Bengaluru: The ‘Greater Bengaluru Authority’s Bengaluru City District and Bengaluru South Districts is creating confusion, and this is also reflected in government notifications.

The only difference between the ‘Greater Bengaluru Development Authority’ (GBDA) instead of the Bidadi Development Authority and the ‘Greater Bengaluru Authority’ (GBA) formed instead of the BBMP is the word ‘development’, which is causing confusion in government orders and notifications.

The notification (No. 471 BMR 2025 (E) issued by the Urban Development Department on November 24 in the name of the Governor has caused a lot of confusion.

As per this notification, eight villages of Kasaba Hobli of Kanakapura Taluk have been withdrawn from the Kanakapura Local Planning Area. These villages have been included in the scope of the ‘Greater Bangalore Local Planning Area’. That is, it means that Kanakapura has been included in the GBA. However, in reality, it should have been ‘Greater Bengaluru Development Local Planning Area’. 

Furthermore, in the same notification, eight villages of Uttarahalli Hobli of South Taluk of Bengaluru Urban District have been included in the ‘Greater Bengaluru Development Local Planning Area’. The question has arisen as to how the areas of the urban district come under the Local Planning Area of ​​Bengaluru South District. To this, the Urban Development Department There is no answer in the Under Secretary's office. The only excuse given is that 'sometimes a typo error occurs due to confusion between GBA and GBDA. It will be checked'.

In the 'Greater Bengaluru Administration Act- 2024', it is mentioned that any area specified by the government can be included in the 'Greater Bengaluru Authority Area' apart from the urban district, Bengaluru South, Bengaluru Rural districts. Therefore, officials are of the opinion that if there is a mistake in the notifications as to where the areas under the jurisdiction of these three districts fall, there will be confusion in the operation.

'It is an open fact that GBDA areas may come under the jurisdiction of GBA in the future. Therefore, sometimes confusion is created when orders and notifications are issued. Such mistakes should not be made in the notifications. Therefore, it is appropriate to change their names,' senior officials of the Urban Development Department expressed their opinion.

GBDA for six suburbs

To reduce congestion in Bangalore, Devanahalli, The Bidadi Development Authority was renamed as the ‘Greater Bangalore Development Authority’ (GBDA) to develop suburbs in Nelamangala, Hoskote, Doddaballapur, Magadi, and Bidadi. The Cabinet approved the implementation of the ‘Greater Bangalore Integrated Suburban Development Plan’ under the GBDA under Section 15(1)(b) of the Karnataka Urban Development Authority Act 197. Accordingly, the GBDA was named the ‘Greater Bangalore Revised Local Planning Area’ and given the power of urban planning, and its scope is being expanded frequently. Similarly, the GBA, which was replaced by the BBMP, has also been given all the urban planning powers of the BDA and named the ‘Greater Bangalore Local Planning Area’ and given the responsibility of urban planning. Its scope is also expanding. It is also responsible for preparing a master plan.

Unfinalized logo, building

‘Greater Bengaluru Administration Act- 2024’, on September 2, 2025, the ‘Greater Bengaluru Authority’ was formed instead of BBMP. Five City corporations were formed within its jurisdiction. Deputy Chief Minister D.K. Shivakumar, who is also the Minister for Urban Development of Bangalore, had announced that a new logo and a single design of buildings would be released for all these five city corporations on November 1. It was also said that a competition would be held for the single design of the logo and buildings and the best designs from young architects would be adopted.

Although the wards of the five city corporations have been finalized and November is coming to an end, no final processes have been taken regarding the logo-building designs. A committee headed by B.S. Patil has to submit a report on including new areas under the GBA jurisdiction. Therefore, all the processes are said to be delayed.

ಬೆಂಗಳೂರು: ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆ ಹಾಗೂ ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ಜಿಲ್ಲೆಗಳಲ್ಲಿರುವ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ ಗೊಂದಲ ಸೃಷ್ಟಿಸುತ್ತಿದ್ದು, ಸರ್ಕಾರದ ಅಧಿಸೂಚನೆಗಳಲ್ಲೂ ಇದು ಪ್ರತಿಬಿಂಬಿಸುತ್ತಿದೆ.

ಬಿಡದಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದ ಬದಲು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಡಿಎ) ಹಾಗೂ ಬಿಬಿಎಂಪಿ ಬದಲಾಗಿ ರಚನೆಯಾಗಿರುವ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ದ (ಜಿಬಿಎ) ನಡುವೆ ‘ಅಭಿವೃದ್ಧಿ’ ಎಂಬುದಷ್ಟೇ ವ್ಯತ್ಯಾಸವಿರುವುದರಿಂದ ಸರ್ಕಾರದ ಆದೇಶ, ಅಧಿಸೂಚನೆಗಳಲ್ಲಿ ತಪ್ಪಾಗುತ್ತಿದೆ.

ರಾಜ್ಯಪಾಲರ ಆದೇಶದನುಸಾರ ಅವರ ಹೆಸರಿನಲ್ಲೇ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ನ.24ರಂದು ಪ್ರಕಟಿಸಿರುವ ಅಧಿಸೂಚನೆಯಲ್ಲಿ (ನಇ471 ಬಿಎಂಆರ್‌ 2025 (ಇ) ಜಿಬಿಡಿಎ ಮತ್ತು ಜಿಬಿಎ ಎರಡನ್ನೂ ಉಲ್ಲೇಖಿಸಿರುವುದು ಸಾಕಷ್ಟು ಗೊಂದಲಕ್ಕೆ ಕಾರಣವಾಗಿದೆ.

ಈ ಅಧಿಸೂಚನೆಯಂತೆ, ಕನಕಪುರ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶದಿಂದ ಕನಕಪುರ ತಾಲ್ಲೂಕಿನ ಕಸಬಾ ಹೋಬಳಿಯ ಎಂಟು ಗ್ರಾಮಗಳನ್ನು ಹಿಂಪಡೆಯಲಾಗಿದೆ. ಈ ಗ್ರಾಮಗಳನ್ನು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ’ದ ವ್ಯಾಪ್ತಿಗೆ ಸೇರಿಸಲಾಗಿದೆ. ಅಂದರೆ, ಜಿಬಿಎಗೆ ಕನಕಪುರ ಸೇರಿಕೊಂಡಿದೆ ಎಂಬರ್ಥ ಬರುತ್ತದೆ. ಆದರೆ, ವಾಸ್ತವದಲ್ಲಿ  ಇದು, ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ’ ಎಂದಾಗಬೇಕಿತ್ತು. 

ಇನ್ನು ಇದೇ ಅಧಿಸೂಚನೆಯಲ್ಲಿ, ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯ ದಕ್ಷಿಣ ತಾಲ್ಲೂಕಿನ ಉತ್ತರಹಳ್ಳಿ ಹೋಬಳಿಯ ಎಂಟು ಗ್ರಾಮಗಳನ್ನು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ’ಕ್ಕೆ ಸೇರಿಸಲಾಗಿದೆ. ನಗರ ಜಿಲ್ಲೆಯ ಪ್ರದೇಶಗಳು ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ಜಿಲ್ಲೆಗೆ ಸಂಬಂಧಿಸಿದ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶಕ್ಕೆ ಹೇಗೆ ಸೇರುತ್ತದೆ ಎಂಬ ಪ್ರಶ್ನೆ ಉದ್ಭವಿಸಿದೆ. ಇದಕ್ಕೆ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯಲ್ಲಿರುವ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿಗಳ ಕಚೇರಿಯಲ್ಲಿ ಉತ್ತರವಿಲ್ಲ. ‘ಜಿಬಿಎ, ಜಿಬಿಡಿಎ ನಡುವೆ ಗೊಂದಲ ಇರುವುದರಿಂದ ಕೆಲವು ಬಾರಿ ‘ಟೈಪೊ ಎರರ್‌’ ಆಗುತ್ತದೆ. ಅದನ್ನು ಪರಿಶೀಲಿಸಲಾಗುತ್ತದೆ’ ಎಂದು ಸಬೂಬು ಮಾತ್ರ ದೊರೆಯುತ್ತದೆ.

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ರಲ್ಲಿ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ ಪ್ರದೇಶಕ್ಕೆ’ ನಗರ ಜಿಲ್ಲೆಯ ಹೊರತಾಗಿ, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ, ಬೆಂಗಳೂರು ಗ್ರಾಮಾಂತರ ಜಿಲ್ಲೆಯಲ್ಲದೆ ಸರ್ಕಾರ ಸೂಚಿಸಿರುವ ಯಾವ ಪ್ರದೇಶಗಳನ್ನಾದರೂ ಸೇರಿಸಿಕೊಳ್ಳಬಹುದು ಎಂದು ನಮೂದಿಸಲಾಗಿದೆ. ಹೀಗಾಗಿ, ಈ ಮೂರು ಜಿಲ್ಲೆಗಳ ವ್ಯಾಪ್ತಿಯ ಪ್ರದೇಶಗಳು ಎಲ್ಲಿಗೆ ಸೇರುತ್ತವೆ ಎಂಬುದು ಅಧಿಸೂಚನೆಗಳಲ್ಲೇ ತಪ್ಪಾದರೆ ಕಾರ್ಯಾಚರಣೆಯಲ್ಲಿ ಗೊಂದಲ ಮೂಡುತ್ತದೆ ಎಂಬುದು ಅಧಿಕಾರಿಗಳ ಅಭಿಪ್ರಾಯ.

‘ಭವಿಷ್ಯದಲ್ಲಿ ಜಿಬಿಡಿಎ ಪ್ರದೇಶಗಳು ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ ಸೇರುವ ಸಂಭವಿರುವುದು ಬಹಿರಂಗ ಸತ್ಯ. ಹೀಗಾಗಿ, ಕೆಲವು ಬಾರಿ ಆದೇಶ ಹಾಗೂ ಅಧಿಸೂಚನೆಯಾಗುವಾಗ ಗೊಂದಲಗಳು ಸೃಷ್ಟಿಯಾಗುತ್ತಿವೆ. ಇಂತಹ ಪ್ರಮಾದಗಳು ಅಧಿಸೂಚನೆಯಲ್ಲಾಗಬಾರದು. ಆದ್ದರಿಂದ ಅವುಗಳ ಹೆಸರನ್ನು ಬದಲಿಸುವುದೇ ಸೂಕ್ತ’ ಎಂದು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಅಭಿಪ್ರಾಯ ವ್ಯಕ್ತಪಡಿಸಿದರು.

 

ಆರು ಉಪನಗರಕ್ಕೆ ಜಿಬಿಡಿಎ

ಬೆಂಗಳೂರಿನಲ್ಲಿ ಜನದಟ್ಟಣೆಯನ್ನು ಕಡಿಮೆ ಮಾಡಲು, ನಗರದ ಸುತ್ತಲಿರುವ ದೇವನಹಳ್ಳಿ, ನೆಲಮಂಗಲ, ಹೊಸಕೋಟೆ, ದೊಡ್ಡಬಳ್ಳಾಪುರ, ಮಾಗಡಿ, ಬಿಡದಿಗಳಲ್ಲಿ ಉಪನಗರಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲು ಬಿಡದಿ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರವನ್ನು ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ’ (ಜಿಬಿಡಿಎ) ಎಂದು ಮರುನಾಮಕರಣ ಮಾಡಲಾಯಿತು. ಜಿಬಿಡಿಎ ಅಡಿ, ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಸಮಗ್ರ ಉಪನಗರ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆ’ಯನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಕರ್ನಾಟಕ ನಗರಾಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಕಾಯ್ದೆ 197ರ ಸೆಕ್ಷನ್‌ 15(1)(ಬಿ)ಯಂತೆ ಸಚಿವ ಸಂಪುಟ ಅನುಮತಿ ನೀಡಿತು. ಇದರಂತೆ ಜಿಬಿಡಿಎಗೆ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪರಿಷ್ಕೃತ ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ’  ಎಂದು ಹೆಸರಿಸಿ ನಗರ ಯೋಜನೆಯ ಅಧಿಕಾರವನ್ನೂ ನೀಡಿರುವುದರಿಂದ ಅದರ ವ್ಯಾಪ್ತಿಯನ್ನು ಆಗಾಗ ವಿಸ್ತರಿಸಲಾಗುತ್ತಿದೆ. ಅದೇ ರೀತಿ, ಬಿಬಿಎಂಪಿಯಿಂದ ಬದಲಾದ ಜಿಬಿಎಗೂ ಬಿಡಿಎಯ ನಗರ ಯೋಜನೆಯ ಎಲ್ಲ ಅಧಿಕಾರಗಳನ್ನೂ ವರ್ಗಾಯಿಸಿ, ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶ’ ಎಂದು ಹೆಸರಿಸಿ ನಗರ ಯೋಜನೆಯ ಜವಾಬ್ದಾರಿ ವಹಿಸಲಾಗಿದೆ. ಇದರ ವ್ಯಾಪ್ತಿಯೂ ಹಿಗ್ಗುತ್ತಿದೆ. ಮಾಸ್ಟರ್‌ ಪ್ಲಾನ್‌ ರಚಿಸುವ ಜವಾಬ್ದಾರಿಯೂ ಇದೆ.

 

ಅಂತಿಮವಾಗದ ಲೊಗೊ, ಕಟ್ಟಡ

‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024’ಯಂತೆ  2025ರ ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು, ಬಿಬಿಎಂಪಿ ಬದಲಾಗಿ ‘ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ ರಚನೆಯಾಯಿತು. ಇದರ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಲಾಯಿತು. ಈ ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ನವೆಂಬರ್‌ 1ರಂದು ಹೊಸ ಲೊಗೊ ಹಾಗೂ ಕಟ್ಟಡಗಳ ಏಕ ವಿನ್ಯಾಸವನ್ನು ಬಿಡುಗಡೆ ಮಾಡುವುದಾಗಿ ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರೂ ಆದ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರು ಪ್ರಕಟಿಸಿದ್ದರು. ಲೊಗೊ ಹಾಗೂ ಕಟ್ಟಡಗಳ ಏಕ ವಿನ್ಯಾಸಕ್ಕೆ ಸ್ಪರ್ಧೆ ನಡೆಸಿ, ಯುವ ವಾಸ್ತುಶಿಲ್ಪಿಗಳು ಬರುವ ಅತ್ಯುತ್ತಮ ವಿನ್ಯಾಸಗಳನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಲಾಗುವುದು ಎಂದೂ ಹೇಳಲಾಗಿತ್ತು.

ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ಗಳು ಅಂತಿಮಗೊಂಡು, ನವೆಂಬರ್‌ ಅಂತ್ಯವಾಗುತ್ತಿದ್ದರೂ ಲೊಗೊ– ಕಟ್ಟಡ ವಿನ್ಯಾಸಗಳ ಬಗ್ಗೆ ಯಾವುದೇ ರೀತಿಯ ಅಂತಿಮ ಪ್ರಕ್ರಿಯೆಗಳು ನಡೆದಿಲ್ಲ. ಹೊಸ ಪ್ರದೇಶಗಳನ್ನು ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ ಸೇರಿಸಿಕೊಳ್ಳುವ ಬಗ್ಗೆ ಬಿ.ಎಸ್‌. ಪಾಟೀಲ್‌ ನೇತೃತ್ವದ ಸಮಿತಿ ವದರಿ ಸಲ್ಲಿಸಬೇಕಿದೆ. ಹೀಗಾಗಿ, ಎಲ್ಲ ಪ್ರಕ್ರಿಯೆಗಳೂ ವಿಳಂಬಗತಿಯಲ್ಲಿವೆ ಎನ್ನಲಾಗಿದೆ.
