Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) has decided to seek advice and planning support from a private firm for its transformation into the Greater Bengaluru Authority (GBA).

The ‘Greater Bangalore Administration Act – 2024’ came into effect from May 15, and although the BBMP area has been declared as ‘Greater Bangalore Area’, the BBMP is functioning as per the BBMP Act – 2020. Preparations have now begun to form a Greater Bangalore Authority and administer it.

It has been decided to seek ‘planning advice’ from reputable consultancy firms to implement the GBA administration. Accordingly, the BBMP Chief Commissioner has invited tenders through the Executive Engineer of the Infrastructure Department. The tender will be opened on July 17.

Bangalore is growing rapidly and the demands for providing infrastructure and services are increasing. Hence, it has been decided to establish a ‘Greater Bangalore Authority’. With this, the aim is to effectively manage the expansion of the city, and BBMP is being transformed into a GBA. For this, private sector entities have been asked to come up with institutional framework, robust governance and coordination and accountability mechanisms between municipal corporations and other departments.

A project report titled ‘Support to the strategy for transformation of BBMP to GBA and B-Smile operations’ has been invited from private sector entities. The institutional framework for GBA governance structure, financial management strategy design, clarity in institutional responsibilities, resource allocation and coordination mechanisms between the new municipal corporations, BDA, Bangalore Solid Waste Management Limited (BSWML) and Bangalore Smart Infrastructure Limited (B-Smile) need to be developed. In addition to inter-agency coordination, strategies for determining equitable revenue, cost sharing, financial delegation, and administrative frameworks need to be developed.

A comprehensive mechanism has also been asked to provide a smooth process for the process of administrative transition from BBMP to GBA. A 100-day action plan needs to be prepared for the reallocation of assets among the municipal corporations. Strategies need to be provided for decision-making without any disruptions in the governance structure and operations.

A private firm will be consulted to provide a robust, accountable and future-proof governance and project delivery system for ‘Greater Bengaluru’. BBMP will enter into an agreement with a private firm to obtain strategic advice. It is said that the agreement will be transferred to B-Smile after obtaining the approval of the directors in the first board meeting of B-Smile.

B-Smile Operation Framework

An institutional framework will be created not only for GBA but also for B-Smile Operation, which has been established to manage large infrastructure, and it will be implemented by the private sector. Delegation of powers, appointment rules, administrative procedures, standard operating procedures (SOPs), internal control systems, guidelines for capacity building, and frameworks will be prepared. 

The private organization will provide B-Smile with the strategy, marketing, bidding process management, coordination with technical consultants, and financial evaluation procedures for the participation of private developers.

ಬೆಂಗಳೂರು: ಬೃಹತ್‌ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯು (ಬಿಬಿಎಂಪಿ) ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವಾಗಿ (ಜಿಬಿಎ) ಪರಿವರ್ತನೆಯಾಗಲು ಖಾಸಗಿ ಸಂಸ್ಥೆಯಿಂದ ಸಲಹೆ ಮತ್ತು ಯೋಜನಾತ್ಮಕ ಬೆಂಬಲ ಪಡೆಯಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ ಮೇ 15ರಿಂದ ಜಾರಿಯಾಗಿದ್ದು, ಬಿಬಿಎಂಪಿ ಪ್ರದೇಶವನ್ನು ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಘೋಷಿಸಲಾಗಿದ್ದರೂ, ಬಿಬಿಎಂಪಿ ಕಾಯ್ದೆ–2020ಯಂತೆಯೇ ಬಿಬಿಎಂಪಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದೆ. ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ ರಚಿಸಿ, ಅದರ ಮೂಲಕ ಆಡಳಿತವನ್ನು ನಡೆಸಲು ಸಿದ್ಧತೆ ಇದೀಗ ಆರಂಭವಾಗಿದೆ.

ಜಿಬಿಎ ಆಡಳಿತವನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಪ್ರತಿಷ್ಠಿತ ಸಲಹಾ ಸಂಸ್ಥೆಗಳ ಮೂಲಕ ‘ಯೋಜನಾತ್ಮಕ ಸಲಹೆಗಳನ್ನು’ ಪಡೆಯಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಹೀಗಾಗಿ, ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ಮೂಲಸೌಕರ್ಯ ವಿಭಾಗದ ಕಾರ್ಯಕಾರಿ ಎಂಜಿನಿಯರ್‌ ಮೂಲಕ ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಿದ್ದಾರೆ. ಜುಲೈ 17ರಂದು ಟೆಂಡರ್‌ ತೆರೆಯಲಾಗುತ್ತದೆ.

ಬೆಂಗಳೂರು ತ್ವರಿತವಾಗಿ ಬೆಳವಣಿಗೆಯಾಗುತ್ತಿದ್ದು, ಮೂಲಸೌಕರ್ಯ ಹಾಗೂ ಸೇವೆಗಳನ್ನು ಒದಗಿಸುವ ಬೇಡಿಕೆಗಳು ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಆದ್ದರಿಂದ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ವನ್ನು ಸ್ಥಾಪಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಈ ಮೂಲಕ ನಗರದ ವಿಸ್ತರಣೆಯನ್ನು ಪರಿಣಾಮಕಾರಿ ನಿರ್ವಹಿಸುವ ಗುರಿ ಹೊಂದಲಾಗಿದ್ದು, ಬಿಬಿಎಂಪಿಯು ಜಿಬಿಎಯಾಗಿ ಪರಿವರ್ತನೆಯಾಗುತ್ತಿದೆ. ಇದಕ್ಕಾಗಿ, ಸಾಂಸ್ಥಿಕ ಚೌಕಟ್ಟು, ಸದೃಢ ಆಡಳಿತ ಹಾಗೂ ನಗರ ಪಾಲಿಕೆಗಳು ಮತ್ತು ಇತರೆ ಇಲಾಖೆಗಳ ನಡುವೆ ಸಮನ್ವಯ– ಹೊಣೆಗಾರಿಕೆಯ ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ರಚಿಸಿಕೊಡಬೇಕೆಂದು ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳನ್ನು ಕೇಳಲಾಗಿದೆ.

'ಬಿಬಿಎಂಪಿಯನ್ನು ಜಿಬಿಎಗೆ ಪರಿವರ್ತಿಸಲು ಮತ್ತು ಬಿ-ಸ್ಮೈಲ್ ಕಾರ್ಯಾಚರಣೆಗೆ ಕಾರ್ಯತಂತ್ರಕ್ಕೆ ಬೆಂಬಲ’ ಶೀರ್ಷಿಕೆಯಡಿ ಯೋಜನಾತ್ಮಕ ವರದಿಯನ್ನು ಖಾಸಗಿಯವರಿಂದ ಆಹ್ವಾನಿಸಲಾಗಿದೆ. ಜಿಬಿಎ ಆಡಳಿತ ರಚನೆಗಾಗಿ ಸಾಂಸ್ಥಿಕ ಚೌಕಟ್ಟು, ಹಣಕಾಸು ನಿರ್ವಹಣಾ ಕಾರ್ಯತಂತ್ರ ವಿನ್ಯಾಸ, ಸಂಸ್ಥೆಗಳ ಜವಾಬ್ದಾರಿಯಲ್ಲಿ ಸ್ಪಷ್ಟತೆ, ಸಂಪನ್ಮೂಲ ಹಂಚಿಕೆ ಮತ್ತು ಹೊಸ ನಗರ ಪಾಲಿಕೆಗಳು, ಬಿಡಿಎ, ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌) ಹಾಗೂ ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ನಿಯಮಿತ (ಬಿ–ಸ್ಮೈಲ್‌) ನಡುವಿನ ಸಮನ್ವಯ ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಬೇಕಿದೆ. ಅಂತರ ಸಂಸ್ಥೆಗಳ ಸಮನ್ವಯದ ಜೊತೆಗೆ ಸಮಾನ ಆದಾಯ, ವೆಚ್ಚ ಹಂಚಿಕೆ, ಹಣಕಾಸು ನಿಯೋಗ, ಆಡಳಿತಾತ್ಮಕ ಚೌಕಟ್ಟುಗಳನ್ನು ನಿರ್ಧರಿಸುವ ಕಾರ್ಯತಂತ್ರಗಳನ್ನೂ ರಚಿಸಬೇಕಾಗಿದೆ.

ಬಿಬಿಎಂಪಿಯಿಂದ ಜಿಬಿಎಗೆ ಆಡಳಿತ ಪರಿವರ್ತನೆಯಾಗುವ ಪ್ರಕ್ರಿಯೆ ಸುಗಮವಾಗಿರಲು ಸಮಗ್ರ ಕಾರ್ಯವಿಧಾನವನ್ನೂ ನೀಡಲು ಕೇಳಲಾಗಿದೆ. ನಗರ ಪಾಲಿಕೆಗಳ ನಡುವೆ ಸ್ವತ್ತುಗಳ ಮರುಹಂಚಿಕೆಗೆ 100 ದಿನಗಳ ಕ್ರಿಯಾಯೋಜನೆ ರೂಪಿಸಬೇಕಾಗಿದೆ. ಆಡಳಿತ ರಚನೆ ಮತ್ತು ಕಾರ್ಯಾಚರಣೆಯಲ್ಲಿ ಯಾವುದೇ ಅಡೆತಡೆಗಳಿಲ್ಲದೆ ನಿರ್ಧಾರಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಕಾರ್ಯತಂತ್ರಗಳನ್ನು ಒದಗಿಸಬೇಕಾಗಿದೆ.

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರಿಗೆ’ ದೃಢವಾದ, ಜವಾಬ್ದಾರಿಯುತವಾದ ಮತ್ತು ಭವಿಷ್ಯಕ್ಕೆ ಸಿದ್ಧವಾಗಿರುವ ಆಡಳಿತ ಮತ್ತು ಯೋಜನೆಯನ್ನು ವಿತರಿಸುವ ವ್ಯವಸ್ಥೆಯನ್ನು ಒದಗಿಸಲು ಖಾಸಗಿ ಸಂಸ್ಥೆ ಸಲಹೆಯನ್ನು ತೆಗೆದುಕೊಳ್ಳಲಾಗುತ್ತದೆ. ಯೋಜನಾತ್ಮಕ ಸಲಹೆಗಳನ್ನು ಪಡೆಯಲು ಖಾಸಗಿ ಸಂಸ್ಥೆಯೊಂದಿಗೆ ಬಿಬಿಎಂಪಿ ಒಪ್ಪಂದ ಮಾಡಿಕೊಳ್ಳಲಿದೆ. ಬಿ–ಸ್ಮೈಲ್‌ನ ಮೊದಲ ಮಂಡಳಿ ಸಭೆಯಲ್ಲಿ ನಿರ್ದೇಶಕರ ಸಮ್ಮತಿ ಪಡೆದು ಒಪ್ಪಂದವನ್ನು ಬಿ–ಸ್ಮೈಲ್‌ಗೆ ವರ್ಗಾಯಿಸಲಾಗುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ.

 

ಬಿ–ಸ್ಮೈಲ್‌ ಕಾರ್ಯಾಚರಣೆಗೆ ರೂಪುರೇಷೆ

ಜಿಬಿಎಗೆ ಮಾತ್ರವಲ್ಲದೆ ಬೃಹತ್‌ ಮೂಲ ಸೌಕರ್ಯಗಳನ್ನು ನಿರ್ವಹಿಸಲು ಸ್ಥಾಪನೆಯಾಗಿರುವ ಬಿ–ಸ್ಮೈಲ್‌ ಕಾರ್ಯಾಚರಣೆಗೂ ಸಾಂಸ್ಥಿಕ ರಚನೆಯ ಚೌಕಟ್ಟು ರಚಿಸಿ, ಅದನ್ನು ಖಾಸಗಿಯವರೇ ಅನುಷ್ಠಾನ ಮಾಡಲಿದ್ದಾರೆ. ಅಧಿಕಾರಗಳ ನಿಯೋಜನೆ, ನೇಮಕಾತಿ ನಿಯಮ, ಆಡಳಿತ ವಿಧಾನಗಳು, ಪ್ರಮಾಣಿತ ಕಾರ್ಯಾಚಾರಣಾ ವಿಧಾನಗಳು (ಎಸ್‌ಒಪಿ), ಆಂತರಿಕ ನಿಯಂತ್ರಣ ವ್ಯವಸ್ಥೆಗಳು, ಸಾಮರ್ಥ್ಯ ನಿರ್ಮಾಣಕ್ಕೆ ಮಾರ್ಗಸೂಚಿ, ರೂಪು–ರೇಷೆಗಳನ್ನು ರಚಿಸಲಿದ್ದಾರೆ. 

ಖಾಸಗಿ ಡೆವಲಪರ್‌ಗಳ ಭಾಗವಹಿಸುವಿಕೆಗೆ ತಂತ್ರ, ಮಾರುಕಟ್ಟೆ, ಬಿಡ್ಡಿಂಗ್‌ ಪ್ರಕ್ರಿಯೆ ನಿರ್ವಹಣೆ, ತಾಂತ್ರಿಕ ಸಲಹೆಗಾರರೊಂದಿಗೆ ಸಮನ್ವಯ, ಹಣಕಾಸಿನ ಮೌಲ್ಯಮಾಪನ–ಕಾರ್ಯವಿಧಾನಗಳನ್ನೂ ಬಿ–ಸ್ಮೈಲ್‌ಗೆ ಖಾಸಗಿ ಸಂಸ್ಥೆ ನೀಡಲಿದೆ.
