದಾರರು ಪಾವತಿಸಬೇಕು.

ಪರವಾನಗಿ ಜಾಹೀರಾತುದಾರರಾಗಿ ನೋಂದಣಿಯಾಗಲು ಅರ್ಜಿ ಸಲ್ಲಿಸುವಾಗ ₹5 ಲಕ್ಷ ಶುಲ್ಕವನ್ನು ಪಾವತಿಸಬೇಕು. ಅರ್ಹರಿಗೆ ಮೂರು ವರ್ಷ ಪರವಾನಗಿ ನೀಡಲಾಗುತ್ತದೆ.

ಜಾಹೀರಾತುದಾರರು ನಿಯಮಗಳನ್ನು ಉಲ್ಲಂಘಿಸಿದರೆ ಏಳು ದಿನಗಳಲ್ಲಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಅಂತಹ ಜಾಹೀರಾತು ತೆರವಿಗೆ ಆದೇಶ ಮಾಡುತ್ತಾರೆ. ಶುಲ್ಕ ಪಾವತಿ ವಿಳಂಬ ಮಾಡಿದರೆ, ವರ್ಷಕ್ಕೆ ಶೇ 18ರಷ್ಟು ಬಡ್ಡಿ ಹಾಕಲಾಗುತ್ತದೆ. ಬಡ್ಡಿ, ದಂಡಗಳನ್ನು ಪಾವತಿಸಲು ವಿಫಲವಾದರೆ ಶೋ–ಕಾಸ್‌ ನೋಟಿಸ್‌ ನೀಡಿ ಏಳು ದಿನಗಳಲ್ಲಿ ಉತ್ತರ ಬಾರದಿದ್ದರೆ ವಲಯ ಆಯುಕ್ತರು 20 ದಿನಗಳೊಳಗೆ ಆದೇಶ ನೀಡಬೇಕು. ಅವುಗಳನ್ನು ತೆರವುಗೊಳಿಸಬೇಕು, ಆ ವೆಚ್ಚವನ್ನು ಜಾಹೀರಾತುದಾರರಿಂದ ಅಥವಾ ಭೂಮಿಯ ಮಾಲೀಕರಿಂದ ವಸೂಲಿ ಮಾಡಬಹುದು.

ಎಲ್ಲೆಲ್ಲಿ ಜಾಹೀರಾತಿಗೆ ಅವಕಾಶ ಇಲ್ಲ?

ಕುಮಾರಕೃಪ ರಸ್ತೆ, ವಿಂಡ್ಸರ್‌ ಮ್ಯಾನರ್‌ ಜಂಕ್ಷನ್‌ನಿಂದ ಶಿವಾನಂದ ವೃತ್ತ, ರಾಜಭವನ ರಸ್ತೆ, ಹೈಗ್ರೌಂಡ್ಸ್‌ನಿಂದ ಮಿನ್ಸ್ಕ್‌ ಸ್ಕ್ವೇರ್‌, ಸ್ಯಾಂಕಿ ರಸ್ತೆ, ಹೈಗ್ರೌಂಡ್ಸ್‌ನಿಂದ ವಿಂಡ್ಸರ್‌ ಹಿಲ್ಡ್‌ ಸಿಗ್ನಲ್‌, ಅಂಬೇಡ್ಕರ್‌ ವೀಧಿ, ಕೆ.ಆರ್‌. ವೃತ್ತದಿಂದ ಇನ್‌ಫೆಂಟ್ರಿ ಜಂಕ್ಷನ್‌, ಪೋಸ್ಟ್‌ ಆಫೀಸ್‌ ರಸ್ತೆ, ಕೆ.ಆರ್‌. ವೃತ್ತದಿಂದ ಎಸ್‌ಬಿಐ ವೃತ್ತ (ಕೆ.ಜಿ ರಸ್ತೆ), ಚಾಲುಕ್ಯ ವೃತ್ತ, ಮಹಾರಾಣಿ ಕಾಲೇಜ್‌ ರಸ್ತೆ, ಶೇಷಾದ್ರಿ ರಸ್ತೆ, ಕೆ.ಆರ್‌. ವೃತ್ತ, ಕಬ್ಬನ್‌ ಪಾರ್ಕ್‌ ಹಾಗೂ ಲಾಲ್‌ಬಾಗ್‌ ಆವರಣ, ನೃಪತುಂಗ ರಸ್ತೆ, ಕೆ.ಆರ್‌. ವೃತ್ತದಿಂದ ಪೊಲೀಸ್‌ ಕಾರ್ನರ್‌ ಜಂಕ್ಷನ್‌, ಪ್ಯಾಲೇಸ್ ರಸ್ತೆ, ಎಸ್‌ಬಿಐ ವೃತ್ತದಿಂದ ಚಾಲುಕ್ಯ ವೃತ್ತದವರೆಗಿನ ರಸ್ತೆಗಳಲ್ಲಿ ಯಾವುದೇ ವಿಧವಾದ ಜಾಹೀರಾತನ್ನು ಪ್ರದರ್ಶಿಸಲು ಅನುಮತಿ ಇರುವುದಿಲ್ಲ.

ಈಗಾಗಲೇ ಅಸ್ತಿತ್ವದಲ್ಲಿರುವ ಸಾರ್ವಜನಿಕ ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ (ಪಿಪಿಪಿ) ಯೋಜನೆಯಡಿಯ ಪಾದಚಾರಿ ಮೇಲ್ಸೇತುವೆ, ಬಸ್‌ ತಂಗುದಾಣಗಳು, ಇ–ಶೌಚಾಲಯಗಳಲ್ಲಿನ ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ವಿನಾಯಿತಿ ಇದೆ. ಅಗತ್ಯವೆಂದು ಕಂಡುಬಂದರೆ ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು, ಹೆಚ್ಚುವರಿ ಪ್ರದೇಶಗಳನ್ನು ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ಅವಕಾಶ ಇಲ್ಲದಂತೆ ಆದೇಶಿಸಬಹುದು.

ನಗರದ ಯಾವುದೇ ಪ್ರದೇಶದಲ್ಲಿ ವೈಯಕ್ತಿಕ ಜಾಹೀರಾತುಗಳನ್ನು ಹಾಕಲು ಮುಖ್ಯ ಆಯುಕ್ತರ ಪೂರ್ವ ಲಿಖಿತ ಅನುಮತಿ ಪಡೆದುಕೊಳ್ಳಬೇಕು. ದೇವಾಲಯ, ಮಸೀದಿ, ಗುರುದ್ವಾರ, ಚರ್ಚ್‌ ಮತ್ತು ಇತರ ಧಾರ್ಮಿಕ ಸ್ಥಳಗಳಿಂದ ನೂರು ಮೀಟರ್‌ ಒಳಗೆ, ಮೇಲ್ಸೇತುವೆ, ಎಲಿವೇಟೆಡ್‌ ಕಾರಿಡಾರ್, ಸಂವಹನ ಗೋಪುರ, ವಿಶ್ವ ಪಾರಂಪರಿಕ ತಾಣ, ರಾಷ್ಟ್ರೀಯ ಉದ್ಯಾನಗಳು, ಅರಣ್ಯ, ಜಲಮೂಲ, ಪ್ರಾದೇಶಿಕ ಪರಿಸರ ವ್ಯವಸ್ಥೆಗಳ ಅವಶೇಷಗಳ ಪ್ರದೇಶ, ಸ್ಮಾರಕ, ವಿದ್ಯುತ್‌ ಕಂಬಗಳಲ್ಲಿ ಜಾಹೀರಾತು ಪ್ರದರ್ಶನವನ್ನು ನಿಷೇಧಿಸಲಾಗಿದೆ.

ವಾಹನ ಚಾಲಕರ ಏಕಾಗ್ರತೆಗೆ ಭಂಗವನ್ನು ಉಂಟು ಮಾಡುವ ಜಾಹೀರಾತು, ಸಂಚಾರ ಸಿಗ್ನಲ್‌ ದೀಪಗಳ ಬಣ್ಣ, ನಗರದ ವಿರೂಪಕ್ಕೆ ಕಾರಣವಾಗಬಹುದಾದ ಭಿತ್ತಿಪತ್ರ, ಗೀಚುಬರಹ, ಮರದ ಮೇಲೆ ಅಂಟಿಸಲಾದ, ಮೊಳೆ ಹೊಡೆದ, ಕಟ್ಟಿದ, ಲಗತ್ತಿಸಿದ, ಜೋಡಿಸಿದ ಜಾಹೀರಾತನ್ನು ನಿಷೇಧಿಸಲಾಗಿದೆ. ನಿಯಾನ್‌– ಚಿಹ್ನೆಗಳನ್ನು ನಿಷೇಧಿಸಲಾಗಿದೆ. ಎಲ್‌ಇಡಿ ಪ್ರದರ್ಶನ ಅಥವಾ ಡಿಜಿಟಲ್‌ ವಿಡಿಯೊ ಜಾಹೀರಾತುಗಳಿಗೆ ಅನುಮತಿ ಇಲ್ಲ. 10 ಸೆಕೆಂಡುಗಳಿಗೆ ಚಿತ್ರ ಬದಲಿಸಲು ಮಾತ್ರ ಅನುಮತಿ ಇದೆ.

ಜಾಹೀರಾತಿಗೆ ಎಲ್ಲೆಲ್ಲಿ ಎಷ್ಟು ದರ?

ಕರ್ನಾಟಕ ನೋಂದಣಿ ಕಾಯ್ದೆ 1957ರ ಸೆಕ್ಷನ್‌ 45 ಬಿ ಅಡಿಯಲ್ಲಿ ನೋಂದಣಿ ಮತ್ತು ಮುದ್ರಾಂಕ ಇಲಾಖೆ ನಿಗದಿಪಡಿಸಿರುವ ಮಾರ್ಗಸೂಚಿ ದರದಂತೆ ಆಯಾ ರಸ್ತೆ, ಪ್ರದೇಶ, ವೃತ್ತಗಳಿಗೆ ಜಾಹೀರಾತು ಪ್ರದರ್ಶನಕ್ಕೆ ಪ್ರತಿ ತಿಂಗಳಿಗೆ ಶುಲ್ಕ ನಿಗದಿ ಮಾಡಲಾಗಿದೆ.

ಬಿಬಿಎಂಪಿಯ ರಸ್ತೆಗಳಲ್ಲಿ ‘ನಮ್ಮ ಮೆಟ್ರೊ’ (ಬಿಎಂಆರ್‌ಸಿಎಲ್‌) ಸ್ವತ್ತುಗಳಿಂದ ಬರುವ ಜಾಹೀರಾತು ಆದಾಯವನ್ನು ಬಿಬಿಎಂಪಿ  ಮತ್ತು ಬಿಎಂಆರ್‌ಸಿಎಲ್‌ ಸಮಾನವಾಗಿ ಹಂಚಿಕೊಳ್ಳಬೇಕು.

ಕೆಎಸ್‌ಆರ್‌ಟಿಸಿ, ಬಿಎಂಟಿಸಿ ಹಾಗೂ ಇತರೆ ಸರ್ಕಾರಿ ಸ್ವಾಮ್ಯದ ಸಾರ್ವಜನಿಕ ಘಟಕಗಳ ಸ್ವತ್ತುಗಳೊಳಗೆ ಜಾಹೀರಾತು ನಿಯೋಜನೆ, ಹರಾಜುಗಳನ್ನು ಆಯಾ ಏಜೆನ್ಸಿಗಳು ಸ್ವಂತ ನಿಯಮಗಳು, ಕಾರ್ಯವಿಧಾನಗಳ ಪ್ರಕಾರ ನಿರ್ಧರಿಸಬಹುದು. ಆದಾಯವನ್ನು ಆ ಏಜೆನ್ಸಿಗಳೇ ಸಂಪೂರ್ಣವಾಗಿ ಉಳಿಸಿಕೊಳ್ಳಬಹುದು. ಆದರೆ, ಈ ಏಜೆನ್ಸಿಗಳು ಅನುಮೋದಿಸಿರುವ ಜಾಹೀರಾತುಗಳು ಸಾರ್ವಜನಿಕ ಬೀದಿ ಅಥವಾ ರಸ್ತೆಗಳಲ್ಲಿ ಗೋಚರಿಸಿದರೆ, ಬಿಬಿಎಂಪಿಯಿಂದಲೇ ಟೆಂಡರ್/ ಹರಾಜು ನಿರ್ವಹಿಸಬೇಕು. ಜಾಹೀರಾತು ಶುಲ್ಕವನ್ನು ಬಿಬಿಎಂಪಿಗೇ ಪಾವತಿಸಬೇಕು. ಏಜೆನ್ಸಿಗಳು ಜಾಹೀರಾತು ಕಂಪನಿಗಳಿಂದ ನೆಲಬಾಡಿಗೆ ಸಂಗ್ರಹಿಸಬಹುದು.

ವಾಹನಗಳ ಜಾಹೀರಾತಿಗೆ ಶುಲ್ಕ

ಬಿಎಂಟಿಸಿ ಬಸ್‌ಗಳು, ಸರ್ಕಾರಿ, ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳೂ ಸೇರಿದಂತೆ ಯಾವುದೇ ವಾಹನಗಳಲ್ಲಿ ‘ಸಂಚಾರಿ ಜಾಹೀರಾತು’ಗಳನ್ನು ಪ್ರದರ್ಶಿಸಲು ಬಿಬಿಎಂಪಿಯಿಂದ ಪೂರ್ವಾನುಮತಿ ಪಡೆದುಕೊಳ್ಳಬೇಕು. ಪ್ರದರ್ಶನದ ಅವಧಿ, ಉದ್ದೇಶ, ವಾಹನ ಸಂಖ್ಯೆ, ವಾಹನಗಳ ಪಟ್ಟಿಯನ್ನು ನೀಡಿ ಪಾಲಿಕೆಯಿಂದ ನಿರಾಕ್ಷೇಪಣಾ ಪತ್ರ ಪಡೆದುಕೊಳ್ಳಬೇಕು. ಜಾಹೀರಾತಿಗೆ ಅನುಗುಣವಾಗಿ ತೆರಿಗೆ ಲೆಕ್ಕಹಾಕಿ, ಮೊತ್ತವನ್ನು ಏಜೆನ್ಸಿಗೆ ಬಿಬಿಎಂಪಿ ತಿಳಿಸುತ್ತದೆ.

ಜಾಹೀರಾತು ನಿಯಂತ್ರಣ ಸಮಿತಿ

ಸಾರ್ವಜನಿಕ ಸುರಕ್ಷತೆಗೆ ಬಾಧಕವಾಗುವ ಅನಧಿಕೃತ ಜಾಹೀರಾತು ತೆಗೆದುಹಾಕಲು, ಜಾಹೀರಾತು ನಿಯಂತ್ರಣ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಗುತ್ತದೆ. ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಅಧ್ಯಕ್ಷರಾಗಲಿದ್ದು, ನಗರ ಪೊಲೀಸ್‌ ಕಮಿಷನರ್‌, ಬೆಸ್ಕಾಂ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ, ಬಿಬಿಎಂಪಿ ತೆರಿಗೆ ಮತ್ತು ಹಣಕಾಸು ಸಮಿತಿ ಅಧ್ಯಕ್ಷ, ಜಾಹೀರಾತು ಜಂಟಿ/ ಉಪ ಆಯುಕ್ತ, ಎಸ್ಟೇಟ್‌ ವಿಶೇಷ ಆಯುಕ್ತ, ಜಾಹೀರಾತು ಸಂಘದಿಂದ ಉದ್ಯಮದ ಪ್ರತಿನಿಧಿ, ಬಿಬಿಎಂಪಿ ರಸ್ತೆ ಮೂಲಸೌಕರ್ಯ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ ಸದಸ್ಯರಾಗಿರುತ್ತಾರೆ. ಜಾಹೀರಾತುಗಳ ವಿಶೇಷ ಆಯುಕ್ತರು ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿಯಾಗಿರುತ್ತಾರೆ.
