Bengaluru: The BBMP is in a crisis due to the condition of the approval given to the action plan drawn up under the Finance Commission grant for the development of lakes.

 The government has stipulated that the development works of the lakes should be taken up only after identifying the boundaries of the lakes and clearing the encroachment in them. In the 15th Finance Commission grant for the year 2022-23, ₹49 crore has been given for the development of 14 lakes.

 Earlier, a detailed project report (DPR) was prepared, tenders were called and work orders were issued as soon as development of lakes was approved. The encroachment was noticed only after the work started. Apart from that, there are examples of works being carried out in many lakes.

 This time, the lack of permission for such a task has put the BBMP officials in 'difficulty'. It is regrettable on the part of BBMP engineers that the work should start only after the area of the lake, demarcation and clearance of encroachments. However, this condition has made the city dwellers and environmental activists happy, and there is hope that the lakes will remain intact.

Is it possible to clear the encroachment of Madiwala Lake?: 

The Forest Department has been earmarked ₹15 crore for the development of Madiwala Lake, which has recently been handed over to BBMP. The government encroachment is only 10 acres in Madiwala Lake, which is 267 acres in area. BDA Road, other roads, slums, buildings have been constructed. This encroachment has not been cleared for many decades. This is a challenge for BBMP officials.

 Madiwala lake has not been desilted for decades. Its work is very high. In addition, the pressure is too high. To remove this first, rehabilitation, BDA roads are all obstacles. These can be difficult to clear. However, efforts will be made to clear the encroachment. Madiwala lake is very big and requires huge amount of money for its development. First DPR is prepared. After that, the whole process will start," said the engineers of the BBMP Lake Division.

 Slums have been built in Kacharkanahalli Lake. No lake survey has been done here. Local politicians assured that, will clear the encroachments. However, half of the lake is encroached. According to the CONDITION, the work should be started only after the rehabilitation of all of them. It will take a lot of years, say the engineers.

 The survey of Halasuru and Veerasagara lakes has not been done till now. Survey of these should be done first. Only then should the process of development work begin. Also, many of the 14 lakes have already developed to some extent. The question is how this CONDITION applies there. Thus, it is also true that the government CONDITION has given more responsibility to the officials of BBMP. Environmental activists are of the opinion that if this is implemented in full, it will benefit the environment.

 Not included in the 'action plan'!

 Madiwala, Kacharakanahalli, Halasuru, Anjanapura lakes have not been included in the 'action plan' submitted by the High Court regarding clearing encroachment of lakes. Only 149 lakes are in the action plan and the rest of the lakes are not in the list even though they are encroached.

 It is not necessary to clear only encroachments in the lakes in the 'Action Plan'. Action will be taken to clear encroachment in all the lakes. Engineers of BBMP Lakes Department said that development works will be carried out by giving first priority to squatters.

 Survey as a map?

 It is a good thing that the government has stipulated that the lakes should be surveyed, encroachment should be cleared and then development should be done. But, the question is on the basis of which map the survey will be conducted. First needed answer for this, take a clear stand and move forward,' demanded Ramprasad of Friends of Lake.

 The survey should be conducted like the revenue map of 1974 to 1976. In 2015, there are new surveys done by the land surveyors of the revenue department. There is a lot of variation in these. Thus, if the survey and development are carried out as per the old revenue map, the water storage of the lakes will increase. Along with the increase in ground water, the environment will also be protected,' he said.

 BENGALURU: BBMP has proposed to spend lakhs of rupees for the annual maintenance of developing and yet to be developed lakes.

 Once the lakes are developed, their maintenance for one or three years is left to the contractor. However, even for such lakes, money is being spent on annual maintenance.

 The development works of Mylasandra (limestone field) in Rajarajeshwarinagar zone and Nelagadaranahalli lakes in Dasarahalli zone are going on. Tenders have been invited for annual maintenance cost of ₹22.58 lakh and ₹21 lakh respectively for these lakes.

 Preparations have been made to spend on maintenance of Lingadhiranahalli (₹31.97 lakh) in Rajarajeshwarinagar zone, Kacharakanahalli (₹46 lakh) in East zone, Doddabidarakallu (₹21 lakh) in Dasarahalli zone, Amritahalli lake (₹13 lakh) in Yalahanka zone, where tenders have been called for development. A budget approval code (3028) is also available for all these expenses.

 BBMP will spend ₹35 crore in the year 2023-24 for the annual management of 174 lakes that are developed, under development-tender stage, and for the development of an app to monitor the management of the lakes.

BBMP says that there is no money for the development of lakes. However, funds are being wasted in the name of annual maintenance of developed lakes. Only the lakes they want are named for it. Many lakes including Pattanagere-Kenchenahalli lake, Karihobanahalli lake are stinking. They are not cleaned. But for the lakes that have been spent, they are being spent again,' said S. of the Right to Information Study Center. Amaresh complained.

 According to the information given by BBMP as per Right to Information Act, 31 lakes are to be developed. No action is being taken regarding these as there is no money. At least all the lakes should be fenced and work should be started to prevent sewage from going there', he demanded.

 'Maintenance Needed'

 Maintenance cost will increase only after development of lakes. The sidewalks have to be maintained, the grass has to be cut if it grows... all these are the tasks. Some works do not go to the contractor who developed the lake. All that will be in the tender rules. Hence the tender has been called for annual maintenance. The work of developing lakes also requires maintenance. Therefore, tenders are being called in advance and preparations are being made. An annual tender has also been called for the cleanliness of the lakes to be developed,' said Vijayakumar Haridas, chief engineer of the BBMP lakes department.

 Bengaluru: Even after three weeks, Tahsildars have not taken any action regarding the report submitted by BBMP engineers to clear encroachment of lakes.

 BBMP has implemented an action plan to clear encroachments in 159 lakes as directed by the High Court. So far 30 lakes have been listed at 10 lakes per week from the first week of September and sent to the respective Tehsildars.

 As per the action plan, the encroachment clearing process of 159 lakes should start in 16 weeks. Once the process is started, the eviction process should be completed within 70 days. September 5 was the first week, 10 lakes were listed and the process was started. After this, the encroachment of the lakes for the second and third week has been listed and submitted to the Tehsildar by the respective Executive Engineers of the BBMP Lakes Division.

 The Tehsildar has not started the process of encroachment list submitted on the first week. According to this report, the Tahsildar should have issued an order within seven days to identify the encroachment and conduct a survey. However, BBMP officials said that no such order has been issued so far for any lake in Entoo zone.

 District Collector Dayananda did not comment on the tehsildars not taking action to clear encroachment of lakes.

 Lake Management: Information in the app

 BBMP is preparing an APP that will provide information to the citizens about what works are going on in the lakes, what are the maintenance works, what time the cleaning works were carried out...

 This app is under development and data is being collected. May be final in another month. Officials said that the app is being developed at a cost of ₹10 lakh.

₹35 crore for Lakes Maintenance 

 ₹35 crore is being spent on maintenance works in 2023-24 in 174 lakes under BBMP. These works have been approved in the budget and the tender process will start now and end in November.

 Out of 174 lakes, 109 maintenance works have been decided to be undertaken, out of which tenders have already been invited for 96 works. Officials informed that the amount is ₹32.33 crore and tenders are being invited for 13 works for the remaining ₹2.66 crore.

 53 lakes in Mahadevpur zone, Bommanahalli – 42, R.R. Nagar – 33, Yalahanka – 24, Dasarahalli – 11, South – 5, East – 4 and 2 lakes in West zone are taken for the the annual maintenance work.

₹2,000 crores spent on development of Bengaluru city lakes

Bengaluru: Although there is a lot of confusion between the district administration and the BBMP about the number of living lakes in the 'City of Lakes', the BBMP has spent more than ₹2000 crore for the development of 156 lakes.

There are 211 lakes under BBMP and only 156 lakes are under development since 2010. Although crores have been spent on each lake, it is not only free from dirt and filth. The developed lakes are being spent again and again. 29 lakes which have not seen the least development are still in the planning stage.

 In 2008, the state government handed over the development of the lakes to BBMP and BDA. After showing a cost of Rs 100 crore for the development of 12 lakes, the BDA offered no money. Again the development and maintenance of all the lakes fell on the shoulders of BBMP. BBMP has spent nearly two thousand crores, even though they say, there is no money.

Till 2018-19, BBMP has spent more than three hundred crore rupees for the development of 65 lakes. More crores have been spent on the front lines again for these developed lakes.

Development of lakes requires the approval of a Detailed Project Report (DPR) from the Lake Conservation and Development Authority (KTCDA). Thus, from 2018-19 to 2022-23, BBMP and BDA have approved DPRs worth over ₹1,427 crore. After this, more than this cost was also spent on the works.

BBMP is not officially saying that this amount has been spent. However, the values of 'Restoration of Lakes' published by the Corporation and DPRs approved by KTCDA reveal the cost information.

 The lakes that have been developed at a cost of thousands of crores in Bengaluru are not sites for protecting and cultivating biodiversity but are 'concrete tanks' where civil works have been carried out. There is no clean water in these lakes. The study report of the Indian Institute of Science said that it is full of dirt.

 In the report submitted by Gautham and Vasantha Jagadeesan under the leadership of Prof. T.V. Ramachandra, emphasis was placed on how the funds should be used for the rejuvenation or development of the lakes. Not realizing the value of the lake, scientific works are said to have been neglected.

By not putting out the polluted silt in the lake, it has been made like an island and the clean water has been allowed to get polluted. After the development of the lake, no works have been done to prevent sewage water from flowing into it. A study report on 'Status of Restored Lakes in Bengaluru: Gaps and Solutions' states that a 'cement bowl' has been created by the development work of the lakes, and a lot of expenditure has been spent on jogging, walking paths, beautification, and no work has been done to revitalize the lake environment.

 ₹ 46 crore for Sankey!

 ₹46.92 crore has been spent on Sankey Lake, which was in the list of developed lakes as early as 2010, from 2019-20. Although the encroachment of the lake has not been cleared, beautification works are increasing. Mallattahalli Lake is planned to cost ₹80 crore, of which a lot has already been released. DPR alone has been approved for ₹31.5 crore.

Rachenahalli, Kempambudhi, Kalkere, Jakkuru, Kaikondrahalli, Dorekere, Seegehalli, Singhasandra, Kodige Singhasandra, Yalahanka, Yalachenahalli, Attur, Doddabommasandra, Garudacharapallya, J.P. Park Mattikere, Lingadhiranahalli, Sanki, Vibhutipur lakes have been spent more than once for the development of crores of rupees. However, even today those lakes are not clean.

Bengaluru: It is always said that Bangalore, which was famous as a garden city and an air-conditioned city, will be brought back to the same condition. Plans are also made. But implementation is limited to concretization only.

 Hundreds of crores are spent annually on the development of lakes and gardens. In projects to save and grow the environment, millions of saplings are planted every year, which is limited to publication. Because, if so many lakh saplings were planted every year, the city would have been full of trees.

 Further, tens of crores are being spent on the development of each lake. Here more attention is being given to concrete construction instead of allowing for biodiversity. In the past, there was nothing else except that the lake was used as a connecting bridge. Now concrete is being used for the walking track around the lake. Crores are being spent on the construction of buildings and high-tech facilities. However, there are no facilities for birds and animals in the lakes which are a place of biodiversity. There is no space for trees.

 A civil engineer is the standard for the development of a lake, while eco-friendly facilities are negligible. This also applies to gardens. Furniture is preferred over trees in gardens. Citizens allege that neither the government nor the politicians have any hindsight in cutting trees and planting them.

 A lot of work needs to be done in pollution control. The task is to measure air and water pollution and publish it. Responsibility should be assigned to this board, which has been limited to this for so many years. If there is any kind of pollution, the board should be held responsible for it. Such an expectation needs the official seal of the government. Otherwise, environmental activists demand that there should be an order by law.

Environmental impact assessment should be mandatory

 Bangalore's urbanization has had a significant impact on biodiversity. Uncontrolled real estate growth and development of overconcretization in infrastructure such as roads have affected the environment. The Bangalore Development Authority is converting land in villages around the city into barangays to accommodate the growing population. Large-scale infrastructure projects such as road widening, metro rail and new flyovers are also contributing to habitat loss. These projects involve cutting down trees and loss of green cover, mostly affecting animals and birds.

 Lakes, gardens and trees are critical to the sustainable growth of the city and its population. While housing and other infrastructure are needed, sustainable development is needed to mitigate micro climate change. Environmental Impact Assessment (EIA) should be mandatory for all upcoming and current projects to ensure that we regain the Garden City title that we have lost in the name of development. A master plan should be developed continuously every year. List the ward-wise land-use changes in the city and help create a people-friendly climate.

Development should not be life-threatening

 Bangalore has forgotten the environment in the fast pace of development and people's representatives are giving more preference to concrete. Marking the boundaries of the city in four directions, giving importance to water and clean air and showing the important lesson of making it a garden city is again studied and implemented with interest and earnestness but Bendakalur will become a decrepit city. Otherwise tomorrow the next generation will curse us. The Vrishabhavati River has gone without a name and has become Kengeri Mori. Thousands of lakes in the river basins have been destroyed, the extinct lakes are filled with sewage and the smell of disaster is spreading everywhere. Lined with wooden roads, the cold memory is gone.

 Emphasis should be placed on maintaining the urban forests, redeveloping the royal canals and filling the lakes with fresh water. Like recovery. When new barangays are built in the outer zones of the city, 50 percent of the budget should be forest. There are ten popular ways to reduce traffic congestion and need to be implemented. Environmental Management and Control Boards should stop the works which are harmful to the environment. Life is only if there is life. Development should not be life-threatening.

The creation of heat islands is fatal

 Lakes in the city are being developed at a cost of hundreds of crores and are being built as thermal islands. Instead of fostering biodiversity, concretization is increasing. There is no standard for the development of lakes. A technical approval committee consisting of environmental experts i.e. geologists, hydrologists, limnologists, toxicologists and civil engineers is essential. The Karnataka Lake Conservation and Development Authority should take steps to implement what is approved here. All should be empowered to run under the supervision of this authority.

 No lake development work shall be undertaken without a Detailed Plan Report (DPR) and approval of the Technical Approval Committee. There should be a system where all these details are freely available to citizens through a website. Justice N.K. According to the Patil report, district and state level lake committees should be formed and responsible for monitoring. No concrete development including road and flyover should take place in the lake and buffer zone. To reduce the temperature in Bangalore, the environment has to be preserved. Instead of showing everything in the book, only eco-friendly developments should be undertaken.

Bengaluru: Although the state government has approved the installation of sluice gates for 148 lakes in the Amrita Nagarothana Project, the BBMP is spending that amount on 102 lakes. 46 lakes have been abandoned.

The reason for the 'East Submerged Bangalore' is the huge amount of water flowing from the lakes. BBMP will spend ₹36.85 crore to construct 'sluice gates' for 102 lakes under its jurisdiction so that if it is controlled, there will be no problem like flooding. BBMP is now constructing a high-tech 'sluice gate', which was constructed in the form of a stone pillar in the past to slowly drain water into the lake.

The city received the heaviest rainfall in September 2022. On this occasion, there was a flood situation in Mahadevpur, Bommanahalli, Yalahanka areas, and a huge amount of damage was caused to the properties of the citizens. Lakes overflowed and water flowed in large quantities. In order to control this and slow down the flow of water, as per the government order (NAE 782 MNY 2022 (E)) BBMP has decided to construct the sluice gates. For this, tenders have been invited in eight packages sector wise and are now in the final stage.

The lakes approved by the government on 28 September 2022 as item number 2 are 148. The cost of how many lakes in which zone has also been entered. However, 46 lakes have been left out in the tender package. The Chief Engineer of Lakes Division at BBMP headquarters does not have complete information. Due to decentralization of powers, the Executive Engineers are calling the tenders.

More spending by legislators!

Local engineers are undertaking the development of lakes only on the permission of the legislators. Although the development work has been approved by the government, the development of some lakes has not yet started. For example Kenchenahalli Lake and Gandhinagar Lake in Kengeri. In the same way, a lot of money is being spent on a few lakes for sluice gates  installation,' said T.E., an environmental activist. Srinivas, Mallikarjunaswamy, T. Mohan complained.

Immediate work..

As per the direction of the state government, tenders have been invited from the respective sector wise departments to install sluice gates  in the lakes. It is intended that this work should be completed by the rainy season. Therefore, a package tender has been called, BBMP Lakes Division Chief Engineer Vijayakumar Haridas said.

One in approval, another in tender

Tenders have been invited in zone-wise packages for the work of laying  sluice gates   for lakes. It is stated in the tender that all the lakes in that zone will be installed in the  sluice gates. However, the information on file with BBMP is different. There is information about which lakes should be installed in each zone and how much it will cost, there are only 102 lakes in this. That alone will cost ₹38.85 crore sanctioned by the government. Information about the remaining 46 lakes is not in the file.

Approval for installation of  sluice gates   for 2 and 5 lakes in West and Dasarahalli zones respectively, the information in the file is correct. Elsewhere in the eastern zone, 4 lakes are approved, 3 are listed, 5 out of 7 in the south, 25 out of 38 in Bommanahalli, 40 out of 52 in Mahadevpur, 23 out of 30 in Rajarajeshwarinagar, 14 out of 22 in Yalahanka.

Other expenses are ₹8 crore!

BBMP is spending ₹8.22 crore for the work of  sluice gates  being installed in 102 lakes as detailed project report, project management advice (to PMC) and other expenses. Usually 10% of the project is given to PMC. That means ₹3.6 crore. The remaining four and a half crores are other expenses.

Bengaluru: The Amrutha Halli lake, which was developed three years ago by the Bengaluru Development Authority at a cost of ₹5 crore, is a garbage dump, and the BBMP has again proposed to develop it again at a cost of ₹4 crore.

After a lot of struggles by the locals, BDA decided to develop the Amrutha Halli lake in 2015. A few encroachments were left, a fence was put up, a bund was built, and a walking path was also developed. BDA made the lake an orphan after spending over ₹5 crore. Amrutha Halli lake, which was developed without preventing the flow of sewage water, became an unmaintained poisoning site.

For three years, the locals have been appealing for the cleaning of the lake, but no one, including the public representatives and officials, has listened. However, after the transfer of the lake from BDA to BBMP, the development project of Amrut Halli lake got started. Under the 15th finance plan, BBMP has taken up the development of the lake at a cost of ₹4 crore. In May 2022, although the project was technically approved, the work did not start.

After the development of Lake, BDA did nothing except cut the tape. Amrutha Halli Lake, contrary to its name, became another poison site. It became impossible to go to the lake without maintenance. The sewage water is flowing directly into the lake, and it is overflowing. The reed is full. Jayalakshmi, a local, complained that when the election comes, the lake is remembered.

BDA has developed many facilities including climbing, fencing, chain link. However, lakhs of rupees are being spent on the same facilities, i.e., removing fencing and putting up fencing again,' complained Rajesh.

The development of BDA was not right. Dirty was flowing. Again, handed over to BBMP and is being developed again. Now some work has started," said Devaraj Gowda, president of the Amrutnagar Residents' Welfare Association.

Work begins...

Earlier BDA had developed. But Amrutha Halli lake is now full of dirty. Throwing it out, we are installing a pipeline to prevent the flow of sewage water. The dewatering work has started, and we will finish the development work soon. The approval of DPR by Lake Development Authority was delayed. Hence, the start of work was also delayed," said Akshat, Assistant Executive Engineer, Lakes Department, BBMP.

Again ₹4.75 lakh for DPR

BDA had spent everything including the Detailed Project Report (DPR) to develop the Amrutha Halli Lake. But now BBMP has done DPR again. It cost ₹4.75 lakh including GST. But in this also no action has been taken to prevent sewage water from entering the lake.

Amrutha Halli has only one input. There is only sewage water in Rajakaluve coming from Sahakara Nagar. If this is prevented from coming, water will not flow into the lake from anywhere. Another flow is on the side of the lake, crossing it. Fencing was done by BDA. Doing the same thing again. Instead of spending crores of rupees again, a water treatment plant (STP) would have been enough. Apart from that, much attention has been paid to the beautification of the lake. I don't know how the lake development authority gave permission for this,' complained Kiran, a local.
