Bengaluru: The Legislative Assembly Local Bodies and Panchayat Raj Institutions Committee has directed that the Ele Mallappa Shetty Lake should be fenced within 10 days.

The committee members, led by President Rizwan Arshad, visited the Ele Mallappa Shetty Lake on Wednesday and inspected it.

9.5 km. of fencing has been put up for Ele Mallappa Shetty Lake. Officials said that 4.5 km. is still pending. He asked the police to help, mark the area and put up a fence.

He instructed the BDA and district administration officials to inform them about the private layout adjacent to the lake, which has turned the lake area into a road.

BDA officials informed that steps have been taken to prevent sewage from entering the Varthur lake. Only rainwater is flowing. There is no encroachment. Discussions have been held to transfer the management of the lake to the BBMP.

He instructed BDA Engineering Member Shantarajanna to take the BDA officials to task regarding the cleanliness around the lake and to hold a meeting soon involving the committee chairman, BDA, BBMP, revenue and all departments related to lakes.

He said that Varthur lake is a mirror image of the system where the condition of lakes in Bangalore does not change despite hundreds of crores being spent by the government every year.

The BDA should complete the Bellandur lake development work by next year. BBMP and Water Board should take action to prevent waste water from flowing and encroachment, he suggested.

The committee members who visited the Agar Lake received complaints from the public. Committee members Ravisubrahmanya, Harish Poonja, Venkatsiva Reddy, Govindaraju and Sasikala Jolle were present.

Pollution Control Department officials reprimanded

The State Pollution Control Board officials were hesitant to answer the question of the committee of local bodies and Panchayat Raj institutions of the Legislative Assembly, asking, “There are hundreds of apartments around Varthur and Bellandur lakes, is there any data on the extent to which the water used by them is being treated?”

“The inspection is carried out once every six years during the renewal of the license of waste water treatment plants (STPs),” said Pollution Control Board officials.

“The Bangalore Water Board and Pollution Control Board officials are directly responsible for the sewage flowing into the lakes. It is an open truth that most of the STPs in the apartments are not functioning. However, the lakes are getting polluted due to the irresponsibility of the officials of both these departments,” said committee member Ravi Subramanya.

The officials of the Bangalore Water Board and the State Pollution Control Board were instructed to monitor and test the quality of the water coming out of the STP at least once in six months.

ಬೆಂಗಳೂರು: ಎಲೆ ಮಲ್ಲಪ್ಪ ಶೆಟ್ಟಿ ಕೆರೆಗೆ 10 ದಿನದೊಳಗೆ ಬೇಲಿ (ಫೆನ್ಸಿಂಗ್) ಹಾಕಬೇಕು ಎಂದು ವಿಧಾನಮಂಡಲದ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳ ಸಮಿತಿ ಸೂಚಿಸಿದೆ.

ಅಧ್ಯಕ್ಷ ರಿಜ್ವಾನ್‌ ಅರ್ಷದ್‌ ನೇತೃತ್ವದಲ್ಲಿ ಸಮಿತಿ ಸದಸ್ಯರು ಎಲೆ ಮಲ್ಲಪ ಶೆಟ್ಟಿ ಕೆರೆಗೆ ಬುಧವಾರ ಭೇಟಿ ನೀಡಿ ಪರಿಶೀಲನೆ ನಡೆಸಿದರು.

ಎಲೆ ಮಲ್ಲಪ್ಪ ಶೆಟ್ಟಿ ಕೆರೆಗೆ 9.5 ಕಿ.ಮೀ. ಫೆನ್ಸಿಂಗ್ ಹಾಕಲಾಗಿದೆ. ಇನ್ನೂ 4.5 ಕಿ.ಮೀ. ಬಾಕಿ ಇದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ಹೇಳಿದರು. ಪೊಲೀಸರ ನೆರವು ಪಡೆದು, ಮಾರ್ಕಿಂಗ್ ಮಾಡಿ, ಬೇಲಿ ಹಾಕಬೇಕು ಎಂದು ಗಡುವು ವಿಧಿಸಿದರು.

‘ಕೆರೆಗೆ ಹೊಂದಿಕೊಂಡಂತಿರುವ ಖಾಸಗಿ ಲೇಔಟ್‌ನವರು ಕೆರೆ ಜಾಗವನ್ನೇ ರಸ್ತೆಯನ್ನಾಗಿ ಮಾಡಿಕೊಂಡಿರುವ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಬೇಕು’ ಎಂದು ಬಿಡಿಎ ಮತ್ತು ಜಿಲ್ಲಾಡಳಿತ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದರು.

‘ವರ್ತೂರು ಕೆರೆಗೆ ಚರಂಡಿ ನೀರು ಸೇರದಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಮಳೆ ನೀರು ಮಾತ್ರ ಹರಿಯುತ್ತಿದೆ. ಯಾವುದೇ ಒತ್ತುವರಿ ಇರುವುದಿಲ್ಲ. ಬಿಬಿಎಂಪಿಗೆ ಕೆರೆ ನಿರ್ವಹಣೆಯನ್ನು ವರ್ಗಾಯಿಸುವ ಬಗ್ಗೆ ಮಾತುಕತೆ ನಡೆದಿದೆ’ ಎಂದು ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳು ಮಾಹಿತಿ ನೀಡಿದರು.

ಕೆರೆಯ ಸುತ್ತಲಿನ ಸ್ವಚ್ಛತೆ ಕುರಿತಂತೆ ಬಿಡಿಎ ಅಧಿಕಾರಿಗಳನ್ನು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡು ಸಮಿತಿ ಅಧ್ಯಕ್ಷರು, ಬಿಡಿಎ, ಬಿಬಿಎಂಪಿ, ಕಂದಾಯ ಹಾಗೂ ಕೆರೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಎಲ್ಲಾ ಇಲಾಖೆಗಳನ್ನು ಒಳಗೊಂಡ ಸಭೆಯನ್ನು ಶೀಘ್ರದಲ್ಲಿ ಹಮ್ಮಿಕೊಳ್ಳಬೇಕು ಬಿಡಿಎ ಎಂಜಿನಿಯರಿಂಗ್‌ ಸದಸ್ಯ ಶಾಂತರಾಜಣ್ಣ ಅವರಿಗೆ ಸೂಚಿಸಿದರು.

‘ನೂರಾರು ಕೋಟಿ ಪ್ರತಿ ವರ್ಷ ಸರ್ಕಾರದಿಂದ ಖರ್ಚು ಮಾಡಿದರೂ ಬೆಂಗಳೂರಿನ ಕೆರೆಗಳ ಸ್ಥಿತಿ ಬದಲಾಗದಿರುವ ವ್ಯವಸ್ಥೆಗೆ ವರ್ತುರು ಕೆರೆ ಹಿಡಿದ ಕನ್ನಡಿಯಾಗಿದೆ’ ಎಂದರು.

‘ಬೆಳ್ಳಂದೂರು ಕೆರೆ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯವನ್ನು ಬಿಡಿಎ ಮುಂದಿನ ವರ್ಷದೊಳಗೆ ಮುಗಿಸಬೇಕು. ತ್ಯಾಜ್ಯ ನೀರು ಹೋಗದಂತೆ, ಒತ್ತುವರಿಯಾಗದಂತೆ ಬಿಬಿಎಂಪಿ ಹಾಗೂ ಜಲಮಂಡಳಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು’ ಎಂದು ಸೂಚಿಸಿದರು.

ಅಗರ ಕೆರೆಗೆ ಭೇಟಿ ನೀಡಿದ ಸಮಿತಿ ಸದಸ್ಯರು, ಸಾರ್ವಜನಿಕರಿಂದ ಅಹವಾಲುಗಳನ್ನು ಸ್ವೀಕರಿಸಿದರು. ಸಮಿತಿ ಸದಸ್ಯರಾದ ರವಿಸುಬ್ರಹ್ಮಣ್ಯ, ಹರೀಶ್ ಪೂಂಜ, ವೆಂಕಟಶಿವಾ ರೆಡ್ಡಿ, ಗೋವಿಂದರಾಜು ಮತ್ತು ಶಶಿಕಲಾ ಜೊಲ್ಲೆ ಉಪಸ್ಥಿತರಿದ್ದರು.

 

ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳಿಗೆ ತರಾಟೆ

‘ವರ್ತೂರು, ಬೆಳ್ಳಂದೂರು ಕೆರೆಗಳ ಸುತ್ತಮುತ್ತ ನೂರಾರು ಅಪಾರ್ಟ್‌ಮೆಂಟ್‌ಗಳಿದ್ದು, ಅವರು ಬಳಸಿದ ನೀರು ಯಾವ ಪ್ರಮಾಣದಲ್ಲಿ ಸಂಸ್ಕರಿಸಲಾಗುತ್ತಿದೆ ಎಂಬ ದತ್ತಾಂಶವಿದೆಯೇ’ ಎಂಬ ವಿಧಾನಮಂಡಲದ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆ, ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳ ಸಮಿತಿ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರ ನೀಡಲು ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿ ಅಧಿಕಾರಿಗಳು ತಬ್ಬಿಬ್ದಾದರು.

‘ಆರು ವರ್ಷಕ್ಕೊಮ್ಮೆ ತ್ಯಾಜ್ಯ ನೀರು ಸಂಸ್ಕರಣೆ ಘಟಕಗಳ (ಎಸ್‌ಟಿಪಿ) ಪರವಾನಗಿ ನವೀಕರಣ ಸಂದರ್ಭದಲ್ಲಿ ಪರಿಶೀಲನೆ ಮಾಡಲಾಗುತ್ತದೆ’ ಎಂದು ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

‘ಕೆರೆಗಳಿಗೆ ಕೊಳಚೆ ನೀರು ಹೋಗಲು ಬೆಂಗಳೂರು ಜಲಮಂಡಳಿ ಹಾಗೂ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿ ಅಧಿಕಾರಿಗಳೇ ನೇರ ಹೊಣೆ. ಅಪಾರ್ಟ್‌ಮೆಂಟ್‌ಗಳಲ್ಲಿರುವ ಬಹುತೇಕ ಎಸ್‌ಟಿಪಿಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿಲ್ಲ ಎಂಬುದು ಬಹಿರಂಗ ಸತ್ಯ. ಆದರೆ, ಈ ಎರಡೂ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳ ಬೇಜವಾಬ್ದಾರಿಯಿಂದ ಕೆರೆಗಳು ಮಲಿನವಾಗುತ್ತಿವೆ’ ಎಂದು ಸಮಿತಿ ಸದಸ್ಯ ರವಿ ಸುಬ್ರಮಣ್ಯ ಅವರು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಂಡರು.

‘ಆರು ತಿಂಗಳಿಗೆ ಒಮ್ಮೆಯಾದರೂ ಎಸ್‌ಟಿಪಿಯಿಂದ ಹೊರಬರುವ ನೀರಿನ ಗುಣಮಟ್ಟದ ಪರೀಕ್ಷೆಯಾಗಿ, ಅದನ್ನು ಮೇಲ್ವಿಚಾರಣೆ ಮಾಡಬೇಕು’ ಎಂದು ಬೆಂಗಳೂರು ಜಲಮಂಡಳಿ ಹಾಗೂ ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಯಿತು.
