 BENGALURU: BBMP has started the work of digitising the information of properties in the city and erasing the property tax being paid under self-declaration tax system.

 Digitization has been started in the context of providing all the documents including property account, account transfer online. This message is being sent to the property owner's mobile and BBMP officials said to provide information accordingly.

 Owners are paying tax under self-declared property tax system. However, there are many differences in this. Therefore, BBMP has started issuing 'Demand Notice' from 1st of November to ask the Revenue Officers of BBMP to physically check every building and pay the correct tax. Along with this, the officials of the revenue department have been instructed to carry out the digitization process as well.

 Target of 40 properties: 

'The process of property tax verification and digitization of documents is being carried out simultaneously, and the target has been given that the revenue inspector and the tax inspector should complete the process of 40 properties each day', said Ajay, joint commissioner of Rajarajeshwarinagar zone.

How much property tax is being paid under self-declared property tax system since 2016. What is the actual area of the building? Information will be checked for map violations. A notice will be issued to the property owners to pay the difference amount and interest due from 2016.

 "In the past, properties were randomly checked for payment of property tax and notices were issued if there was any discrepancy. Now all properties are being checked. In addition, the digitization process is also being carried out to make all the documents of the properties available online,' he informed.

 Property tax payment receipt and electricity bill of BESCOM should be provided for property record digitization and property tax review. From the electricity bill, it will be known whether they have been living in the house since then and whether they have been paying taxes since then,' he said.

 Message to provide record

 Digitization of asset records is underway. BBMP is sending messages (SMS) in Kannada and English to property owners. During the physical inspection of the property, the owners of the properties should provide the necessary documents to our revenue department officials," said BBMP Chief Commissioner Tushar Girinath.

 Self declaration property tax system has been in force since 2016-17 under BBMP. Then identify those who have wrongly entered the zone in 2017-18 itself.

 They should have been given notice. However, the notice has been issued in August 2021. Thus, double tax cannot be collected as penalty. Also, the government has issued strict directives that the revenue authorities should improve tax validation checks.

 The BBMP has been informed that the bank may charge the difference amount and interest rate on the same. The cabinet meeting held on January 5, 2022 has decided that if there is any loss to BBMP due to this order, the government will not bear it. Accordingly, the Urban Development Department has issued an order on September 13, 2023.

'Duct on Roads by BBMP'

 Bengaluru: BBMP plans to lay large-scale pipes on roads in the city and provide them to telecom or cable companies on rent basis, said Chief Commissioner Tushar Girinath.

 There is a duct system in White Topping and some major roads. Other roads do not have this system. So many organizations are digging the road to install cable or OFC. It is planned to avoid this," he informed the reporters on Monday.

 Installing a large size pipe in the road will avoid digging the road again and again. Therefore, it is planned to install the pipe by BBMP. Tenders will be called for this project soon, he said.

 Compared to BBMP, BESCOM has installed more cables through ducts in the city. There are ducts on some roads of BBMP. BESCOM has about 400 km of ducts. OFC and cable companies should adopt their cables in this. Apart from this, there is no permission to install the cable elsewhere,' said Tushar Girinath.

 Unauthorized cables installed on pavements and poles are being cleared in many parts of the city including Mahadevpur area. Cable companies have been informed about this. Unauthorized cable should be taken by himself. Otherwise, we will vacate.

 Bengaluru: The IFS officers who do not mind to protect the forest are not leaving the capital Bangalore and going to other areas. Apart from the department, they lobbying for administrative posts of corporations and boards.

 There are many IFS officers in Technology Department, Corporation, Boards Managing Director, Chief Executive Officer posts. Some IFS officers also hold two or three posts. This is illegal. In addition, deserving people in technology and corporate boards are not getting promoted.

 As per All India Services (AIS) rules, a total of 100 IFS posts are allotted to the state. Out of this, 20 per cent to the Center and 25 per cent to the State Government posts of IFS officers can be deputed in loan service.

 There are 39 IFS officers in various posts of Corporation Boards including State Technology, IT, E-Governance, Food Corporation, Animal Husbandry University. Central offices of elephant and tiger schemes should be located at the appropriate place for the respective scheme. However, such offices are set up in Bangalore and IFS officers are functioning.

 Everyone is saying that there is a shortage of staff in the forest department. But the IFS officers are taking interest in other departments than the forest department and are getting posts. Being in our department, it is the duty of senior officers to encourage all categories of staff. However, they lobbied to stay in Bangalore and got posts in corporate boards. A senior officer of the forest department informed that they have created posts in some places and established themselves there.

The posts of Chief Conservator of Forests (CCF) and Chief Vigilante Officers are lying vacant in various regions of the state. But IFS officers don't want to go for these posts. In particular, senior IFS officers are being appointed to corporate bodies, wanting to be in strategic locations. Due to this, there has been a setback in the functioning of the forest department,' the staff complained.

 "Senior officials of the forest department should come out of the Bangalore office. The then Chief Minister Basavaraja Bommai had said in the golden jubilee program of the Karnataka State Forest Development Corporation that they should go and live in the forest for 15 days a month and encourage the staff there morally. Ordered accordingly. The senior officers did not disclose that order and did not act accordingly,' the forest department staff alleged.

 Complaint to Chief Secretary

 Some IFS officers have not returned to the parent department even though they have been assigned to the Corporation Boards for tens of years. Action should be taken against such officers including IFS officers who are on loan in large numbers beyond the AIS rules. A letter has been written to Chief Secretary Vandita Sharma requesting that the work should be done in the Forest Department itself. However, no action has been taken," said an official of the forest department who did not want to be named.

BENGALURU: 8 acres of Chikkabellandur lake is being covered with building waste and medical waste as the development work has been abandoned as the lake area of that part does not come under the purview of BBMP.

 Chikkabellandur lake under Mahadevpur zone has been kept under development list by BBMP and fenced. But that fence is also being removed, and the lake is being destroyed by filling it with stones and soil.

 The lake area under Mullur Gram Panchayat is almost encroached. Despite the encroachment in the last few months, neither the BBMP nor the Mullur Gram Panchayat authorities are taking any action. BBMP Chief Commissioner Tushar Girinath and Special Commissioner of Lakes Division Priti Gellot have written complaints but no action has been taken even after weeks.

 Chikkabellandur lake has a total area of 75 acres 21 gunte. In this Chikkabellandur village survey no. 9 out of 67 acres 14 gunte, Mullur village survey no. 63 has 8 acres and 7 guns. BBMP has taken up this lake for development. The entire area was also fenced. However, in the lake area under Mullur village panchayat, the fence has been removed and waste, stones and soil are being filled.

Even where there is water in the lake area, rocks and soil have been filled up to a height of about 15 feet. Day and night soil filling is being done. No official is hovering here. The inlet and outlet area of the lake is also filled with soil. Locals expressed concern that if left like this, the lake will be completely destroyed.

 'By removing the fence, medical waste, stones and mud are accumulating in the lake. As of now, there is water in the area of four acres, but it has been closed systematically. When questioned, they say each other's name and run away. Resident Rajendranath informed that vehicles often come and dump garbage at night.

 According to the survey records of the revenue department in 2015, Chikkabellandur Lake has encroached 3 acres and 18 tons. It has not been cleared till now. Even though more acres are being encroached now, the officials of the departments including the Revenue Department are not moving. Locals demanded that senior officials of the government should pay attention to this matter immediately.




 Develop overall Lake... FOL

 Construction waste is being dumped into Chikkabellandur lake. Leveling is being done by filling with stones and soil. The lake is being encroached on because BBMP is silent that 8 acres out of 75 acres does not belong to me. If a lake is taken up for development, it should be fully worked on. A part that does not come means that it allows the occupier. Thus BBMP should be developed overall. Ramprasad of Friends of Lakes demanded that all encroachments should be re-surveyed and cleared.

Local Executive Engineer has been instructed to check it and take action.  This is a picture of the skywalk near Lakkasandra... This skywalk is the only way for the residents of Lakkasandra, Bangalore Institute of Dental Sciences, Nimhans, students going to Christ College, patients, elderly people to cross the road. Here is the plight of people who inevitably have to resort to this, which is a place of chaos.

 This skywalk near Lakkasandra has been under construction for a few years. The lift/elevator has not been operational since then. Thus, the elevator is a place of waste and consumption of alcohol. All kinds of rubbish are stuffed inside the lift. It stinks every day.

 At the starting point of the skywalk, all kinds of waste, including spit, are being dumped. It also covers the stairs. Therefore, people are having a problem to step on the stairs. These steps get clean only when it rains heavily. Otherwise, the soil is filled with waste, the locals say.

 As darkness falls, Lakkasandra's skywalk becomes a haven for smugglers. As there is no lighting system, there is a group of people drinking and smoking here. Citizens who dare to climb the skywalk are threatened and extorted. Ranjan, a local resident, said that there have been cases of extortion of many kinds of things including mobiles, purses and chains.

 Adventure of crossing the divider:

 Due to the poor condition of the skywalk in Lakkasandra, students and hospital staff climb the road divider and cross the road every day. There is no one here to stop you from crossing the divider regardless of the danger in the vehicular traffic.

The local people's representatives have complained to the BBMP about the plight of the skywalk many times, but no action has been taken. Kodu locals are demanding to provide a safe way for citizens to cross the road before danger and accidents increase.

There is no use in complaining

 Skywalk of Lakkasandra was built years ago. But it's like a toilet now. There are no cleaners. Stairs are not safe to climb. There are two elevators but they are not working. Many complaints have been made to BBMP. At least no cleaning has been done. Complaints have been made to the local representatives, but no one has come forward. There is no other way to cross the big and always busy road except the skywalk. Residents are facing a lot of trouble to go to post office, bank, hospital. How can the elderly, physically challenged and patients use the skywalk?'

1st place to Bengaluru in the 'Sustainable Cities Challenge'

 Bengaluru: Bengaluru has been ranked first among the final 10 cities in the 'Sustainable Cities Challenge' competition organized by the Toyota Mobility Foundation.

 The 'Sustainable Cities Challenge' competition started in June and more than 150 cities from 46 countries of the world participated in this competition. Cities presented plans to be adopted to improve mobility.

 Bengaluru has been ranked first in the shortlist of 10 cities published on November 8 considering the projects submitted by the cities. Varanasi is at the eighth position. September 18 is the last day for admission, after which the selection process takes place. A grant of ₹25 crore will be given each year to the three cities that will be finally selected.

 Plans were presented to improve the traffic system, to provide accident-free, motorist-friendly facilities. Bangalore city also presented the plans of 'Brand Bangalore - Smooth Traffic Bangalore' report for traffic management, modernization of infrastructure, prevention of accidents.

 BBMP said in the project proposal submitted for the competition that the city is committed to adopting a new system for smooth traffic by using artificial intelligence technology to provide safety to pedestrians and cycle users.

 The foundation's experts will analyze the projects of 10 cities. They will get information about various dimensions including planning of projects, their implementation, adoption of technology. The final three cities will be announced in February 2024, said Ryan Klemm, the foundation's director of programs.

Team to Bengaluru

 A team of experts from Toyota Mobility Foundation will come to Bangalore to provide information, analysis and suggestions on the plans to be adopted by Bengaluru for smooth traffic in the 'Sustainable Cities Challenge' competition, said BBMP Principal Engineer B.S. Prahlad said

 City representatives were supposed to participate in the workshop to be held in Dallas, Texas, USA from November 13 to 15 with experts on project design and problem management. Unable to go due to Diwali occasion. Therefore, the team of the organization is coming to Bangalore on November 21 and will hold consultations with representatives of Varanasi city along with our city. Finally, if Bengaluru is selected among the three cities, Totota Mobility Foundation will provide grants for the next 5 years for the modernization of the traffic system.

  • Capacity to partner on delivering City Challenges. This includes evidence of commitment from local government and other relevant stakeholders, alignment with local plans and strategies, and availability of resources such as staff and facilities to support the Challenge.

 Bengaluru: More than 50,000 students have taken it upon themselves to nurture plants on the roadsides of the city for three years. Information about the growth of plants named after them can also be recorded on the parents' mobile.

 The BBMP Forest Department has set a target of planting one lakh saplings this year under the 'Green Bangalore' scheme. In this 90% saplings have been planted and more than half of the saplings have been taken up by the students as part of the 'HASIRU RAKSHAKA' project.

 The names of the students are placed on the protective cover of the plants. Children are managing it. Children from private schools including BBMP, government schools have also taken up the responsibility of nurturing the plants. BBMP has also prepared an app called 'Hasiru Rakshak' to enable them to record its information.

 "Students can download 'HASIRU RAKSHAKA' app on their parent's mobile and get the information, picture of the plant tagged to them and file complaints for its management issues. With this, the family members along with the children will also participate in the nutrition of the saplings," said Swamy, Deputy Conservator of Forests, BBMP Forest Department.

In Mahadevpur zone, the most number of children are under the 'Green Guardian' scheme. Bommanahalli zone has the largest number of schools involved in this scheme. On Environment Day, Deputy Chief Minister D.K. This project was started as suggested by Sivakumar. He said that the aim is to register more children as HASIRU RAKSHAKA' ('green guardians') in the next year.

 This detail will be uploaded on the website along with the app. In the coming days, the details of the plants and trees in the city will also be provided, as well as the information about those who are planting and nurturing them.  Tender again for tree census

 A tender was invited for the enumeration of plants and trees under BBMP. However, the amount of financial transaction required for it is high and the business value of the organizations conducting the study is not that big. Many research institutes have brought this issue to our attention. Thus, the tender conditions have been relaxed and re-tender has been called, DCF Swamy informed.

 Bengaluru: There has been an increase in property tax collection under BBMP. A 'mobile notice' is being issued to the owners in view of achieving the full target.

 At the end of FY31, 64.50 percent of the tax was collected, and as per the target recorded in the budget, ₹1,619 crore is yet to be collected. A target of ₹ 372 crore more than the last financial year has been set this year.

 As of January 2022-23, property tax had been collected at ₹2,890 crore. By the end of October this year, the mark of ₹ 3 thousand crore has been reached. Although this is a record collection, one and a half thousand crores is still outstanding. So BBMP decided to collect all this.

 A one-time message was sent to the owner's mobile for property tax arrears. But, this year SMS is repeatedly sent to the mobile, requesting to pay tax. Also, the zonal authorities have been instructed to take further action as per the rules.

 'Property tax is the primary and most important source of revenue for a city corporation. All property owners should pay their property taxes promptly. "SMS messages and letters/notices are being sent to the owners who have arrears," said Munish Maudgil, Special Commissioner, Revenue Department, BBMP.

 Online link https://bbmptax.karnataka.gov.in can be used to pay property tax. He said that if there are any queries, if information is required, the helpline can be called 1533.

Property tax review begins

 A target has been given that the Revenue Inspector (RI) and Tax Inspector (TI) should check 25 properties each day and fix the actual tax. A circle of six thousand properties is to be maintained by RI and TI. In addition to this, we have the work of preparation of voter list for Vidhan Parishad election, Lok Sabha election, property-advertisement department. Bengaluru: Citizens have not shown much interest in becoming 'KERE MITRA' and 'HASIRU MITRA' to monitor the maintenance of lakes and gardens under BBMP.

 Hundreds of people tried to register to become 'Kere Mitra' and 'Hasir Mitra'. However, they were unable to register due to a technical problem. Thus, only 1,158 were registered by the last day, 30 A.M.

 The BBMP informed that 10 people will be randomly selected from those who have registered their names and given the opportunity to monitor the lake or garden for a month as 'KERE MITRA' and 'HASIRU MITRA'.

 Confusion in the list itself: 

It is officially stated that there are 202 lakes under the jurisdiction of BBMP. However, only 168 lakes of 198 wards are in the process of registration to become 'Kere Mitra'. ₹35 crore is being spent on maintenance of 174 lakes. However, there was no opportunity here to 'friend' the lakes.

 At least 2,020 citizens should be registered to become 10 'Kere Mitras' for each of the 202 lakes in the city. However, only a quarter of this has been registered. Further, there are 1,030 gardens in 198 wards. 10,300 citizens are required to become 'green allies' each to monitor these. 5% of the public is registered.

Deputy Chief Minister D.K. Shivakumar had promised citizens in the 'Brand Bangalore Conference' about maintenance of lakes and gardens. Accordingly, 'Kere Mitra' and 'Hasiru Mitra' schemes were started. However, citizens are complaining that BBMP has failed to develop the necessary technology.

 'Registration re-opened'

 One had to register to become a 'Kere Mitra' and a 'Hasiru Mitra'. But there are some technical problems. As a result, not many registered. More time will be given. Registration period will be extended. Citizens will be informed about this soon," said Priti Gehlot, Special Commissioner, BBMP Kere, Horticulture Department.

 'No registration required for promotion'

 If lakes and parks are reserved for civil works only, and if they are being made ``Kere Mitra'' and ``Hasiru Mitra'' to gain publicity by getting citizens' stamp on it, it is better to stop it here. Lake management means there should be quality water, clean environment, good quantity of clean water. Without emphasizing these works, it is not right for us to look at the works decided by them. Many people are interested in becoming a 'Kere Mitra'. But, technically this is not possible. "No one is interested in solving the problem," complained Ramprasad of Friends of Lakes.

'Corporation staff don't like it'

 BBMP staff do not like public to become 'Lake Mitra' and 'Green Mitra'. That's why not much publicity was given about this project. From A.19 when the registration was allowed, the link was not available on the website first, then it was not opening. Then there was no list of lakes. Even though the registration page was closed, the information about whether the registration was done or not was not available. At least not a single message to mobile or email. From the special commissioner of lakes and horticulture department to the chief engineer and executive engineer, there is no time to give information.  Bengaluru: There has been a conflict of power between the chairman and the member secretary in the State Pollution Control Board.

 President Shant A. continues as the President as per the order of the High Court. Thimmaiah, Member Secretary P.C. Ray canceled the 242nd meeting circular issued on 27th A.D. on 30th A.D.

 More than 400 applications are pending before the board for approval. Under the leadership of the Forest Minister, Additional Chief Secretary, Principal Secretary, Member Secretary reviewed the issue. All these applications were decided to be disposed of by the board soon. The member secretary sent a circular to the members of the state level enforcement committee saying that this should be approved through a circular.

 The member secretary does not have the authority to call a meeting of the state level enforcement committee members of the board. However, the meeting was held on 13th A.M. without the consent of the President. Even after the instructions of the President, the member secretary issued a schedule for holding meetings on September 16, 5, 6, 7 and 10. "All this is illegal," President Shanth Tammaiah said in a letter written to the members of the state-level enforcement committee.

The circular issued by the member secretary on 27th A.D. to approve and dispose of pending files before the board is also against the Water Act and Water Pollution Prohibition and Control Rules. Such action was taken without the consent of the President. Thus, the circular issued to approve the matters of the 242nd board meeting has been cancelled. Shant Thimmaiah said in the letter that the date of the next meeting will be informed after obtaining the consent of the High Court.

 "Problems have been created, we will fight for this," said member secretary P.C. Ray responded.

 Letter to the Chief Secretary

 'Forest Department Principal Secretary BP Ravi has held a meeting of Zonal Environment Officers of the State Pollution Control Board. Along with the officials of the board, they inspected the companies in Kumbalagode, Kengeri, Shimoga, Chitradurga. This is illegal and he should be ordered not to interfere in the management of the board,' said the Chief Secretary Shanth Tammaiah in a letter to him.

' I have no information about writing a letter to the Chief Secretary. BP will not give any kind of response in this regard' BP Ravi responded.

The higher concentration of the heavy metals in vegetables is due to the use of untreated sanitary and industrial wastewater by the farmers for the irrigation of vegetables.

BENGALURU: The concentration of heavy metals in vegetables grown using sewage water has increased, increasing the risk of toxic elements being added to the human body, according to a study by the Forest Department's Environmental Management and Policy Research Institute (EMPRI).

 The study was conducted by collecting 400 samples of 10 vegetables from markets, super market stores, hopcoms, organic stores in different parts of the city. In this, heavy metals were found in vegetables in excess of the limits allowed by the Food and Agriculture Organization (FAO).

 In November 2022, MPRI published a report titled 'Study of Heavy Metals Concentration in Vegetables Available in Bangalore City Markets'. Dr. N. Hema, P.B. Aishwarya, D.R. Divya led the study.

 Vegetables are supplied to Bengaluru city from Kolar, Chikkaballapur, Ramnagar and Bangalore rural districts. 70 tons of vegetables are being distributed from Hopcoms alone. Apart from this, vegetables are also being sold in private stores and super markets.

 Local markets like Malleswar, Yeshavantpur, Banashankari, Gandhibazar, K.R. the market; Different super market outlets on Bannerghatta Road, Jayanagar, Rajajinagar, Kanakapura Roads; Organic stores at Vasantnagar, ISRO Layout, Rajajinagar, Indiranagar, Vajarahalli; Samples of vegetables were collected from Hopcoms located at Lalbagh, Yalahanka, Shantinagar, Hebbala, Rajarajeshwarinagar.

Eggplant, tomato, capsicum, beans, carrot, green chilli, onion, potato, spinach and coriander were collected from the markets. Heavy metals were detected by a pre-programmed program in the Nuvao-Ultra Microwave Digestion Extraction System.

 The permissible limit of iron content in beans is 425.5 mg per kg. In beans bought from a well-known organic store, this amount is 810.20 mg per kg. Coriander has 945 mg/kg and spinach has 554.58 mg/kg. 592.18 mg/kg of iron was found in Hopcoms onion.

 Heavy metal content in vegetables in big super markets or small retailers is higher than the permissible limit. FAO has set a cadmium limit of 0.2 mg/kg. However, cadmium was found to be 52.30 mg/kg in eggplant collected from super market of BTM layout. Coriander contains 53.30 mg/kg, spinach 53.50 mg/kg, carrot 54.60 mg/kg. This metal is highly toxic which weakens the liver, lungs and immune system.

 Lead is said to be highly toxic and the permissible limit for this metal is 0.3 mg/kg. But in many vegetables stored in super markets, this amount is 12.20 mg/kg.

 The permissible limit of nickel metal in vegetables is 67.9 mg/kg, and green chillies, carrots, potatoes, tomatoes and beans have excessive concentrations of this metal.

The content of these heavy metals is very high in vegetables and consuming them will have a very bad effect on health. Thus, vegetable growing in sewage water should be restricted. Sewage water and industrial waste water should not be used for vegetable cultivation. The report suggested that vegetable growing in the outskirts of the city should be banned.

 The report highlighted that spinach available in the city should not be consumed, as the amount of heavy metals in leafy vegetables is higher than other vegetables.

 Research team scientist N. Hema said, 'The method of tracing the origin of vegetables should be further enhanced and guaranteed. The maximum amount of metals in vegetables and their duration of use should be reviewed. The extent to which these metals adversely affect children, adults and the elderly should be disclosed. The effect of consuming these vegetables on people's health should be comprehensively explained,' he said.

 Due to rapid increase in population and industrialization, the natural water resources are under enormous pressure. Industrial and municipal wastewater production has been increasing over a period of time. Industrial effluents contain large numbers of toxic pollutants like heavy metals and these pollutant rich effluents are drained in water bodies without any treatment. This heavy metal rich waste water is frequently used for irrigation purposes by the peri-urban farmers due to its free and continuous availability throughout the year. These farmers tend to grow the crops with a short cultivation period and the vegetables are grown to cater to the needs of the nearby markets. The heavy metals are non-biodegradable, persistent, carcinogenic and mutagenic in nature.

The present research work was carried out to determine the bioaccumulation of heavy metals in the vegetables sold in a variety of markets across Bengaluru city. Even though the source of procurement of these vegetables in the markets were not made in the study, based on the concentration of heavy metals in the sampled vegetables there is future scope of tracing the sources of vegetables.

Toxic impacts of heavy metals

According to scientific evidence, heavy metals are toxic. At a lower range, it plays a vital role in the metabolism of a cellular system, whereas at a higher range, it becomes toxic, and thus these elements are called trace elements. After interacting with water, soil, and air, heavy metals can become highly poisonous, and humans and other living organisms can be exposed to them through the food chain

  • * Vegetables are a major portion of the human diet, providing micro and macronutrients, fibers, vitamins etc., In addition, a wide range of antioxidants such as ascorbic acid, carotenoids, tocopherols, glutathione, phenolic acids, and flavonoids are found in vegetables (Sara et al, 2005) that are known to have positive effects on human health as they play a crucial role in preventing a number of chronic diseases (Agarwal et al., 2007). Vegetables can grow on all types of land, which is commonly contaminated with heavy metals. Depending on the vegetables, some of them have a greater potential to accumulate higher concentrations of heavy metals than others. That may have an impact on human health by consuming contaminated food. Differential plant tolerance to heavy metals is the cause of the leafy vegetables' varying metal uptake rates (Itanna, 2002). Leafy greens have a higher accumulator of metal ions than root vegetables and legumes (Alexander et al., 2006). Some heavy metals, such as cobalt, chromium, copper, magnesium, iron, molybdenum, manganese, selenium, nickel, and zinc, are essential nutrients that are required for various physiological and biochemical functions in the body and may result in deficiency diseases or syndromes if inadequate amounts but then in large doses they can cause acute or chronic toxicities. Long term accumulation of heavy metals in the body may result in slowing the progression of physical, muscular and neurological degenerative processes that mimic certain diseases such as Parkinson’s disease and Alzheimer’s disease (Jaishankar et .al, 2014).

Recommendation 

It is very clear from the present study that the edible vegetables are hyperaccumulators of heavy metals. So, taking into consideration the health risks associated with consumption of these vegetables, it is suggested that vegetable cultivation should not use waste water as a source.

• Farmers growing vegetables should use clean surface water for cultivation of the crops

• In case of non-availability of clean water, at least treated water should be used for the purpose of cultivation

• Few vegetables studied had higher amounts of heavy metals than the prescribed limits standardized by various health associations.

• In terms of the eight metals analyzed, the concentrations in vegetables were not very different in the four categories of markets

• Cultivation of root and leafy vegetables which are hyper-accumulators, should be restricted in such polluted areas such as peripherals of the city

• Waste water reuse is the need of the hour because it will help to conserve and replenish the depleting potable water resources. Hence, it should be properly treated to remove the harmful pollutants before its reuse for irrigation purposes

• Awareness campaigns about the cause and effect of such toxic pollutants is the need of the hour

• Combined efforts should be done by the government, industrialists, farmers, soil and water scientists and social organizations to tackle such problems

• Reuse and reduction of materialistic things can be the first step to reduce the amount of pollutants in the environment.


Farmers should be made aware of toxic metal accumulations in greens and vegetables and their imminent threat to consumers

✓ For the farmers those who grow food crops, testing of soils and water should be mandated by the concerned regional agricultural department or pollution control board. More particularly, farmers, who grow these crops on either side of highways, must go for soil testing

✓ Farmers should not resort to unethical farming practices such as irrigating the crops with drainage and effluent waters

✓ It is advised to avoid eating spinach bought from the vegetable markets of the Bangalore. Instead, these greens can be grown organically at home in rooftop gardens, window gardens and balcony gardens

✓ Farmers of the suburban areas should not be allowed by law to grow the greens and vegetables utilizing the drainage and effluent waters

✓ A continuous monitoring is recommended to rule out toxic metal contamination in these greens and vegetables


city-wide inspections; Legal action

 A special movement has been launched across Bangalore to check the quality of metal and pesticide content in vegetables. Further legal action will be taken based on the analysis results, said the Commissioner of Food Safety and Standards Authority.

 If heavy metals are found in food samples, including vegetables, in excess of the prescribed standards, those substances are considered unsafe. According to section 59 of the Food Safety and Quality Act, 2006, traders who sell such food items are liable to imprisonment for six months to six years and a fine of ₹ 1 lakh to ₹ 5 lakh.

 BENGALURU: BBMP has proposed to spend lakhs of rupees for the annual maintenance of developing and yet to be developed lakes.

 Once the lakes are developed, their maintenance for one or three years is left to the contractor. However, even for such lakes, money is being spent on annual maintenance.

 The development works of Mylasandra (limestone field) in Rajarajeshwarinagar zone and Nelagadaranahalli lakes in Dasarahalli zone are going on. Tenders have been invited for annual maintenance cost of ₹22.58 lakh and ₹21 lakh respectively for these lakes.

 Preparations have been made to spend on maintenance of Lingadhiranahalli (₹31.97 lakh) in Rajarajeshwarinagar zone, Kacharakanahalli (₹46 lakh) in East zone, Doddabidarakallu (₹21 lakh) in Dasarahalli zone, Amritahalli lake (₹13 lakh) in Yalahanka zone, where tenders have been called for development. A budget approval code (3028) is also available for all these expenses.

 BBMP will spend ₹35 crore in the year 2023-24 for the annual management of 174 lakes that are developed, under development-tender stage, and for the development of an app to monitor the management of the lakes.

BBMP says that there is no money for the development of lakes. However, funds are being wasted in the name of annual maintenance of developed lakes. Only the lakes they want are named for it. Many lakes including Pattanagere-Kenchenahalli lake, Karihobanahalli lake are stinking. They are not cleaned. But for the lakes that have been spent, they are being spent again,' said S. of the Right to Information Study Center. Amaresh complained.

 According to the information given by BBMP as per Right to Information Act, 31 lakes are to be developed. No action is being taken regarding these as there is no money. At least all the lakes should be fenced and work should be started to prevent sewage from going there', he demanded.

 'Maintenance Needed'

 Maintenance cost will increase only after development of lakes. The sidewalks have to be maintained, the grass has to be cut if it grows... all these are the tasks. Some works do not go to the contractor who developed the lake. All that will be in the tender rules. Hence the tender has been called for annual maintenance. The work of developing lakes also requires maintenance. Therefore, tenders are being called in advance and preparations are being made. An annual tender has also been called for the cleanliness of the lakes to be developed,' said Vijayakumar Haridas, chief engineer of the BBMP lakes department.

BENGALURU: The possibility of holding elections for the Bruhat Bengaluru Metropolitan Corporation (BBMP) is slim for now.

 Chief Minister Siddaramaiah, Deputy Chief Minister D.K. Shivakumar, Transport Minister Ramalingareddy have been saying since coming to power that they will hold elections to BBMP by December. However, the necessary processes were not completed on time. This backlog is said to be due to non-submission of the caste census report to the government for allocating reservation.

 It is said that elections to local bodies cannot be held for six months before and after the general elections. The Lok Sabha term will end in May 2004 and the BBMP election process should be completed six months before that. If the election process is to be completed by December, the election notification should be published one and a half months before. Before that, one month is required to complete the processes including voter list, appointment of officials.

 What is the confusion?: 

Reservation of 225 wards under BBMP is given to 10 categories. 24.10 per cent (54–55 wards) for Scheduled Castes and Scheduled Tribes; 34.17% should be given to Backward Classes (OBC). 77 wards are to be reserved for Backward Category – A (BCA) and 11 wards for Backward Category – B category. But according to the current calculation, Bengaluru does not have that level of population if so many ward reserves are to be given to OBCs. Thus, it is said that there is confusion in fixing the reservation.

The State Commission for Backward Classes has not yet submitted the caste census report to the government. Once it is submitted to the government, the process of discussion and acceptance should be over. Then BBMP Ward Reservation should be fixed accordingly. A minimum of 15 days is required for draft list, final list notification.

 No interest: 

'BBMP has completed three years without elected representatives. However, important leaders of political parties are not interested in holding elections. He is of the opinion that the administration of local bodies should be done according to the wishes of MLAs and Ministers. Therefore, they are making excuses one after the other,' complain corporator aspirants in Congress and BJP.

 Problem in reservation: Ramalingareddy

 There is no clarity about OBC reservation for ward reservation. Thus, caste reporting is required. Otherwise, there will be a problem in the Supreme Court and other courts. As the Supreme Court has made everything normal, elections have been held in Maharashtra in the same way. Caste census report in Madhya Pradesh. So, we are also waiting for the report. Transport Minister Ramalingareddy said that all reservation confusions should be clarified.

'Preparation is possible in a month'

 Preparations for BBMP elections can be completed in a month. After ward reservation is finalized, voter list should be prepared ward wise. As the ward is redistributed, the draft voter list should be prepared and then finalised. State Election Commission Commissioner B. should finalize the officers for the election. Basavaraju said.

 After the voter list is finalised, the election date should be fixed and notification should be issued. This notification should be issued one month before the polling. Overall, it takes at least two months. There is no need to complete the BBMP elections within six months of the Lok Sabha elections. However, a date should be fixed so that it does not become a problem. He informed that if the Lok Sabha elections are held in May, the election process here should be completed within one month before the notification is issued.

Bengaluru: The BBMP seized 575 vehicles illegally dumping construction waste on the side of vacant lots, lake areas and outlying roads in the city in a single month.

The Solid Waste Management Department, which had in September cracked down on vehicles dumping construction waste (C and D), also levied a fine of over ₹4 lakh. BBMP has launched a campaign to take action against those illegally dumping construction waste on the side of suburban roads.

 All vehicles plying for illegal disposal of construction waste should be checked by Junior Health Inspectors, Ward Marshals, Marshall Supervisors of the corporation. The Joint Commissioner of Solid Waste Management has suggested that fines should be imposed as per rules and the vehicles should be impounded and handed over to the nearest police station.

 There are many works going on in the city and thousands of tons of 'C and D' waste are being generated. But it is not being sent to the processing unit. There is a processing plant with a capacity of 1 thousand metric tons per day at Chikkajala and 750 metric tons at Kannur near Bangalore. Only 100 metric tonnes of 'C and D' waste was collected per day for these two units. Due to increased seizure and monitoring of vehicles, 500 metric tons are now reaching the processing units. As a rule, ₹134 per metric tonne of 'C and D' waste is to be paid to the treatment plant.

Who is applicable?: 

BMRCL, NHAI, Indian Railways, Airport Authorities, Telecom Operators, CPWD, GAIL, BBMP, BWSSB, BESCOM, KPTCL, BDA, PWD Departments shall compulsorily transport 'C&D' waste to treatment plants. However, these departments are not following the rules.

 Even after the construction and clearance of huge buildings and houses, the waste is not reaching the treatment plants. Taking this seriously, BBMP has kept a close watch.

 No recycling: 

There is a rule that at least 20% of processed recycled products such as screened sand and granular subbase should be used in building construction works and road works. This should be incorporated in the tenders clause. These rules should be published publicly. Violators are also advised to take action as per the provisions of the Environment Protection Act, 1986 and the Karnataka Municipal Corporation Act, 1976 and all applicable laws. But none of the departments including BBMP are following this rule.

 Officials of the unit said that in the two 'C and D' waste treatment units under the jurisdiction of BBMP, sand and granular subbase are available in the amount of 7 thousand metric tons each.

App for C&D Waste Management

 A mobile app is being developed for building waste disposal in BBMP and outlying areas. It will have the facility to send the building waste to the treatment plant from where it is generated and pay the fee for it. If a property owner or contractor submits a request to take building waste to a treatment plant, all the processes from vehicle booking can be handled in this app. The BBMP officials said that this app is in the experimental stage and will soon be available for use by all.

 Warning of criminal case

 It has been decided to curb the illegal disposal of 'C and D' waste. For this, the officials of the respective parts have been given the responsibility. For any reason, 'C&D' waste is not allowed to be disposed anywhere. Citizens are also responsible for keeping the city clean. They should also cooperate with us. Otherwise, will have to face a criminal case, said Pratibha, the joint commissioner of BBMP Solid Waste Unit.

 Bengaluru: The BBMP has proposed to set up 'Secondary Transfer Stations' (STS) in 15 assembly constituencies, which have adopted advanced technology for sorting and transporting waste in the city.

 Three Special Investigation Teams (SITs) are investigating the solid waste management works. After the review of these investigations, the BBMP decided to formulate a plan for the establishment of new STSs.

 Bengaluru Solid Waste Management Company collects 150 metric tonnes of waste daily in three areas of the city and scientifically processes it.

 Setting up STSs for transport to units. Koramangala STS has been completed but has not started functioning as SIT investigation is going on.

 If the 'Secondary Transfer Station' constructed at Koramangala becomes operational, waste from seven wards will come here directly through autos. From the arrival of the auto, its route number, license plate, weight of waste will be recorded on the website under CCTV camera surveillance. The waste is transported directly from the auto to 'capsules' in the form of 'fuel carrying containers'. Liquid-waste is pumped out, compressed and filled. At the bottom of the 'capsules' there is also room for more liquid-waste storage. It is transported to the processing units by GPS-controlled trucks

Waste collection is now going on through 2 compactors, tens of autos in each ward. If the 'secondary transfer station' is operational, around 16 tonnes of waste will be transported in a single 'capsule'. It does not emit any liquid-waste or odor. Also, biological fluid is sprayed to prevent odors from leaving the station even during the time the waste goes into the 'capsule' from the auto. There is facility for sorting and transportation of dry waste and mixed waste in STS.

 Once the waste from Auto arrives at STS, all the responsibility lies with the contractor till its disposal at the treatment plant. Also, all the equipment and trucks in STS are in the name of BBMP Chief Commissioner. All are property of BBMP.

 Mini Transfer Stations (MTS) established for waste collection in the wards have not solved the problem of disposal. The operation-maintenance cost is also given to the MTS contractor. None of the equipment there is in the name of the corporation. Waste is being transported in ordinary compactors, garbage, liquid waste is leaking on the road. Therefore, instead of mini transfer stations, it is planned to build 'secondary transfer station' in each assembly constituency, BBMP officials said.

'Demand from Minister'

 Minister K.J. George, Jameer Ahmed, Dinesh Gundurao have demanded the establishment of a 'Secondary Transfer Station' in their constituency. Besides, many MLAs have also asked for the construction of the station. A station is ready. Two others are under construction. About 15 more stations are planned to be established, and a clear plan will be prepared soon, said Dr. BBMP, Special Commissioner of Solid Waste Department. Harish Kumar said.

 A new technology from garbage to compost

 Rudraksha Waste Utility has proposed an 'odorless technology' to manufacture compost from green waste in the State Pollution Control Board. The board suggested that this organization should be allowed one year to manufacture manure in waste treatment units of BBMP. BBMP Special Commissioner of Solid Waste Department Dr. Harish Kumar said.

 In the 'Aerobic Sponge Bed Organic Method', raw waste is poured on the sponge bed at a depth of about 2 meters. Then add 'Surabhi' to remove the smell. There is no mosquito, fly, liquid-waste problem due to 'Amlika' natural solution and 'Shilindra' solution spray. In 90 days, the raw waste becomes fertilizer, said Dr. Rudraksha Institute. C. Senappa, Dr. Sunita explained the technology at the Pollution Board.

 In a letter written to the BBMP, the Member Secretary of the State Pollution Control Board said that the Central and State Pollution Control Board, BBMP technical committee will supervise the process of making fertilizer for the Rudraksha Institute.
