Bengaluru: In the tug-of-war between BBMP, BSWML and waste collection and transportation contractors, those who collect garbage from houses have not been paid for six months.

The first-stage waste collection, transportation and disposal contractors have not been paid their bills since January 2025. Due to this, the auto drivers, helpers and loaders who collect waste from houses hired by the contractors are not getting their salaries. Although some contractors are paying a little, most of them have been struggling for six months.

‘Contractors who have received ‘supply orders’ from BBMP will have to pay GST if the bill is paid by BSWML. This will be a burden on us. Pay the money from BBMP itself. The contractors have been demanding since November 2024 that if BSWML pays the bill, GST will not be applicable and 4G exemption will be available in the order. BSWML officials have not taken a clear decision yet,’ it is alleged.

‘GST is not applicable only to government authorities. BSWML is a shareholder structure, and if this is modified, GST exemption will be available. In the bill given by the contractors to BSWML, a condition has been imposed that ‘if any tax is applicable, it should be paid by the concerned authority’. This is not in the proposed model. BSWML does not apply this,’ the tax auditors have opined.

‘There were some meetings with BSWML Managing Director Maheshwar Rao and the contractors regarding all these issues and they were assured that the contractors would be informed in the order issued that they were exempted from GST. However, the December 2024 order was mentioned again and it was not clearly stated that GST would not be applicable,’ the contractors alleged.

Although the responsibility of bill payment has been transferred from BBMP, which has issued the supply order for waste disposal, to BSWML, the confusion has not been resolved. Thus, those who collect waste from homes are in distress without salary.

‘It has been decided that the bills for solid waste disposal, collection and transportation will be paid by BSWML itself from January 2025. A grant of ₹167.79 crore has been released for the operation and maintenance of the plants at ₹55.93 crore per month and ₹40 crore for payment of bills. However, the contractors are not paying the bills. As they said, the local departments have issued orders and GST exemption is available for solid waste management as per the notification. They have been asked to submit bills as per BSWML order (MD-548/2024-25). But they are not paying the bills,” said BSWML Chief Executive Officer (CEO) K. Harish Kumar.

Will check: “The officials were instructed on June 26 to hold a meeting with the contractors and issue orders accordingly. If the contractors say that there is a problem in that too, I will check it on Monday and take action,” said BSWML Managing Director Maheshwar Rao.

‘Confusion from some officials’

‘We have been given a supply order by the corporation as a service contractor to carry out waste collection, transportation and disposal with the necessary personnel and vehicles. If we pay the bill from BSWML instead of BBMP, it will be like getting money from a ‘tri-party’. GST will be applicable to this. We have been requesting for six months to give an order stating that this will not be applicable, but there is still confusion from some officials. Although Maheshwar Rao has responded to our request, some officials are not implementing it,’ complained S.N. Balasubramaniam, general secretary of the Bangalore Metropolitan Cleanliness and Lorry Owners-Contractors Association.

‘The burden of service charges has already fallen on the contractors and it has been challenged in the court. If we get an order from BBMP and take a bill from BSWML, GST and service charges will also be applicable. Although the tax auditors and internal auditors have expressed their opinions on this, the officials are not taking appropriate action. They accused the contractors of being "scammed".

'Pay wages directly'

'Due to the problem between BBMP, BSWML and contractors, auto drivers, helpers and loaders who collect waste from houses in the city are not getting their wages. If the contractors themselves are not getting paid, how will they pay them? Therefore, the direct wage system should be implemented for all of us,' demanded Labor Protection Trade Union President Thyagaraj.

ಬೆಂಗಳೂರು: ಬಿಬಿಎಂಪಿ, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಹಾಗೂ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ–ಸಾಗಣೆ ಗುತ್ತಿಗೆದಾರರ ನಡುವಿನ ಹಗ್ಗಜಗ್ಗಾಟದಲ್ಲಿ ಮನೆಗಳಿಂದ ಕಸ ಸಂಗ್ರಹಿಸುವವರಿಗೆ ಆರು ತಿಂಗಳಿಂದ ವೇತನ ಇಲ್ಲದಂತಾಗಿದೆ.

ಪ್ರಥಮ ಹಂತದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ, ಸಾಗಣೆ ಮತ್ತು ವಿಲೇವಾರಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ 2025ರ ಜನವರಿಯಿಂದ ಬಿಲ್‌ ಪಾವತಿಯಾಗಿಲ್ಲ. ಇದರಿಂದ ಗುತ್ತಿಗೆದಾರರು ನೇಮಿಸಿಕೊಂಡಿರುವ ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಚಾಲಕರು, ಸಹಾಯಕರು, ಲೋಡರ್‌ಗಳಿಗೆ ವೇತನ ಸಿಗುತ್ತಿಲ್ಲ. ಕೆಲವು ಗುತ್ತಿಗೆದಾರರು ಅಲ್ಪಸ್ವಲ್ಪ ನೀಡುತ್ತಿದ್ದರೂ,  ಬಹುತೇಕರು ಆರು ತಿಂಗಳಿಂದ ಸಂಕಷ್ಟಕ್ಕೊಳಗಾಗಿದ್ದಾರೆ.

‘ಬಿಬಿಎಂಪಿಯಿಂದ ‘ಸಪ್ಲೈ ಆರ್ಡರ್‌’ ಪಡೆದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿಯಾದರೆ ಜಿಎಸ್‌ಟಿ ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಇದು ನಮಗೆ ಹೊರೆಯಾಗುತ್ತದೆ. ಬಿಬಿಎಂಪಿಯಿಂದೇ ಹಣ ಪಾವತಿಸಿ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಬಿಲ್‌ ಪಾವತಿಸಿದರೆ, ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ, 4ಜಿ ವಿನಾಯಿತಿ ಸಿಗುತ್ತದೆ ಎಂಬುದನ್ನು ಆದೇಶದಲ್ಲಿ ಸ್ಪಷ್ಟಪಡಿಸಿ ಎಂದು ಗುತ್ತಿಗೆದಾರರು 2024ರ ನವೆಂಬರ್‌ನಿಂದಲೂ ಒತ್ತಾಯಿಸುತ್ತಲೇ ಬಂದಿದ್ದಾರೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳು ಇಂದಿಗೂ ಸ್ಪಷ್ಟ ತೀರ್ಮಾನ ಕೈಗೊಂಡಿಲ್ಲ’ ಎಂದು ಆರೋಪಿಸಲಾಗಿದೆ.

‘ಸರ್ಕಾರಿ ಪ್ರಾಧಿಕಾರಕ್ಕೆ ಮಾತ್ರ ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಷೇರುದಾರರ ರಚನೆಯಾಗಿದ್ದು, ಇದನ್ನು ಮಾರ್ಪಡಿಸಿದರೆ ಜಿಎಸ್‌ಟಿ ವಿನಾಯಿತಿ ಲಭ್ಯವಾಗುತ್ತದೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ಗೆ ಗುತ್ತಿಗೆದಾರರು ನೀಡಿರುವ ಬಿಲ್‌ನಲ್ಲಿ ‘ಯಾವುದೇ ತೆರಿಗೆ ಅನ್ವಯವಾದರೆ ಅದನ್ನು ಸಂಬಂಧಿಸಿದ ಪ್ರಾಧಿಕಾರ ಪಾವತಿಸಬೇಕು’ ಎಂದು ಷರತ್ತು ವಿಧಿಸಿದ್ದಾರೆ. ಇದು ಪ್ರಸ್ತಾವಿತ ಮಾದರಿಯಲ್ಲಿ ಇಲ್ಲ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಇದು ಅನ್ವಯವಾಗುವುದಿಲ್ಲ’ ಎಂದು ತೆರಿಗೆ ಲೆಕ್ಕಪರಿಶೋಧಕರು ಅಭಿಪ್ರಾಯ ನೀಡಿದ್ದಾರೆ.

‘ಈ ಎಲ್ಲ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಮಹೇಶ್ವರ್‌ ರಾವ್‌ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಕೆಲವು ಸಭೆ ನಡೆದು, ಜಿಎಸ್‌ಟಿಯಿಂದ ವಿನಾಯಿತಿ ನೀಡಿರುವಂತೆ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೀಡುವ ಆದೇಶದಲ್ಲಿ ತಿಳಿಸಲಾಗುತ್ತದೆ ಎಂಬ ಭರವಸೆ ದೊರೆತಿತ್ತು. ಆದರೆ, ಮತ್ತೆ 2024ರ ಡಿಸೆಂಬರ್‌ ಆದೇಶವನ್ನೇ ನಮೂದಿಸಿದ್ದು, ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುವುದಿಲ್ಲ ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ತಿಳಿಸಿಲ್ಲ’ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಆರೋಪಿಸಿದರು.

ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿಗೆ ಸರಬರಾಜು ಆದೇಶ ನೀಡಿರುವ ಬಿಬಿಎಂಪಿಯಿಂದ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ಗೆ ಬಿಲ್‌ ಪಾವತಿಯ ಜವಾಬ್ದಾರಿಯನ್ನು ವರ್ಗಾಯಿಸಿದ್ದರೂ, ಗೊಂದಲಗಳನ್ನು ನಿವಾರಿಸಿಲ್ಲ. ಹೀಗಾಗಿ, ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವವರು ವೇತನವಿಲ್ಲದೆ ಸಂಕಷ್ಟದಲ್ಲಿದ್ದಾರೆ.

 

 

ಸಮಸ್ಯೆ ಬಗಹರಿಸಿದ್ದೇವೆ: ಹರೀಶ್‌

‘ಘನತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ, ಸಂಗ್ರಹಣೆ ಮತ್ತು ಸಾಗಣಿಕೆಯ ಬಿಲ್‌ಗಳನ್ನು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದಲೇ 2025ರ ಜನವರಿಯಿಂದ ಪಾವತಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಪ್ರತಿ ತಿಂಗಳಿಗೆ ₹55.93 ಕೋಟಿಯಂತೆ ₹167.79 ಕೋಟಿ ಅನುದಾನ ಮತ್ತು ಪ್ಲಾಂಟ್‌ಗಳ ಕಾರ್ಯಾಚರಣೆ– ನಿರ್ವಹಣೆಗೆ ಬಿಲ್‌ ಪಾವತಿಸಲು ₹40 ಕೋಟಿ ಬಿಡುಗಡೆ ಮಾಡಲಾಗಿದೆ. ಆದರೆ, ಗುತ್ತಿಗೆದಾರರು ಬಿಲ್‌ ನೀಡುತ್ತಿಲ್ಲ. ಅವರು ಹೇಳಿದಂತೆಯೇ, ಸ್ಥಳೀಯ ವಿಭಾಗಗಳಿಂದಲೇ  ಆದೇಶವನ್ನು ನೀಡಿ, ಅಧಿಸೂಚನೆಯಂತೆ ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗೆ ಜಿಎಸ್‌ಟಿ ವಿನಾಯಿತಿ ಇರುತ್ತದೆ. ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಆದೇಶದಂತೆ (ಎಂಡಿ–548/2024–25) ಬಿಲ್‌ ಸಲ್ಲಿಸಲು ಹೇಳಲಾಗಿದೆ. ಆದರೆ ಅವರು ಬಿಲ್‌ ನೀಡುತ್ತಿಲ್ಲ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಮುಖ್ಯ ಕಾರ್ಯನಿರ್ಹಣಾಧಿಕಾರಿ (ಸಿಇಒ) ಕೆ. ಹರೀಶ್‌ ಕುಮಾರ್‌ ತಿಳಿಸಿದರು.

ಪರಿಶೀಲಿಸುವೆ: ‘ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿ ಅದಕ್ಕೆ ಅನುಗುಣವಾಗಿ ಆದೇಶ ನೀಡುವಂತೆ ಜೂನ್‌ 26ರಂದು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಲಾಗಿದೆ. ಅದರಲ್ಲಿಯೂ ಸಮಸ್ಯೆ ಇದೆ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಹೇಳುತ್ತಿದ್ದರೆ, ಸೋಮವಾರ ಅದನ್ನು ಪರಿಶೀಲಿಸಿ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತೇನೆ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಮಹೇಶ್ವರ್‌ ರಾವ್‌ ಹೇಳಿದರು.

 

‘ಕೆಲ ಅಧಿಕಾರಿಗಳಿಂದ ಗೊಂದಲ’

‘ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣೆ, ಸಾಗಣೆ ಮತ್ತು ವಿಲೇವಾರಿಯನ್ನು ಅಗತ್ಯ ಸಿಬ್ಬಂದಿ ಮತ್ತು ವಾಹನಗಳೊಂದಿಗೆ ಮಾಡಲು ಸೇವಾದಾರ ಗುತ್ತಿಗೆದಾರರಾಗಿ ಪಾಲಿಕೆಯಿಂದ ನಮಗೆ ಸರಬರಾಜು ಆದೇಶ ನೀಡಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ಬದಲು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದ ಬಿಲ್‌ ಪಾವತಿಸಿದರೆ ‘ಟ್ರೈ ಪಾರ್ಟಿ’ಯಿಂದ ಹಣ ಪಡೆದುಕೊಂಡಂತಾಗುತ್ತದೆ. ಇದಕ್ಕೆ ಜಿಎಸ್‌ಟಿ ಅನ್ವಯವಾಗುತ್ತದೆ. ಇದು ಅನ್ವಯವಾಗುವುದಿಲ್ಲ ಎಂದು ಆದೇಶದಲ್ಲಿ ನೀಡಿ ಎಂದು ನಾವು ಆರು ತಿಂಗಳಿಂದ ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದರೂ ಕೆಲ ಅಧಿಕಾರಿಗಳಿಂದ ಗೊಂದಲ ಮುಂದುವರಿದಿದೆ. ಮಹೇಶ್ವರ್‌ ರಾವ್ ಅವರು ನಮ್ಮ ಮನವಿಗೆ ಸ್ಪಂದಿಸಿದ್ದರೂ, ಕೆಲ ಅಧಿಕಾರಿಗಳು ಅದನ್ನು ಅನುಷ್ಠಾನ ಮಾಡುತ್ತಿಲ್ಲ’ ಎಂದು ಬೆಂಗಳೂರು ಮಹಾನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀಕರು– ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ದೂರಿದರು.

‘ಈಗಾಗಲೇ ಸೇವಾ ಶುಲ್ಕ ಎಂದು ಗುತ್ತಿಗೆದಾರರ ಮೇಲೆ ಹೊರೆ ಬಿದ್ದು, ಅದನ್ನು ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಪ್ರಶ್ನಿಸಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿಯಿಂದ ಆದೇಶ ಪಡೆದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನಿಂದ ಬಿಲ್‌ ತೆಗೆದುಕೊಂಡರೆ ಜಿಎಸ್‌ಟಿ ಹಾಗೂ ಸೇವಾ ಶುಲ್ಕವೂ ಅನ್ವಯವಾಗುತ್ತದೆ. ಈ ಬಗ್ಗೆ ತೆರಿಗೆ ಲೆಕ್ಕ ಪರಿಶೋಧಕರು, ಆಂತರಿಕ ಲೆಕ್ಕ ಪರಿಶೋಧಕರು ಅಭಿಪ್ರಾಯ ತಿಳಿಸಿದ್ದರೂ ಅಧಿಕಾರಿಗಳು ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರ ಮೇಲೆ ಗೂಬೆ ಕೂರಿಸುವ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಆರೋಪಿಸಿದರು.

‘ಬಿಬಿಎಂಪಿ, ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರ ನಡುವಿನ ಸಮಸ್ಯೆಯಿಂದ ನಗರದಲ್ಲಿ ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಚಾಲಕರು, ಸಹಾಯಕರು, ಲೋಡರ್‌ಗಳಿಗೆ ವೇತನ ಸಿಗುತ್ತಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರಿಗೇ ಹಣ ಬಾರದಿದ್ದರೆ ಅವರು ಹೇಗೆ ಕೊಡುತ್ತಾರೆ. ಆದ್ದರಿಂದ ನಮಗೆಲ್ಲ ನೇರ ವೇತನ ಪದ್ಧತಿಯಡಿ ಜಾರಿಗೆ ತರಬೇಕು’ ಎಂದು ಕಾರ್ಮಿಕ ಸಂರಕ್ಷಣಾ ಟ್ರೇಡ್‌ ಯೂನಿಯನ್‌ ಅಧ್ಯಕ್ಷ ತ್ಯಾಗರಾಜ್‌ ಆಗ್ರಹಿಸಿದರು.

Bengaluru: City roads and street lights will be converted to LED (Light Emitting Diode) in the next eight months, saving BBMP about ₹12.5 crore every month on electricity bill.

Although BBMP has been saying for many years that it will convert street lights to LED, the project has not started. Only the newly installed street lights were LED. About 2.85 lakh street lights are still sodium vapor lamps (SLV) that emit yellow light.

According to a survey, LEDs have already been installed in 2.50 lakh street lights in the city. It is estimated that if the remaining 2.85 lakh street lights are also converted from SLVs to LEDs, 50 percent electricity will be saved. BBMP is paying an electricity bill of about ₹25 crore every month. Contractors said that this will be half. BBMP officials said that if 50 percent savings are achieved, BBMP will pay the cost to the contractors every month.

More than 45,000 electric poles in BBMP jurisdiction do not have lights. There is a plan to install LEDs on them too. BBMP's seven zones have been divided into four packages and contracts have been given for installing LEDs and maintaining them. The work has not started yet. A survey is underway and the bulb replacement work will begin in the next two months and will be completed within six months. A survey is underway in Mahadepur zone and tenders will be called there in the next two months and contracts will be awarded there too, he said.

'Number of street lights increased': 'In many cities of the state including Mysore and Mangalore, the Directorate of Municipal Administration has completely changed the street lights to LEDs. Since Bangalore is the largest city, the number of street lights here has also increased. Thus, the implementation of this project is delayed. ಬೆಂಗಳೂರು: ನಗರ ರಸ್ತೆ, ಬೀದಿ ದೀಪಗಳು ಇನ್ನೆಂಟು ತಿಂಗಳಲ್ಲಿ ಎಲ್‌ಇಡಿಗೆ (ಲೈಟ್‌ ಎಮಿಟಿಂಗ್‌ ಡಿಯೋಡ್‌) ಬದಲಾಗಲಿದ್ದು, ವಿದ್ಯುತ್‌ ಬಿಲ್‌ನಲ್ಲಿ ಪ್ರತಿ ತಿಂಗಳು ಸುಮಾರು ₹12.5 ಕೋಟಿ ಬಿಬಿಎಂಪಿಗೆ ಉಳಿತಾಯವಾಗಲಿದೆ.

ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸುವುದಾಗಿ ಹಲವು ವರ್ಷಗಳಿಂದ ಬಿಬಿಎಂಪಿ ಹೇಳುತ್ತಿದ್ದರೂ, ಯೋಜನೆ ಆರಂಭವಾಗಿರಲಿಲ್ಲ. ಹೊಸದಾಗಿ ಅಳವಡಿಸಲಾಗುತ್ತಿರುವ ಬೀದಿ ದೀಪಗಳು ಮಾತ್ರ ಎಲ್‌ಇಡಿಯಾಗಿರುತ್ತಿದ್ದವು. ಸುಮಾರು 2.85 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳು ಇನ್ನೂ ಹಳದಿ ಬೆಳಕು ಚೆಲ್ಲುವ ಸೋಡಿಯಂ ವೇಪರ್‌ ಲ್ಯಾಂಪ್‌ (ಎಸ್‌ಎಲ್‌ವಿ) ಗಳಾಗಿವೆ.

ಸಮೀಕ್ಷೆಯಂತೆ, ನಗರದಲ್ಲಿ ಈಗಾಗಲೇ 2.50 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳಲ್ಲಿ ಎಲ್‌ಇಡಿ ಅಳವಡಿಸಲಾಗಿದೆ. ಉಳಿದ 2.85 ಲಕ್ಷ ಬೀದಿ ದೀಪಗಳನ್ನೂ ಎಸ್‌ಎಲ್‌ವಿಗಳಿಂದ ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸಿದರೆ ಶೇ 50ರಷ್ಟು ವಿದ್ಯುತ್‌ ಉಳಿತಾಯವಾಗಲಿದೆ ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ. ಬಿಬಿಎಂಪಿ ಪ್ರತಿ ತಿಂಗಳು ಸುಮಾರು ₹25 ಕೋಟಿಯಷ್ಟು ವಿದ್ಯುತ್‌ ಬಿಲ್‌ ಪಾವತಿಸುತ್ತಿದೆ. ಇದು ಅರ್ಧದಷ್ಟಾಗುತ್ತದೆ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಹೇಳಿದ್ದಾರೆ. ಶೇ 50ರಷ್ಟು ಉಳಿತಾಯವನ್ನು ಸಾಧಿಸಿದರೆ, ಬಿಬಿಎಂಪಿ ಪ್ರತಿ ತಿಂಗಳು ವೆಚ್ಚವನ್ನು ಗುತ್ತಿಗೆದಾರರಿಗೆ ಪಾವತಿಸಲಿದೆ ಎಂದು ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 45 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ವಿದ್ಯುತ್‌ ಕಂಬಗಳಲ್ಲಿ ದೀಪಗಳಿಲ್ಲ. ಅವುಗಳಿಗೂ ಎಲ್ಇಡಿ ಅಳವಡಿಸುವ ಯೋಜನೆ ಇದೆ. ಬಿಬಿಎಂಪಿಯ ಏಳು ವಲಯಗಳನ್ನು ನಾಲ್ಕು ಪ್ಯಾಕೇಜ್‌ಗಳಾಗಿ ವಿಂಗಡಿಸಿ ಎಲ್‌ಇಡಿ ಅಳವಡಿಸಲು ಹಾಗೂ ನಿರ್ವಹಣೆ ಮಾಡಲು ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. ಕೆಲಸ ಇನ್ನೂ ಆರಂಭವಾಗಿಲ್ಲ. ಸಮೀಕ್ಷೆ ನಡೆಯುತ್ತಿದ್ದು, ಇನ್ನೆರಡು ತಿಂಗಳಲ್ಲಿ ಬಲ್ಬ್‌ ಬದಲಾವಣೆ ಕಾರ್ಯ ಆರಂಭವಾಗಲಿದ್ದು, ಆರು ತಿಂಗಳೊಳಗೆ ಮುಗಿಯಲಿದೆ ಮಹದೇಪುರ ವಲಯದಲ್ಲಿ ಸಮೀಕ್ಷೆ ಕಾರ್ಯ ನಡೆಯುತ್ತಿದ್ದು, ಇನ್ನೆರಡು ತಿಂಗಳಲ್ಲಿ ಅಲ್ಲಿಯೂ ಟೆಂಡರ್‌ ಕರೆದು, ಗುತ್ತಿಗೆ ನೀಡಲಾಗುತ್ತದೆ ಎಂದರು.

‘ಬೀದಿ ದೀಪಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚು’: ‘ಮೈಸೂರು, ಮಂಗಳೂರು ಸೇರಿದಂತೆ ರಾಜ್ಯದ ಹಲವು ನಗರಗಳಲ್ಲಿ ಪೌರಾಡಳಿತ ನಿರ್ದೇಶನಾಲಯದಿಂದ ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಸಂಪೂರ್ಣವಾಗಿ ಬದಲಾಯಿಸಲಾಗಿದೆ. ಬೆಂಗಳೂರು ಅತಿದೊಡ್ಡ ನಗರವಾಗಿರುವುದರಿಂದ ಇಲ್ಲಿ ಬೀದಿ ದೀಪಗಳ ಸಂಖ್ಯೆಯೂ ಹೆಚ್ಚಿದೆ.  ಹೀಗಾಗಿ, ಈ ಯೋಜನೆ ಅಳವಡಿಸಿಕೊಳ್ಳುವುದು ತಡವಾಗಿದೆ. ಎಲ್ಲ ಬೀದಿ ದೀಪಗಳನ್ನು ಎಲ್‌ಇಡಿಗೆ ಬದಲಾಯಿಸಲು ಗುತ್ತಿಗೆ ನೀಡಲಾಗಿದೆ. ಮಾರ್ಚ್‌ ವೇಳೆಗೆ ಮುಗಿಯುವ ಸಾಧ್ಯತೆ ಇದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ವಿದ್ಯುತ್‌ ವಿಭಾಗದ ಅಧೀಕ್ಷಕ ಎಂಜಿನಿಯರ್‌ ಆನಂದ್‌ ತಿಳಿಸಿದರು.

Bengaluru: While the Forest Minister is moving to make the biological forest in the Jnanabharati campus a heritage site, the BBMP is moving to fell 419 trees in the area.

Bangalore University has prepared a plan to build an academic block and a research block at Jnanabharati under the ‘Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) scheme at a cost of ₹100 crore. For this, it has decided to remove 419 trees in Survey No. 6. The BBMP, which received the request, issued a notification on June 20, giving 10 days to file objections before granting permission to cut the trees.

‘No construction of any kind should be allowed in the premises of Jnanabharati. The biological forest should be preserved and all the remaining areas should be made a ‘heritage site’,’ members of the Jnanabharati Airmen’s Association have also appealed to the Governor. Forest Minister Ishwar B. Khandre has instructed the officials to submit a file regarding declaring it a heritage site.

‘It is objectionable that hundreds of trees are being cut down in Jnanabharati, which is to be a heritage site. It is not right to remove trees that have grown for hundreds of years. The Vrishabhati river channel is also here. Such environmental destruction should not be allowed. Some rare flowering plants have already been removed,’ demanded T.J. Renukaprasad, president of the Jnanabharati Airmen’s Association.

‘The attitude of the officials that they will develop by cutting down trees is not right. Cutting down trees in a forest like Jnanabharati is like destroying the environment,’ said environmental activist Vijay Nishant.

‘A biological forest has been created in the area of ​​Survey No. 6, where 419 trees are to be cut, and it has been named ‘Sahyadri Van’. There are heritage trees here and they should be saved,’ demanded the self-aware environmental activists.


Which trees should be cut?

Ashoka tree, bagel tree, tara tree, matti, tupar tree, honne, kakke, bunny, tamarind, kamara, basavanapada, belada tree, beet tree.

‘Ambedkar Theme Park in Buffer Zone’

‘The land identified by the Social Welfare Department to build ‘Ambedkar Theme Park’ in the Jnanabharati campus is in the buffer zone of the Vrishabhati river and is part of Biological Forest-1,’ said the members of the Jnanabharati Airmen’s Association.

‘The 25-acre area identified for the theme park has the Vrishabhavi river flowing through it, and a large check dam has also been built. It is also an area teeming with butterflies. Already, the Ambedkar Study Center is blooming in a beautiful garden. The university has succeeded in bringing the library and auditorium there. Therefore, thousands of trees should not be cut down for the theme park again. The river’s buffer zone should remain,’ demanded the association’s president, Prof. T.J. Renuka Prasad.



‘Response with a scientific report’

‘Many objections have been received regarding the removal of trees, and we are going to respond to them with a scientific report. The university is committed to providing infrastructure that is convenient for students at an international level. For this, a scientific plan has been formulated with environmental concerns. The university has planted six lakh saplings in the Jnanabharati campus and is managing the bio-forest well,’ informed Bangalore University Vice-Chancellor S.M. Jayakar.

‘ಪಾರಂಪರಿಕ ತಾಣವಾಗುವ ಜ್ಞಾನಭಾರತಿಯಲ್ಲಿ ಈಗ ನೂರಾರು ಮರಗಳನ್ನು ಕಡಿಯಲು ಹೊರಡಿರುವುದು ಆಕ್ಷೇಪಾರ್ಹ. ನೂರಾರು ವರ್ಷಗಳಿಂದ ಬೆಳೆದಿರುವ ಮರಗಳನ್ನು ತೆರವುಗೊಳಿಸುವುದು ಸರಿಯಲ್ಲ. ವೃಷಭಾವತಿ ನದಿಯ ಕಾಲುವೆಯೂ ಇಲ್ಲಿದೆ. ಇಂತಹ ಪರಿಸರ ನಾಶಕ್ಕೆ ಅವಕಾಶ ನೀಡಬಾರದು. ಈಗಾಗಲೇ ಕೆಲವು ಅಪರೂಪದ ಪುಷ್ಪಗಳ ಗಿಡಗಳನ್ನು ತೆರವುಮಾಡಿದ್ದಾರೆ’ ಎಂದು ಜ್ಞಾನಭಾರತಿ ವಾಯುವಿಹಾರಿಗಳ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಟಿ.ಜೆ. ರೇಣುಕಾಪ್ರಸಾದ್ ಆಗ್ರಹಿಸಿದರು.

‘ಮರಗಳನ್ನು ಕಡಿದೇ ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತೇವೆ ಎಂಬ ಅಧಿಕಾರಿಗಳ ಮನೋಭಾವ ಸರಿಯಲ್ಲ. ಜ್ಞಾನಭಾರತಿಯಂತಹ ಅರಣ್ಯದಲ್ಲಿ ಮರಗಳನ್ನು ಕಡಿಯುವುದರಿಂದ ಪರಿಸರ ನಾಶ ಮಾಡಿದಂತಾಗುತ್ತದೆ’ ಎಂದು ಪರಿಸರ ಕಾರ್ಯಕರ್ತ ವಿಜಯ್‌ ನಿಶಾಂತ್‌ ಹೇಳಿದರು.

‘419 ಮರಗಳನ್ನು ಕಡಿಯಲು ಉದ್ದೇಶಿಸಿರುವ ಸರ್ವೆ ನಂ.6ರ ಪ್ರದೇಶದಲ್ಲಿ ಜೈವಿಕ ವನವನ್ನು ನಿರ್ಮಿಸಲಾಗಿದ್ದು, ‘ಸಹ್ಯಾದ್ರಿ ವನ’ ಎಂದು ಹೆಸರಿಡಲಾಗಿದೆ. ಇಲ್ಲಿ ಪಾರಂಪರಿಕ ಮರಗಳಿದ್ದು, ಅವುಗಳನ್ನು ಉಳಿಸಬೇಕು’ ಎಂದು ಸ್ವಯಂ ಜಾಗೃತಿಯ ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು ಆಗ್ರಹಿಸಿದರು.

‘ಥೀಂ ಪಾರ್ಕ್‌ಗೆ ಗುರುತಿಸಿರುವ 25 ಎಕರೆ ಪ್ರದೇಶದಲ್ಲಿ ವೃಷಭಾವತಿ ನದಿಯ ಹರಿವಿದ್ದು, ಒಂದು ದೊಡ್ಡ ಚೆಕ್ ಡ್ಯಾಂ ಸಹ ಕಟ್ಟಲಾಗಿದೆ. ಚಿಟ್ಟೆಗಳು ತುಂಬಿ ತುಳುಕುವ ಪ್ರದೇಶವೂ ಆಗಿದೆ. ಈಗಾಗಲೇ, ಅಂಬೇಡ್ಕರ್ ಅಧ್ಯಯನ ಕೇಂದ್ರ ಒಂದು ಸುಂದರ ತೋಟದಲ್ಲಿ ಅರಳಿ ನಿಂತಿದೆ. ಅಲ್ಲಿಯೇ ಗ್ರಂಥಾಲಯ, ಆಡಿಟೋರಿಯಂ ಎಲ್ಲವನ್ನೂ ತರುವಲ್ಲಿ ವಿಶ್ವವಿದ್ಯಾಲಯ ಯಶಸ್ವಿಯಾಗಿದೆ. ಹೀಗಾಗಿ, ಮತ್ತೆ ಥೀಂ ಪಾರ್ಕ್‌ಗಾಗಿ ಸಾವಿರಾರು ಮರಗಳನ್ನು ಕಡಿಯುವುದು ಬೇಡ. ನದಿಯ ಬಫರ್‌ ಝೋನ್‌ ಉಳಿಯಬೇಕು’ ಎಂದು ಸಂಘದ ಅಧ್ಯಕ್ಷ ಪ್ರೊ. ಟಿ.ಜೆ.ರೇಣುಕಾ ಪ್ರಸಾದ್ ಆಗ್ರಹಿಸಿದರು.

Bengaluru: BBMP has neglected to register the Civil Amenity (CA) site allotted by BDA for building a hospital even after paying the lease amount for one and a half years.

The BBMP paid ₹1.71 crore for the 3,432 square meter CA site allotted by the BDA in the Sir M.  Visvesvaraya 2nd Block Layout on January 17, 2024. However, the BBMP Rajarajeshwari Nagar zone officials have not yet taken action regarding the registration of this site.

The CA site was allotted to the BBMP and the BDA had issued an allotment letter on January 6, 2011. It was stated that ₹1.71 crore as lease money, i.e. ₹5,000 per square meter, and ₹31.11 lakhs should be paid annually. Even after 11 years, the BBMP had not taken any action. A special report on this was published in ‘Prajavani’ on October 7, 2022 under the title ‘BBMP Forgotten Hospital Site’. After this, the BBMP initiated the process and Deputy Chief Minister D.K. Shivakumar's Madhya Pradesh had paid the lease money in 2024.

Even after one and a half years of paying the lease, the Rajarajeshwari Nagar Zonal Commissioner and Joint Commissioner have not conducted the registration process.

Private pressure to pay:

 'There is a shortage of multi-specialty and maternity hospitals in Kengeri area. Although there is about one acre of land, it is not being registered. BBMP officials who have given preference to private hospitals are unnecessarily delaying the hospital construction process,' complained Shivakumar of Jayaprakash Narayan Vichar Vedike.

MLA S.T. Somashekhar, who had written a letter to the officials and the Deputy Chief Minister to pay the BBMP lease money for the land allocated by the BDA, keeps telling the officials to register even after paying the lease money. However, the officials have not started the registration process.

'We were not aware of the CA land allocated by the BDA. MLA S.T. Somashekar drew attention to this in a recent meeting. The matter has been reviewed. There was confusion about under which ‘heading’ the registration fee and other expenses for the registration of the hospital site should be paid. It was resolved and permission was given last week to bear the expenses. The Joint Commissioner and Assistant Revenue Officer will take further action,’ informed BBMP Rajarajeshwari Nagar Zone Commissioner Satish. Rajarajeshwari Nagar Joint Commissioner was not available for comment.


Hospitals to Health Department: Suralkar Vikas Kishore

‘The site registration processes should be completed by the respective zone officers. Once the site comes into BBMP’s possession, it will be taken to the Health Department and development work will be carried out. Meanwhile, there is a proposal to hand over all the big hospitals built by BBMP to the Health Department. Due to shortage of doctors and staff, facilities are not being provided in many big hospitals. "Therefore, it has been decided to hand over the management to the health department and the government will take further action in this regard," said Suralkar Vikash Kishore, Special Commissioner of Health and Sanitation Department, BBMP.

ಬೆಂಗಳೂರು: ಆಸ್ಪ‍ತ್ರೆ ನಿರ್ಮಿಸಲು ಬಿಡಿಎ ಹಂಚಿಕೆ ಮಾಡಿರುವ ನಾಗರಿಕ ಸೌಲಭ್ಯ (ಸಿಎ) ನಿವೇಶನಕ್ಕೆ ಗುತ್ತಿಗೆ ಮೊತ್ತ ಪಾವತಿಸಿ ಒಂದೂವರೆ ವರ್ಷವಾದರೂ ನೋಂದಣಿ ಮಾಡಿಸಿಕೊಳ್ಳಲು ಬಿಬಿಎಂಪಿ ನಿರ್ಲಕ್ಷ್ಯ ವಹಿಸಿದೆ.

ಸರ್‌ ಎಂ. ವಿಶ್ವೇಶ್ವರಯ್ಯ 2ನೇ ಬ್ಲಾಕ್‌ ಬಡಾವಣೆಯಲ್ಲಿ ಬಿಡಿಎ ಹಂಚಿಕೆ ಮಾಡಿದ್ದ 3,432  ಚದರ ಮೀಟರ್‌ ಅಳತೆಯ ಸಿಎ ನಿವೇಶನಕ್ಕಾಗಿ ₹1.71 ಕೋಟಿಯನ್ನು ಬಿಬಿಎಂಪಿ  2024ರ ಜನವರಿ 17ರಂದು ಪಾತಿಸಿದೆ. ಆದರೆ, ಬಿಬಿಎಂಪಿ ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯದ ಅಧಿಕಾರಿಗಳು ಈ ನಿವೇಶನ ನೋಂದಣಿ ಬಗ್ಗೆ ಈವರೆಗೂ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ.

ಸಿಎ ನಿವೇಶನವನ್ನು ಬಿಬಿಎಂಪಿಗೆ ಹಂಚಿಕೆ ಮಾಡಿ, ಬಿಡಿಎ 2011ರ ಜನವರಿ 6ರಂದು ಹಂಚಿಕೆ ಪತ್ರವನ್ನು ನೀಡಿತ್ತು. ಚದರ ಮೀಟರ್‌ಗೆ ₹5 ಸಾವಿರದಂತೆ ₹1.71 ಕೋಟಿ ಗುತ್ತಿಗೆ ಹಣ, ವಾರ್ಷಿಕವಾಗಿ ₹31.11 ಲಕ್ಷಗಳನ್ನು ಪಾವತಿಸಬೇಕು ಎಂದು ತಿಳಿಸಲಾಗಿತ್ತು. ಇದಾದ 11 ವರ್ಷವಾದರೂ ಬಿಬಿಎಂಪಿ ಕ್ರಮ ಕೈಗೊಂಡಿರಲಿಲ್ಲ. ಈ ಬಗ್ಗೆ ‘ಪ್ರಜಾವಾಣಿ’ಯಲ್ಲಿ 2022ರ ಅಕ್ಟೋಬರ್‌ 7ರಂದು ‘ಬಿಬಿಎಂಪಿ ಮರೆತ ಆಸ್ಪತ್ರೆ ನಿವೇಶನ’ ಶೀರ್ಷಿಕೆಯಡಿ ವಿಶೇಷ ವರದಿ ಪ್ರಕಟವಾಗಿತ್ತು. ಇದಾದ ನಂತರ ಪ್ರಕ್ರಿಯೆ ಆರಂಭಿಸಿದ ಬಿಬಿಎಂಪಿ, ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರ ಮಧ್ಯಪ್ರದೇಶದ ನಂತರ 2024ರಲ್ಲಿ ಗುತ್ತಿಗೆ ಹಣ ಪಾವತಿಸಿತ್ತು.

ಗುತ್ತಿಗೆ ಪಾವತಿಸಿ ಒಂದೂವರೆ ವರ್ಷವಾದರೂ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಯನ್ನು ರಾಜರಾಜೇಶ್ವರಿ ನಗರ ವಲಯ ಆಯುಕ್ತರು, ಜಂಟಿ ಆಯುಕ್ತರು ನಡೆಸಿಲ್ಲ. 

ಖಾಸಗಿ ಒತ್ತಡಕ್ಕೆ ಮಣೆ: ‘ಕೆಂಗೇರಿ ಭಾಗದಲ್ಲಿ ಮಲ್ಟಿ ಸ್ಪೆಷಾಲಿಟಿ, ಹೆರಿಗೆ ಆಸ್ಪತ್ರೆಯ ಕೊರತೆ ಇದೆ. ಸುಮಾರು ಒಂದು ಎಕರೆ ನಿವೇಶನವಿದ್ದರೂ ಅದನ್ನು ನೋಂದಾಯಿಸಿಕೊಳ್ಳುತ್ತಿಲ್ಲ. ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಮಣೆ ಹಾಕಿರುವ ಬಿಬಿಎಂಪಿ ಅಧಿಕಾರಿಗಳು, ಆಸ್ಪತ್ರೆ ನಿರ್ಮಾಣ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಬೇಕೆಂದೇ ವಿಳಂಬ ಮಾಡುತ್ತಿದ್ದಾರೆ’ ಎಂದು ಜಯಪ್ರಕಾಶ್‌ ನಾರಾಯಣ್‌ ವಿಚಾರ ವೇದಿಕೆಯ ಶಿವಕುಮಾರ್‌ ದೂರಿದರು.

‘ನಿವೇಶನ ನೋಂದಣಿ ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ಆಯಾ ವಲಯ ಅಧಿಕಾರಿಗಳೇ ಪೂರ್ಣಗೊಳಿಸಬೇಕು. ಬಿಬಿಎಂಪಿ ವಶಕ್ಕೆ ನಿವೇಶನ ಬಂದ ಮೇಲೆ ಅದನ್ನು ಆರೋಗ್ಯ ವಿಭಾಗಕ್ಕೆ ತೆಗೆದುಕೊಂಡು ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಈ ನಡುವೆ, ಬಿಬಿಎಂಪಿ ನಿರ್ಮಿಸಿರುವ ಎಲ್ಲ ಬೃಹತ್‌ ಆಸ್ಪತ್ರೆಗಳನ್ನು ಆರೋಗ್ಯ ಇಲಾಖೆಗೆ ಹಸ್ತಾಂತರಿಸುವ ಪ್ರಸ್ತಾವವಿದೆ. ವೈದ್ಯರು ಹಾಗೂ ಸಿಬ್ಬಂದಿ ಕೊರತೆಯಿಂದ ಹಲವು ಬೃಹತ್‌ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಸೌಲಭ್ಯ ನೀಡಲಾಗುತ್ತಿಲ್ಲ. ಹೀಗಾಗಿ, ಆರೋಗ್ಯ ಇಲಾಖೆಯ ನಿರ್ವಹಣೆಗೆ ಹಸ್ತಾಂತರಿಸಲು ತೀರ್ಮಾನಿಸಿದ್ದು, ಸರ್ಕಾರ ಈ ಬಗ್ಗೆ ಮುಂದಿನ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಿದೆ’ ಎಂದು ಬಿಬಿಎಂಪಿ ಆರೋಗ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ ವಿಭಾಗದ ವಿಶೇಷ ಆಯುಕ್ತ ಸುರಳ್ಕರ್‌ ವಿಕಾಶ್‌ ಕಿಶೋರ್‌ ತಿಳಿಸಿದರು.

Bengaluru: To control plastic bottle waste in the state, a district-level monitoring committee has been formed under the leadership of the District Commissioner to monitor the compliance of bottle producers with the obligation to buy back.

The Forest Department has issued an order specifying the duties and responsibilities of the committee formed to monitor and implement the Plastic Waste Management Rules (2016) in the management of polyethylene terephthalate (PET) bottles.

The order for the formation of the monitoring committee and the removal of concrete around trees was released by Chief Minister Siddaramaiah on Tuesday at an Environment Day event.

Special attention should be paid to the management of PET bottle waste, and plastic management rules should be implemented and plastic waste should be controlled. A district level monitoring committee has been formed to reduce plastic pollution, control plastic use and implement procedures.

The district level committee should be provided administrative support by the district office of the State Pollution Control Board. It has been directed in the order to coordinate and prepare reports.

It has been stated that the primary responsibility of the district level committee is to ensure that manufacturers, importers and brand owners involved in the manufacture and sale of PET bottles are complying with the obligations of ‘Extended Producer Responsibility’ (EPR).

Guidelines: The Ministry of Environment, Forest and Climate Change has issued guidelines on Extended Producer Responsibility (EPR) for plastic packaging under the Plastic Waste Management Rules in the Environment (Protection) Act.

The Central Pollution Control Board (CPCB) has launched the EPR portal to centralize the registration process of manufacturers, importers, brand owners (PIBOs), plastic waste recyclers, and plastic waste to fuel processors. Accordingly, it has directed the State Pollution Control Boards to complete the registration application process.


Monitoring Committee

Chairman – Deputy Commissioner, Members – Chief Executive Officer of Zilla Panchayat, District Superintendent of Police, Deputy Director of Food, Civil Supplies and Consumer Affairs Department, Members of the concerned local body (Municipality/City Corporation/Panchayat), Member Convener – District Environment Officer of the State Pollution Control Board.


Committee Responsibilities

* To collect records from manufacturers, brand owners, local manufacturers and to compile accurate data on the quantity of PET bottles produced, used and sold in the district.

* To verify the data submitted in the EPR portal and annual reports in EPR at CPCB. The Pollution Control Board should review and monitor the action plans of the registered bottle manufacturers along with the local bodies.

* Manufacturers and brand owners in the district should ensure that awareness and publicity is taken on the collection, segregation and return procedures of PET bottles as per their EPR responsibilities.

* The committee should meet once in three months, review the progress and discuss the issues. A brief report with action points and findings should be submitted to the head office of the State Pollution Control Board.

Bengaluru: The Forest Department has issued an order that one meter of concrete, stone, and cement blocks placed around roadside trees in cities should be removed immediately.

The bases of trees on roads are being covered with concrete, asphalt, or interlocking pavers. This has adversely affected the healthy growth and survival of trees, and is affecting the nutrition of roots due to improper air and water inflow.

Roadside trees should be left with no space around them, and their roots should not go deep, so that they do not fall in the rain, wind, and cause loss of life and property. Bengaluru: In the tender called for 33 packages for waste disposal, new conditions and exemptions were added beyond the rules after the pre-bid process was completed.

The Bangalore Solid Waste Management Company (BSWML) had invited 33 section-wise tenders for primary waste collection, secondary waste transfer, and collection of street sweeping garbage within the BBMP limits on May 28. The contractors have alleged that the engineers have added a new appendix by imposing exemptions and conditions that could not be discussed in the pre-bid meeting held on June 9.

It was mentioned that five years of service would be considered from the financial year 2019-20 to the year 2023-24 to get the waste disposal tender. This was modified and the year 2024-25 was added instead of the financial year 2019-20. Due to the lockdown due to Covid, not much work was done in the year 2019-20. The financial turnover was low. However, the contractors had carried out the maintenance work with difficulty. These contractors are not being considered now.

BSWML engineers have been included in the financial year 2024-25 with the aim of facilitating those who have newly obtained contract registration. It is said that financial turnover will not be considered in this year. But the contractors have complained that the new annexure states that they will consider the service, which is a violation of the law and rules.

Tenders for 33 packages have been invited as per the Karnataka Transparency in Public Procurement (KTPP) Act. The financial bid for the full amount of the package should be submitted on the KPP portal itself. However, the new rule that the monthly usage fee of each vehicle should be paid to the BSWML engineers in a sealed envelope three days before the final day of the tender is alleged to be a violation of the KTPP Act.

‘The decision to award BSWML engineers to the problem arising among the contractors of the partnership who get the seven-year tender contract is final,’ they said. However, if the partners give the engineers an officer without resolving their problems, there will be bias. Anyone can be blacklisted,’ the contractors expressed concern.

Confusion: BSWML had invited tenders for 89 packages for waste management in September 2022. The tender was cancelled due to technical bid eligibility issues. When the tender was invited for the second time in January 2023, some were disqualified in the qualification round, which led to the matter reaching the court stage. The government had told the court that it would conduct a fresh tender process. Accordingly, tenders have been invited for 33 packages after getting approval from the cabinet. Now confusion has arisen again.

Legal advice sought: Lokesh

‘The court has ordered that the previous financial year should have ended three months before the financial capacity is verified. In the waste package, instead of considering solid waste management services in the year 2019-20, we have included the year 2024-25 after taking the opinion of our legal experts. We have also included the year 2024-25 in the amount of solid waste management work performed. This is not a violation of the rules. We did not do this to facilitate the ministers' close associates or anyone. This applies to the 33 packages as well,' said BSWML Chief General Manager Lokesh.

A single-judge bench headed by Justice M. Nagaprasanna heard a writ petition filed by S.N. Balasubramaniam, general secretary of the ‘Bangalore Metropolitan City Cleanliness and Lorry Owners’ and Contractors’ Association, challenging the conditions in the re-tender invited by ‘Bangalore Solid Waste Management Limited’ (BSWML) in May.

During the hearing, High Court advocate P. Prasanna Kumar, appearing for the petitioner, said, ‘This same bench had recently disposed of the writ petitions filed by several contractors challenging the tender rules invited by BSWML in 2023. Similarly, it had ordered the state government and BBMP to ‘complete the tender process within four months’.

‘As per this order, a re-tender has now been called. However, in the re-tender notification, a condition has been imposed that the necessary approvals be obtained from the competent authorities and the implementation should be done urgently with the approval of the departmental minister. This is completely contrary to the Karnataka Transparency in Public Procurement (KTPP) Act-1999,’ he expressed strong objection.

‘Furthermore, it is also a violation of the affidavit filed by the Advocate General in the court on behalf of the government.’

The bench, shocked by this statement, questioned the government's lawyers, saying, "Why did the minister of the department come?" and criticized the government's move.

To this, government's lawyer, Supriya Hegde, said, "The Advocate General will come and present his arguments in this case. We should give him some time for that."

Considering this, the bench allowed the petitioner's interim plea and ordered an interim stay on the re-tender. The hearing has been adjourned to the 19th.

The contractors had also alleged that the engineers had added a new annexure imposing exemptions and conditions that could not be discussed in the pre-bid meeting held on June 9.

‘We do not mind waiting for a few days or months. However, the road development is not completed even after a year. It does not facilitate vehicular traffic. BBMP has been planning to white topping all the main and sub-main roads of the city for many years. Many roads have been white topping. White topping work has started on many roads at a cost of ₹1800 crore. However, potholes are appearing on the white topping road, which was completed four years ago. These are not being repaired either.

It has not been a year since the white topping work that took three or four years on BVK Iyengar Road was completed, but potholes are visible there. The BBMP's promise that there will be no problems for about 25 years is a lie here. BVK Iyengar Road is just one example of how even the white-topped road is not free from potholes.

Potholes can be seen on many white-topped roads, including Mysore Road, Sumanahalli Ring Road, Indiranagar Road, Nrupatunga Road. The BBMP is not repairing them. The locals themselves pour stones and bricks found on the side of the road. Otherwise, the traffic police tell the driver of the concrete truck to pour concrete.

"For many years, there was a lot of trouble while white-topping BVK Iyengar Road. Even after the work was completed, potholes continue to appear here and there. No one comes if we complain. We have to clean up the mud and fix it ourselves," said Manohar, a trader.

A nightmare for citizens

When white-topping work begins on a road, residents in the vicinity have to endure at least a year of painful traffic. The work is carried out at a speed slower than a turtle. Vehicles cannot be taken out of their homes for months. Even the drainage work takes several months to complete. Thus, the white-topping work is a nightmare for citizens.

‘Six months have passed since the white-topping work of Govindarajanagar 1st Main Road began. Only one side of the drainage work has been completed on this road, which is less than a km long. They block one side or the other every day. Traffic is difficult,’ complained Chandrappa.

Neglect of ward roads

The Chief Minister, Deputy Chief Minister and Chief Commissioner all inspect the main and sub-main roads. However, the Zonal Commissioner, not the Chief Engineer, but the Ward Engineer does not pay attention to the ward roads where the citizens live. 

Although there is a separate grant for the development of ward roads and repair of potholes, the roads are full of potholes due to the indifference of the Zonal Commissioner. Even after the rainy season begins, no repair work is done. The remaining money from this grant is spent on other work. The potholes remain as they are. This is a problem of the wards in eight zones.

‘Many roads in Rajarajeshwari Nagar ward are full of potholes. When a complaint is made, wet mix is ​​applied in one or two places. After a week, all the stones go away and the potholes reappear. Although BBMP engineers say that ‘potholes are being closed quickly, we are working on them every day’, there is no road without potholes in the city. Two-wheelers are the most likely to be involved in accidents due to potholes. There have been many cases of two-wheeler drivers losing control and falling when they avoid potholes or inevitably enter them. In many cases, when one vehicle rider falls, the riders of another or more vehicles fall. There are also chain accidents. 

Potholes are also a nightmare for auto drivers. If the front wheel or one of the rear wheels falls into a pothole, it becomes difficult to control. Due to this, cases of the auto overturning or falling on the vehicle next to it are also common in many areas of the city. 

‘Even after a little rain, there is water on the road in SJP Park Road, K.R. Market. It is impossible to tell where the potholes are on these roads and where they are not. Every time it rains, there is no difference between a road and a pothole filled with rainwater. “Every time it rains, auto and two-wheeler riders keep falling off the potholes,” said trader Mohammad Sheikh.

“There is constant traffic on the Old Madras Road at all hours of the day. It is difficult for two-wheelers to move between buses and trucks. When it rains, I have fallen off the water-filled potholes many times. Many of my friends have also had such accidents,” said Raghu, a resident of Indiranagar.

Pothole repairs do not start in summer. Repairs are started a few days before the rainy season. BBMP officials and engineers say that if the rain starts, the potholes will be closed as soon as the rains stop. They say that the tender has been issued and the contractors will start work. By the time the work order is given, it starts raining again. They again give the excuse that potholes cannot be closed in the rain. Thus, potholes continue to increase in the city at all times, posing a problem for motorists.

BBMP officials have been saying since January that potholes will be closed and road maintenance will be done before the rainy season. Even though the pre-monsoon has started with a bang and the monsoon rains have started, potholes on the city roads are increasing.

Potholes on the city roads cause many types of disasters, and when it rains, the roads are flooded. In such cases, vehicles, especially two-wheeler riders, fall and get into trouble. Hundreds of such cases are not recorded.

When Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar visited the city in September 2024, they instructed BBMP engineers to take action to prevent potholes on the roads and gave them a deadline of one month. Although the repair work was brisk then, it almost stopped later.

‘Although the number of potholes is increasing day by day, it does not come to the attention of BBMP engineers. They asphalt good roads overnight. "They don't even put a single bit of asphalt on the pothole on the road next to it," complained Srinivas, a resident of Malleshwaram.

BBMP engineers, who used to give figures that there were 1,700, 1,900 potholes in all zones of the city, wrote a 'record' by closing 16,000 potholes in September 2024 when Deputy Chief Minister D.K. Shivakumar made an order and gave a deadline of 15 days to close the potholes.

Zonal commissioners and chief engineers, including the Chief Commissioner, worked on the roads day and night to repair the potholes. As soon as the Deputy Chief Minister returned from abroad, he worked on the very first day he wanted to receive his farewell. That is why he showed in large pictures that the potholes, which were said to be around two thousand, had been repaired to 16 thousand. After that, the apathy towards the potholes continued.

The then Chief Commissioner of BBMP, Tushar Girinath, said that ‘thousands of new potholes are emerging every day’, but all the chief engineers and zonal officers kept saying the same thing. They gave the excuse that the continuous work of repairing potholes will never end. Therefore, in the last six months, potholes have not been identified and statistics have not been collected. They have retained the information given by the traffic police as statistics.

The work of closing potholes on main and sub-main roads is underway. Although it cannot be said that they have closed everything, the repair work is going on in a hurry. It has been instructed to close the potholes on ward roads with the funds of the zones. A tender has been called for it and the repair work will begin in a few days. Since the rainy season has started, work will be done during the rain break. It has been instructed to keep hot mix and cold mix ready. In case of emergency, the potholes will be repaired by applying wet mix, said BBMP Chief Commissioner M. Maheshwar Rao.

647 Potholes Repaired in 10 Days: Lokesh

‘The traffic police also said that there are about 647 potholes on the main and sub-main roads. In addition, road potholes are being closed based on the complaints received by the BBMP, including the ‘Road Attention’ app. The existing potholes will be closed in 10 days. If they are closed from one side, new potholes will appear on the other side. This is a continuous process. We are working at a fast pace. The contractors have been instructed to keep all types of mixes, including cold and hot, ready, and the potholes are being closed,’ said Lokesh, Chief Engineer of the Road Infrastructure Department.

DCM, who remained in his statement, rides a bike!

‘BBMP staff have created a record by closing 16 thousand potholes. However, I do not believe their words. The bike that I used during my college days has been prepared. I will go to all the roads in it. The officials only show the main roads. I will observe the internal roads by riding a bike,’ said Deputy Chief Minister D.K. Shivakumar had said in September 2024.

The Deputy Chief Minister, who did not believe the words of the BBMP engineers, had said in his own style that he would check the potholes and make the roads pothole-free. However, even after making that statement, Shivakumar has not even got on a bike for eight months, nor has he ever ridden on the city roads. Therefore, the BBMP engineers have also stopped identifying the potholes on the roads. They keep making many excuses for the repair work. They are claiming the same ‘record’ of repairing 16,000 potholes in 2024.

Bengaluru: The Urban Development Department has issued an order to use the ‘Development Right Certificate (DRC)’ or ‘Transfer of Development Right (TDR)’ letters obtained under the jurisdiction of the Bruhat Bangalore Mahanagara Palike (BBMP) in the ‘Greater Bengaluru’ jurisdiction.

The BBMP jurisdiction covers the area of ​​more than one local planning authority, including the Bangalore Development Authority (BDA) and the Bangalore-Mysore Infrastructure Corridor Area Planning Authority (BMICPA). 

Thus, the BBMP had submitted a proposal on July 27, 2020, requesting that DCRs be allowed to be used in any area of ​​the BBMP.

Considering this, the government has amended Section 13 of the Karnataka Town and Country Planning (KTCP) Act, 1961. This means that DCR or TDR can be used anywhere within the BBMP or Greater Bengaluru Area (GBA) and in the areas that will be included in GBA in the future. The order issued on June 10 stated that the jurisdiction of any planning authority including BDA, BMICPA will not hinder this.

Bengaluru: No building plan approval or building commencement certificate (CC) will be available from July 1 for sites under BBMP jurisdiction if they do not have e-khata.

The e-khata system for digitization along with re-verification of site documents was implemented in the BBMP jurisdiction in September 2024. Although draft e-khatas have been prepared for 25 lakh sites, about 5 lakh final e-khatas have been issued so far.

All owners of sites and buildings under BBMP jurisdiction must obtain e-khata. Although no deadline has been given for obtaining e-khata, lakhs of owners have not yet obtained the draft e-khata. Lakhs more owners have not submitted documents to obtain final e-khata.

As a first step, e-khata is being made mandatory for obtaining building plan and CC. In addition, even if buildings under construction are already required to obtain an Occupancy Certificate (OC), it will be mandatory to submit an e-Khata.

As per the Supreme Court order, the BBMP has implemented rules from January to be implemented on unauthorized buildings and buildings being constructed in violation of the plan, and buildings without OC and CC cannot be provided with electricity, water, and sewerage connections.

The issuance of building maps to those with ‘manual khata’ will be stopped from July 1. Applications will have to be submitted through the ‘Nambike Karthi’ website, where a temporary building map will be available within a day. E-Khata will be mandatory while applying for a building map online. With this, there is no need to submit other documents related to the property. Since property tax, purchase deed, location of the property (latitude, longitude), owner’s photo, Aadhaar are all entered in the e-Khata itself, all these documents will be available online. Only the documents related to the map will have to be submitted, informed the BBMP Urban Planning Department officials. 

The temporary plan , which is created in a day under the ‘Nambike Nakahe’ system, must be confirmed by the concerned Town plan assistant director within the time limit. If it is not rejected with reasons, the building plan will be automatically approved in the software. The Chief Commissioner has directed the Joint Director of Town Planning to take disciplinary action against the officers responsible for Auto-approval. 


‘E-Khata: The process is easy’

‘Property owners can easily obtain e-Khata through BBMP’s website BBMPeAasthi.karnataka.gov.in. Instead of paying extra money to brokers and getting cheated, they can also obtain e-Khata online, Bangalore One, and from Jansevaks,’ said Munish Moudgil, Special Commissioner, Revenue Department, BBMP.

‘To obtain e-Khata, Aadhaar, purchase order number, property tax payment number, BESCOM account number, and property images should be submitted in the application. The final e-Khata will be available within a couple of days of submitting the documents. About three thousand applications are received every day, and three thousand e-khatas are being issued every day, he said.

If the owner calls the website https://janasevaka.karnataka.gov.in/ and 080-49203888, the ‘janasevakas’ will apply for the e-khata and upload the documents from the doorstep. A fee of ₹45 will be charged for the e-khata application, ₹5 for each page scanned and uploaded, and ₹115 for the door-to-door service of the Janasevaka. If the number of pages of documents increases, ₹5 will be added for each page.

Although there is a time of 60 days to complete the process, the Revenue Officers (ROs) have been instructed to complete it quickly,’ said Munish Moudgil, Special Commissioner, Revenue Department, BBMP.

Bengaluru: The corporation has decided to appoint 378 guest teachers through SDMC and CDC, failing to fulfill its promise of two years ago to appoint teachers for BBMP schools and colleges.

The process of removing the outsourcing system and directly appointing teachers/lecturers for BBMP schools and colleges from the Education Department has not started even after a year and a half of the promise.

Teachers were being recruited on an outsourcing basis through private organizations in BBMP schools and colleges. The contracts were being renewed every year. In May 2024, an agreement was reached to hire teachers on an outsourcing basis through detective and security agencies. When there was resistance to this, Deputy Chief Minister D.K. Shivakumar had said that teachers would be appointed for BBMP schools from the Education Department itself.

‘15 to 20 percent of the teachers teaching in BBMP schools and colleges do not have the appropriate qualifications. The School Education and Literacy Department provides head teachers and assistant teachers to BBMP schools. The number of permanent teachers is decreasing day by day. Not all the outsourced teachers are eligible to continue,’ said the then Chief Commissioner of BBMP, Tushar Girinath, on January 8, 2024.

‘Teachers and lecturers in BBMP schools and colleges should continue through agencies as before. ‘Outsourced’ should be removed and BBMP should appoint them on contract basis. Service security should be provided,’ demanded the outsourced teachers and went on strike.

Teachers and lecturers are appointed by the School Development and Supervision Committee (SDMC) and the College Development Council (CDC). BBMP officials had said that those who are eligible can apply and join. This process was done in the year 2024-25 and guest teachers and lecturers were recruited.

BBMP, which has calculated the shortage of teachers in the year 2025-26, has decided to recruit guest teachers and lecturers through SDMC and CDC. The Chief Commissioner has issued a circular in this regard, instructing that the process of recruiting guest teachers should be completed by June 16.

‘Our experience and hard work are priceless’

‘It was promised that the Education Department would remove outsourcing and make permanent appointments. Although this process was supposed to be done in the last academic year itself, since it was the first year, we will recruit guest teachers. They had said that permanent appointments would be made next year. However, guest teachers are being recruited for the academic year 2025-26 as well. Those who have taught for 10-15 years have to prove their achievements every year. Our experience and hard work are not valued in BBMP,” lamented a teacher.


‘The government has a proposal’

‘The education department has a proposal to recruit teachers for BBMP schools and colleges. No decision has been made yet. Therefore, guest teachers are being appointed. The guest teachers who taught in the 2024-25 academic year were released from service in April itself. They can also come as guest teachers for the 2025-26 academic year. They will be given priority in the ratio of 1:3,’ informed an education department official.
