 Bengaluru: The government has approved the action plans of the 15th Finance Commission for the year 2022-23 with a grant of ₹291 crore released by the previous BJP government.

 Funds were released on May 25, 2023 for water supply, sanitation, lake rejuvenation and solid waste management in BBMP. Accordingly, in the meeting held under the chairmanship of the Chief Commissioner of BBMP on September 6, an action plan was formulated for the required works.

 A proposal for an action plan was submitted to the government. On December 11, the government gave conditional approval to the list of 'micro level action plan' works.

 Technical approval should be obtained for the approved action plan works, packaged not less than ₹10 crore and tender called through e-procurement as per KTPP Act.

 It has been stipulated that an online software should be prepared and monthly progress uploaded for checking and monitoring the progress of implementation of the 'micro-level action plan' works.

 Development after Clearance of Encroachments: It has been clearly mentioned in the order sanctioning the action plan that the encroachments should be cleared before starting the revival and development works of the lakes.

 The village map of the lakes, like the survey map should mark the boundaries properly. It has been stipulated that the works should be started after clearing any encroachments.

 Bengaluru: There are many hurdles to restart the Eijipura Elevated Corridor project which was formed nine years ago.

 The work of completing the flyover started on Friday. However, many obstacles such as IISC technical report, delay in land acquisition process, obstruction in clearing of trees have started from day one.

 The work has been stopped for two years, how should it be reconsteucted? The Indian Institute of Science (IISC) has to issue a technical report on what precaution or technology should be adopted. The basic work will start only after this report is received. It will be two months before this report is available.

 The process of land acquisition of private buildings including Central House, St. John's Hospital, Bwssb buildings has not yet been completed. The required land is marked on the buildings and compounds. However, the process of acquiring it has to start again.

 Talks have been held with the owners in the past regarding land acquisition. Everyone wanted cash. Now we have to negotiate again and finalize everything. Survey work is also to be done. Everything has been prepared for this," said Yogesh, Executive Engineer of BBMP Planning Department.

A survey will be conducted, a high-level meeting will be held with government agencies and the solution will be decided. Talks are also held with private individuals. It will take two-three months to complete all this,' he said.

 It is not possible to build an overpass without clearing the trees. The final decision was taken after holding a meeting in this regard. Discuss with the forest department and proceed on the advice of the law cell,” he said.

 It will take another three to four months to start all the work on the flyover. We have started preliminary work in the plant and ramp work in Dommalur side. Here too, work will be done only if the trees are cleared," said Suresh, the contractor's project manager.

 "Seven or eight years of chaos is enough. Locals are saying that if this flyover is completed soon, it will be enough. The target is to complete the construction of the flyover in 15 months. However, due to many disruptions, this period is likely to increase further.

 Opposition to clearing of trees

 The committee has given approval to cut 67 trees to complete the construction of Ejipura flyover, which has been entrusted to the contractor. As some environmental activists objected to this, the work of clearing the trees, which had started on Friday, was stopped," said DCF Swamy of BBMP Forest Department.

 "Without cutting down all the trees, some trees can be saved. Our demand is to cut down the twigs and branches that are obstructing the work and save the 50-60 year old trees. Also, BBMP has been requested to change the plan map in order to save the trees," said Vinod Jacob, General Manager of Namma Bengaluru Foundation.

2014 scheme

 Elevated Corridor (Ejipura Flyover) on Koramangala Outer Ring Road 2.5 km. It is a long flyover. This project was formulated in 2014. In 2017, the contract was awarded to Simplex Infrastructure for ₹157.66 crore. The project was to be completed by 2019. However, the contractor delayed. Even after four years and seven months, only 42% of the work was completed. ₹75.11 crore was also paid to him.

 Adinarayan Shetty filed a writ in the High Court due to the delay in the work of the flyover. The High Court, which had given its verdict on February 17, 2022, had canceled the tender and invited a fresh tender and directed to complete the work at the earliest. But due to BBMP's delay, the tender invited for the fourth time was accepted in March 2023. After negotiations with the contractor, it was submitted for cabinet approval in August. Although approved on September 7, a turnkey lumpsum contract with BSCPL Infrastructure for ₹176.11 crore was awarded on November 17.

Bengaluru: BDA has cleared the commercial building being constructed on the land acquired by BDA in Banasawadi and has taken over.

BDA Engineering Department and BDA SP Nanjundegowda's staff conducted operations on Monday morning as per BDA Commissioner N. Jayaram's orders. A commercial building under construction was cleared and the materials were seized. A board has been installed in the place saying 'BDA asset'.

 In 1980, BDA acquired survey no. 261's 1 acre 32 gunte full land. Out of which 6.5 acres of land was sold, account and pahani (RTC) were obtained.  Bengaluru: BDA, BBMP, revenue department officials have created 'fake documents' and helped sell the land worth crores acquired by Bengaluru Development Authority to private individuals.

 BDA Land Acquisition Officer has given clear information that 'the land has not been denotified by acquisition process'. But till date BDA has not taken possession of the land. Although a commercial building is being constructed there since a few months ago, the authorities are silent without taking any action due to the fear of the 'retired IAS officer'.


 In 1980, BDA has acquired the entire land of survey no. 260 and 261. In 1984, compensation was given to the land owners. In 1986, a court case was filed and additional compensation was sought from the land owner, B.C. Rajurathnamma got it. On top of this, they built a sheet house in an area of 7,000 square feet and submitted a request to the High Court to regularize the houses.

 The High Court rejected the plea in 1995 saying that the house could not be regularized as the compensation was received twice. Meanwhile, in 1992, 6.5 acres of land was sold to Venkatamma without registering the survey number. Deed of sale in the office of the Sub-Registrar K.R. Pura (6319-93-94).

In 2014, the Executive Engineer of BDA North Division issued letter to Assistant Revenue Officer (ARO) of BBMP East Zone stating that BDA has not taken possession of the 6.5 acre plot in survey no. 261. ARO has issued Khata Certificate to No. 1085/2 in Banasawadi 88th Ward. Based on this, the Bangalore North Sub-Divisional Officer. On these documents, Assistant Commissioner stated that 'Revenue Officer, Sarvajna Nagar has issued a letter without number, to check it and take action'. Despite such a notice, the revenue officials have mentioned that 6.5 guntas of land in Pahani belongs to Venkatamma.

 The revenue officials have changed the RTC considering the Khata given by BBMP ARO. BBMP ARO issued Khata on letter issued by BDA EE. However, these officials have illegally issued letters and postscripts which are not within their jurisdiction. social activist M. Muniraju complained.

 Retired IAS officer HAND!

 A retired IAS officer who was the commissioner of BBMP and was the additional chief secretary put pressure on BDA, BBMP and revenue department officials and grabbed the land in the name of benami. Muniraju complained that the BDA officials did not take action because of the threat of the officer who started the work on the commercial building.

 BDA officials have not taken any action even though the vouchers, pahanis and accounts are illegal. A commercial building is being constructed there for four months now. A request has been submitted to the Commissioner and the Chairman in this regard. Land should be taken over by BDA. Action has also been taken against the officials who have committed illegal acts said Muniraju.

No action by Deputy Secretary!

 Banasawadi village survey no. 261 has 1 acre 32 gunta land and is the primary and final notification for construction of HRBR barangay. (HUD/49/MNJ/78– dated 14.05.1980). B.C. Rajurathnamma is the notified account holder. The acquisition of this land was handed over to the Technical Department of the Authority on 24th May, 1984. The land is owned by the authority. As per the documents on file with LAC, no area is left to anyone in this survey number. Additional Land Acquisition Officer of BDA has written a note dated 18th July 2023 that no Denotify letter given by the Additional Land Acquisition Officer. Then Deputy Secretary-4 should have taken action for possession. No process has been done for four months.

 Bengaluru: Even though BBMP has been filing for 14 weeks to clear encroachment of lakes, not a single order has been issued by Tehsildars for the clearance operation.

 As per the action plan submitted to the High Court, the BBMP is submitting the information about the lakes to the Tehsildar from September 5. Every week the information of 10 lakes is being submitted by the Executive Engineers of the Lakes Division to the respective Tehsildars.

 As per the action plan, the encroachment clearing process of 159 lakes should start in 16 weeks. BBMP officials have to submit encroachment information of 159 lakes in 16 weeks to tehsildars like 10 lakes every week. As such, a list of 140 lakes for 14 weeks has been submitted so far.

 It has been 90 days since the first week of encroachment information was submitted. It has been 70 days since the submission of information for the second week and the third week. At least 30 lakes should have been completely cleared of encroachment after all the process was completed. However, the Tahsildars have not started the process of ordering the eviction of encroachments.

 As per the action plan submitted to the High Court, information on 10 lakes has been provided by BBMP every week. The 16-week process will be completed in two weeks. However, till now we have not received any order from the tehsildars to clear the encroachment of the lakes,' said officials of the BBMP lake department.

BBMP Chief Commissioner Tushar Girinath held a meeting with District Commissioner Dayanand and Tehsildars and warned that the order processes for clearing the encroachment of lake and Raj canal should be completed within the period. Officials said that even after this, there was no process of inquiry or order for eviction operation by the tehsildars.

 It is said that a survey of some lakes in Yalahanka and Dasarahalli zone has been conducted. However, no official order or information has come to the BBMP from the Tahsildar offices.

 They say that the lack of staff for the survey is a sign of stress. There is shortage of staff in all departments. There are only 15 personnel in the BBMP Lakes Division, which is responsible for around 200 lakes. Aren't we doing all the work too? Don't we have pressure? If the action plan does not work, the High Court will take us to task. Are we not under pressure,' asked the engineers.

 Protection for land grabbers: Although the High Court has instructed to clear the encroachment of lakes under BBMP, there is delay at the level of Tehsildars. following a slow pace in order to allow land grabbers, Environmental activist T.E. Srinivas complained.

 We have already measured all the lakes. District Commissioner Dayanand responded by saying, "Now we just need to demarcate the encroachments."

 The process is not going on as per the action plan as ordered by the High Court. Dayanand did not answer the question why there is no eviction order even after three months.

 All lakes need a nodal officer.

 Citizens have raised objections about not appointing nodal officers for lakes that require maintenance and supervision under the jurisdiction of BBMP. They have complained that officials have not been appointed for some lakes to accommodate the encroachment.

 There is a list of encroachments in 159 lakes in the city in the action plan submitted by BBMP to the High Court. However, nodal officers have not been appointed for all these lakes,' complained Goudaiah, an environmental activist.

 Nodal officers have not been appointed for 19 lakes including Hoskerehalli lake, Karihobanahalli, Kannalli, Chikkabellandur, Dodda Bidarakallu, Narsappanahalli, Nelegedaranahalli, Lakshmipur, where the road was built between the lakes. He demanded that officers should be appointed to oversee all the lakes under the jurisdiction of BBMP.

 Nodal officers have been appointed for 140 lakes on the advice of local executive engineers for developed and required lakes. It is not final, there is room for revision. Efforts will be made to appoint nodal officers for all the lakes, said officials of the lakes department.

 Bengaluru: Nodal Officers have been appointed for 140 lakes for full supervision along with protection of lakes under the jurisdiction of BBMP, proper management, disposal of citizens' complaints, prevention of encroachment, strengthening of security system.

 Although there are 210 lakes under the jurisdiction of BBMP, nodal officers have been assigned to only 140 lakes which require development, rehabilitation and supervision.

 Ward, Solid Waste Management, Bulk Drainage, Planning, Quality Assurance, Urban Planning, Technical Development Committee Cell (TVCC), Technical Engineering Cell (TEC) Division, Zonal Engineers are responsible for Nodal Officer.

 Responsibilities of Nodal Officers: Contractors appointed for lake maintenance should remove the reeds and plants growing in the water stagnation area, the slope of the lake. Lake pavement should be kept clean. Silt should be removed in inlet silt trap. Solid waste should be cleared. These works should be supervised by the nodal officer.

 The Home Guard personnel appointed for the security of the lake should confirm that they are on duty in the prescribed shift. The gates of the lake should be opened at scheduled times for public promenade. Encroachment should be prevented. The wire fence on the border should be maintained. Unnecessary/ illegal incidents should be avoided.

The Chief Commissioner has suggested that the nodal officer should check that the staff of the lake department inspects the lake and disposes of the complaints.

 Weekly Report: The responsible person assigned to the Nodal Officer and the information related to the lakes should be submitted to the Chief Commissioner every week in weekly form. Officials said that there should also be details of resolving the complaints of the public.

 The software is still not correct!

 Deputy Chief Minister D.K. said that the management of the lake and gardens will be given to the citizens. Shivakumar had promised at the 'Brand Bangalore Conference'. Accordingly, registration was invited on the website for the 'Kere Mitra' and 'Hasiru Mitra' project. However, due to the failure of the BBMP software and the apathy of the citizens, only 1,158 people were registered at the end of 31st, which was the last day.

 Special Commissioner of Lakes Department Preeti Gehlot said that 'this software will be corrected and citizens will be allowed to register again'. But, so far the software is not perfect.

 BBMP is spending more than ₹10 lakh to prepare a mobile app for management of lake and garden works and disposal of complaints. However, this work has not been completed by the BBMP IT department so far,' said the BBMP officials.

 Although the Chief Commissioner Tushar Girinath has issued an order on December 2 appointing him as the nodal officer to oversee the lakes, the officials have no information about this. Many officials responded that 'I am the ward engineer, I am the executive engineer of solid waste management, I am the superintending engineer... I have nothing to do with the lake'. 'The Chief Commissioner has issued an order...' and the officials said, 'It has not been noticed, there is someone else to take care of the lake'.

 Bengaluru: The Congress government has given the green signal to start the work on 9 high traffic density corridors for which the tender process has been completed with the approval of the BJP government.

 Chief Minister Siddaramaiah had instructed the BBMP when he assumed office to stop the works which had been approved by the previous BJP government. Now, Siddaramaiah and Deputy Chief Minister D.K. Shivakumar has given approval for the High Traffic Density Corridor project and the work will start in the first week of December.

 The previous government had agreed to develop 12 high traffic density corridors in the city. It was decided to spend ₹400 crore on these works to be carried out by the Karnataka Road Development Corporation Limited (KRDCL). Later it was canceled and 9 high traffic density corridors were approved on 17th December 2022 at a cost of ₹273 crore to be maintained by BBMP itself. All the tender process related to this has been completed and the only thing left to do is to issue the mandate.

 The contractor will also be responsible for maintaining the high traffic density corridors in good condition and efficiently (defect liability period) for a period of three years along with the development work. The government has made it clear in the order that no more grant will be given for maintenance or other works.

Development of 9 high traffic density corridors has been mandated and preliminary works have started. Full scale work will start soon. The target is to complete these works by the next monsoon i.e. June, said BBMP Principal Engineer B.S. Prahlad said.

 Road Asphalting, Uniform Area, Pavement, Service Road Development, Carriageway Development Works will be undertaken in these High Traffic Density Corridors. Although similar to the Tender Sure model, high traffic density corridors are developed following separate rules. The intention is to reduce the traffic congestion,' he informed.

 BENGALURU: BBMP has started the work of digitising the information of properties in the city and erasing the property tax being paid under self-declaration tax system.

 Digitization has been started in the context of providing all the documents including property account, account transfer online. This message is being sent to the property owner's mobile and BBMP officials said to provide information accordingly.

 Owners are paying tax under self-declared property tax system. However, there are many differences in this. Therefore, BBMP has started issuing 'Demand Notice' from 1st of November to ask the Revenue Officers of BBMP to physically check every building and pay the correct tax. Along with this, the officials of the revenue department have been instructed to carry out the digitization process as well.

 Target of 40 properties: 

'The process of property tax verification and digitization of documents is being carried out simultaneously, and the target has been given that the revenue inspector and the tax inspector should complete the process of 40 properties each day', said Ajay, joint commissioner of Rajarajeshwarinagar zone.

How much property tax is being paid under self-declared property tax system since 2016. What is the actual area of the building? Information will be checked for map violations. A notice will be issued to the property owners to pay the difference amount and interest due from 2016.

 "In the past, properties were randomly checked for payment of property tax and notices were issued if there was any discrepancy. Now all properties are being checked.  Bengaluru: The IFS officers who do not mind to protect the forest are not leaving the capital Bangalore and going to other areas. Apart from the department, they lobbying for administrative posts of corporations and boards.

 There are many IFS officers in Technology Department, Corporation, Boards Managing Director, Chief Executive Officer posts. Some IFS officers also hold two or three posts. This is illegal. In addition, deserving people in technology and corporate boards are not getting promoted.

 As per All India Services (AIS) rules, a total of 100 IFS posts are allotted to the state. Out of this, 20 per cent to the Center and 25 per cent to the State Government posts of IFS officers can be deputed in loan service.

 There are 39 IFS officers in various posts of Corporation Boards including State Technology, IT, E-Governance, Food Corporation, Animal Husbandry University. Central offices of elephant and tiger schemes should be located at the appropriate place for the respective scheme. However, such offices are set up in Bangalore and IFS officers are functioning.

 Everyone is saying that there is a shortage of staff in the forest department. But the IFS officers are taking interest in other departments than the forest department and are getting posts. Being in our department, it is the duty of senior officers to encourage all categories of staff. However, they lobbied to stay in Bangalore and got posts in corporate boards. A senior officer of the forest department informed that they have created posts in some places and established themselves there.

The posts of Chief Conservator of Forests (CCF) and Chief Vigilante Officers are lying vacant in various regions of the state. But IFS officers don't want to go for these posts. In particular, senior IFS officers are being appointed to corporate bodies, wanting to be in strategic locations. Due to this, there has been a setback in the functioning of the forest department,' the staff complained.

 "Senior officials of the forest department should come out of the Bangalore office. The then Chief Minister Basavaraja Bommai had said in the golden jubilee program of the Karnataka State Forest Development Corporation that they should go and live in the forest for 15 days a month and encourage the staff there morally. Ordered accordingly. The senior officers did not disclose that order and did not act accordingly,' the forest department staff alleged.

 Complaint to Chief Secretary

 Some IFS officers have not returned to the parent department even though they have been assigned to the Corporation Boards for tens of years. BENGALURU: 8 acres of Chikkabellandur lake is being covered with building waste and medical waste as the development work has been abandoned as the lake area of that part does not come under the purview of BBMP.

 Chikkabellandur lake under Mahadevpur zone has been kept under development list by BBMP and fenced. But that fence is also being removed, and the lake is being destroyed by filling it with stones and soil.

 The lake area under Mullur Gram Panchayat is almost encroached. Despite the encroachment in the last few months, neither the BBMP nor the Mullur Gram Panchayat authorities are taking any action. BBMP Chief Commissioner Tushar Girinath and Special Commissioner of Lakes Division Priti Gellot have written complaints but no action has been taken even after weeks.

 Chikkabellandur lake has a total area of 75 acres 21 gunte. In this Chikkabellandur village survey no. 9 out of 67 acres 14 gunte, Mullur village survey no. 63 has 8 acres and 7 guns. BBMP has taken up this lake for development. The entire area was also fenced. However, in the lake area under Mullur village panchayat, the fence has been removed and waste, stones and soil are being filled.

Even where there is water in the lake area, rocks and soil have been filled up to a height of about 15 feet. Day and night soil filling is being done. No official is hovering here. The inlet and outlet area of the lake is also filled with soil. Locals expressed concern that if left like this, the lake will be completely destroyed.

 'By removing the fence, medical waste, stones and mud are accumulating in the lake. As of now, there is water in the area of four acres, but it has been closed systematically. When questioned, they say each other's name and run away. Resident Rajendranath informed that vehicles often come and dump garbage at night.

 According to the survey records of the revenue department in 2015, Chikkabellandur Lake has encroached 3 acres and 18 tons. It has not been cleared till now. Even though more acres are being encroached now, the officials of the departments including the Revenue Department are not moving. Locals demanded that senior officials of the government should pay attention to this matter immediately.




 Develop overall Lake... FOL

 Construction waste is being dumped into Chikkabellandur lake. Leveling is being done by filling with stones and soil. The lake is being encroached on because BBMP is silent that 8 acres out of 75 acres does not belong to me. If a lake is taken up for development, it should be fully worked on. A part that does not come means that it allows the occupier. Thus BBMP should be developed overall. Ramprasad of Friends of Lakes demanded that all encroachments should be re-surveyed and cleared.

 This is a picture of the skywalk near Lakkasandra... This skywalk is the only way for the residents of Lakkasandra, Bangalore Institute of Dental Sciences, Nimhans, students going to Christ College, patients, elderly people to cross the road. Here is the plight of people who inevitably have to resort to this, which is a place of chaos.

 This skywalk near Lakkasandra has been under construction for a few years. The lift/elevator has not been operational since then. Thus, the elevator is a place of waste and consumption of alcohol. All kinds of rubbish are stuffed inside the lift. It stinks every day.

 At the starting point of the skywalk, all kinds of waste, including spit, are being dumped. It also covers the stairs. Therefore, people are having a problem to step on the stairs. These steps get clean only when it rains heavily. Otherwise, the soil is filled with waste, the locals say.

 As darkness falls, Lakkasandra's skywalk becomes a haven for smugglers. As there is no lighting system, there is a group of people drinking and smoking here. Citizens who dare to climb the skywalk are threatened and extorted. Ranjan, a local resident, said that there have been cases of extortion of many kinds of things including mobiles, purses and chains.

 Adventure of crossing the divider:

 Due to the poor condition of the skywalk in Lakkasandra, students and hospital staff climb the road divider and cross the road every day. There is no one here to stop you from crossing the divider regardless of the danger in the vehicular traffic.

The local people's representatives have complained to the BBMP about the plight of the skywalk many times, but no action has been taken. Kodu locals are demanding to provide a safe way for citizens to cross the road before danger and accidents increase.

There is no use in complaining

 Skywalk of Lakkasandra was built years ago. But it's like a toilet now. There are no cleaners. Stairs are not safe to climb. There are two elevators but they are not working. Many complaints have been made to BBMP. At least no cleaning has been done. Complaints have been made to the local representatives, but no one has come forward. There is no other way to cross the big and always busy road except the skywalk. Residents are facing a lot of trouble to go to post office, bank, hospital. How can the elderly, physically challenged and patients use the skywalk?'

 Bengaluru: Bengaluru has been ranked first among the final 10 cities in the 'Sustainable Cities Challenge' competition organized by the Toyota Mobility Foundation.

 The 'Sustainable Cities Challenge' competition started in June and more than 150 cities from 46 countries of the world participated in this competition. Cities presented plans to be adopted to improve mobility.

 Bengaluru has been ranked first in the shortlist of 10 cities published on November 8 considering the projects submitted by the cities. Varanasi is at the eighth position. September 18 is the last day for admission, after which the selection process takes place. A grant of ₹25 crore will be given each year to the three cities that will be finally selected.

 Plans were presented to improve the traffic system, to provide accident-free, motorist-friendly facilities. Bangalore city also presented the plans of 'Brand Bangalore - Smooth Traffic Bangalore' report for traffic management, modernization of infrastructure, prevention of accidents.

 BBMP said in the project proposal submitted for the competition that the city is committed to adopting a new system for smooth traffic by using artificial intelligence technology to provide safety to pedestrians and cycle users.

 The foundation's experts will analyze the projects of 10 cities. They will get information about various dimensions including planning of projects, their implementation, adoption of technology. The final three cities will be announced in February 2024, said Ryan Klemm, the foundation's director of programs.

Team to Bengaluru

 A team of experts from Toyota Mobility Foundation will come to Bangalore to provide information, analysis and suggestions on the plans to be adopted by Bengaluru for smooth traffic in the 'Sustainable Cities Challenge' competition, said BBMP Principal Engineer B.S. Prahlad said

 City representatives were supposed to participate in the workshop to be held in Dallas, Texas, USA from November 13 to 15 with experts on project design and problem management. Unable to go due to Diwali occasion. Therefore, the team of the organization is coming to Bangalore on November 21 and will hold consultations with representatives of Varanasi city along with our city. Finally, if Bengaluru is selected among the three cities, Totota Mobility Foundation will provide grants for the next 5 years for the modernization of the traffic system.

 The BBMP Forest Department has set a target of planting one lakh saplings this year under the 'Green Bangalore' scheme. In this 90% saplings have been planted and more than half of the saplings have been taken up by the students as part of the 'HASIRU RAKSHAKA' project.

 The names of the students are placed on the protective cover of the plants. Children are managing it. Children from private schools including BBMP, government schools have also taken up the responsibility of nurturing the plants. BBMP has also prepared an app called 'Hasiru Rakshak' to enable them to record its information.

 "Students can download 'HASIRU RAKSHAKA' app on their parent's mobile and get the information, picture of the plant tagged to them and file complaints for its management issues. With this, the family members along with the children will also participate in the nutrition of the saplings," said Swamy, Deputy Conservator of Forests, BBMP Forest Department.

In Mahadevpur zone, the most number of children are under the 'Green Guardian' scheme. Bommanahalli zone has the largest number of schools involved in this scheme. On Environment Day, Deputy Chief Minister D.K. This project was started as suggested by Sivakumar. He said that the aim is to register more children as HASIRU RAKSHAKA' ('green guardians') in the next year.

 Bengaluru: There has been an increase in property tax collection under BBMP. A 'mobile notice' is being issued to the owners in view of achieving the full target.

 At the end of FY31, 64.50 percent of the tax was collected, and as per the target recorded in the budget, ₹1,619 crore is yet to be collected. A target of ₹ 372 crore more than the last financial year has been set this year.

 As of January 2022-23, property tax had been collected at ₹2,890 crore. By the end of October this year, the mark of ₹ 3 thousand crore has been reached. Although this is a record collection, one and a half thousand crores is still outstanding. So BBMP decided to collect all this.

 A one-time message was sent to the owner's mobile for property tax arrears. But, this year SMS is repeatedly sent to the mobile, requesting to pay tax. Also, the zonal authorities have been instructed to take further action as per the rules.

 'Property tax is the primary and most important source of revenue for a city corporation. All property owners should pay their property taxes promptly. "SMS messages and letters/notices are being sent to the owners who have arrears," said Munish Maudgil, Special Commissioner, Revenue Department, BBMP.

 Online link https://bbmptax.karnataka.gov.in can be used to pay property tax. He said that if there are any queries, if information is required, the helpline can be called 1533.

Property tax review begins

 BBMP has started the process of physically inspecting the properties in the city and issuing 'Demand Notice' to pay the correct tax.

 Owners are paying tax under self-declared tax system. However, there are many differences in this. Therefore, revenue officers of BBMP are physically inspecting each building, fixing its tax and digitizing it. It is suggested that this tax, which is fixed zone wise, should be paid.

 When the building tax is rescheduled, it is not visible in the owner's login. What is in the 'Demand Notice' is not changing online. Thus confusion is created. The officials also said that arguments are going on between the owners and the officials.

 A target has been given that the Revenue Inspector (RI) and Tax Inspector (TI) should check 25 properties each day and fix the actual tax. A circle of six thousand properties is to be maintained by RI and TI. In addition to this, we have the work of preparation of voter list for Vidhan Parishad election, Lok Sabha election, property-advertisement department. It is a stressful job and they are working till 10 at night,' the revenue department staff of BBMP said.

 Hundreds of people tried to register to become 'Kere Mitra' and 'Hasir Mitra'. However, they were unable to register due to a technical problem. Thus, only 1,158 were registered by the last day, 30 A.M.

 The BBMP informed that 10 people will be randomly selected from those who have registered their names and given the opportunity to monitor the lake or garden for a month as 'KERE MITRA' and 'HASIRU MITRA'.

 Confusion in the list itself: 

It is officially stated that there are 202 lakes under the jurisdiction of BBMP. However, only 168 lakes of 198 wards are in the process of registration to become 'Kere Mitra'. ₹35 crore is being spent on maintenance of 174 lakes. However, there was no opportunity here to 'friend' the lakes.

 At least 2,020 citizens should be registered to become 10 'Kere Mitras' for each of the 202 lakes in the city. However, only a quarter of this has been registered. Further, there are 1,030 gardens in 198 wards. 10,300 citizens are required to become 'green allies' each to monitor these. 5% of the public is registered.

Deputy Chief Minister D.K. Shivakumar had promised citizens in the 'Brand Bangalore Conference' about maintenance of lakes and gardens. Accordingly, 'Kere Mitra' and 'Hasiru Mitra' schemes were started. However, citizens are complaining that BBMP has failed to develop the necessary technology.

 'Registration re-opened'

 One had to register to become a 'Kere Mitra' and a 'Hasiru Mitra'. But there are some technical problems. As a result, not many registered. More time will be given. Registration period will be extended. Citizens will be informed about this soon," said Priti Gehlot, Special Commissioner, BBMP Kere, Horticulture Department.

 'No registration required for promotion'

 If lakes and parks are reserved for civil works only, and if they are being made ``Kere Mitra'' and ``Hasiru Mitra'' to gain publicity by getting citizens' stamp on it, it is better to stop it here. Lake management means there should be quality water, clean environment, good quantity of clean water. Without emphasizing these works, it is not right for us to look at the works decided by them. Many people are interested in becoming a 'Kere Mitra'. But, technically this is not possible. "No one is interested in solving the problem," complained Ramprasad of Friends of Lakes.

'Corporation staff don't like it'

 BBMP staff do not like public to become 'Lake Mitra' and 'Green Mitra'. That's why not much publicity was given about this project. From A.19 when the registration was allowed, the link was not available on the website first, then it was not opening. Then there was no list of lakes. Even though the registration page was closed, the information about whether the registration was done or not was not available. At least not a single message to mobile or email. From the special commissioner of lakes and horticulture department to the chief engineer and executive engineer, there is no time to give information.  Bengaluru: There has been a conflict of power between the chairman and the member secretary in the State Pollution Control Board.

 President Shant A. continues as the President as per the order of the High Court. Thimmaiah, Member Secretary P.C. Ray canceled the 242nd meeting circular issued on 27th A.D. on 30th A.D.

 More than 400 applications are pending before the board for approval. Under the leadership of the Forest Minister, Additional Chief Secretary, Principal Secretary, Member Secretary reviewed the issue. All these applications were decided to be disposed of by the board soon. The member secretary sent a circular to the members of the state level enforcement committee saying that this should be approved through a circular.

 The member secretary does not have the authority to call a meeting of the state level enforcement committee members of the board. However, the meeting was held on 13th A.M. without the consent of the President. Even after the instructions of the President, the member secretary issued a schedule for holding meetings on September 16, 5, 6, 7 and 10. "All this is illegal," President Shanth Tammaiah said in a letter written to the members of the state-level enforcement committee.

The circular issued by the member secretary on 27th A.D. to approve and dispose of pending files before the board is also against the Water Act and Water Pollution Prohibition and Control Rules. Such action was taken without the consent of the President. Thus, the circular issued to approve the matters of the 242nd board meeting has been cancelled. Shant Thimmaiah said in the letter that the date of the next meeting will be informed after obtaining the consent of the High Court.

 "Problems have been created, we will fight for this," said member secretary P.C. Ray responded.

 Letter to the Chief Secretary

 'Forest Department Principal Secretary BP Ravi has held a meeting of Zonal Environment Officers of the State Pollution Control Board. Along with the officials of the board, they inspected the companies in Kumbalagode, Kengeri, Shimoga, Chitradurga. This is illegal and he should be ordered not to interfere in the management of the board,' said the Chief Secretary Shanth Tammaiah in a letter to him.

' I have no information about writing a letter to the Chief Secretary. BP will not give any kind of response in this regard' BP Ravi responded.
