Notice for collection of street dog information

Bengaluru: As per the Supreme Court order, all five CITY corporations have issued notices to various departments and organizations to collect information on street dogs.

The Supreme Court issued an order on November 7 and directed them to submit information certificates within eight weeks. Thus, various departments/organizations under the jurisdiction of GBA have been identified. It has been decided to get information about the number of street dogs in their premises and take action to shift them from there to a shelter and feed them.

Government and private educational institutions-schools, colleges, universities, coaching centers (with/without hostels), government and private hospitals/health centers-primary health centers, district hospitals, medical colleges, sports complexes and stadiums (public or private), bus stands/depots, interstate bus stands, railway stations and other departments/organizations have been asked to issue notices and provide information.

The number of stray dogs, the installation of barriers to prevent the re-entry of stray dogs into the premises of the institutions, waste management, cleanliness, coordination with the corporation, the name and telephone number of that nodal officer should be nominated, the name and telephone number of that nodal officer should be displayed in the premises of the institution and the information of the nodal officer should be provided to the corporation. Security personnel should be appointed to monitor the premises of sports complexes and stadiums 24x7 to prevent the entry of stray dogs. A Google form link has been sent to them, in which complete information should be provided, the GBA release said.

The place/sites where stray dogs are fed will be identified by the officials of the animal husbandry department of the city corporations. If food is given at places other than those places, disciplinary action will be taken against the citizens as per the orders of the Supreme Court.

As per the guidelines of the Animal Welfare Board of India and the ABC Rules 2023, the public can help solve the problem of stray dogs by adopting stray dogs and providing them with food, health, security and safe shelter.

ಬೆಂಗಳೂರು: ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ಆದೇಶದಂತೆ ಬೀದಿ ನಾಯಿಗಳ ಮಾಹಿತಿಗಳನ್ನು ಸಂಗ್ರಹಿಸಲು ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳೂ ವಿವಿಧ ಇಲಾಖೆಗಳು ಹಾಗೂ ಸಂಸ್ಥೆಗಳಿಗೆ ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿವೆ.

ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ನ.7ರಂದು ಆದೇಶ ನೀಡಿ, ಎಂಟು ವಾರಗಳೊಳಗೆ ಮಾಹಿತಿಯ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸಲು ಸೂಚಿಸಿದೆ. ಹೀಗಾಗಿ, ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ವಿವಿಧ ಇಲಾಖೆ/ಸಂಸ್ಥೆಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಅವುಗಳ ಆವರಣದಲ್ಲಿರುವ ಬೀದಿ ನಾಯಿಗಳ ಸಂಖ್ಯೆ ಮಾಹಿತಿಯನ್ನು ಪಡೆದು, ಅವುಗಳನ್ನು ಅಲ್ಲಿಂದ ಆಶ್ರಯತಾಣಕ್ಕೆ ಸ್ಥಳಾಂತರಿಸಿ ಪೋಷಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

ಸರ್ಕಾರಿ, ಖಾಸಗಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳು-ಶಾಲೆಗಳು, ಕಾಲೇಜುಗಳು, ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು, ಕೋಚಿಂಗ್ ಕೇಂದ್ರಗಳು (ಹಾಸ್ಟೆಲ್‌ಸಹಿತ / ರಹಿತ), ಸರ್ಕಾರಿ ಮತ್ತು ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳು / ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳು -ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳು, ಜಿಲ್ಲಾ ಆಸ್ಪತ್ರೆಗಳು, ವೈದ್ಯಕೀಯ ಕಾಲೇಜುಗಳು, ಕ್ರೀಡಾ ಸಂಕೀರ್ಣಗಳು ಮತ್ತು ಕ್ರೀಡಾಂಗಣಗಳು (ಸಾರ್ವಜನಿಕ ಅಥವಾ ಖಾಸಗಿ), ಬಸ್ ನಿಲ್ದಾಣಗಳು / ಡಿಪೋಗಳು, ಅಂತರ್‌ರಾಜ್ಯ ಬಸ್‌  ನಿಲ್ದಾಣಗಳು, ರೈಲು ನಿಲ್ದಾಣ ಸೇರಿದಂತೆ ಇತರೆ ಇಲಾಖೆ/ಸಂಸ್ಥೆಗಳಿಗೆ ನೋಟೀಸ್ ನೀಡಿ ಮಾಹಿತಿ ಒದಗಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ.

ಬೀದಿ ನಾಯಿಗಳ ಸಂಖ್ಯೆ, ಸಂಸ್ಥೆಗಳ ಆವರಣದೊಳಗೆ ಬೀದಿ ನಾಯಿಗಳ ಮರು ಪ್ರವೇಶವನ್ನು ತಡೆಯಲು ತಡೆಗೋಡೆ ಹಾಕುವುದು, ತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆ, ಸ್ವಚ್ಛತೆ ಕಾಪಾಡುವುದು, ಪಾಲಿಕೆಯೊಂದಿಗೆ ಸಮನ್ವಯ ಸಾಧಿಸಲು ಒಬ್ಬ ಜವಾಬ್ದಾರಿಯುತ ಅಧಿಕಾರಿಯನ್ನು ನಾಮ ನಿರ್ದೇಶನ, ಆ ನೋಡಲ್ ಅಧಿಕಾರಿಯ ಹೆಸರು ಮತ್ತು ದೂರವಾಣಿಯನ್ನು ಸಂಸ್ಥೆಯ ಆವರಣದಲ್ಲಿ ಪ್ರದರ್ಶಿಸುವುದು ಹಾಗೂ ಪಾಲಿಕೆಗೆ ನೋಡಲ್ ಅಧಿಕಾರಿಯ ಮಾಹಿತಿ ನೀಡಬೇಕು. ಕ್ರೀಡಾ ಸಂಕೀರ್ಣಗಳು ಮತ್ತು ಕ್ರೀಡಾಂಗಣಗಳು ಆವರಣದಲ್ಲಿ ಬೀದಿ ನಾಯಿಗಳ ಪ್ರವೇಶ ತಡೆಗಟ್ಟಲು 24x7 ನಿಗಾ ವಹಿಸಲು ಭದ್ರತಾ ಸಿಬ್ಬಂದಿ ನೇಮಿಸಬೇಕು. ಅವರಿಗೆ ಗೂಗಲ್‌ ಫಾರಂ ಲಿಂಕ್‌ ಕಳುಹಿಸಲಾಗಿದ್ದು, ಅದರಲ್ಲಿ ಸಂಪೂರ್ಣ ಮಾಹಿತಿ ನೀಡಬೇಕು ಎಂದು ಜಿಬಿಎ ಪ್ರಕಟಣೆ ತಿಳಿಸಿದೆ.

 

ಬೀದಿ ನಾಯಿಗಳಿಗೆ ಆಹಾರ ನೀಡುವ ಸ್ಥಳ/ ತಾಣಗಳನ್ನು ನಗರ ಪಾಲಿಕೆಗಳ ಪಶುಪಾಲನಾ ವಿಭಾಗದ ಅಧಿಕಾರಿಗಳು ಗುರುತಿಸಲಿದ್ದಾರೆ. ಆ ತಾಣಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಬೇರೆ ಸ್ಥಳಗಳಲ್ಲಿ ಆಹಾರ ನೀಡಿದರೆ, ಸುಪ್ರೀಂ ಕೋರ್ಟ್‌ ಆದೇಶದಂತೆ ನಾಗರಿಕರ ವಿರುದ್ಧ ಶಿಸ್ತುಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ.

ಭಾರತೀಯ ಪ್ರಾಣಿ ಕಲ್ಯಾಣ ಮಂಡಳಿ ಮಾರ್ಗಸೂಚಿ ಮತ್ತು ಎಬಿಸಿ ನಿಯಮಗಳು 2023ರ ಮಾರ್ಗಸೂಚಿಗಳಂತೆ ಸಾರ್ವಜನಿಕರು ಬೀದಿನಾಯಿಗಳನ್ನು ದತ್ತು ಪಡೆದು ಅವುಗಳಿಗೆ ಆಹಾರ, ಆರೋಗ್ಯ, ಭದ್ರತೆ ಮತ್ತು ಸುರಕ್ಷಿತ ಆಶ್ರಯ ನೀಡಿ ಬೀದಿನಾಯಿಗಳ ಸಮಸ್ಯೆ ಪರಿಹರಿಸಲು ಸಹಕರಿಸಬಹುದು.

ಬೀದಿ ನಾಯಿಗಳನ್ನು ಆಶ್ರಯತಾಣದಲ್ಲಿ ಪೋಷಿಸಲು ಆಸಕ್ತ ಪ್ರಾಣಿಕಲ್ಯಾಣ ಸಂಸ್ಥೆಗಳು ಭಾಗವಹಿಸಬಹುದು.
