Bengaluru: Going against the advice of an expert committee, the Greater Bengaluru Authority (GBA) is planning to hire machines at a high cost to sweep road waste. However, the Bangalore Solid Waste Management Limited (BSWML) is spending ₹82 lakh per machine for the same work.

Ignoring the technical report of the experts, the GBA engineers who had prepared this project have decided to hire the sweepers based on the report itself. 

A proposal was submitted when the BBMP was to acquire vehicles on a seven-year lease basis to sweep the 1,682.10 km long main and sub-main roads. On April 17, 2025, the then Chief Engineer B.S. Prahlad had submitted the proposal. The GBA process was stalled and further impetus was given from August to continue this proposal.

The expert committee formed by the government had also suggested that it was not right to get vehicles on a rental basis. To consider this report, a technical report was obtained from a team of Chief Engineer Raghavendra Prasad and Boston Consulting Group under the leadership of B.S. Prahlad, who is now the GBA Chief Engineer. Of course, Prahlad reported on September 22 that it was appropriate to get vehicles on rent. 

The cost of a garbage sweeper vehicle is ₹2.24 crore, a hook loader is ₹44 lakh, and two containers are ₹15 lakh, making the cost of each vehicle ₹3 crore. After the corporation itself purchases these, it has to bear the cost of fuel, staff, maintenance, RTO, fitness certificate, battery, and tires from time to time. If BBMP itself bears the entire cost, it will be on rental basis. Therefore, instead of ₹924 per km, it can be obtained on rental basis by paying ₹894.53, the Prahlad Committee said.

Contrary to the report of the technical committee of experts constituted by the government, the GBA and the Urban Development Department have rejected the report given by Prahlad. The cabinet has also agreed to spend ₹613 crore on 46 vehicles on rental basis for a period of seven years.

Key points of the technical report

The state government had constituted a three-member expert committee on May 27, 2025, to examine the tender model and estimate prepared for the provision of garbage collection vehicles on rental basis for cleaning the main and sub-main roads of BBMP and submit a technical report. The committee submitted its report on August 8.

The expert committee, chaired by Selvamani, Managing Director of Karnataka Urban Water Supply and Sewerage Board (KUWSDB), included J.R. Nandish, Chief Engineer of Karnataka Urban Infrastructure Development and Finance Corporation Limited (KUIDFC), and Manjappa, Chief Engineer of Bangalore South (C&B), Public Works Department.

* Details of informal calculations by RITES and BCG are not available in the proposal

* In the estimate list prepared by BBMP, the estimate of diesel prices is estimated on a daily basis for the maximum limit of vehicle movement. This changes daily

* Along with the road sweeper, a hook loader, a two cubic meter capacity garbage collection container and a laborer have been hired. This has not been adopted by other cities. However, it is not reasonable to compare it with them.

* It is advisable for the corporation to directly purchase quality garbage sweeper/vehicles operating in big cities of international standard

* If the human resources available in the corporation are used to manage it, the dependence on contractors will be reduced

* Purchasing vehicles from the corporation's original capital and outsourcing the operation and maintenance responsibility can be considered as a second option

* Getting the complete service of vehicles on rental basis is not a suitable proposal. It is difficult to check the technical specifications of the machines provided by the contractors. It is not practical to monitor and operate each machine.

Purchase of 24 vehicles

Bengaluru Solid Waste Management Limited (BSWML) has invited tenders to purchase 24 ‘sweeping machines’ to collect street garbage in the jurisdiction of five municipal corporations. Each vehicle will cost an estimated ₹82 lakh.

BSWML will purchase the ‘sweeping machines’ with the ‘Swachh Bharat Mission’ grant. They will be given to the five municipal corporations. They will have to maintain them themselves. Officials said that the tender process is in the final stage.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ (ಜಿಬಿಎ) ತಜ್ಞರ ಸಮಿತಿಯ ಸಲಹೆಯನ್ನು ಮೀರಿ ರಸ್ತೆ ಕಸ ಗುಡಿಸಲು ದುಬಾರಿ ವೆಚ್ಚದಲ್ಲಿ ಯಂತ್ರಗಳನ್ನು ಬಾಡಿಗೆಗೆ ಪಡೆಯಲು ಮುಂದಾಗಿದೆ. ಆದರೆ, ಅದೇ ಕೆಲಸಕ್ಕೆ ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯಎಂಎಲ್‌) ಒಂದು ಯಂತ್ರಕ್ಕೆ ₹82 ಲಕ್ಷ ವೆಚ್ಚ ಮಾಡುತ್ತಿದೆ.

ತಜ್ಞರ ತಾಂತ್ರಿಕ ವರದಿಯನ್ನು ನಿರ್ಲಕ್ಷ್ಯಿಸಿ, ಈ ಯೋಜನೆಯನ್ನು ರೂಪಿಸಿದ್ದ ಜಿಬಿಎ ಎಂಜಿನಿಯರ್‌ಗಳು ವರದಿಯನ್ನೇ ಆಧರಿಸಿ, ಕಸ ಗುಡಿಸುವ ಯಂತ್ರಗಳನ್ನು ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲಿ ಪಡೆಯಲು ನಿರ್ಧರಿಸಿದೆ. 

1,682.10 ಕಿ.ಮೀ ಉದ್ದ ಮುಖ್ಯ ಹಾಗೂ ಉಪ ಮುಖ್ಯ ರಸ್ತೆಗಳ ಕಸ ಗುಡಿಸಲು ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲಿ ವಾಹನಗಳನ್ನು ಏಳು ವರ್ಷಕ್ಕೆ ಪಡೆದುಕೊಳ್ಳಲು ಬಿಬಿಎಂಪಿಯಾಗಿದ್ದಾಗ ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಲಾಗಿತ್ತು. 2025ರ ಏಪ್ರಿಲ್‌ 17ರಂದು, ಅಂದಿನ ಪ್ರಧಾನ ಎಂಜಿನಿಯರ್‌ ಬಿ.ಎಸ್‌. ಪ್ರಹ್ಲಾದ್‌ ಅವರು ಪ್ರಸ್ತಾವ ಸಲ್ಲಿಸಿದ್ದರು. ಜಿಬಿಎ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ತಣ್ಣಗಾಗಿದ್ದ ಈ ಪ್ರಸ್ತಾವವನ್ನು ಮುಂದುವರಿಸಲು ಆಗಸ್ಟ್‌ನಿಂದ ಹೆಚ್ಚಿನ ಚಾಲನೆ ನೀಡಲಾಯಿತು.

ಸರ್ಕಾರ ರಚಿಸಿದ್ದ ತಜ್ಞರ ಸಮಿತಿ,  ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲಿ ವಾಹನಗಳನ್ನು ಪಡೆಯುವುದು ಸರಿಯಲ್ಲ ಎಂದೂ ಸೂಚಿಸಿತ್ತು. ಈ ವರದಿಯನ್ನು ಪರಿಗಣಿಸಲು, ಇದೀಗ ಜಿಬಿಎ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ ಆಗಿರುವ ಬಿ.ಎಸ್‌. ಪ್ರಹ್ಲಾದ್ ನೇತೃತ್ವದಲ್ಲಿ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್‌ ರಾಘವೇಂದ್ರ ಪ್ರಸಾದ್‌, ಬೋಸ್ಟನ್‌ ಕನ್ಸಲ್ಟಿಂಗ್‌ ಗ್ರೂಪ್‌ನ ತಂಡದಿಂದ ತಾಂತ್ರಿಕ ವರದಿಯನ್ನು ಪಡೆಯಲಾಗಿದೆ. ಸಹಜವಾಗಿ, ಪ್ರಹ್ಲಾದ್‌ ಅವರು ಬಾಡಿಗೆಗೆ ವಾಹನಗಳನ್ನು ಪಡೆಯುವುದೇ ಸೂಕ್ತ ಎಂದು ಸೆಪ್ಟೆಂರ್‌ 22ರಂದು ವರದಿ ನೀಡಿದ್ದಾರೆ. 

ಒಂದು ಕಸ ಗುಡಿಸುವ ವಾಹನದ ವೆಚ್ಚ ₹2.24 ಕೋಟಿ, ಹುಕ್‌ ಲೋಡರ್ಗೆ ₹44 ಲಕ್ಷ, ಎರಡು ಕಂಟೈನರ್‌ಗೆ ₹15 ಲಕ್ಷ ಸೇರಿ ಪ್ರತಿ ವಾಹನದ ವೆಚ್ಚ ₹3 ಕೋಟಿ. ಪಾಲಿಕೆಯೇ ಇವುಗಳನ್ನು ಖರೀದಿಸಿದ ಮೇಲೆ, ಇಂಧನ, ಸಿಬ್ಬಂದಿ ಸೇರಿದಂತೆ ನಿರ್ವಹಣೆ, ಆರ್‌ಟಿಒ, ಸದೃಢತೆ ಪ್ರಮಾಣಪತ್ರ, ಬ್ಯಾಟರಿ, ಟೈರ್ ಎಲ್ಲದರ ವೆಚ್ಚವನ್ನೂ ಕಾಲಕಾಲಕ್ಕೆ ಭರಿಸಬೇಕಾಗುತ್ತದೆ. ಬಿಬಿಎಂಪಿಯೇ ಎಲ್ಲವನ್ನೂ ಭರಿಸಿದರೆ, ಅದು ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲಿ ಪಡೆದಷ್ಟೇ ಆಗುತ್ತದೆ. ಹೀಗಾಗಿ ಪ್ರತಿ ಕಿ.ಮೀಗೆ ₹924ರ ಬದಲು ₹894.53 ವೆಚ್ಚ ಭರಿಸಿ, ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲೇ ಪಡೆದುಕೊಳ್ಳಬಹುದು ಎಂದು ಪ್ರಹ್ಲಾದ್‌ ಸಮಿತಿ ತಿಳಿಸಿದೆ.

ಸರ್ಕಾರ ರಚಿಸಿದ್ದ ತಜ್ಞರ ತಾಂತ್ರಿಕ ಸಮಿತಿಯ ವರದಿಗೆ ವಿರುದ್ಧವಾಗಿ, ಪ್ರಹ್ಲಾದ್‌ ಅವರು ನೀಡಿದ ವರದಿಗೆ ಜಿಬಿಎ ಹಾಗೂ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಮಣೆ ಹಾಕಿದೆ. ಏಳು ವರ್ಷಗಳ ಅವಧಿಗೆ ಬಾಡಿಗೆ ಆಧಾರದಲ್ಲೇ 46 ವಾಹನಗಳಿಗೆ ₹613 ಕೋಟಿ ವೆಚ್ಚ ಮಾಡಲು ಸಚಿವ ಸಂಪುಟವೂ ಸಮ್ಮತಿಸಿದೆ.

* ರಸ್ತೆ ಗುಡಿಸುವ ಯಂತ್ರದ ಜೊತೆಗೆ ಒಂದು ಹುಕ್‌ ಲೋಡರ್‌, ಎರಡು ಘನಮೀಟರ್‌ ಸಾಮರ್ಥ್ಯದ ಕಸ ಸಂಗ್ರಹ ಕಂಟೈನರ್‌ ಹಾಗೂ ಒಬ್ಬ ಕೂಲಿ ಆಳನ್ನು ನೇಮಿಸಕೊಂಡು ಅಂದಾಜಿಸಲಾಗಿದೆ. ಇದನ್ನು ಇತರೆ ನಗರಗಳು ಅಳವಡಿಕೊಂಡಿಲ್ಲ. ಆದರೂ ಇನ್ನು ಅವುಗಳೊಂದಿಗೆ ತಾಳೆ ಹಾಕಿರುವುದು ಸಮಂಜಸವಲ್ಲ.

* ಅಂತರರಾಷ್ಟ್ರೀಯ ಮಟ್ಟದ ದೊಡ್ಡ ನಗರಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಗುಣಮಟ್ಟದ ಕಸ ಗುಡಿಸುವ ಯಂತ್ರ/ ವಾಹನಗಳನ್ನು ಪಾಲಿಕೆಯೇ ನೇರವಾಗಿ ಖರೀದಿಸುವುದು ಸೂಕ್ತ

* ಪಾಲಿಕೆಯಲ್ಲಿ ಲಭ್ಯವಿರುವ ಮಾನವ ಸಂಪನ್ಮೂಲ ಬಳಸಿಕೊಂಡು ನಿರ್ವಹಿಸಿದರೆ, ಗುತ್ತಿಗೆದಾರರ ಮೇಲಿನ ಅವಲಂಬನೆ ಕಡಿಮೆಯಾಗುತ್ತದೆ

* ಪಾಲಿಕೆಯ ಮೂಲ ಬಂಡವಾಳದಿಂದ ವಾಹನಗಳನ್ನು ಖರೀದಿಸಿ, ಕಾರ್ಯಾಚರಣೆ, ನಿರ್ವಹಣೆ ಜವಾಬ್ದಾರಿಯನ್ನು ಹೊರ ಗುತ್ತಿಗೆ ಆಧಾರದಲ್ಲಿ ನೀಡುವುದನ್ನು ಎರಡನೇ ಆಯ್ಕೆಯಾಗಿ ಪರಿಗಣಿಸಬಹುದು

* ವಾಹನಗಳ ಸಂಪೂರ್ಣ ಸೇವೆಯನ್ನು ಬಾಡಿಗೆ ಆಧಾರದ ಮೇಲೆ ಪಡೆಯುವುದು ಸೂಕ್ತ ಪ್ರಸ್ತಾವವಲ್ಲ. ಗುತ್ತಿಗೆದಾರರು ಒದಗಿಸುವ ಯಂತ್ರಗಳ ತಾಂತ್ರಿಕ ವಿಶಿಷ್ಟ ಅಂಶಗಳನ್ನು ಪರಿಶೀಲಿಸುವುದು ಕಷ್ಟಸಾಧ್ಯ. ಪ್ರತಿ ಯಂತ್ರಗಳ ಮೇಲೆ ನಿಗಾವಹಿಸಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವುದು ಕಾರ್ಯಸಾಧುವಲ್ಲ.

 

24 ವಾಹನ ಖರೀದಿ

ಐದು ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ರಸ್ತೆ ಕಸ ಗುಡಿಸಲು 24 ‘ಸ್ವೀಪಿಂಗ್‌ ಮೆಷಿನ್’ಗಳನ್ನು ಖರೀದಿಸಲು ಬೆಂಗಳೂರು ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ ನಿಯಮಿತ (ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್) ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಿದೆ. ಪ್ರತಿಯೊಂದು ವಾಹನಕ್ಕೆ ಅಂದಾಜು ₹82 ಲಕ್ಷ ವೆಚ್ಚವಾಗಲಿದೆ.

‘ಸ್ವಚ್ಛ ಭಾರತ ಮಿಷನ್‌’ ಅನುದಾನದಲ್ಲಿ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್ ‘ಸ್ವೀಪಿಂಗ್‌ ಮೆಷಿನ್’ಗಳನ್ನು ಖರೀದಿಸುತ್ತದೆ. ಅವುಗಳನ್ನು ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ನೀಡುತ್ತದೆ. ಅವುಗಳನ್ನು ಅವರೇ ನಿರ್ವಹಣೆ ಮಾಡಿಕೊಳ್ಳಬೇಕು. ಟೆಂಡರ್‌ ಪ್ರಕ್ರಿಯೆ ಅಂತಿಮ ಹಂತದಲ್ಲಿದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
