GBA Budget Approved Ahead of Five City Corporations' Budgets
GBA budget lacks authority for direct expenditure

Bengaluru: The first meeting of the GBA Executive Committee, held a week before the presentation of the budgets of the five city corporations, has approved the GBA budget. Notably, the GBA does not have the authority to spend grants directly. This budget now requires approval from the GBA Board of Directors.
The first meeting of the GBA Board, chaired by Chief Minister Siddaramaiah, was held on October 10, 2025. Although meetings were scheduled to occur every three months, none have been held for six months. With the financial year now concluded, doubts have been raised regarding the validity of a budget approved only by the Executive Committee.
Officials are reportedly confused about how the GBA will spend funds or pay staff salaries without the formal approval of the GBA Board.
The first meeting of the GBA Executive Committee, chaired by Bengaluru City In-charge Minister D.K. Shivakumar, was held on March 20. It approved a ₹1,767.91 crore budget for the Greater Bengaluru Authority for the 2026–27 fiscal year. It was noted during the meeting that this must still be presented to the GBA Board for final ratification.
Special Conditions:
GBA officials do not have the power to spend grants directly under any head except for salaries, allowances, and office expenses. For all other works and expenditures, heads of departments must obtain specific sanctions from the Chief Commissioner, the Executive Committee, or the Authority Board. Payments must be made based on seniority of bills by department and account head. The budget was approved with a strict instruction that local officials must follow all regulations before incurring expenses.
In 2025–26, BBMP bank accounts and state government grants were deposited directly into the GBA account. Consequently, the GBA budget begins with an opening balance of ₹389 crore. Other expected receipts include ₹4.75 crore from bank deposits, ₹5 crore in supervision fees, ₹10 crore from town planning supervision, ₹17 crore in building construction development fees, ₹2.65 crore for lake rejuvenation, and ₹5 crore from miscellaneous income.
Disaster Relief and ₹738 Crore from World Bank
While the GBA kept the National Disaster Response Fund at zero last year, it expects ₹238.50 crore this year. Additionally, it will receive ₹500 crore directly for World Bank-assisted projects.
The GBA will receive ₹30 crore from the state government for salaries and office maintenance. Furthermore, ₹375 crore will be sourced from the five city corporations for pension and retirement benefits, and ₹175 crore for the "Brand Bengaluru – Swastha Bengaluru" initiative.

‘Zero’ Allocation for Election Expenses
While the GBA had reserved ₹100 crore for election expenses in 2025–26, it has reduced this amount to zero for 2026–27. In contrast, the five city corporations have shown only a few crores for election costs in their respective budgets.

Matters Approved by the Executive Committee
* Tunnel Roads: An expert committee is currently evaluating the financial bid for the ₹17,780 crore North-South tunnel road project. A Detailed Project Report (DPR) is being prepared for the ₹20,000 crore East-West tunnel road work; the tender process must be finalized and submitted to the government.
* Elevated Corridors: 13 elevated corridor projects are being undertaken at a cost of ₹11,801.08 crore. Of this, ₹4,072.27 crore for land acquisition is to be obtained from the five city corporations. The remaining balance of ₹7,728.5 crore will be utilized from government grants.
* Hennur-Nagawara Project: A proposal for the 44 km long Hennur-Nagawara elevated project within the Bengaluru North City Corporation limits must be submitted separately to the government.
* Stormwater Drain (Rajakaluve) Buffer Roads: It was decided to include buffer roads along stormwater drains as part of the City Development Plan (CDP) and convert them into main roads/CDP roads. It was also decided to formulate rules to levy a one-third development fee (betterment charges) on properties surrounding these roads.
* Fire Stations: The BDA Commissioner has agreed to hand over Civic Amenity (CA) sites for fire stations within the jurisdiction of the five city corporations.
* Master Plan: A schedule has been fixed for preparing a 'Master Plan' for the Greater Bengaluru Local Planning Area. The work order is to be issued on February 16, 2026, a draft prepared by March 15, 2027, and then submitted to the government.
* Unified Fees: It was decided to implement various land development approval fees, previously levied by the Bangalore Development Authority (BDA), exactly as they are within the GBA jurisdiction.
* Centralized Registration: Registration for private architects, engineers, structural engineers, and supervisors will be updated on an online software. The process will be centralized, and authority has been delegated to the Joint Director of the GBA Town Planning branch.
* Fire Unit Restructuring: It was decided to restructure fire units and provide land for establishing new fire units within the five city corporation limits.
* Climate Action: Approval was granted for an action plan to be undertaken by the Climate Action Cell for supplementary works related to climate change and the environment, using the ₹28 crore reserved in the BBMP budget.
* Service Centers: Approval was given to establish 10 GBA Guarantee Service Centers on a BOOT (Build-Own-Operate-Transfer) model, with service fees to be paid by citizens.
* Urban Design Cell: Approval was granted to establish an 'Urban Design Cell' within the GBA and the five city corporations to effectively design footpaths, parks, lake surroundings, areas under flyovers, and junctions.

ನೇರ ವೆಚ್ಚಕ್ಕೆ ಅವಕಾಶವಿಲ್ಲದ ಜಿಬಿಎ ಬಜೆಟ್
ಬೆಂಗಳೂರು: ಅನುದಾನವನ್ನು ನೇರವಾಗಿ ಖರ್ಚು ಮಾಡುವ ಅಧಿಕಾರವನ್ನು ಹೊಂದಿಲ್ಲದ ಜಿಬಿಎ ಬಜೆಟ್ಗೆ, ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್ ಮಂಡನೆಗಿಂತ ಒಂದು ವಾರದ ಮೊದಲೇ ನಡೆದಿದ್ದ ಜಿಬಿಎ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿಯ ಮೊದಲನೆ ಸಭೆ ಅನುಮೋದನೆ ನೀಡಿದೆ. ಈ ಬಜೆಟ್ ಜಿಬಿಎ ಆಡಳಿತ ಮಂಡಳಿ ಸಭೆಯ ಅನುಮೋದನೆ ಅಗತ್ಯವಿದೆ.
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಜಿಬಿಎ ಆಡಳಿತ ಮಂಡಳಿಯ ಮೊದಲ ಸಭೆ 2025ರ ಅಕ್ಟೋಬರ್ 10ರಂದು ನಡೆದಿತ್ತು. ನಂತರ, ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ನಡೆಯಬೇಕಾಗಿದ್ದ ಸಭೆ ಆರು ತಿಂಗಳಾದರೂ ನಡೆದಿಲ್ಲ. ಇದೀಗ ಆರ್ಥಿಕ ವರ್ಷ ಮುಗಿದಿರುವುದರಿಂದ, ಜಿಬಿಎ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿ ಅನುಮೋದಿಸಿರುವ ಬಜೆಟ್ಗೆ ಮಾನ್ಯತೆ ಇದೆಯೇ, ಇಲ್ಲವೇ ಎಂಬ ಸಂಶಯ ವ್ಯಕ್ತವಾಗಿದೆ.
ಜಿಬಿಎ ಆಡಳಿತ ಮಂಡಳಿಯ ಸಭೆಯ ಅನುಮೋದನೆ ಇಲ್ಲದೆ, ಜಿಬಿಎ ಹೇಗೆ ಹಣ ವೆಚ್ಚ ಮಾಡುತ್ತದೆ, ಸಿಬ್ಬಂದಿಗೆ ಹೇಗೆ ವೇತನ ಪಾವತಿ ಮಾಡುತ್ತದೆ ಎಂಬುದು ಅಧಿಕಾರಿಗಳಲ್ಲೇ ಗೊಂದಲ ಮೂಡಿದೆ.
ಬೆಂಗಳೂರು ನಗರ ಉಸ್ತುವಾರಿ ಸಚಿವ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಅವರು ಅಧ್ಯಕ್ಷರಾಗಿರುವ ಜಿಬಿಎ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿ ಮೊದಲ ಸಭೆ, ಮಾರ್ಚ್ 20ರಂದು ನಡೆದಿದ್ದು, 2026–27ನೇ ಸಾಲಿನ ₹1,767.91 ಕೋಟಿ ಗಾತ್ರದ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ಬಜೆಟ್ಗೆ ಅನುಮೋದನೆ ದೊರೆತಿದೆ. ಈ ಬಜೆಟ್ಗೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಮಂಡಳಿ ಸಭೆಯ ಮುಂದೆಯೂ ಮಂಡಿಸಿ ಅನುಮೋದನೆ ಪಡೆಯಬೇಕು ಎಂದೂ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿ ಸಭೆಯಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.
ವೇತನ ಭತ್ಯೆ ಹಾಗೂ ಕಚೇರಿ ವೆಚ್ಚಗಳನ್ನು ಹೊರತುಪಡಿಸಿ ಉಳಿದ ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆಗಳಲ್ಲಿ ಅನುದಾನವನ್ನು ನೇರವಾಗಿ ವೆಚ್ಚ ಮಾಢುವ ಅಧಿಕಾರ ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳಿಗೆ ಇಲ್ಲ. ಇಲಾಖಾ ಮುಖ್ಯಸ್ಥರು ಉಳಿದ ಎಲ್ಲ ಕಾಮಗಾರಿಗಳು, ಇತರೆ ವೆಚ್ಚಗಳಿಗೆ ಮುಖ್ಯ ಆಯುಕ್ತರು, ಕಾರ್ಯಕಾರಿ ಸಮಿತಿ ಅಥವಾ ಪ್ರಾಧಿಕಾರದ ಸಭೆಯ ನಿರ್ದಿಷ್ಟ ಮಂಜೂರು ಪಡೆದ ನಂತರವೇ ವೆಚ್ಚಗಳನ್ನು ಭರಿಸಬೇಕು. ಇಲಾಖಾವರು, ಲೆಕ್ಕ ಶೀರ್ಷಿಕೆವಾರು ಬಿಲ್ಗಳ ಜ್ಯೇಷ್ಠತೆ ಆಧಾರದಲ್ಲಿ ಪಾವತಿಸಬೇಕು. ಬಡವಾಡೆ ಅಧಿಕಾರಿಗಳು ವೆಚ್ಚವನ್ನು ಭರಿಸುವ ಮುನ್ನ ಎಲ್ಲ ನಿಯಮಗಳನ್ನು ಪಾಲಿಸುವುದು ಕಡ್ಡಾಯವಾಗಿದೆ ಎಂಬ ವಿಶೇಷ ಸೂಚನೆ ಮೇರೆಗೆ ಬಜೆಟ್ಗೆ ಸಮ್ಮತಿಸಲಾಗಿದೆ.
ಬಿಬಿಎಂಪಿ ಬ್ಯಾಂಕ್ ಖಾತೆಗಳು ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ಅನುದಾನಗಳು ಜಿಬಿಎ ಖಾತೆಯಲ್ಲೇ 2025–26ನೇ ಸಾಲಿನಲ್ಲಿ ಜಮೆ ಆಗುತ್ತಿದ್ದವು. ಹೀಗಾಗಿ, ₹389 ಕೋಟಿಗಳ ಪ್ರಾರಂಭಿಕ ಹಣದಿಂದ ಜಿಬಿಎ ಆಯವ್ಯಯ ಆರಂಭವಾಗಿದೆ. ಬ್ಯಾಂಕ್ ಠೇವಣಿಯಿಂದಲೇ ₹4.75 ಕೋಟಿ ಲಭ್ಯವಾಗಲಿದ್ದು, ಮೇಲ್ವಿಚಾರಣೆ ಶುಲ್ಕವಾಗಿ ₹5 ಕೋಟಿ, ನಗರ ಯೋಜನೆಯಲ್ಲಿ ಮೇಲ್ವಿಚಾರಣೆ ಶುಲ್ಕವಾಗಿ ₹10 ಕೋಟಿ, ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಅಭಿವೃದ್ಧಿ ಶುಲ್ಕ ₹17 ಕೋಟಿ, ಕೆರೆಗಳ ಪುನರುಜ್ಜೀವನ ಶುಲ್ಕ ₹2.65 ಹಾಗೂ ಇತರೆ ಆದಾಯವಾಗಿ ₹5 ಕೋಟಿ ಸ್ವೀಕೃತಿಯಾಗಲಿದೆ.
ವಿಪತ್ತು ಪರಿಹಾರ, ವಿಶ್ವಬ್ಯಾಂಕ್ನಿಂದ ₹738 ಕೋಟಿ
ರಾಷ್ಟ್ರೀಯ ವಿಪತ್ತು ಪರಿಹಾರ ನಿಧಿಯನ್ನು ಕಳೆದ ಸಾಲಿನಲ್ಲಿ ಶೂನ್ಯವಾಗಿರಿಸಿದ್ದ ಜಿಬಿಎ, ಈ ಸಾಲಿನಲ್ಲಿ ₹238.50 ಕೋಟಿ ನಿರೀಕ್ಷಿಸಿದೆ. ವಿಶ್ವಬ್ಯಾಂಕ್ ನೆರವಿನ ಯೋಜನೆಗೆ ₹500 ಕೋಟಿಯನ್ನು ನೇರವಾಗಿ ಪಡೆಯಲಿದೆ.
ವೇತನ, ಕಚೇರಿ ವೆಚ್ಚ ಮತ್ತು ನಿರ್ವಹಣೆಗೆ ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ₹30 ಕೋಟಿ ಪಡೆಯಲಿರುವ ಜಿಬಿಎಗೆ, ಪಿಂಚಣಿ ಮತ್ತು ನಿವೃತ್ತಿ ಸೌಲಭ್ಯ ಪಾವತಿಗೆ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ₹375 ಕೋಟಿ ಅನುದಾನ ಲಭ್ಯವಾಗಲಿದೆ. ಬ್ರಾಂಡ್ ಬೆಂಗಳೂರು– ಆರೋಗ್ಯ ಬೆಂಗಳೂರಿಗೆ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಂದ ₹175 ಕೋಟಿ ಅನುದಾನ ಪಡೆಯಲಿದೆ.
ನೀರು ಸರಬರಾಜು ಯೋಜನೆ, ಅಭಿವೃದ್ಧಿ ಸರ್ಚಾರ್ಜ್ನಿಂದ ₹1.82 ಕೋಟಿ, ಹೊರ ವರ್ತುಲ ರಸ್ತೆಯ ನಿರ್ಮಾಣ ಅಭಿವೃದ್ಧಿ ಸರ್ಚಾರ್ಜ್ ₹2.14 ಕೋಟಿ, ಕೊಳೆಗೇರಿ ಸುಧಾರಣೆ– ಅಭಿವೃದ್ಧಿ ಸರ್ಚಾರ್ಜ್ ₹91 ಲಕ್ಷ, ಸಾಮೂಹಿಕ ತ್ವರಿತ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ಅಭಿವೃದ್ಧಿ ಸರ್ಚಾರ್ಜ್ ₹10.74 ಕೋಟಿ ಸ್ವೀಕೃತಿಯಾಗಲಿದೆ.
ಚುನಾವಣೆ ವೆಚ್ಚಕ್ಕೆ ‘ಶೂನ್ಯ’
2025–26ನೇ ಸಾಲಿನಲ್ಲಿ ₹100 ಕೋಟಿಯನ್ನು ಚುನಾವಣೆ ವೆಚ್ಚಗಳ ಅನುದಾನವನ್ನಾಗಿ ಇರಿಸಿದ್ದ ಜಿಬಿಎ, 2026–27ನೇ ಸಾಲಿನಲ್ಲಿ ಈ ಮೊತ್ತವನ್ನು ಶೂನ್ಯವಾಗಿಸಿದೆ. ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಬಜೆಟ್ನಲ್ಲಿ ಕೆಲವು ಕೋಟಿಗಳನ್ನಷ್ಟೇ ಚುನಾವಣೆ ವೆಚ್ಚ ಎಂದು ತೋರಿಸಲಾಗಿದೆ.

* ರಾಜಕಾಲುವೆ ಬಫರ್ ರಸ್ತೆಗಳನ್ನು ನಗರ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಯ (ಸಿಡಿಪಿ) ಭಾಗವಾಗಿ ಸೇರಿಸಿಕೊಂಡು, ಇವುಗಳನ್ನು ಮುಖ್ಯ ರಸ್ತೆ/ ಸಿಡಿಪಿ ರಸ್ತೆ ಎಂದು ಪರಿವರ್ತಿಸಲು ತೀರ್ಮಾನಿಸಲಾಯಿತು. ಈ ರಸ್ತೆಗಳಿಗಾಗಿ ಸುತ್ತಮುತ್ತಲಿನ ಆಸ್ತಿಗಳಿಗೆ ಮೂರನೇ ಒಂದು ಭಾಗ ಅಭಿವೃದ್ಧಿ ಶುಲ್ಕ (ಬೆಟರ್ಮೆಂಟ್ ಶುಲ್ಕ) ವಿಧಿಸಲು ನಿಯಮ ರೂಪಿಸಲು ನಿರ್ಧರಿಸಲಾಯಿತು.
* ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಗ್ನಿಶಾಮಕ ಘಟಕಗಳಿಗೆ ನಾಗರಿಕ ಸೌಲಭ್ಯ (ಸಿಎ) ನಿವೇಶನಗಳನ್ನು ಹಸ್ತಾಂತರಿಸಲು ಬಿಡಿಎ ಆಯುಕ್ತರ ಸಮ್ಮತಿ.
* ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಸ್ಥಳೀಯ ಯೋಜನಾ ಪ್ರದೇಶಕ್ಕೆ ‘ಮಾಸ್ಟರ್ ಪ್ಲಾನ್’ ತಯಾರಿಸಲು ವೇಳಾಪಟ್ಟಿ ನಿಗದಿ. 2026ರ ಫೆಬ್ರುವರಿ 16ರಂದು ಕಾರ್ಯಾದೇಶ ನೀಡಿ, 2027ರ ಮಾರ್ಚ್ 15ಕ್ಕೆ ಕರಡು ಸಿದ್ಧಪಡಿಸಿ, ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಬೇಕು.
* ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರದಿಂದ ವಿಧಿಸಲಾಗುತ್ತಿದ್ದ ವಿವಿಧ ಭೂ ಅಭಿವೃದ್ಧಿ ಮಂಜೂರಾತಿ ಶುಲ್ಕಗಳನ್ನು ಯಥಾವತ್ತಾಗಿ ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ವಿಧಿಸಲು ನಿರ್ಧರಿಸಲಾಯಿತು.
* ಆನ್ಲೈನ್ ತಂತ್ರಾಂಶದಲ್ಲಿ ಖಾಸಗಿ ಆರ್ಕಿಟೆಕ್ಟ್, ಎಂಜಿನಿಯರ್, ಸ್ಟ್ರಕ್ಚರಲ್ ಎಂಜಿನಿಯರ್, ಸೂಪರ್ವೈಸರ್ಗಳ ನೋಂದಣಿ ನವೀಕರಿಸಿ, ಪ್ರಕ್ರಿಯೆಯನ್ನು ಕೇಂದ್ರೀಕೃತಗೊಳಿಸಿ ಜಿಬಿಎ ನಗರ ಯೋಜನಾ ಶಾಖೆಯ ಜಂಟಿ ನಿರ್ದೇಶಕರಿಗೆ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜಿಸಲಾಯಿತು.
* ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಅಗ್ನಿಶಾಮಕ ಘಟಕಗಳನ್ನು ಪುನರ್ ರಚಿಸುವುದು, ಹೊಸದಾಗಿ ಅಗ್ನಿಶಾಮಕ ಘಟಕಗಳನ್ನು ಸ್ಥಾಪಿಸಲು ಜಾಗ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಯಿತು.
* ಬಿಬಿಎಂಪಿ ಬಜೆಟ್ನಲ್ಲಿ ಮೀಸಲಿರಿಸಿದ್ದ ₹28 ಕೋಟಿಯನ್ನು ಹವಾಮಾನ ವೈಪರೀತ್ಯ ಮತ್ತು ಪರಿಸರಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಪೂರಕ ಕಾಮಗಾರಿಗಳಿಗಾಗಿ ಹಮಾಮಾನ ಕ್ರಿಯಾಕೋಶದಿಂದ ಕೈಗೊಳ್ಳುವ ಕ್ರಿಯಾಯೋಜನೆಗೆ ಅನುಮೋದನೆ ನೀಡಲಾಯಿತು.
* 10 ಜಿಬಿಎ ಗ್ಯಾರಂಟಿ ಸೇವಾ ಕೇಂದ್ರಗಳನ್ನು ಬೂಟ್ ಮಾದರಿಯಲ್ಲಿ ಸ್ಥಾಪಿಸಿ, ನಾಗರಿಕರಿಂದ ಸೇವಾ ಶುಲ್ಕ ಭರಿಸಿಕೊಳ್ಳಲು ಅನುಮೋದನೆ ನೀಡಲಾಯಿತು.
* ಪಾದಚಾರಿ ಮಾರ್ಗ, ಉದ್ಯಾನ, ಕೆರೆಗಳ ಸುತ್ತಲಿನ ಪ್ರದೇಶ, ಮೇಲ್ಸೇತುವೆ ಕೆಳಭಾಗ, ಜಂಕ್ಷನ್ಗಳನ್ನು ಸಮರ್ಥವಾಗಿ ವಿನ್ಯಾಸಗೊಳಿಸಲು ಜಿಬಿಎ ಮತ್ತು ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ‘ನಗರ ವಿನ್ಯಾಸ ಕೋಶ’ ಸ್ಥಾಪಿಸಲು ಅನುಮೋದನೆ.
