123 ಕೆರೆಗಳಿಗೆ ಶುಕ್ರದೆಸೆ; ಭೂದಾಹಿಗಳಿಗೆ ಬೇಲಿ
ಉದ್ಯಾನನಗರಿಯಲ್ಲಿ ಗತವೈಭವದ ಇತಿಹಾಸ ಮೆಲುಕುಹಾಕುತ್ತಾ, ಬಡಕಲಾಗುತ್ತಿದ್ದ ಕೆರೆಗಳಿಗೆ ಕೊನೆಗೂ ಶುಕ್ರದೆಸೆ ಆವರಿಸಿಕೊಳ್ಳುತ್ತಿದೆ. ನಗರದಲ್ಲಿ ನೂರಾರು ಕೆರೆಗಳಿವೆಯೇ ಎಂಬ ಪ್ರಶ್ನೆಗೆ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯೇ ಉತ್ತರ ನೀಡಿದೆ. 183 ಕೆರೆಗಳು ಬಿಬಿಎಂಪಿ ಗಣನೆಗೆ
ಬಂದಿದ್ದು, 123 ಕೆರೆಗಳಿಗೆ ಸದ್ಯವೇ ಬೇಲಿ ಬೀಳಲಿದೆ.
ಬೆಂಗಳೂರಿನಲ್ಲಿ ಈಗಾಗಲೇ ಅಭಿವೃದ್ಧಿಗೆ ಚಾಲನೆ ದೊರಕಿರುವ 36 ಕೆರೆಗಳಲ್ಲದೆ, 123 ಕೆರೆಗಳ ಸರ್ವೆ ಕಾರ್ಯ ಆರಂಭವಾಗಿದೆ. ಅವುಗಳಲ್ಲಿರುವ ಒತ್ತುವರಿಯನ್ನು ತೆರವುಗೊಳಿಸಿ, ಜನವರಿ ಅಂತ್ಯದೊಳಗೆ ಬೇಲಿ ಹಾಕಲಾಗುತ್ತದೆ. ಇದಕ್ಕಾಗಿ 40 ಕೋಟಿ ರೂ.ಗಳ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಂಡಿದ್ದು, ಐದಾರು ಕೆರೆಗಳಲ್ಲಿ ಬೇಲಿ ಕಾಮಗಾರಿಯೂ ಆರಂಭವಾಗಿದೆ.
ವಿಜಯ ಕರ್ನಾಟಕ ಬೆಂಗಳೂರಿನ ಕೆರೆಗಳ ದುಸ್ಥಿತಿಯನ್ನು 'ನಮ್ಮೂರ್ ಕೆರೆ' ಲೇಖನ ಮಾಲಿಕೆ ಮೂಲಕ ವಿವರಿಸಿದ್ದನ್ನು ಇಲ್ಲಿ ಸ್ಮರಿಸಬಹುದು. ಆನಂತರ ಬೆಂಗಳೂರಿನ ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಬಿಬಿಎಂಪಿ, ಬಿಡಿಎ ವಿಶೇಷ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಿವೆ.
ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ವರ್ಷದಲ್ಲಿ (2009-10) ಬಿಬಿಎಂಪಿ 21 ಕೆರೆಗಳಿಗೆ ಕಾಯಕಲ್ಪ ನೀಡುವ ಕಾಮಗಾರಿಗೆ ಚಾಲನೆ ನೀಡಿದೆ. ಇದರಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ ಒತ್ತುವರಿ ತೆರವುಗೊಳಿಸಿರುವುದು ಗಮನಾರ್ಹ. ಯಾವುದೇ ಒತ್ತುವರಿಯನ್ನು ಮನ್ನಾ ಮಾಡಬೇಡಿ ಎಂಬ ಬಿಬಿಎಂಪಿ ಆಯುಕ್ತರ ಆದೇಶವನ್ನು ಅಧಿಕಾರಿಗಳು ಪಾಲಿಸುತ್ತಿದ್ದಾರೆ. ಆದರೆ, ಕೆಲವೆಡೆ ಶಾಸಕರ ಒತ್ತಾಸೆಗೆ ಕೆಲವು ಒತ್ತುವರಿ ತೆರವಾಗಿಲ್ಲ. ಅಭಿವೃದ್ಧಿಯ ಪಥದಲ್ಲಿರುವ ಕೆರೆಯಲ್ಲಿ ಹೂಳು ತೆಗೆದು, ಬೇಲಿ ಹಾಕುವ ಕಾರ್ಯ ಪ್ರಗತಿಯಲ್ಲಿದೆ.
ಕೆರೆಗಳಿಗೆ ಬೇಲಿ ಹಾಕುವ ಕಾಮಗಾರಿಗೆ ಮುನ್ನ ಅಲ್ಲಿನ ಒತ್ತುವರಿಗೆ ಪ್ರಥಮವಾಗಿ ಅಂತ್ಯ ಹಾಡಲಾಗುತ್ತದೆ. ಇದರಿಂದ ಬಡಾವಣೆಗಳಿಗಾಗಿ ಕೆರೆಗಳನ್ನು ನುಂಗಿಕೊಂಡಿದ್ದ ಭೂದಾಹಿಗಳಿಗೆ ಹಿನ್ನಡೆ ಆಗಲಿದೆ. ಅಷ್ಟೇಅಲ್ಲ, ಹೊಸ ಒತ್ತುವರಿಗೂ ಕಡಿವಾಣ ಬೀಳಲಿದೆ.
ಈ ನಡುವೆ ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು ಬೆಂಗಳೂರಿನಲ್ಲಿರುವ ಕೆರೆಗಳ ಸಮೀಕ್ಷೆ ಕಾರ್ಯ ಆರಂಭಿಸಿದೆ. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 183 ಕೆರೆಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಇದರಲ್ಲಿ, ಲಾಲ್ಬಾಗ್, ಅಗರ, ಹೆಬ್ಬಾಳ, ಹಲಸೂರು, ಕೆಂಪಾಂಬುಧಿ, ಯಡಿಯೂರು, ಸ್ಯಾಂಕಿ, ಹೆಣ್ಣೂರು, ಕೆಂಗೇರಿ, ವಸಂತಪುರ, ಹಲಗೆವಡೇರಹಳ್ಳಿ ಕೆರೆ ಸೇರಿದಂತೆ 25 ಕೆರೆಗಳನ್ನು ಬಿಡಿಎ, ಬಿಬಿಎಂಪಿ ಹಾಗೂ ಅರಣ್ಯ ಇಲಾಖೆ ಅಭಿವೃದ್ಧಿಪಡಿಸಿವೆ. ಬಿಬಿಎಂಪಿ 21 ಕೆರೆಗಳಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿ ಆರಂಭಿಸಿದೆ. ಬಿಡಿಎ ತನ್ನ ವ್ಯಾಪ್ತಿಯ 12 ಕೆರೆಗಳಲ್ಲಿ ಅಭಿವೃದ್ಧಿಗೆ ಚಾಲನೆ ನೀಡಿದೆ. ಕೆರೆ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಅಮೃತಹಳ್ಳಿ ಹಾಗೂ ಜಕ್ಕೂರು ಕೆರೆಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸುತ್ತಿದೆ. ಇನ್ನು ಉಳಿದ 123 ಕೆರೆಗಳಿಗೆ ಬಿಬಿಎಂಪಿ, ಒತ್ತುವರಿ ತೆರವುಗೊಳಿಸಿ ಬೇಲಿ ಹಾಕುವ ಕಾರ್ಯವನ್ನು ಆರಂಭಿಸಿದೆ.
ನಗರದ 11 ವಿಧಾನಸಭೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿರುವ ಈ 123 ಕೆರೆಗಳ ಸಮೀಕ್ಷೆ ಕಾರ್ಯ ಆರಂಭವಾಗಿದೆ. ಇದರಲ್ಲಿ 50 ಕೆರೆಗಳ ಸರ್ವೆ ಮುಗಿದಿದ್ದು, ಉಳಿದ್ದದ್ದು ಇನ್ನು ಒಂದು ತಿಂಗಳಲ್ಲಿ ಮುಗಿಯಲಿದೆ. ಡಿಸೆಂಬರ್ 2ನೇ ವಾರದಲ್ಲಿ ಈ ಎಲ್ಲ ಕೆರೆಗಳಿಗೆ ಬೇಲಿ ಹಾಕುವ ಕಾಮಗಾರಿಗೆ ಚಾಲನೆ ನೀಡಲಾಗುತ್ತದೆ. ಜನವರಿ ಅಂತ್ಯಕ್ಕೆ ಈ ಕಾಮಗಾರಿ ಮುಗಿಯಲಿದೆ.
ಬೆಳ್ಳಂದೂರು, ಅಟ್ಟೂರು, ಕಲ್ಕೆರೆ, ಚಿನ್ನಪ್ಪನಹಳ್ಳಿ, ವರ್ತೂರು ಕೆರೆಗಳಲ್ಲಿ ಒತ್ತುವರಿಯನ್ನು ತೆರವುಗೊಳಿಸಲಾಗಿದೆ. ಇಲ್ಲಿ ಬೇಲಿ ಹಾಕುವ ಕಾರ್ಯ ಆರಂಭವಾಗಿದ್ದು, ಅಂಗಳದಲ್ಲಿ ಸಸಿ ನೆಡಲಾಗುತ್ತಿದೆ. ಮಳೆ ನೀರು ಕೆರೆಗಳಿಗೆ ಹರಿಯಲು ರಾಜಾಕಾಲುವೆಗಳ ತೆರವುಗೊಳಿಸಲಾಗುತ್ತಿದೆ.
ಕೆರೆಗಳಲ್ಲಿ ಔಷಧ ಸಸ್ಯಬಿಬಿಎಂಪಿ ಅಭಿವೃದ್ಧಿಪಡಿಸುತ್ತಿರುವ ಕೆರೆಗಳ ಅಂಗಳದಲ್ಲಿ ಔಷಧೀಯ ಗುಣಗಳುಳ್ಳ ಸಸ್ಯಗಳನ್ನು ನಡೆಲಾಗುತ್ತಿದೆ. ಇದಕ್ಕಾಗಿ 16 ಸಸ್ಯಗಳನ್ನು ಗುರುತಿಸಲಾಗಿದೆ. ಅಮೃತಬಳ್ಳಿ, ಮಾವು, ಬಜೆ, ಆಡುಸೊಗೆ, ಲಾವಂಚಾ, ಭೃಂಗರಾಜ, ದಾಸವಾಳ, ಚಕ್ರಮುಖಿ, ಬಿಳೀ ಲಕ್ಕಿ ಸಸ್ಯಗಳು ಇದರಲ್ಲಿ ಸೇರಿವೆ.
ಬೆಂಗಳೂರಿನಲ್ಲಿ ಎಂಬತ್ತೇ ಕೆರೆಗಳಿರುವುದು ಎಂದು ಕೈಕಟ್ಟಿ ಕುಳಿತಿದ್ದ ಅಧಿಕಾರಿಗಳು, ಇದೀಗ ಎಚ್ಚೆತ್ತುಕೊಂಡಿದ್ದಾರೆ. ಅದಕ್ಕೇ 183 ಕೆರೆಗಳು ಕಾಣಿಸಿಕೊಂಡಿವೆಯಲ್ಲದೆ, ಲೆಕ್ಕಕ್ಕೂ ಸಿಕ್ಕಿವೆ. ಕಂದಾಯ ಇಲಾಖೆಯ ಕಡತಗಳನ್ನು ಪರಿಶೀಲಿಸಿ ಮತ್ತಷ್ಟು ಶೋಧಕಾರ್ಯ ಆದದ್ದೇ ಆದರೆ, ಇನ್ನೂ ನೂರಾರು ಕೆರೆಗಳು ಸಿಗುತ್ತವೆ. ಅವುಗಳೆಲ್ಲಕ್ಕೂ ಬೇಲಿ ಬಿದ್ದರೆ ಭೂದಾಹಿಗಳು

123 A blessing for the lakes; a fence for the land-thirsty
Reminiscing the glorious past of the garden city, the lakes that were deteriorating are finally getting a boost. The Bruhat Bengaluru Mahanagara Palike has answered the question of whether there are hundreds of lakes in the city. 183 lakes have been taken into account by the BBMP, and 123 lakes will soon be fenced off.
In addition to the 36 lakes for which development has already begun in Bengaluru, survey work has begun for 123 lakes. Encroachments in them will be cleared and fenced off by the end of January. For this, the tender process of Rs 40 crore has been completed, and fencing work has also begun in five or six lakes.
It may be recalled here that Vijaya Karnataka described the poor condition of Bengaluru's lakes through the 'Nammoor Lake' article series. Later, BBMP and BDA have formulated special plans for the development of Bengaluru's lakes.
In the current financial year (2009-10), BBMP has launched the work of rehabilitating 21 lakes. It is noteworthy that encroachments have been removed. The officials are following the BBMP Commissioner's order not to vacate any encroachment. However, in some places, some encroachments have not been removed due to the insistence of the MLAs. The work of removing silt and fencing the lakes that are on the development path is in progress.
Before the work of fencing the lakes, the encroachments there will be put to an end first. This will give a setback to the land grabbers who have swallowed the lakes for their settlements. Not only that, it will also curb new encroachments.
Meanwhile, BBMP officials have started the survey of lakes in Bengaluru. 183 lakes have been identified under BBMP jurisdiction. Of these, 25 lakes including Lalbagh, Agar, Hebbal, Halsur, Kempambudhi, Yediyur, Sanki, Hennur, Kengeri, Vasantapura, Halagevaderahalli Lake have been developed by the BDA, BBMP and the Forest Department. BBMP has started development work in 21 lakes. BDA has launched development in 12 lakes under its jurisdiction. The Lake Development Authority is developing Amruthahalli and Jakkur lakes. BBMP has started the work of clearing encroachments and fencing the remaining 123 lakes.
The survey work of these 123 lakes under the jurisdiction of 11 assembly constituencies of the city has begun. The survey of 50 lakes has been completed, and the remaining will be completed in a month. The work of fencing all these lakes will be launched in the 2nd week of December. This work will be completed by the end of January.
Encroachments have been cleared in the Bellandur, Attur, Kalkere, Chinnappanahalli, and Varthur lakes. Fencing has begun here, and saplings are being planted in the courtyards. Rajakaluvas are being cleared to allow rainwater to flow into the lakes.
Medicinal plants in lakes
Plants with medicinal properties are being grown in the courtyards of the lakes being developed by BBMP. 16 plants have been identified for this. These include Amruthaballi, Mango, Baje, Adusoge, Lavancha, Bhringaraja, Dasavala, Chakramukhi, and Bili Lucky plants.
The officials who were sitting idly by and thinking that there were only eighty lakes in Bangalore have now woken up. That is why 183 lakes have not only been identified, but have also been accounted for. If further searches are done by checking the files of the Revenue Department, hundreds more lakes will be found. If all of them are fenced, then the land grabbers will be destroyed

ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೆರೆಗಳು ಅಭಿವೃದ್ಧಿ ಆಗುತ್ತಿರುವುದು ಸಂಸ್ಕೃತಿಯನ್ನು ಪ್ರೀತಿಸುವ ಪ್ರತಿ ಮನಸ್ಸಿಗೂ ಆಹ್ಲಾದ ಉಂಟು ಮಾಡುತ್ತದೆ. ಇಂತಹ ಯೋಜನೆಗಳು ಅಲ್ಲಲ್ಲಿ ಆರಂಭವಾಗುತ್ತಿರುವುದು ಸಂತಸಕರ. ಅದರಲ್ಲೂ ಒಂದು ಕೆರೆ ಅಭಿವೃದ್ಧಿಗೆ ಊರ ಸಂಸ್ಕೃತಿಯನ್ನು ಸಾರುವ ಮೆರವಣಿಗೆ ಮಾಡುವುದು ಶ್ಲಾಘನೀಯ. ಇದು ಊರಹಬ್ಬದ ಆಚರಣೆ ಆಗಬೇಕು. ಪ್ರತಿಯೊಂದು ಕೆರೆಯಲ್ಲೂ ಪ್ರತಿ ತಿಂಗಳೂ ತೆಪ್ಪೋತ್ಸವ ನಡೆಯಬೇಕು. ಇದು ನಮ್ಮ ಸಂಸ್ಕೃತಿಯನ್ನು ಸಾರುವ ಉತ್ಸವಗಳು ಕೆರೆಗಳಲ್ಲೇ ಆಗಬೇಕು
