 ನಿಷ್ಕ್ರಿಯ ಆಡಳಿತದಿಂದಾಗಿ ತಪ್ಪಿತಸ್ಥರಿಗೆ ರಕ್ಷಣೆ ದೊರೆಯುತ್ತಿದೆ ಎಂದು ಜಂಟಿ ಸಮಿತಿ ವರದಿಯೇ ಹೇಳಿದೆ

ಭೂ ಒತ್ತುವರಿಗೆ ಬೆನ್ನೆಲುಬಾಗಿ ನಿಂತ ಸರ್ಕಾರಿ ಕಚೇರಿಗಳ ಪೈಕಿ ಅತಿ ದೊಡ್ಡ ಪಾಲಿದೆ. ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಕಚೇರಿ, ತಹಸೀಲ್ದಾರ್, ಉಪ ವಿಭಾಗಾಧಿಕಾರಿಗಳ ಕಚೇರಿಗಳು ಮೊದಲ ಸಾಲಿನಲ್ಲಿವೆ. ಭೂಮಾಫಿಯಾದವರು ರಾಜಕೀಯ ಶಕ್ತಿಯೊಂದಿಗೆ ಈ ಅಧಿಕಾರಿಗಳನ್ನು ನಿಯಂತ್ರಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ಜಂಟಿ ಸದನ ಸಮಿತಿ ವರದಿಯಲ್ಲೇ ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.

ಒತ್ತುವರಿ ಹಾಗೂ ಸಕ್ರಮದ ಬಗ್ಗೆ ಇರುವ ಭಾರಿ ಭ್ರಷ್ಟಾಚಾರದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅಂದಿನ ಪ್ರತಿಪಕ್ಷದ ನಾಯಕರು ಹಾಗೂ ಪ್ರಸ್ತುತ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿರುವ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ವಿಧಾನಸಭೆಯಲ್ಲಿ 27-2-2007ರಲ್ಲಿ ಪ್ರಸ್ತಾಪಿಸಿ ಭಾರಿ ಚರ್ಚೆ ಮಾಡಿದ್ದರು. ಅಂದು ಕಂದಾಯ ಸಚಿವರಾಗಿದ್ದ ಜಗದೀಶ್ ಶೆಟ್ಟರ್ ಅವರು ಕಂದಾಯ ಇಲಾಖೆಯ ಅವ್ಯವಸ್ಥೆಯನ್ನು ಒಪ್ಪಿಕೊಂಡಿದ್ದರು. ಬಳಿಕ ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಒಟ್ಟು 20 ಮಂದಿ ಶಾಸಕರಿರುವ ಜಂಟಿ ಸದನ ಸಮಿತಿಯನ್ನು ರಚಿಸಲಾಯಿತು. ಅದು 2006ರ ಜೂನ್ 17ರಂದು ವರದಿಯನ್ನು ಸದನಕ್ಕೆ ಸಲ್ಲಿಸಿತು.

• ಬೆಂಗಳೂರು ಸುತ್ತಮುತ್ತ 40 ಸಾವಿರ ಕೋಟಿ ಮೌಲ್ಯದ ಸರ್ಕಾರಿ ಭೂಮಿ ಒತ್ತುವರಿಯಾಗಿದೆ**
•  1.2-1.5 ಲಕ್ಷ ಎಕರೆಗಳಷ್ಟು ಒತ್ತುವರಿ ಗುರುತಿಸಿದೆ ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ನೇತೃತ್ವದ ಕಾರ್ಯಪಡೆ**

1.2-1.5 ಲಕ್ಷ ಎಕರೆಗಳಷ್ಟು ಒತ್ತುವರಿಯನ್ನು ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ನೇತೃತ್ವದ ಕಾರ್ಯಪಡೆ ಗುರುತಿಸಿದೆ. ಈ ಪೈಕಿ ಸರ್ಕಾರಿ ಜಮೀನು ಕೇವಲ 11,330 ಎಕರೆಗಳು. ಉಳಿದ 1,02,400 ಎಕರೆಗಳಷ್ಟು ಜಮೀನು ಖಾಸಗಿ ವ್ಯಕ್ತಿಗಳು ಅಥವಾ ಸಂಸ್ಥೆಗಳ ಪಾಲಾಗಿದೆ. ಈ ಕುರಿತು ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ವರದಿ ವಿವರವಾಗಿ ಉಲ್ಲೇಖಿಸಿದೆ. ಈ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ ಅಂದಿನ ಸರ್ಕಾರ ಎ.ಟಿ. ರಾಮಸ್ವಾಮಿ ನೇತೃತ್ವದಲ್ಲಿ ಸಮಿತಿಯನ್ನು ರಚಿಸಿತ್ತು. 2007ರ ನವೆಂಬರ್ 15ರಂದು ಪೂರ್ಣಪ್ರಮಾಣದ ವರದಿಯನ್ನು ಸದನಕ್ಕೆ ಸಲ್ಲಿಸಲಾಯಿತು.

ಒಟ್ಟು 29 ಶಿಫಾರಸುಗಳನ್ನು ಮಾಡಲಾಗಿತ್ತು. 2007ರ ಡಿಸೆಂಬರ್‌ನಲ್ಲಿ ಸಮ್ಮಿಶ್ರ ಸರ್ಕಾರದ ಪತನವಾಯಿತು. ಬಳಿಕ ಬಂದ ಯಡಿಯೂರಪ್ಪ ಅವರ ಸರ್ಕಾರ ಸಮಿತಿ ವರದಿಯನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲಿಲ್ಲ.

ವರದಿಯಲ್ಲಿನ ಅಂಶಗಳನ್ನು ಆಧರಿಸಿ 2009ರಲ್ಲಿ ಸರ್ಕಾರಿ ಭೂಮಿ ಸಂರಕ್ಷಣೆಗಾಗಿ ಕಾರ್ಯಪಡೆಯನ್ನು ರಚಿಸಲಾಯಿತು. ವಿ. ಬಾಲಸುಬ್ರಮಣಿಯನ್ ಅದರ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದರು. ಈ ಕಾರ್ಯಪಡೆ ರಾಜ್ಯದ ಒಟ್ಟು 1,22,230 ಎಕರೆಗಳಷ್ಟು ಭೂ ಒತ್ತುವರಿಯನ್ನು ಗುರುತಿಸಿದೆ. ಈ ಬಗ್ಗೆ ವಿವರವಾದ ಮಾಹಿತಿಯನ್ನು ಸರ್ಕಾರಕ್ಕೆ ನೀಡಿದೆ. ಪ್ರತಿ ಜಿಲ್ಲೆಯ ಕಂದಾಯ ಇಲಾಖೆಯ ಆಡಳಿತದಲ್ಲಿಯೂ ಲೋಪಗಳು ಕಂಡುಬಂದಿವೆ. ಆ ವರದಿಯಲ್ಲಿ ರಾಜಕಾರಣಿಗಳ ಮತ್ತು ಅಧಿಕಾರಿಗಳ ಭೂ ದಂಧೆಯ ಜಾಲವನ್ನು ಎಳೆಎಳೆಯಾಗಿ ಬಿಚ್ಚಿಡಲಾಗಿದೆ.

ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ಸಮ್ಮುಖದಲ್ಲಿ ಈ ವರದಿ ಜಾರಿಯಾಗುತ್ತದೆಯೇ ಎಂಬುದನ್ನು ಕಾದುನೋಡಬೇಕಿದೆ. ಅಧಿಕಾರಿಗಳ ವರ್ಗಾವಣೆ, ಭೂ ದಂಧೆಕೋರರ ಪ್ರಭಾವ ಇವೆಲ್ಲವನ್ನೂ ಮೀರಿ ಸರ್ಕಾರ ಭೂಮಿಯನ್ನು ಉಳಿಸಿಕೊಳ್ಳಬೇಕಿದೆ. ದಶಕಗಳಿಂದ ಸಾಗುತ್ತಿರುವ ಈ 'ಒತ್ತು-ವರಿ'ಗೆ ಇತಿಶ್ರೀ ಹಾಡುವ ಕಾಲ ಬಂದಿದೆ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಈ ಬಗ್ಗೆ ದಿಟ್ಟ ಹೆಜ್ಜೆ ಇಡಬೇಕೆಂದು ಸಾರ್ವಜನಿಕರು ಆಶಿಸಿದ್ದಾರೆ.

 ಕಾರ್ಯಪಡೆ ಕಾರ್ಯವೇನು?

 * ಭೂ ಕಬಳಿಕೆ ತಡೆಯುವ ಉದ್ದೇಶದಿಂದ ಈ ಕಾರ್ಯಪಡೆ ಕೆಲಸ ನಿರ್ವಹಿಸುತ್ತದೆ.

 * ಒತ್ತುವರಿಯಾದ ಸರ್ಕಾರಿ ಭೂಮಿಯನ್ನು ಪತ್ತೆಹಚ್ಚುವುದು ಹಾಗೂ ಒತ್ತುವರಿ ಮಾಡಿದ ವ್ಯಕ್ತಿಗಳ ಮೇಲೆ ಕ್ರಿಮಿನಲ್ ಪ್ರಕರಣ ದಾಖಲಿಸುವುದು ಇದರ ಮುಖ್ಯ ಉದ್ದೇಶವಾಗಿದೆ.

 * ಬೆಂಗಳೂರಿನ ಜಿಲ್ಲಾಧಿಕಾರಿ ಮತ್ತು ಆಯುಕ್ತರ ಕಚೇರಿಗಳಲ್ಲಿ ದಾಖಲೆಗಳನ್ನು ಅಕ್ರಮವಾಗಿ ತಿದ್ದುಪಡಿ ಮಾಡುತ್ತಿರುವುದನ್ನು ತಪ್ಪಿಸುವುದು.

 * ಭೂ ಒತ್ತುವರಿ ಹಾಗೂ ಭ್ರಷ್ಟ ಅಧಿಕಾರಿಯನ್ನು ಪತ್ತೆಹಚ್ಚುವುದು. ಭ್ರಷ್ಟಾಚಾರವನ್ನು ತಡೆದು ಕಂದಾಯ ಇಲಾಖೆಯ ಆಡಳಿತದಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ತರುವುದು.

 * ಭೂ ಒತ್ತುವರಿ ಕುರಿತಾದ ದೂರುಗಳನ್ನು ಸ್ವೀಕರಿಸಿ ಅದರ ಮೇಲೆ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದು.

 * ಭೂ ಒತ್ತುವರಿಯಲ್ಲಿ ಶಾಮೀಲಾದ ಸರ್ಕಾರಿ ಅಧಿಕಾರಿಗಳು, ನೌಕರರು ಹಾಗೂ ಸಾರ್ವಜನಿಕರ ವಿರುದ್ಧ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆ ಹೂಡುವುದು.

 * ಪ್ರಭಾವಿ ವ್ಯಕ್ತಿಗಳು ಭೂ ಒತ್ತುವರಿ ಮಾಡಿದ್ದರೆ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳುವುದು ಹಾಗೂ ಸಾರ್ವಜನಿಕರ ಹಿತಾಸಕ್ತಿಯನ್ನು ಕಾಪಾಡುವುದು.

 * ಕರ್ನಾಟಕ ಭೂ ಕಬಳಿಕೆ (ತಡೆಗಟ್ಟುವಿಕೆ) ಕಾಯ್ದೆ 2007 ಅನ್ನು ಸಮರ್ಪಕವಾಗಿ ಜಾರಿಗೆ ತರುವುದು.

Government offices have played the largest role in acting as the backbone for land encroachment. In the Bengaluru Urban district, the offices of the District Collector (DC), Tahsildar, and Assistant Commissioner are at the forefront. The Joint House Committee report explicitly mentions that the land mafia controls these officials through political power.

Against the backdrop of massive corruption regarding encroachment and regularization, the then-Leader of the Opposition and current Chief Minister, **Siddaramaiah**, had raised this issue in the Assembly on February 27, 2007, sparking a heated debate. Jagadish Shettar, who was the Revenue Minister at the time, admitted to the chaos within the Revenue Department. Subsequently, a Joint House Committee consisting of 20 MLAs was formed under the chairmanship of **A.T. Ramaswamy**. It submitted its report to the House on June 17, 2006.

• Government land worth ₹40,000 crore has been encroached around Bengaluru.**
• The task force led by V. Balasubramanian has identified 1.2 to 1.5 lakh acres of encroachment.**

Out of the 1.2 to 1.5 lakh acres identified by the V. Balasubramanian task force, government land accounts for only 11,330 acres. The remaining **1,02,400 acres** have fallen into the hands of private individuals or organizations. The A.T. Ramaswamy report discusses this in detail. Based on this very report, the government of that time formed the committee. A full-scale report was submitted to the House on November 15, 2007.

A total of 29 recommendations were made. However, the coalition government collapsed in December 2007. The succeeding Yediyurappa government failed to implement the committee's report.

Based on the points in that report, a task force for the protection of government land was formed in 2009 with V. Balasubramanian as its Chairman. This task force identified a total of **1,22,230 acres** of land encroachment across the state and provided detailed information to the government. Lapses were found in the administration of the Revenue Department in every district. The report exposes the intricate network of land scams involving politicians and officials.

It remains to be seen whether this report will be implemented under Chief Minister Siddaramaiah. The government must save the land by overcoming the influence of land sharks and frequent official transfers. The time has come to put an end to this decades-long saga of encroachment. The public hopes that Siddaramaiah will take a bold step in this regard.

What is the role of the Task Force?

 * To function with the primary objective of **preventing land grabbing**.

 * To identify encroached government land and **file criminal cases** against the encroachers.

 * To prevent the **illegal tampering of records** in the offices of the Bengaluru DC and Commissioner.

 * To identify land encroachments and corrupt officials, thereby ensuring **transparency** in the Revenue Department administration by curbing corruption.

 * To receive complaints regarding land encroachment and take appropriate action.

 * To file **criminal proceedings** against government officials, employees, and members of the public complicit in land encroachment.

 * To take strict action if **influential persons** have encroached on land and to protect the public interest.

 * To properly implement the **Karnataka Land Grabbing (Prohibition) Act, 2007**.
