There is a possibility that Congress will give ticket to Soumya Reddy again. JDS withdrew from the contest last time as there was a coalition government. Ramalingareddy worked full-time in the field on behalf of his daughter. This time the picture will change. Both constituencies will have to be looked after by Ramalingareddy himself.

BJP, which had lost by a margin of about two thousand votes last time, has tried hard to regain the constituency this time. Those who were corporators are now at the forefront. They are ready to contest the Congress which won last time with the overall efforts of father and daughter.

Even when Vijayakumar contested the election, it was the corporators who managed the election. In it, C.K. Ramamurthy is in front, he is a ticket aspirant with the support of the community along with the work he has done as a corporator, the development work done by his wife as a corporator and the support of two other corporators. N.R. Ramesh is campaigning through his struggles and he has kept the Jayanagar constituency as his first choice. S.K. Nataraj, who had developed an image as a mayor, was a BJP ticket aspirant in 2008. He was also a rebel candidate without getting a ticket. As per the promise, he got back the nomination paper that day. He is now a strong aspirant.

Ravikrishnareddy contested as an independent candidate last time and got the third highest number of votes (1,861). Kalegowda of the JDS had withdrawn from the fray last time on the instructions of the coalition government.

BbMp: Negligence of Qualified Contractor: Complaint

Bengaluru: A complaint has been submitted to the Additional Chief Secretary of the Urban Development Department that there was an irregularity in sanctioning tenders for the Chief Minister's Amrita Amruth Nagarothana Project in Dasarahalli Assembly Constituency and qualified contractors were neglected.

Tenders were invited on July 11, 2022 in 6 packages (KW-4) under Amruth Nagarothana Yojana in Dasarahalli Assembly Constituency for ₹90 crore grant works. Eight contractors participated in this tender. Documents were also submitted in e-procurement. Checked the technical aspects on October 17. In a meeting presided over by the Chief Commissioner on October 29, the tender process was cancelled and a re-tender was decided.

Eligible contractors have submitted appeals through e-procurement as to why they have been neglected and the tender has been cancelled. But they did not get an answer. Re-tender was called on November 8 and seven contractors participated. In a meeting chaired by the Chief Commissioner on December 29, two packages each were sanctioned to two contractors and the other two to two.

The rejected contractor, MSV Constructions, filed an appeal through e-procurement. However, no information has been given so far. Also, three contractors awarded tenders for 6 packages do not meet the criteria. Bid capacity is not calculated under the Karnataka Transparency in Public Procurement Act (KTPP). Advocate K.N.Pradeep Kumar filed a complaint along with the document said on behalf of the contractor that, Umesh, Siddegowda and Benaka developers have been facilitated in violation of all norms without obtaining technical evaluation which is compared year by year in the work confirmation letter. 

Dasarahalli Zone Executive Engineer M.T. Balaji and Chief Engineer R. Ranganath has wrongly submitted the file to the Principal Engineer and Chief Engineer that he has fulfilled the criteria to favor his acquaintances. Therefore, the tender order should be completely cancelled.

Executive Engineer M.T. Balaji responded, 'When this tender was invited for the first time, some were transferred by the Chief Commissioner because the evaluation was not correct. Therefore, the tender was called for the second time and everything has been fixed,' he said. Chief Engineer R. Ranganath did not respond when contacted about this.

 'Illegal everywhere'

``In the Chief Minister's Amruta Nagarothana Project, a grant of ₹6,000 crore has been given, in which tenders have been invited at the executive engineer level, sector-wise. Qualified contractors are neglected to enable their acquaintances. Standards are not followed. The tender was sanctioned under cover of this by the Chief Commissioner. This kind of illegality has arisen not only in Dasarahalli Assembly Constituency, but in all constituencies. A complaint has been filed to conduct a comprehensive investigation and take action in this regard," said advocate K.N. Pradeep Kumar.

However, graveyards, playgrounds, schools-colleges are not as per requirement in Padmanabhanagar constituency. Although the drinking water plants are on the Raj canals, they are not functioning. BGP leaders from this constituency held many positions including BBMP member, ruling party leader, standing committee chairman. Then the development works of the respective wards took place. However, there is only one BBMP school in this area where slums and poor people are the most. Many demands for the establishment of schools and colleges have not been met at the level of legislators. Lack of infrastructure is evident.

R. Ashoka from BJP this time too is likely to be the candidate. If there is any change in the mind of leaders of Delhi, the former corporators of this field are ready to enter the fray. In this L. Srinivas, A.H. Basavaraju is in the forefront. N.R. Ramesh is also an aspirant.

A local, contractor Raghunath Naidu is a strong aspirant in the Congress this time. Having set up the party's main office in Padmanabhanagar constituency for a couple of years, he was at the forefront of many protests including Mekedatu, Bharat Jodo Padayatra. He is the backbone for the protests, fights of KPCC President D.K. Shivakumar, Siddaramaiah, Ramalingareddy and they are hoping to get the ticket this time and attract the core votes of the Congress, including the Naidu community. Apart from him, former Mayor Venkatesh Murthy has joined the Congress and is seeking the support of the voters who came with him as a corporator including the community vote. Gurappa Naidu, who lost in 2008 and withdrew at the last moment despite getting B Form last time, and Sanjay Gowda, who is currently campaigning, are also interested in contesting. JD(S), which always nominates its candidate at the last moment, has not made any preparations this time either.

Bengaluru: More than 40 thousand job codes that were not tendered in BBMP have been canceled and misappropriation of ₹7,931 crore has been prevented.

During the period of 11 years, job codes were given according to the BBMP budget for various works including roads and sewers. These job codes remain with BBMP officers, ex-corporators. Using it to their advantage, they would call for tenders.

Some have made money by selling these job codes to others. Often tenders were called using these job codes. But now, the job codes of all works issued from 2010 to 2021 have been canceled in IFMS software. During this period 960 works have been called for tender and the work has been completed and approval has been given.

BBMP Finance Department Special Commissioner Jayaram Raipur reviewed all the job codes issued since 2010 and canceled 45,781 job codes.

In 2011, when a scam worth ₹1539 crore was exposed in Gandhinagar, Rajarajeshwari Nagar, Malleswara divisions, where work code and fake bills were issued for unworked works, then Commissioner Siddaiah decided to hand over the case to CID. Then he was transferred.

Till 2021, job codes were given for the works included in the BBMP budget. They used to give it in the form of stamp paper. Some kept these to themselves. According to their requirement, tenders were called and the work was done. There was no maximum duration for these job codes. Tenders could still be called. We should have released the money if everyone signed that the work was done. All works are going on from April 2021 through e-Procure. Job code is now given after tendering. Thus all previous job codes were checked. The job code for all works except individual house construction works has been abolished. We are not able to pay for those works. Thus, about ₹8 thousand crores of money that could have come for the bill in the future has been saved," said Jayaram Raipur, Special Commissioner of BBMP Finance Department.

BENGALURU: Electric vehicles (EVs), which are increasingly being produced and sold because they are less polluting and more economical, have become a problem for some apartments. Flat owners are not getting permission to set up a separate 'charging point'.

Flat owners are planning to set up a charging point in the parking area for EV charging. The vehicle company adopts it. But, they need a No Objection certificate (NOC) from the association. Some Associates refused to issue this NOC. This is not allowed in the building bylaws either. Therefore, some flat owners have written to the Energy Department, Bescom and requested them to take action.

The Additional Secretary of the Energy Department, who has considered the requests, said that there is a problem in installing electric vehicle charging points in private complexes. The building construction by-law needs to be amended. She sent a note on December 26 saying that the urban development department should check this.

I requested for installation of charging facility plug from the meter in our flat in the apartment. However, the association has not given permission. They say that the entire parking area will be damaged,' complained Ranjan.

If four vehicles are allowed to have separate charging facilities in the parking area, the ground will be damaged. There are wires everywhere. It also becomes a problem from the point of view of safety,' said Srinivas of an apartment residents' association.

Parking area in apartments is a 'common floor utility' space and if 'charging point' is allowed in this area, it all becomes commercial. Accordingly, electricity tariff has to be paid to Bescom. It is the argument of Apartment Residents Associations that it will be a burden on everyone else with the benefit of four or five vehicles.

Use of Kiosks is better...

Kiosks installed by private organizations free of cost for charging electric vehicles in apartments are good. All managed by the organization, vehicle charging can be done in prepaid facility through QR code. It also happens quickly. Credai-Bangalore President Bhaskar T Nagendrappa said that no one will be bothered by this.

New bylaw ready..

The Building Construction By-laws (Bylaws) were framed in 2003 under BBMP. These were revised and many new rules were framed and a 'New Bylaw' was prepared. The draft bylaw has been sent to the Directorate of Town and Country Planning (DTCP) for approval. It will be implemented as soon as it is approved. Girish, Additional Director, Urban Planning Department, BBMP, said once new bylaw comes into force there will be no problem in installing the charging facility.

Electrical and Computer Engineering Building (ECEB) clause has been included in building plan approval since six months. Provision should be made for charging points in such buildings. But this does not apply to buildings whose plans have been obtained six months back. He informed that after the new bye-law comes, rules will have to be made to apply it to the old buildings as well.

Nandish Reddy, who has ceded the constituency to Basavaraju in Pura, is preparing to field this time in the BTM layout.

Bengaluru: In Marutiseva Nagar near Banasawadi, four houses adjacent to 'Ambience Downtown' have cracked and collapsed as the foundation was dug without following the overall safety measures.
Due to lack of safety measures in the construction of the apartment, the adjacent buildings are cracked and if there is a collapse, there is a possibility of damage. Therefore, the BBMP has issued a notice to the owners of four houses on December 6 saying that they should move out of this building. However, even after that, the construction work was carried out by the apartment owners in a natural way, and the buildings were cracked and leaning on one side.
'Ambience Downtown has not followed any safety measures to construct a residential complex on Visveswaraiah Street, Banasawadi Main Road, Maruti Sevanagar. The foundation of this building is excavated far below the foundation level of the rear and adjacent buildings, excavated to the edge of the site. Therefore, the adjacent buildings have cracked," said the Assistant Executive Engineer of Marutisevanagar sub-division of BBMP in the notice given by him.
Apart from telling the residents of the houses to leave, the apartment builders have not made any safety measures. They threw us out of the house. No matter how many requests we made to the BBMP engineers to provide us with a solution, they are not responding. P. Rajasekhar, the owner of the 10th property, who received the house shifting notice, complained that although the Additional Director of the Urban Planning Department appealed to the Chief Commissioner on January 6, no action was taken. Radhabai and Parashuram are living elsewhere from the cracked house.
AEE, EE of BBMP Marutisevanagar sub-division, who have vacated the house after giving a notice, did not comment on the building.

Bengaluru: BWSSB and BBMP have finally yielded to the demands of the chairman, members, officers and locals of Kodigehalli village panchayat of Yeshavantpur area and have proposed to set up STPs to prevent sewage from flowing into Kodigehalli and Kannally lake.

Kodigehalli and Kannalli lakes, which are adjacent to Sir M. Visveshvaraiah BDA Layout, are under the jurisdiction of BBMP. Sewage and waste from Herohalli, Bydarahalli, Doddagollarhatti, Balaji layout, Anjananagar and BEL layout are being collected in these lakes. Locals and village panchayats have appealed to BWSSB many times that this should be stopped.

The lakes in Kodigehalli and Kannalli are smelling bad and causing trouble to the residents of the surrounding areas. Polluted water has turned black, mosquitoes and vermin have increased. The surrounding well and Borewell water is also getting polluted. Kommaghatta and Ramsandra lakes are also getting polluted and the chemical from here is entering Bairamangala lake. Repeated letters have been written to BBMP, Pollution Control Board and BESSB asking them to take immediate action. Now it has received a response and the water board has decided to install an STP with a treatment capacity of 3 million litres.

The water board has provided drinking water facility and sewerage system for Visveshvaraiah layouts. Kodigehalli and Kannalli lakes were getting a lot of pollution, and the locals had requested the Kodigehalli village panchayat to stop it. Thus, the Water board has decided to construct STP. Constructing a unit in an area of ​​one and a half acres, arrangements are being made to allow only treated water to flow into these lakes,'' said K.N. Rajiv, Chief Engineer, Planning Department, BWSSB.

The STP will be set up at a cost of ₹10 crore under Cauvery Phase 5 project with financial assistance from JICA. The project will be completed in a year and a half,' he said.

Responding to this, the BBMP directed the Kodigehalli village panchayat officer to take action to prevent such waste from going into the lake. But no action so far. Gowdaiah complained that the Pollution Control Board had conducted an inspection but no action had been taken.

11 new Parks in BBMP

Bengaluru: Bengaluru, once known as the Garden City, is now noticeably increasing its green area. 11 new parks are under construction are adding to existing list of 1,233 parks covered by BBMP. Bengaluru South zone has got the highest share in this and has gained the first position by expanding the green area.

Bengaluru Development Authority constructed Civic Amenity (CA) sites in Padmanabhanagar, Basavanagudi, K.R.Pura and transferred to BBMP. But this area was occupied by private individuals. These areas, which were in the midst of residential areas, were in court. The case has been going on for many years and recently the verdict has come. Soon after this verdict, the BBMP, which woke up, cleared all encroachments and started construction of a garden/ park there.

In 11 encroached cases, 11 gardens are being constructed in an area of ​​about 21 acres. About ₹35 crore is being spent on the construction of these gardens/ parks. First of all fencing work, exercise equipment, children's play equipment, footpath, seating, gazebo and LED lights are being installed in these gardens.

These gardens are being built with the grant given under the Chief Minister Amrita Urban Development Scheme and the MLA's grant. Art works are being installed in the garden of Padmanabhanagar under the concept of 'Make in India'. Community Bhavan is being constructed in Atal Bihari Vajpayee Garden which has already been inaugurated.

"These areas, which were classified by the BDA, were encroached. Some cases have been in court since 1998. A couple of gardens were constructed by the BDA and entrusted to the Corporation. Areas handed over by BDA as designated CA site for gardens are also encroached. With these cases in court, a lot of efforts were made to get them into custody in the last one year. This area came under the control of BBMP due to the efforts of law department. We are immediately clearing the encroachment and constructing a park," said Mahantesh, Executive Engineer of BBMP South Zone.

Minister R. Ashoka, MLA Ravisubramanya has been allocated in the MLA fund and construction of the garden is going on at a fast pace, he said.

There are also plans to build more parks under BBMP. The spaces available for this are being identified. Gardens are built wherever space becomes available. Apart from this, development and upgradation works are also going on in more than 25 gardens.

Debris disposal on 150 roads under BBMP will begin by the end of the month

BENGALURU: Solid waste management department will spend ₹18.49 crore for Construction and Demolition (C&D) debris disposal on roads under BBMP.

Construction and Demolition (C&D) debris will be cleared from main roads, under flyovers and along outer ring roads.  Two packages have been called for tender and have been finalised.  Tenders have recently been invited for selection of Project Consultant (PMC) for this work.

Building debris is being disposed of by Bangalore Solid Waste Management Company (BSWML).  Two package tenders costing ₹8.27 crore and ₹10.22 crore have been finalized and tenders have been invited for PMC.  This is the final disposal process.

According to a survey conducted in 2021, there is about 2.47 lakh cubic meters of Construction and Demolition (C&D) debris on the city's main roads, under flyovers and on the sides of outer ring roads.  It is considered as 'Legacy Waste' and the plan is to dispose of it once.

C&D waste is estimated at 150 roadsides in the city.  A contract has been awarded to remove and dispose of this waste once.  This C&D waste should be disposed with safety measures through GPS equipped vehicles.  The contractor shall identify the quarries where these wastes are disposed of.  BSWML Executive Engineer Madhu said that it is the tender rule that they should do all the maintenance.

Demolition debris is a major problem for builders under BBMP and as a solution, BSWML plans to start a scheme of 'Building Waste Collection from Owners'.

Construction material waste falls during new building construction or renovation.  It is being put out by a tractor or someone.  But if the BSWML new scheme is implemented, the contractor appointed by BBMP will carry the waste from the site or building site itself.  Dispose at the designated place.

Finalize the contractor, who charges a lorry or tractor load of C&D waste.  The owner contacts the BBMP and pay the fees, contractors carries the waste.  The project is in the Detailed Project Report (DPR) stage, BSWML officials said.

Bengaluru: The road that BBMP has portrayed as the country's first 'Rapid Road' has cracked. It is alleged that this is yet another instance of shoddy work.

A 337.5 meter road has been experimentally constructed on Old Madras Road using 'Precast Post Tensioning Concrete Pavement' technology 'Rapid Road'. This 'rapid road' has left cracks on three or four sides. It is said that the reason for this is the lack of quality cement mixture in precast panel construction. The citizens, who were happy that the road will be constructed quickly, are now expressing their outrage over the poor quality of work.

The contractor has not implemented the technology properly. Hence the problem. 20 to 21 panels are likely to have this type of crack due to excessive pulling while assembling. This may be because the base is not properly leveled in some places,' said P.M. Hiremath, technical expert of Ultratech.

The Indian Institute of Science will test this experimental road. After they give the report, the technology will be adopted accordingly,' he said.

A 'rapid road' is being constructed instead of white topping with the slogan 'road ready in three days'. So you don't have to wait for months for road construction. BBMP Chief Engineer Prahlad said that it will not get potholed, it will not get damaged, it will last for a hundred years.

Chief Minister Basavaraja Bommai had inaugurated the 'Rapid Road' on December 8 which the work had started on November 22. 'As the engineers said, we cannot pay 40 percent more than White Topping Road. Let it prove its worth first. Let's think about continuing later,' said Bommai. Within a month of what he said, the 'Rapid Road' has cracked.

BBMP Chief Commissioner Tushar Girinath suggested that IISC should be entrusted to conduct the quality test of 'rapid road'. Exam has not started yet. Within this the road is cracked.

This crack is a 'hairline crack' and is not deep. 3 to 4 mm deep, steps have been taken to fill it. BBMP Engineer in chief Prahlad responded that there is no problem with vehicular traffic.

Bengaluru: The Amrutha Halli lake, which was developed three years ago by the Bengaluru Development Authority at a cost of ₹5 crore, is a garbage dump, and the BBMP has again proposed to develop it again at a cost of ₹4 crore.

After a lot of struggles by the locals, BDA decided to develop the Amrutha Halli lake in 2015. A few encroachments were left, a fence was put up, a bund was built, and a walking path was also developed. BDA made the lake an orphan after spending over ₹5 crore. Amrutha Halli lake, which was developed without preventing the flow of sewage water, became an unmaintained poisoning site.

For three years, the locals have been appealing for the cleaning of the lake, but no one, including the public representatives and officials, has listened. However, after the transfer of the lake from BDA to BBMP, the development project of Amrut Halli lake got started. Under the 15th finance plan, BBMP has taken up the development of the lake at a cost of ₹4 crore. In May 2022, although the project was technically approved, the work did not start.

After the development of Lake, BDA did nothing except cut the tape. Amrutha Halli Lake, contrary to its name, became another poison site. It became impossible to go to the lake without maintenance. The sewage water is flowing directly into the lake, and it is overflowing. The reed is full. Jayalakshmi, a local, complained that when the election comes, the lake is remembered.

BDA has developed many facilities including climbing, fencing, chain link. However, lakhs of rupees are being spent on the same facilities, i.e., removing fencing and putting up fencing again,' complained Rajesh.

The development of BDA was not right. Dirty was flowing. Again, handed over to BBMP and is being developed again. Now some work has started," said Devaraj Gowda, president of the Amrutnagar Residents' Welfare Association.

Work begins...

Earlier BDA had developed. But Amrutha Halli lake is now full of dirty. Throwing it out, we are installing a pipeline to prevent the flow of sewage water. The dewatering work has started, and we will finish the development work soon. The approval of DPR by Lake Development Authority was delayed. Hence, the start of work was also delayed," said Akshat, Assistant Executive Engineer, Lakes Department, BBMP.

Again ₹4.75 lakh for DPR

BDA had spent everything including the Detailed Project Report (DPR) to develop the Amrutha Halli Lake. But now BBMP has done DPR again. It cost ₹4.75 lakh including GST. But in this also no action has been taken to prevent sewage water from entering the lake.

Amrutha Halli has only one input. There is only sewage water in Rajakaluve coming from Sahakara Nagar. If this is prevented from coming, water will not flow into the lake from anywhere. Another flow is on the side of the lake, crossing it. Fencing was done by BDA. Doing the same thing again. Instead of spending crores of rupees again, a water treatment plant (STP) would have been enough. Apart from that, much attention has been paid to the beautification of the lake. I don't know how the lake development authority gave permission for this,' complained Kiran, a local.

Around Defence areas Building plans are not permitted

Bengaluru: The no objection letter of the Defense Department has made it mandatory for any kind of building construction, reconstruction, including housing, in the areas around the defense areas in the city, which has put the citizens in trouble.

There are Defense Department areas at Hebbala, R.T.Nagar, Halasur, Banasawadi, Dommalur, Yelahanka Air Base, Jalahalli, Yelahanka.  BBMP is not allowing new construction plans in the area restricted by the edge of this area.

Many areas including Yelahanka, Jalahalli have been constructed with the permission of Grama Panchayat even before joining the BBMP.  Commercial buildings including residences, residential complexes are also approved under BBMP.  Certificate of Occupancy (OC) issued.  However, the plan is not giving permission for building construction in the plots in the same area.  Although there is a building next to it, it seems that the landlord has not constructed it.

The Deputy commissioner has instructed BDA, BBMP, BMRDA, Zilla Panchayat, BIAAPA, BMICAPA, Tehsildar of Urban District, Chikkabanavar, Hunasemaranahalli Municipality and Taluk Panchayats to obtain an no objection letter from the Defense Department before carrying out development work in the buffer zone of protected areas.

'Bangalore Municipal Corporation's Building Bye-laws - 2003 and Revised Master Plan - 2015 have not made any kind of amendments in the zoning regulations.  Thus, there are no rules to follow the instructions of the DC.  A letter has been written to inquire about it and detail the guidelines to be followed.  No information has been received so far,' said BBMP urban planning officials.

Urban planning officers of BBMP and zonal joint commissioners are saying that permission or no-objection letter (NOC) should be obtained from the defense department.  But, no one has the details of where to get it, which office, who to ask.  Citizens Ramesh, Ramakrishna, Venugopal and Bharat cried that the security guards would not let them in if asked where the Defense Department centers are.

If you follow the rules, it will be difficult...

We have built a house here for tens of years.  Plan approval is also obtained.  However, now the reconstruction plan is submitted for approval, BBMP is not giving consent.  A no-objection letter is required from the Defense Department.  There are four storied buildings around our house.  They have no restrictions.  Contractors for building construction, all materials have been advanced.  We are in a lot of trouble.  Pradeep of Yelahanka appealed to give quick relief.

No reply...

There is some hurdle in approving the plan of buildings around the area where the Defense Department has its centers.  The DC has directed to approve the plan only if there is an no objection letter from the Defense Department.  Some details including objections of citizens have been asked about this.  Girish, additional director of urban planning, BBMP, said that no clarification has come from the defense department.

Besides, certain guidelines have been issued including evacuation of tall buildings within a 5 km radius around the Yelahanka Air Training School runway.  All kinds of permission are obtained from the concerned departments and authorities and the buildings are constructed.  A letter was written to the director of Jakkur Airport Government Aviation Training School on 25th October, that clear details should be given on how to take action on these.  He said that there was no response from them.

Where are the restrictions?

There cannot be any construction within 10 meters of the compound of the Defense Department Centre.  The restriction is up to 100 meters from the compound of centers such as airfields.

ಕರ್ನಾಟಕ ರಾಜ್ಯದಲ್ಲಿ ದಶಕದ ಹಿಂದೆ 33 ಸಾವಿರ ಕೆರೆಗಳು ಇವೆ ಎಂದು ಸರ್ಕಾರಿ ದಾಖಲೆಗಳು ಹೇಳುತ್ತಿದ್ದವು. ಆದರೆ, ಈಗ ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟು 40,521 ಕೆರೆಗಳಿವೆ. ಅಂದರೆ ಕೆರೆಗಳು ಕಳೆದುಹೋಗಿದ್ದವು. ಹುಡುಕುತ್ತಾ ಹೋದಂತೆ ಎಲ್ಲವೂ ಸಿಗುತ್ತಿವೆ. ಈಗಿರುವ 40 ಸಾವಿರ ಕೆರೆಗಳ ಒಟ್ಟು ವಿಸ್ತೀರ್ಣ 7 ಲಕ್ಷದ 52 ಸಾವಿರ ಎಕರೆ. ಅಪವಾದವೆಂದರೆ ಇದರಲ್ಲಿ 38 ಸಾವಿರ ಎಕರೆ ಒತ್ತುವರಿಯಾಗಿದೆ.

ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ 837 ಕೆರೆಗಳಿವೆ ಎಂದು ಕರ್ನಾಟಕ ಸಾರ್ವಜನಿಕ ಜಮೀನುಗಳ ನಿಗಮ ಹೈಕೋರ್ಟ್‌ಗೆ ಸಲ್ಲಿಸಿರುವ ವರದಿಯಲ್ಲೇ ತಿಳಿಸಿದೆ. 837 ಕೆರೆಗಳ ಒಟ್ಟು ವಿಸ್ತೀರ್ಣ, 28,264 ಎಕರೆ. ಇದರಲ್ಲಿ 4551 ಎಕರೆ ಒತ್ತುವರಿಯಾಗಿದೆ. 2145 ಎಕರೆ ತೆರವಾಗಿದೆ. ಇನ್ನು ಭೂಮಾಪನ, ಕಂದಾಯ ವ್ಯವಸ್ಥೆ ಮತ್ತು ಭೂದಾಖಲೆಗಳ ಇಲಾಖೆ ಪ್ರಕಾರ ಈ 837 ಕೆರೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿ, 171 ಕಲ್ಯಾಣಿ, ಕುಂಟೆ, ಗೋಕಟ್ಟೆ, ಕಟ್ಟೆಗಳಿವೆ. ಅಂದರೆ ಬೆಂಗಳೂರಿನಲ್ಲಿ 1008 ಜೀವಂತ ಜಲಮೂಲಗಳಿವೆ. ಅಭಿವೃದ್ಧಿ ಹೆಸರಿನಲ್ಲಿ ಮಣ್ಣು, ಕಟ್ಟಡಗಳಲ್ಲಿ ಮುಳುಗಿಹೋಗಿರುವ ನೂರಾರು ಕೆರೆಗಳು ಈ ಲೆಕ್ಕದಲ್ಲಿ ಇಲ್ಲ. ಅಂದರೆ, ಸಾವಿರ ಕೆರೆಗಳ ನಗರಿ ಬೆಂಗಳೂರು ಎಂಬುದು ಈಗಲೂ ಪ್ರಸ್ತುತವೇ... ಅದೇ ನಮ್ಮ ಹೆಮ್ಮೆ...

ಕಲುಷಿತ

ರಾಜ್ಯ ದೂರಸಂವೇದಿ ಅನ್ವಯಿಕ ಕೇಂದ್ರ (ಕೆಎಸ್‌ಆರ್‌ಎಸ್‌ಎಸಿ) ನೀಡಿರುವ ವರದಿಯಂತೆ ರಾಜ್ಯದಲ್ಲಿ 8,579 ಕೆರೆಗಳು ಕಲುಷಿತವಾಗಿವೆ. ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿರುವ 837 ಕೆರೆಗಳೂ ಕಲುಷಿತ. ಅಂದರೆ ನಾವು ಕೆರೆಗಳನ್ನು ಎಷ್ಟು ಮುತುವರ್ಜಿಯಿಂದ ನೋಡಿಕೊಳ್ಳುತ್ತಿದ್ದೇವೆ ಎಂಬುದು ಅರಿವಾಗುತ್ತದೆ.

ಏಷ್ಯಾದ ಯಾವುದೇ ನಗರ ಬೆಳೆಯದ ವೇಗದಲ್ಲಿ ಬೆಂಗಳೂರು ಬೆಳೆದಿದೆ, ಬೆಳೆಯುತ್ತಲೂ ಇದೆ. ಇಂತಹ ಅಭಿವೃದ್ಧಿ ವೇಗದಲ್ಲಿ ಪರಿಸರವನ್ನು ಲೆಕ್ಕಕ್ಕೆ ಇರಿಸಿಕೊಳ್ಳದ್ದೇ ಇಂದಿನ ಹವಾಮಾನ ವೈಪರೀತ್ಯದಂತ ಸಮಸ್ಯೆಗಳಿಗೆ ಪ್ರಮುಖ ಕಾರಣ. ಹವಾನಿಯಂತ್ರಿತ ನಗರ ಎಂಬ ಹೆಸರು ಬಂದಿದ್ದು ಸುಮ್ಮನೆ ಅಲ್ಲ. ಇಲ್ಲಿನ ಕೆರೆಗಳ ಪರಿಸರದಿಂದಲೇ ಈ ಪ್ರಖ್ಯಾತಿಯನ್ನು ನಗರ ಗಳಿಸಿದ್ದು. ಆದರೆ, ಇಂದು ಹೈಟೆಕ್‌ ಅಭಿವೃದ್ಧಿ ಕಂಡ ಕೆರೆಗಳೂ ಸೇರಿದಂತೆ ನಗರದ ಕೆರೆಗಳ ಬಳಿ ನಿಂತುಕೊಂಡರೆ ವಾಸನೆ ಸಹಿಸಲು ಸಾಧ್ಯವಿಲ್ಲದಂತಾಗಿದೆ. ಅಭಿವೃದ್ಧಿಯಾದ ಮೇಲೂ ಕೆರೆಗಳಲ್ಲಿ ಮಾಲಿನ್ಯ ದೂರವಾಗಿಲ್ಲ. ಒಳಚರಂಡಿಯ ಹೊಲಸು ಕೆರೆಗಳನ್ನು ಸೇರುವುದು ನಿಂತಿಲ್ಲ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿ ವಿಷಯದಲ್ಲಿ ಎದುರಿಸುತ್ತಿರುವ ಪ್ರಮುಖ ಅಂಶಗಳಲ್ಲಿ ಒಳಚರಂಡಿ ಕಲ್ಮಶಕ್ಕೇ ಪ್ರಥಮ ಸ್ಥಾನ.

ಬೆಂಗಳೂರಿನಲ್ಲಿ ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಪ್ರಮುಖವಾಗಿ ತೊಡಕಾಗಿರುವುದು ಎರಡು ಅಂಶಗಳು. ಒಂದು ಒತ್ತುವರಿ, ಮತ್ತೊಂದು ಮಾಲಿನ್ಯ.

ಒತ್ತುವರಿ.. 

ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಹಣವಿಲ್ಲ ಎಂಬ ಸಮಸ್ಯೆ ಇಲ್ಲ. 2009–10ನೇ ಸಾಲಿನಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರ ಪ್ರತಿ ವರ್ಷವೂ ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ನೂರಾರು ಕೋಟಿ ನೀಡುತ್ತಲೇ ಇದೆ. ಆದರೆ, ಕೆರೆಗಳ ಒತ್ತುವರಿ ಬೆಂಗಳೂರಿನಲ್ಲಿ ಸಹಜ ಎಂಬ ಮಾತಿದೆ. ಎಲ್ಲಿ ಕೆರೆ ಇದೆಯೋ ಅಲ್ಲೆಲ್ಲ ಒತ್ತುವರಿಯಾಗಿರುವುದು ಕಂಡುಬರುತ್ತದೆ. ಬೆಂಗಳೂರಿಗೆ ಪ್ರಥಮವಾಗಿ ಕುಡಿಯುವ ನೀರು ಕೊಟ್ಟ, ನಗರ ನಿರ್ಮಾತೃ ಕೆಂಪೇಗೌಡರು ಕಟ್ಟಿದ ಧರ್ಮಾಂಬುಧಿ ಕೆರೆಯನ್ನು ಸರ್ಕಾರವೇ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡು ಬಸ್‌ ನಿಲ್ದಾಣ ಮಾಡಿದೆ. ಅದೇ ಇಂದಿನ ಮೆಜೆಸ್ಟಿಕ್‌. ಅದಾದ ಮೇಲೆ, ಫುಟ್‌ಬಾಲ್‌, ಹಾಕಿ, ಒಳಾಂಗಣ, ಕ್ಲಬ್‌, ರಸ್ತೆ, ಬಡಾವಣೆ ನಿರ್ಮಾಣಕ್ಕೆ ಹಲವು ಕೆರೆಗಳು ಮಾಯವಾದವು. ಇನ್ನು ಉಳಿದ ಕೆರೆಗಳಲ್ಲಿ ಅಲ್ಲಲ್ಲಿ ಖಾಸಗಿ ಒತ್ತುವರಿಯಾಗಿವೆ. ಇವುಗಳ ತೆರವು ಅಭಿವೃದ್ಧಿಗೆ ಹಿನ್ನಡೆಯಾಗಿದೆ.

ಬೆಂಗಳೂರಿನ 93 ಕೆರೆಗಳು ಸುಮಾರು ₹500 ಕೋಟಿ ವೆಚ್ಚದಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಕಂಡಿವೆ. ಅತ್ಯಾಧುನಿಕ ಸೌಲಭ್ಯಗಳೊಂದಿಗೆ ಹೈಟೆಕ್‌ ಅಭಿವೃದ್ಧಿ ಕಂಡಿದ್ದರೂ, ಅದಕ್ಕೆ ಹರಿಯುವ ಒಳಚರಂಡಿ ನೀರಿಗೆ ತಡೆಹಾಕಲು ಸಾಧ್ಯವಾಗಿಲ್ಲ. ಬಿಡಬ್ಲ್ಯುಎಸ್‌ಎಸ್‌ಬಿ ಒಳಚರಂಡಿ ನೀರನ್ನು ರಾಜಕಾಲುವೆಯಲ್ಲೇ ಹರಿಸುತ್ತಿದೆ. ಇದು ಕೆರೆಗಳಿಗೆ ಹರಿಯುತ್ತಿದ್ದರೂ, ಅಭಿವೃದ್ಧಿಯಾಗುವ ಸಂದರ್ಭದಲ್ಲಿ ಇದಕ್ಕೆ ತಡೆಹಾಕುವಂತಹ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯಗಳು ನಡೆದಿಲ್ಲ. ಕೆಲವು ಕೆರೆಗಳ ಮಧ್ಯೆಯೇ ಒಳಚರಂಡಿ ನೀರಿನ ಪೈಪುಮಾರ್ಗ ಹಾದುಹೋಗುತ್ತಿದೆ.

ಕೈಗಾರಿಕೆ ತ್ಯಾಜ್ಯ

ಕೆರೆಗಳು ಕಸ, ದ್ರವ ತ್ಯಾಜ್ಯ ಹಾಗೂ ಕೈಗಾರಿಕೆ ತ್ಯಾಜ್ಯದ ಸಮಸ್ಯೆಯಿಂದ ಹೊರತಾಗಿಲ್ಲ. ನಾಗರಿಕರು ಎಸೆಯುವ ಕಸದ ಜೊತೆಗೆ ರಾಜಕಾಲುವೆಯಿಂದ ಪ್ಲಾಸ್ಟಿಕ್‌ ಸೇರಿದಂತೆ ಹಲವು ರೀತಿಯ ಕಸ ಸೇರಿಕೊಳ್ಳುತ್ತಿದೆ. ಇನ್ನು ಕೆರೆಗಳ ಪಕ್ಕದಲ್ಲೇ ಕಸ ವಿಂಗಡಣೆ ಮಾಡಿ ಕಾಂಪ್ಯಾಕ್ಟರ್‌ಗಳಿಗೆ ತುಂಬುವುದರಿಂದ ದ್ರವ ತ್ಯಾಜ್ಯ ಕೆರೆಗಳಿಗೆ ಹರಿಯುತ್ತಿದೆ. ಕೈಗಾರಿಕೆಗಳಿಂದ ಬರುವ ರಾಸಾಯನಿಕ ತ್ಯಾಜ್ಯ ಕೆರೆಗಳಿಗೇ ಹೋಗುತ್ತಿದೆ.

ಕೆರೆ ಮತ್ತು ಮಾಧ್ಯಮ..

ಕೆರೆಗಳ ಅಭಿವೃದ್ಧಿ ಹಾಗೂ ಸಂರಕ್ಷಣೆಯಲ್ಲಿ ಮಾಧ್ಯಮದ ಪಾತ್ರ ಮಹತ್ತರವಾಗಿಯೇ ಇದೆ ಎಂದು ಹೇಳಬೇಕು. ನಗರದಲ್ಲಿರುವ ಬಹುತೇಕ ಕೆರೆಗಳಿಗೆ ನಾಗರಿಕ ಸಂಘಗಳಿವೆ. ಇವುಗಳು ಕೆರೆ ರಕ್ಷಣೆ ಬಗ್ಗೆ ಹೋರಾಟ ಮಾಡುತ್ತಲೇ ಇರುತ್ತವೆ. ಇವರು ನೀಡುವ ಮಾಹಿತಿ, ಮಾಧ್ಯಮಗಳು ನಡೆಸುವ ತನಿಖೆಗಳಿಂದ ಹಲವು ವರದಿಗಳು ಪ್ರಕಟವಾಗುತ್ತಿವೆ. ಇವುಗಳಿಂದ ಹಲವು ಕೆರೆಗಳು ಉಳಿದಿವೆ ಎಂಬುದು ಸಂತಸದ ವಿಷಯ.

ಒತ್ತುವರಿ ಸುಳಿಯಲ್ಲಿ 46 ಕೆರೆ

ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯ ತಹಸೀಲ್ದಾರರ ನಿರ್ಲಕ್ಷ್ಯದಿಂದ 46 ಕೆರೆಗಳು ಒತ್ತುವರಿಯ ಸುಳಿಯಲ್ಲೇ ನಲುಗುತ್ತಿವೆ. ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆಯಿಂದ ಸಾಕಷ್ಟು ಬಾರಿ ಸರ್ವೆ ಕಾರ್ಯ ಹಾಗೂ ಒತ್ತುವರಿ ತೆರವಿಗೆ ಸೂಚನೆ ಬಂದಿದ್ದರೂ ಅದನ್ನು ತಹಸೀಲ್ದಾರರು ನಿರ್ವಹಿಸುತ್ತಿಲ್ಲ.
ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಒಂದು ವರ್ಷದಲ್ಲಿ 12 ಸಾವಿರ ಕೆರೆಗಳ ಸರ್ವೆ ನಡೆಸಿ, ಅವುಗಳ ಅಭಿವೃದ್ಧಿ ಮಾಡುತ್ತೇವೆ ಎಂದು ಹೇಳುತ್ತಿದ್ದಾರೆ. ಆದರೆ, ವರ್ಷಗಳಿಂದ ಕೆರೆಗಳ ಸರ್ವೆ ನಡೆದಿಲ್ಲ. ಇದಕ್ಕೆ ಕಾರಣ ಕಂದಾಯ ಇಲಾಖೆ. ತಹಸೀಲ್ದಾರರೇ ಈ ಕೆರೆಗಳ ಸರ್ವೆ ನಡೆಸಬೇಕು. ಸರ್ವೆ ನಡೆದರೆ ಒತ್ತುವರಿ ತೆರವಾಗುತ್ತಲ್ಲ ಎಂಬ ದೂ(ದು)ರಾಲೋಚನೆಯಿಂದ ಕಡತ ಮುಂದುವರಿಯುತ್ತಲೇ ಇಲ್ಲ.
ರಾಜ್ಯದ 33 ಸಾವಿರ ಕೆರೆಗಳ ಬಹುತೇಕ ಕೆರೆಗಳ ಸ್ಥಿತಿಯೂ ಇದೇ ರೀತಿಯಲ್ಲಿದ್ದು, ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ ಸರ್ವೆ ತಡೆ ಪ್ರಭಾವ ಅತಿಯಾಗಿದೆ. ಇದಕ್ಕೆ ಇಲ್ಲಿನ ರಾಜಕಾರಣಿಗಳು ಹಾಗೂ ಭೂದಾಹಿಗಳೇ ಕಾರಣ.
ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಗೆ ಹೊರತಾಗಿ ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆ ವ್ಯಾಪ್ತಿಗೆ 47 ಕೆರೆಗಳ ಒಳಪಡುತ್ತವೆ. ಇದರಲ್ಲಿ ಒಂದು ಕೆರೆಯನ್ನು ಬಿಡಿಎಗೆ ಹಸ್ತಾಂತರಿಸಲಾಗಿದೆ. ಉಳಿದ 46 ಕೆರೆಗಳನ್ನು ಐದಾರು ವರ್ಷಗಳಿಂದ ಅಭಿವೃದ್ಧಿ ಮಾಡಲಾಗುತ್ತಿದೆ ಎಂದೇ ಹೇಳಲಾಗುತ್ತಿದೆ. ಆದರೆ, ಈವರೆಗೆ ಒಂದು ಕೆರೆಯ ಅಭಿವೃದ್ಧಿಯೂ ಪೂರ್ಣಗೊಂಡಿಲ್ಲ.
ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆ ವ್ಯಾಪ್ತಿಯ 46 ಕೆರೆಗಳು ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿವೆ. ಇದರಲ್ಲಿ 39 ಕೆರೆಗಳು ಒತ್ತುವರಿಯಾಗಿವೆ. 148.49 ಹೆಕ್ಟೇರ್ (366 ಎಕರೆ) ಪ್ರದೇಶ ಒತ್ತುವರಿಯಾಗಿದೆ. 110.78 ಹೆಕ್ಟೇರ್ ಒತ್ತುವರಿ ತೆರವುಗೊಳಿಸಲಾಗಿದೆ ಎಂದು ಹೇಳಲಾಗಿದ್ದರೂ, ಕೆರೆಗಳಿಗೆ ಬೇಲಿ ಹಾಕುವ ಕಾರ್ಯ ಆಗಿಲ್ಲ. ಏಕೆಂದರೆ ಗಡಿ ಪ್ರದೇಶ ಗುರುತಾಗಿಲ್ಲ.
ಆನೇಕಲ್‌ನಲ್ಲೇ ಹೆಚ್ಚು: ಸಣ್ಣ ನೀರಾವರಿ ಇಲಾಖೆಗೆ ನಗರ ಜಿಲ್ಲೆಯ ಆನೇಕಲ್ ತಾಲೂಕಿನಲ್ಲೇ 26 ಕೆರೆಗಳಿವೆ. ಈ ಕೆರೆಗಳ ಒಟ್ಟು ವಿಸ್ತೀರ್ಣ 1211.37 ಹೆಕ್ಟೇರ್ (2993 ಎಕರೆ). ಈ 26 ಕೆರೆಗಳ ಸರ್ವೆಯಲ್ಲೇ ಸಾಕಷ್ಟು ವಿಳಂಬವಾಗುತ್ತಿದೆ. ಕೆರೆಗಳ ಸರ್ವೆ ಕಾರ್ಯಕ್ಕೆ ಇಲಾಖೆ ತಹಸೀಲ್ದಾರ್ ಅವರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದರೂ ಇನ್ನೂ ಸರ್ವೆ ಕಾರ್ಯ ನಡೆಸಿಲ್ಲ. ಹೀಗಾಗಿ ಬೇಲಿ ನಿರ್ಮಿಸುವ ಪ್ರಥಮ ಕಾರ್ಯವೂ ಆಗಿಲ್ಲ.
ಆನೇಕಲ್ ತಾಲೂಕಿನಲ್ಲಿ ಬಹುಮಹಡಿ ಕಟ್ಟಡಗಳು ಹಾಗೂ ರಿಯಲ್ ಎಸ್ಟೇಟ್ ಚಟುವಟಿಕೆ ಹೆಚ್ಚಿರುವುದರಿಂದ ಕೆರೆಗಳ ಒತ್ತುವರಿ ಅತಿಹೆಚ್ಚಾಗಿದೆ. ಇಲ್ಲಿ ಸರ್ವೆ ಮಾಡಿದರೆ ಸಾಕಷ್ಟು ಕಟ್ಟಡಗಳು ನೆಲಸಮವಾಗಬೇಕಾಗುತ್ತದೆ. ಇದನ್ನು ತಡೆಯುವ ದೃಷ್ಟಿಯಿಂದ ಪಟ್ಟಭದ್ರ ಹಿತಾಸಕ್ತಿಗಳು ತಹಸೀಲ್ದಾರರ ಮೇಲೆ ಪ್ರಭಾವ ಬೀರುತ್ತಿವೆ. ಇದಕ್ಕೆ ತಹಸೀಲ್ದಾರ್ ಮಣಿದಿದ್ದಾರೆ. ಅದಕ್ಕೇ ಕೆರೆಗಳ ಒತ್ತುವರಿ ಹಾಗೇ ಉಳಿದುಕೊಂಡಿದೆ ಎಂಬ ಆರೋಪ ಬಲವಾಗಿದೆ.

ಪೂರ್ವ ತಾಲೂಕು: ರಾಂಪುರ ಕೆರೆ, ಬಿದರಹಳ್ಳಿ ಕೆರೆ, ದೊಡ್ಡಗುಬ್ಬಿ ಕೆರೆ, ಕೊಡತಿ ಕೆರೆ, ಎಲೆಮಲ್ಲಪ್ಪಶೆಟ್ಟಿ ಕೆರೆ.
ಉತ್ತರ ತಾಲೂಕು: ಸಿಂಗನಾಯಕನಹಳ್ಳಿ ಕೆರೆ, ಬಾಗಲೂರು ಕೆರೆ, ದೊಡ್ಡಜಾಲ ಕೆರೆ, ಆಲೂರು ಕೆರೆ, ಬಂಡೆಕೊಡಗಿಹಳ್ಳಿ ಕೆರೆ, ಅಡ್ಡೆ ವಿಶ್ವನಾಥಪುರ ಕೆರೆ, ಮಹದೇವಕೊಡಿಗೆಹಳ್ಳಿ ಕೆರೆ, ಸೊಂಡೆಕೊಪ್ಪ ಕೆರೆ, ಕಾಚಕನಹಳ್ಳಿ ಕೆರೆ.
ದಕ್ಷಿಣ ತಾಲೂಕು: ಚಿಕ್ಕಲಿಂಗಶಾಸ್ತ್ರಿ ಕೆರೆ, ಗುಳಕಮಲೆ ಕೆರೆ, ವಡೇರಹಳ್ಳಿ ಕೆರೆ, ಊದಿಪಾಳ್ಯ ಕೆರೆ, ಅಗರ ಕೆರೆ.

ಸರ್ವೆಗೆ ತಹಸೀಲ್ದಾರರಿಗೆ ಸೂಚಿಸಲಾಗಿದೆ. ಸರ್ವೆ ನಡೆದ ಮೇಲೆ ಅವರೇ ಒತ್ತುವರಿ ತೆರವುಗೊಳಿಸಿಕೊಡಬೇಕು. ಕೆರೆಗಳಿಗೆ ಕಲುಷಿತ ನೀರು- ತ್ಯಾಜ್ಯ ಸೇರದಂತೆ ತಡೆಗಟ್ಟಲು ನಮ್ಮ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳಿಗೆ ಆದೇಶಿಸಲಾಗಿದೆ.
