Grant released: BBMP neglects Green Cover

₹19.53 crore released by the Union Government 2 years ago; BbMp Forgot to develop the 20 Parks

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

Bengaluru: Projects in BBMP are falling through the cracks due to lack of funding for works. However, even after two years since the grant was released by the Union Government, the development of the parks has been forgotten. The 'Green Cover Growth' scheme has been neglected.

A grant of ₹19.53 crore has been released to BBMP Horticulture Department for the year 2020-21 by the Union Government. The purpose of this grant is to increase the green cover in the city by planting new trees in the Parks, development works, and by planting trees on the roads median. BbMp completed the tender process for this projects and received the grant. But works are not started.

₹ 10.67 crore in central grant for the development of 20 parks and the tender has been finalized. A cost of ₹6.32 crore will be allocated for planting and nurturing saplings at the median of 15 roads in the city. Other funds, development of 'mini forest' in the park at 12th road in Indiranagar, beautification of West of Chord Road, maintenance of three gardens, tender for borewell in Gottigere park have been finalised.

Don't let dry: T. E. Srinivas

'BBMP spends crores on parks' But, their management is not done properly. Plants are not just planted, they must be nurtured until they become trees. Don't let the plants dry out, nurture them. Ornamental plants should be reduced in the parks, insisted, T.E.Srinivas, an environmental activist from Rajarajeshwari Nagar.

Waiting for State Government approval

The tender process for the park development works with the grant of the central government has been completed. The information has been submitted to the state government, and as soon as the consent is received from there, the job code will be given and the work order will be given," said Chandrasekhar, Deputy Director of Horticulture Department, BBMP.

10 Miyawaki Forest

There is a plan to develop 10 Miyawaki forests around the city, each of which will be planted with 1,000 to 5,000 trees. There is space in Bommanahalli and Mahadevpur area and this project will be started in few months. The objective of this project is to increase the green area in and around the city. A feature of the Miyawaki Forest is the dense growth of trees in a small space. It will be developed according to the local climate," said Chandrasekhar, Deputy Director, Horticulture Department, BBMP.

BBMP Waste: MTS machines are rusting

MTS equipment operation not-started; Warranty period is about to expire

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

BENGALURU: The establishment of 'MTS', which is supposed to eliminate the chaos of loading garbage from autos to lorries and reduce the traffic of truck compactors in the city, has not been inaugurated. The machinery there is rusting and the warranty period is also running out.

Machinery costing about one crore has been installed in the MTSs. They have not been commissioned. 10 months pass, if it's a year their warranty will expire. Although everything is ready, wet waste is not coming to MTS.

The wet waste collected from the houses in the wards is collected at the 'Mini Transfer Station' (MTS). There, it is compacted and liquid waste (leachate) is removed. Compacting reduces the traffic of compactors by 40% while transporting from here. Also, the open area including road, lake rise will not be used in case of transfer.

44 MTSs are being set up under BBMP. Out of which 9 are operational. But 10 MTSs have been prepared and have not started even after several month. Each MTS cost ₹1.31 crore. It has been 10 months since the machinery was installed. Although these machines have reached a rusting level, they are not operational due to local opposition. MTSs in Shantalanagar, Koramangala, Gandhinagar have not started functioning even after few months of inauguration.

 Delay by the people's representatives...

Although the MTSs have been established, the people's representatives, political leaders are against their operation. In order to facilitate their followers, MTS is not allowing the operation of more compactors for the benefit of the contractors. But it is said that as it was stopped due to the opposition of the local people said, Rameshappa, a resident of Koramangala.

 Immediate action...

Mini transfer stations are being set up as per the instructions of the central government. These are very useful in garbage transfer. Their implementation is essential. Waste management is systematic with operation of MTSs at around 9 places. Some MTS are not started due to some local reasons. Harish Kumar, Special Commissioner of BBMP Solid Waste Management Department said that immediate action will be taken in this regard.

Impact on Swachha Survekshan marks!

'Waste to wealth' – the main mission of 'Swachha Survekshan 2023'. Its purpose is to systematically collect the garbage, process it and recycle the proceeds to the city itself. This time there are 4,525 points from waste collection, transportation to processing. Thus, 'mini transfer' centers that collect garbage cleanly, avoid leachate and reduce compactor movement are very important. If these are not operational it will affect the Swachha Survekshan marks. Last time a lot of points were lost due to negligence of BBMP. Environment activist Ramprasad said that failure should not happen in 2023.

MTSs awaiting commissioning

  • Ward 56 – A. Narayanpur, Ward 11 – Singapore, Ward 196 – Anjanapur, Ward 194 – Gottigere, Ward 192 – Beguru, Ward 44 – Nandini Layout; 10 months ago Installation of machinery, equipment
  • Ward 90 – Halasur – 10 months back due to delay due to installation of machinery, equipment, tree felling work.
  • Ward 111 – Shantalanagar, Ward 151 – Koramangala; 10 months ago installation of machinery, equipment, 4 months ago inauguration by MLA.

'Bengaluru Smart City': Speed in the final phase

June 23 Center deadline; Full confidence of officials in April itself

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

Bengaluru: While officials are confident that all the 'Bengaluru Smart City' projects will be completed by the end of April, a couple of works will continue till the Centre's deadline. It is doubtful that the car parking project will start even after the deadline

The deadline given by the Center to complete the implementation of 'Smart City' projects will end on June 23. Bengaluru Smart City Limited has undertaken a total of 44 projects, of which 30 have been completed so far. Out of the remaining 14 projects, 13 projects have completed an average of 80% work, while one work has not yet started.

Inspection of factories is going on every week under the leadership of Smart City Project Managing Director Srinivas. Intimation is being sent to speed up the work. All the contractors have been given a deadline of March end to complete the work.

K.R. The development, including the underpass and glazing of the Market Commercial Centre, is almost complete. Meat market reconstruction project abandoned. The work of developing the existing market has now been given a high speed.

Development of the new designs at Cubbon Park is 90 percent complete. However, 25 percent of the work on the hall and auditorium in the Jawaharlal Nehru Planetarium is pending. One block has been completed and work on the other is now in full swing.

Two roads in Package B in the development of 32 roads in Tendersure are yet to be completed. The road and avenue road from Queen's Road to Russell Market have not been completed. The Avenue Road work has been delayed as the BWSSB route has to be changed, and now it has been given to the Sewerage Board to complete the work. They will be completed by April, said Chief Engineer of Bangalore Smart City Project Doddaiah.

One number, one portal...

Only 80 percent of the implementation of the ICCC system, which provides solutions to all citizens' problems at a single platform, has been completed. Citizens can register all complaints including BBMP, BDA, BESCOM, BWSSB, Police on a single number or portal. This ICCC, which works to solve it, gives its real information to the citizens. Officials said that all the departments have been contacted for this and this center is being implemented in BBMP.

BBMP has not handed over the land!

The construction work of the multi-storey car park at Gandhibazar has not yet started. BBMP has not handed over the land. Temporary work has started there. If the traders there are shifted and the place is handed over to us, the work will be started. The tender for this has been completed and the work is expected to be completed in 11 months. If BBMP does not hand over the land within our deadline, the project will be taken over by them," said Susheelamma, Joint Managing Director of Bangalore Smart City Project.

A couple of works may be completed in April. Apart from that, everything else will be completed by March itself

Srinivas, Managing Director, Smart City

BSK Sculpture Park: Forgotten to take care

Starting with the boast of being the first in the country, BDA spends ₹74 lakh per year for maintenance

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

3 February 2023

Bengaluru: Sculptures have lost their pedestals and fallen to the ground, clay idols of children who preach the importance of rain water have lost their hands, feet and shoulders, plants and trees including ornamental plants have dried up, lawns have withered without sprinklers, outdoor theaters are not even able to seat...

This is the state of the sculpture park which was built 11 years ago by the Bengaluru Development Authority as the country's first sculpture park.

The situation here is against the name sculpture park. 30 sculptors carved the sculptures for hundreds of days due to the negligence of BDA and contractors who are responsible for maintenance. Most of the sculptures are broken and no repair work has been done on them. Some of the sculptures have lost their place and are scattered on the ground. The miscreants have carved their own on the sculptures.

Although there are three borewells, there is no water for plants and lawns here. They have lost their green color and turned brown. The open air theater has not seen any kind of maintenance since its construction. The canal and rake made to collect rain water is a waste pit of the garden without water. There is such a stench that you can't even walk in the toilet built for air travelers.

A concrete slab has been laid on the Rajkaluwe and it passes through the garden. After the garden was completed, the adjacent apartment encroached on the Rajkaluve and installed children's toys on it.

The Sculpture park in BDA Banashankari 6th Phase 1st Block was inaugurated in 2012 by the then Chief Minister Sadananda Gowda. About ₹ 4 crore was spent to build this garden in an area of 8 acres. The park was in good condition only one year after its opening. Later, the local residents complain that it has withered away without maintenance.

Sculpture park should have become a model park for the city and a tourist destination. But it has lost its purpose and is languishing without maintenance. BDA officials should focus on this," Banashankari Sixth Phase, BDA Layout, First Block Residents' Welfare Association President C.N. Appiah demanded.

 Expenditure of ₹2.71 crore:

The information about the expenditure incurred by BDA for the maintenance of Shilpodyana has been obtained by advocate M. Balakrishna under the Right to Information Act. Accordingly, ₹2.71 crore has been spent in 10 years. However, some years are not given. Generally maintenance fee is not payable for three years after opening of construction. However, it is clear from this information that it is also given.

Collapse of the wall, encroachment of Rajkaluve

"The compound has collapsed in a part of the Shilpodyana, and despite many requests for repair, BDA has not taken any action. A royal canal flows into the garden. Without the system of electric lights, it has given way to unethical activities. The residents of the adjacent apartments have also encroached on the Rajkaluwe," complained CM Jayadev of Banashankari Sixth Phase, BDA Layout, First Block Residents' Welfare Association.

 Money not released...

The plants and trees are being maintained by the horticulture department. Our department is not being funded for maintenance of sculptures. Many crores have already been spent by the engineering department. Thus, there is not much money for maintenance. BDA Horticulture Senior Assistant Director Omprakash said that now the management board has written a letter to the meeting and action will be taken if money comes from there.

How much does it cost in which year?

Sankey Road flyover: Damage to 400 trees

Not 58, 85 trees uprooted: Azim Premji University's 'Environmental Impact' Report unveiled

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

3 February 2023

Bengaluru: If a flyover is built on Sankey Road, not 58 trees, but 85 trees will be uprooted. Not only that, more than 400 plants and trees will be damaged. Azim Premji University's 'Environmental Impact' report says that the impact on the environment is irreparable.

A total of 85 heritage and unusual trees will be felled in the 600m flyover area of Sankey Road. It has 34 species of trees. Besides, about 400 plants growing in this area including Sankey lake will be indirectly damaged by the construction of the flyover. Plant growth is stunted by excessive digging of the area. The report explained that this was not mentioned in the Detailed Project Report (DPR).

Azim Premji University Prof. Harini Nagendra, Prof. Seema Mundoli and Vijay Nishant of Vriksha Foundation have conducted a local study and prepared a report on 'Environmental Impact of Proposed Flyover on Sankey Road'.

The root of the Raintree, which has been standing for many decades, girth is 500 cm. The trunk of a mango tree girth is 450 cm, the trunk of a tamarind tree girth is  422 cm. It is difficult to think of an alternative to felling such huge trees. Not only that, the Supreme Court has said in a case of Chandigarh that an environmental impact report should be prepared before implementing any project. But here BBMP has not done that survey-report," said Vijay Nishant.

There is no truth in the saying that only plants and trees are cut. This affects the biodiversity. There are lots of birds around Sankey Lake. They have a schedule. He said that, cutting down these huge trees will have a bad effect on the citizens as well as the birds.

Despite opposition from local residents, BBMP has decided to construct a flyover on Sankey Road. BBMP Chief Engineer Prahlad said that the flyover is being constructed under the Sustainable Development Plan. But, in reality, environmental impact survey report has been recorded. Now this 'EIAR' has revealed everything.

 Threat to Biodiversity

According to this report, there will be five major negative impacts on the environment. As the green cover decreases, the amount of carbon increases. Air pollution increases. Unexpected adverse effects in the atmosphere will increase. Adverse effect on urban biodiversity. Biodiversity in Lake Sankey is threatened.

Garbage: Opposed to 'Mini Transfer Station' MTS

BBMP in location search for MTS; 3 years to operational thorn

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

30 January 2023

Bengaluru: Citizens have expressed their opposition to the establishment of 'Mini Transfer Station' (MTS) which will reduce the movement of compactors, the problem of liquid waste (leachate), spilling on roads, open areas. Thus, even after three years, only 9 stations are functioning.

Instead of directly transferring wet waste from auto, tipper and handcarts to compactors in the wards, it is collected in MTSs. There the leachate is removed from the wet waste and compacted. The leachate is discharged into the sewers of BWSSB. The waste that should go in four-six compactor trucks is taken out in a couple of trucks. The objective of the project is that there will be no problem of leachate flowing and waste spilling on the road.

MTS can be installed in a space of about one thousand square feet measuring 30x40 feet. There are portable compactors, hook loaders that can be trucked. Five people including one operator, driver, assistant, two security guards each work at this center.

The wet waste collected in the wards is now being transferred to the truck compactors on the road or in some open areas. leachate and dumping of waste in this area is a problem. This will be avoided by MTS. Garbage from auto tippers is transferred to a portable compactor at the MTS centre. There, waste is compacted as well as leachate is discharged. From there, it goes in trucks to the unit for processing, explained Santhosh, Assistant Executive Engineer, Solid Waste Management Department.

MTSs operating at all hours of the day are set up in the same manner. It has a blueprint. Engineer Mahadev said that there will not be any kind of problem for the people around.

For the first phase, 50 MTSs will be set up at a cost of ₹136.06 crore under the Urban Development Grant of the State Government. The total cost of maintaining these for seven years will be ₹256.73 crore.

9 MTS have started outside BBMP. Some are being installed below the flyover. However, where 50 MTS will be established, only 44 have been started to be commissioned. Locals have expressed opposition in 16 areas. Thus, the plan is faltering.

Should be allowed...

'Everybody says don't want to transfer, sort Garbage near their place. So where to do that work? There is also a plan that the waste of each ward should be processed there. However, there is opposition to MTS in many places. Thus, the project is getting delayed," said Dr. Harish Kumar, Special Commissioner of Solid Waste Management Department.

We are starting MTS wherever there is space. A search has been made for the location. Citizens' cooperation is essential. Installation of MTS reduces running of compactors. Allowance should be given," said Parasurama, Joint Commissioner of Solid Waste Management Department.

One thing to say, another thing to do...

There is no opposition to the establishment of MTS. But, they first says something, then does another. So, some are saying no. While waste sorting is being done on the road, liquid waste is going to lakes and gardens. Srinivas, a resident of Uttarahalli, is worried that if this happens in the same way, there will be trouble.

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

Bengaluru: BBMP Chief Commissioner Tushar Girinath informed that the Tahsildars did not give orders for the pressure relief operation of Rajakaluve.

The Tehsildar has been given a deadline of February 10 and 15 to issue a notice regarding Rajkaluve encroachment areas and give eviction orders. He said that as soon as the order comes, all the encroachments will be cleared.

In case of encroachment in low-lying and sensitive areas where rain-flooding is to be prevented, surveyors should carry out survey work on priority.

Tushar Girinath suggested in the review meeting held on Friday regarding Rajakaluve encroachment clearance operation that the Tahsildar should immediately issue an encroachment clearance order in such cases.

The concerned land surveyor should prepare the map without making any distinction between the land surveying discipline and the application of the village map and notes. The Tahsildar passed the order and directed the RPAD to get the acknowledgment through post as well.

Land Survey, Revenue and Land Records Department Commissioner Munish Moudgil, BBMP Special Commissioner Dr. Trilok Chandra, PN Ravindra, Reddy Shankara Babu, Dr. Harish Kumar, Preeti Gehlot, Deputy Commissioner Rahul Sharanappa Sankanur were present.

 Encroachment increase in Mahadevpur:

Currently 130 survey numbers are occupied in Mahadevpur zone. Encroachments were identified in 159 new survey numbers. Tehsildar has issued encroachment eviction orders for 131 survey numbers. The authorities concerned directed to immediately clear the encroachments issued by the notice. The remaining 146 survey numbers encroachment orders should be issued by the concerned Tehsildar on priority basis. 62 cases are in High Court. West and R.R. Nagar zone  an additional one encroachment case each was identified.

There is no removal in the RR Nagara, Dasarahalli

BBMP RR Nagar and Dasarahalli zones There are 33 and 124 encroachment cases in respectively, and no eviction operation has been conducted since last November.

 BDA encroachment is legalised!

"BDA enroached Rajakaluve in 15 cases in East Zone. BDA has constructed a road in this encroachment area and there is no flooding here. Thus, the process of eviction of these encroachment cases will be abandoned," BBMP said in a report detailing Rajkaluve's encroachment.

In the Koramangala Valley region of the South Zone, Rajakaluve has been encroached in three cases, and the area in these three cases has been given by BBMP on lease basis. So it is not cleared.

The Zonal Commissioner of Yalahanka was instructed on December 13 to clear encroachment in 12 cases in Yalahanka zone. That work is still pending.

Land grabbing has been done in 56 cases in Bengaluru South assembly constituency of Bommanahalli zone. No action on this. Another case is in court.

CD waste: Building waste that does not reach the treatment plant

C&D waste: Violation of Central Government, Municipal Corporation Act

Kere Manjunath ಕೆರೆ ಮಂಜುನಾಥ್

23 January 2023

Bengaluru: Central and state government departments are not following the rule to send construction and demolition (C&D) waste to processing units.

The Ministry of Environment, Forest and Climate Change has notified that the C&D waste should not be disposed of on roads and canals but should be sent to the treatment plant, which should be managed by the BBMP. Accordingly, BBMP has issued an announcement in 2019 itself, but it has not been implemented till now.

There are many works going on in the city and C&D waste is being generated. But not moving to the processing unit. There is a processing plant with a capacity of 1 thousand metric tons per day at Chikkajala and 750 metric tons at Kannur near Bagaluru. However, only each 100 metric tons of C&D waste is collected per day for these two units.  per metric ton ₹134 to be paid to the processing unit.

Although thousands of metric tons of C&D waste are generated in the city every day, according to rules it has to reach the treatment plant. But all that is being disposed of on roadsides, quarries and lake areas. BBMP is not even taking legal action. Environmental activist Ramprasad complained that they are not even recycling.

Not coming to unit...Losing...

Two C&D waste treatment units have been set up at a cost of ₹5 crore each. We have set up the Rock Crystals unit at Chikkajala in our own space. The unit has been set up on land provided by BBMP in Kannur village near Bagalur. C&D waste is not coming here at the expected level. So we are not being processed. Although there is a demand for processed material, it cannot be supplied. Coming to the C&D waste treatment units generated everywhere in the city, approximately five to six units need to be set up. But the waste is not coming to the existing two units, and we are suffering losses," said Rajesh of Crystals unit.

What is the rule?

Ministry of Environment, Forests and Climate Change: Hazardous disposal of C&D waste is adversely affecting water bodies, air quality. Thus, the 'Construction and Demolition Waste Management Rules- 2016' has been enacted to protect natural resources. According to this notification C&D waste should be disposed of scientifically. Also, the notification has issued that at least 20% of processed recycled products such as screened sand and granular subbase should be used in construction work and road works. This should be incorporated in the tenders clause. These rules should be published publicly. Violators are also advised to take action as per the provisions of the Environment Protection Act, 1986 and the Karnataka Municipal Corporation Act, 1976 and all applicable laws.

Who is applicable?

BMRCL, NHAI, Indian Railways, Airport Authorities, Telecom Operators, CPWD, GAIL, BBMP, BWSSB, BESCOM, KPTCL, BDA, PWD.

Letter to Departments: Tushar Girinath

The issue of C&D not reaching the waste treatment plant is in focus. All the departments including BBMP should responsibly deliver this waste to the treatment plant. A letter will be written to all the departments about this once again and they will be made aware. BBMP Chief Commissioner Tushar Girinath said that legal action will be taken if that is not the case.
