Bengaluru: The government has formed the ‘Greater Bangalore Authority’ (GBA) within the ‘Greater Bangalore Area ’ (BBMP) and will take control over the entire administration of the city.
After the final notification of the five municipal corporations on September 2, the Bruhat Bengaluru Mahanagara Palike (BBMP) will cease to exist and the GBA will take over the city’s administration.
All preparations are underway to transfer the current Special Commissioner, Joint Commissioner, Deputy Commissioner, Chief Engineer, and other officials of BBMP to GBA or the five municipal corporations. Except for the basic works of the municipal corporation, the GBA will prepare and manage the projects of the inter-municipal corporations. The works will be carried out as per the decisions taken there.
A special purpose vehicle (SPV) – ‘Bengaluru Smart Infrastructure Limited’ (B-SMILE) is operating to implement major development works, which will also come under the GBA. Since BDA, Water Board, BESCOM, BMTC, City Police, City Deputy Commissioner, Fire Department also come under the jurisdiction of GBA, all the works will be decided here.
The post of BGA Chief Commissioner was additionally given to the Chief Commissioner of GBA, BBMP, on Tuesday. The posts of Chief Town Planner and Chief Engineer of GBA are to be notified and appointed.
Scope of Greater Bengaluru Authority
* GBA will have perpetual succession, common seal, power to apply for, hold and dispose of assets in its name.
* Apart from the members appointed to the GBA, officers of any agency or department as may be specified by the Government including the Railway Infrastructure Development Corporation Limited, Lake Conservation and Development Authority, State Disaster Management Authority, Slum Development Board may be specially invited to the meeting. They shall not have the right to vote.
* Officers may be appointed to facilitate infrastructure, urban planning, administration, legal, finance, vigilance and other functions.
* The GBA shall handle the work of staff assignment, seniority, promotion, assignment of cadres up to the level of Chief Engineer to the urban corporations in the GBA area, dismissal from service, compulsory retirement, reduction to a lower pay scale or post
* The GBA Chairman shall convene a meeting of the Authority at least once in every three months. The Vice Chairman shall preside over the meeting in the presence of the Chairman.
* The matters coming before the GBA meeting shall be decided by the majority of the members present. The Member Secretary shall make all decisions publicly available within three days of the conclusion of each meeting.
* An Executive Committee shall be constituted under the GBA under the chairmanship of the Minister for Development of Bangalore or a Minister nominated by the Chief Minister. The Committee shall meet once in two months. Steps shall be taken to implement the various schemes prepared by the GBA
* The GBA shall prepare an action plan covering the jurisdiction of all the authorities to have a master plan for the infrastructure development of the Greater Bengaluru area.
* The GBA shall obtain grants from the State Government and the Central Government for the works and shall bear the institutional and administrative expenses from it. An annual budget estimate shall be prepared and submitted to the Government. Loans may be availed for the necessary projects.
* Major works to be undertaken from the funds of the Municipal Corporations shall also be entrusted to the GBA. Projects falling within the jurisdiction of more than one Corporation shall be handled by the Greater Bengaluru Authority. Public-Private Partnership (PPP) schemes may be formulated and entrusted to the Economic Development Agency.
* Create a Climate Action Cell and implement strategies for reducing greenhouse gas emissions, action and resilience plans within one year. For this, sectoral expert committees can be formed.

No place for Sitaram in GBA
Nine people, including MLA M.R. Sitaram, who are residents of Bengaluru, have not been appointed as ex-officio members in GBA.
According to the Greater Bengaluru Administration Act (GBGA), sub-section 5 of Chapter 3 describes who should be members of GBA. It is said that all members of Lok Sabha, Rajya Sabha, Vidhan Sabha and Vidhan Parishad residing in Greater Bengaluru area should be members of GBA.
MLA M.R. Sitaram, S.L. Bhojegowda, B. Chandrashekar B. Patil, Chidanand M. Gowda, Madhu G. Madegowda, Ramojigowda, H.P. Sudhamadas, D.T. Srinivas, Umashree are listed as residents of the city in the official records of the Legislative Council. However, they have not been appointed as GBA members. 20 members of the Legislative Council have registered their residence in Bengaluru. Of these, only nine, including Yathindra Siddaramaiah, have been appointed as GBA members.
Two wards of the Yelahanka Legislative Assembly constituency fall under the Chinkaballapur Lok Sabha constituency. However, its MP K. Sudhakar has not been appointed as a GBA member.

ಬೆಂಗಳೂರು: ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ (ಬಿಬಿಎಂಪಿ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ವನ್ನು (ಜಿಬಿಎ) ಸರ್ಕಾರ ರಚಿಸಿದ್ದು, ನಗರದ ಸಂಪೂರ್ಣ ಆಡಳಿತದ ಮೇಲೆ ಹಿಡಿತ ಸಾಧಿಸಲಿದೆ.
ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯಾದ ನಂತರ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳಲಿದ್ದು, ನಗರದ ಆಡಳಿತ ವ್ಯವಸ್ಥೆಯನ್ನು ಜಿಬಿಎ ತನ್ನ ತೆಕ್ಕೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲಿದೆ.
ಬಿಬಿಎಂಪಿಯಲ್ಲಿ ಈಗಿರುವ ವಿಶೇಷ ಆಯುಕ್ತರೂ ಸೇರಿದಂತೆ ಜಂಟಿ ಆಯುಕ್ತ, ಉಪ ಆಯುಕ್ತರು, ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ಗಳನ್ನು ಜಿಬಿಎ ಅಥವಾ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ವರ್ಗಾಯಿಸಲು ಸರ್ವ ರೀತಿಯಲ್ಲೂ ಸಿದ್ಧತೆಯಾಗಿದೆ. ನಗರ ಪಾಲಿಕೆಯ ಮೂಲ ಕಾಮಗಾರಿಗಳನ್ನು ಹೊರತುಪಡಿಸಿದರೆ, ಅಂತರ ನಗರ ಪಾಲಿಕೆಗಳ ಯೋಜನೆಗಳನ್ನು ಜಿಬಿಎ ಸಿದ್ಧಪಡಿಸಿ, ನಿರ್ವಹಿಸಲಿದೆ. ಅಲ್ಲಿನ ತೀರ್ಮಾನಗಳಂತೆಯೇ ಕಾಮಗಾರಿಗಳು ನಡೆಯಲಿವೆ.
ಬೃಹತ್ ಅಭಿವೃದ್ಧಿ ಕಾಮಗಾರಿಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ವಿಶೇಷ ಉದ್ದೇಶದ ಸಂಸ್ಥೆ (ಎಸ್ಪಿವಿ)– ‘ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್ ಇನ್ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್ ಲಿಮಿಟೆಡ್ ಸಂಸ್ಥೆ’ (ಬಿ–ಸ್ಮೈಲ್) ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದು, ಇದೂ ಜಿಬಿಎ ಅಡಿಯಲ್ಲಿರಲಿದೆ. ಬಿಡಿಎ, ಜಲಮಂಡಳಿ, ಬೆಸ್ಕಾಂ, ಬಿಎಂಟಿಸಿ, ನಗರ ಪೊಲೀಸ್, ನಗರ ಜಿಲ್ಲಾಧಿಕಾರಿ, ಅಗ್ನಿಶಾಮಕ ದಳಗಳೂ ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಗೆ ಬರುವುದರಿಂದ ಎಲ್ಲ ಕಾಮಗಾರಿಗಳೂ ಇಲ್ಲೇ ನಿರ್ಧಾರವಾಗಲಿವೆ.
ಬಿಬಿಎಂಪಿ ಮುಖ್ಯ ಆಯುಕ್ತರನ್ನೇ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರಿಗೆ ಬಿಜಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರ ಹುದ್ದೆಯನ್ನು ಹೆಚ್ಚುವರಿಯಾಗಿ ಮಂಗಳವಾರ ವಹಿಸಲಾಗಿದೆ. ಜಿಬಿಎಯ ಮುಖ್ಯ ನಗರ ಯೋಜಕ ಹಾಗೂ ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ ಅವರ ಹುದ್ದೆಯನ್ನು ಅಧಿಸೂಚಿಸಿ, ನೇಮಿಸಬೇಕಿದೆ.
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಕಾರ್ಯವ್ಯಾಪ್ತಿ
* ಜಿಬಿಎ ಶಾಶ್ವತ ಉತ್ತರಾಧಿಕಾರ, ಸಾಮಾನ್ಯ ಮೊಹರನ್ನು ಹೊಂದಿ, ತನ್ನ ಹೆಸರಿನಲ್ಲಿ ಸ್ವತ್ತುಗಳನ್ನು ಅರ್ಜಿಸುವ, ಧಾರಣ ಮಾಡುವ, ವಿಲೇ ಮಾಡುವ ಕರಾರು ಮಾಡಿಕೊಳ್ಳುವ ಅಧಿಕಾರವನ್ನು ಹೊಂದಿರುತ್ತದೆ.
* ಜಿಬಿಎಗೆ ನೇಮಕವಾದ ಸದಸ್ಯರಲ್ಲದೆ, ರೈಲು ಮೂಲ ಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಉದ್ಯಮ ನಿಯಮಿತ, ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ, ರಾಜ್ಯ ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಪ್ರಾಧಿಕಾರ, ಕೊಳೆಗೇರಿ ಅಭಿವೃದ್ಧಿ ಮಂಡಳಿ ಸೇರಿದಂತೆ ಸರ್ಕಾರ ನಿರ್ದಿಷ್ಟಪಡಿಸಬಹುದಾದ ಯಾವುದೇ ಏಜೆನ್ಸಿ ಅಥವಾ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಸಭೆಗೆ ವಿಶೇಷ ಆಹ್ವಾನಿತರಾಗಬಹುದು. ಅವರಿಗೆ ಮತದಾನದ ಹಕ್ಕು ಇರುವುದಿಲ್ಲ.
* ಮೂಲಸೌಕರ್ಯ, ನಗರ ಯೋಜನೆ, ಆಡಳಿತ, ಕಾನೂನು, ಹಣಕಾಸು, ಜಾಗೃತ ದಳ ಹಾಗೂ ಇತರೆ ಪ್ರಕಾರ್ಯಗಳಿಗೆ ಅನುಕೂಲವಾಗಲು ಅಧಿಕಾರಿಗಳನ್ನು ನೇಮಿಸಿಕೊಳ್ಳಬಹುದು.
* ಜಿಬಿಎ ಪ್ರದೇಶದಲ್ಲಿರುವ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಸಿಬ್ಬಂದಿ ನಿಯೋಜನೆ, ಜ್ಯೇಷ್ಠತೆ, ಮುಂಬಡ್ತಿ, ಮುಖ್ಯ ಎಂಜಿನಿಯರ್ವರೆಗಿನ ವೃಂದ ಮಟ್ಟದ ನಿಯೋಜನೆ, ಸೇವೆಯಿಂದ ವಜಾ, ಕಡ್ಡಾಯ ನಿವೃತ್ತಿ, ಕಡಿಮೆ ವೇತನ ಶ್ರೇಣಿ ಅಥವಾ ಹುದ್ದೆಗೆ ಇಳಿಸುವ ಕಾರ್ಯವನ್ನು ಜಿಬಿಎ ನಿಭಾಯಿಸಲಿದೆ
* ಜಿಬಿಎ ಅಧ್ಯಕ್ಷರು ಕನಿಷ್ಠ ಪ್ರತಿ ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಪ್ರಾಧಿಕಾರದ ಸಭೆ ಕರೆಯಬೇಕು. ಅಧ್ಯಕ್ಷರ ಉಪಸ್ಥಿತಿಯಲ್ಲಿ ಉಪಾಧ್ಯಕ್ಷರು ಸಭೆ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಬೇಕು.
* ಜಿಬಿಎ ಸಭೆಯ ಮುಂದೆ ಬರುವ ವಿಷಯಗಳನ್ನು ಹಾಜರಿರುವ ಸದಸ್ಯರು ಬಹುಮತದ ಮೂಲಕ ತೀರ್ಮಾನಿಸಲಿದ್ದಾರೆ. ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿ ಪ್ರತಿ ಸಭೆ ಮುಗಿದ ಮೂರು ದಿನಗಳೊಳಗೆ ಎಲ್ಲ ತೀರ್ಮಾನಗಳನ್ನು ಸಾರ್ವಜನಿಕವಾಗಿ ಲಭ್ಯವಾಗುವಂತೆ ಪ್ರಕಟಿಸಬೇಕು.
* ಜಿಬಿಎ ಅಡಿಯಲ್ಲಿ ಬೆಂಗಳೂರು ಅಭಿವೃದ್ಧಿ ಸಚಿವ ಅಥವಾ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಸೂಚಿಸುವ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಕಾರ್ಯಕಾರಿ ಸಮಿತಿಯನ್ನು ರಚಿಸಬೇಕು. ಸಮಿತಿ ಎರಡು ತಿಂಗಳಿಗೊಮ್ಮೆ ಸಭೆ ನಡೆಸಬೇಕು. ಜಿಬಿಎ ಸಿದ್ಧಪಡಿಸಿದ ಹಲವು ಯೋಜನೆಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು
* ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶದ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗಾಗಿ ಮಹಾ ಯೋಜನೆ (ಮಾಸ್ಟರ್ ಪ್ಲಾನ್) ಅನ್ನು ಹೊಂದಲು ಎಲ್ಲ ಪ್ರಾಧಿಕಾರಗಳ ವ್ಯಾಪ್ತಿಯನ್ನು ಒಳಗೊಂಡ ಕ್ರಿಯಾಯೋಜನೆಯನ್ನು ಜಿಬಿಎ ರೂಪಿಸಬೇಕು.
* ರಾಜ್ಯ ಸರ್ಕಾರ ಹಾಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಕಾಮಗಾರಿಗಳಿಗೆ ಅನುದಾನಗಳನ್ನು ಜಿಬಿಎ ಪಡೆದುಕೊಂಡು, ಅದರಿಂದಲೇ ಸಾಂಸ್ಥಿಕ ಮತ್ತು ಆಡಳಿತಾತ್ಮಕ ವೆಚ್ಚಗಳಿಗೆ ಭರಿಸಿಕೊಳ್ಳಬಹುದು. ವಾರ್ಷಿಕ ಆಯವ್ಯಯ ಅಂದಾಜನ್ನು ಸಿದ್ಧಪಡಿಸಿ, ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಬೇಕು. ಅಗತ್ಯ ಯೋಜನೆಗಳಿಗೆ ಸಾಲ ಪಡೆಯಬಹುದು.
* ನಗರ ಪಾಲಿಕೆಗಳ ನಿಧಿಗಳಿಂದ ಕೈಗೊಳ್ಳಲಾಗುವ ಪ್ರಮುಖ ಕಾಮಗಾರಿಗಳನ್ನೂ ಜಿಬಿಎಗೆ ವಹಿಸಿಕೊಡಬೇಕು. ಒಂದಕ್ಕಿಂತ ಹೆಚ್ಚು ಪಾಲಿಕೆಗಳ ವ್ಯಾಪ್ತಿಯ ಯೋಜನೆಗಳನ್ನು ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರವೇ ನಿರ್ವಹಿಸಲಿದೆ. ಸಾರ್ವಜನಿಕ– ಖಾಸಗಿ ಸಹಭಾಗಿತ್ವ (ಪಿಪಿಪಿ) ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಿ, ಆರ್ಥಿಕ ಅಭಿವೃದ್ಧಿ ಏಜೆನ್ಸಿಗೆ ಅದನ್ನು ವಹಿಸಬಹುದು.
* ಹವಾಮಾನ ಕ್ರಿಯಾ ಕೋಶವನ್ನು ರಚಿಸಿ, ಒಂದು ವರ್ಷದೊಳಗೆ ಹಸಿರು ಮನೆ ಅನಿಲ ಹೊರಸೂಸುವಿಕೆಯನ್ನು ತಗ್ಗಿಸಲು, ಕ್ರಿಯಾ ಮತ್ತು ಸ್ಥಿತಿಸ್ಥಾಪಕತ್ವ ಯೋಜನೆಗಳ ಕಾರ್ಯತಂತ್ರಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಬೇಕು. ಇದಕ್ಕಾಗಿ ವಲಯ ತಜ್ಞರ ಸಮಿತಿಗಳನ್ನು ರಚಿಸಬಹುದು.
ಜಿಬಿಎಯಲ್ಲಿ ಸೀತಾರಾಮ್ಗೆ ಸ್ಥಾನ ಇಲ್ಲ
ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯರಾಗಿರುವ ಬೆಂಗಳೂರಿನ ನಿವಾಸಿಗಳಾದ ಎಂ.ಆರ್ ಸೀತಾರಾಮ್ ಸೇರಿದಂತೆ ಒಂಬತ್ತು ಮಂದಿಗೆ ಜಿಬಿಎನಲ್ಲಿ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಕ ಮಾಡಿಲ್ಲ.
ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ (ಜಿಬಿಜಿಎ) ಪ್ರಕಾರ, ಅಧ್ಯಾಯನ 3ರ ಉಪ ಪ್ರಕರಣ 5ರಲ್ಲಿ ಜಿಬಿಎಗೆ ಯಾರೆಲ್ಲ ಸದಸ್ಯರಾಗಬೇಕು ಎಂದು ವಿವರಿಸಲಾಗಿದೆ. ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶದಲ್ಲಿ ವಾಸಿಸುವ ಲೋಕಸಭೆ, ರಾಜ್ಯಸಭೆ, ವಿಧಾನಸಭೆ, ವಿಧಾನ ಪರಿಷತ್ನ ಎಲ್ಲ ಸದಸ್ಯರು ಜಿಬಿಎ ಸದಸ್ಯರಾಗಿರಬೇಕು ಎಂದು ಹೇಳಲಾಗಿದೆ.
ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯರಾಗಿರುವ ಎಂ.ಆರ್. ಸೀತಾರಾಮ್, ಎಸ್.ಎಲ್. ಭೋಜೇಗೌಡ, ಬಿ. ಚಂದ್ರಶೇಖರ ಬಿ. ಪಾಟೀಲ, ಚಿದಾನಂದ್ ಎಂ. ಗೌಡ, ಮಧು ಜಿ. ಮಾದೇಗೌಡ, ರಾಮೋಜಿಗೌಡ, ಎಚ್.ಪಿ. ಸುಧಾಮದಾಸ್, ಡಿ.ಟಿ. ಶ್ರೀನಿವಾಸ್, ಉಮಾಶ್ರೀ ಅವರು ನಗರದಲ್ಲಿ ವಾಸವಿರುವುದು ವಿಧಾನ ಪರಿಷತ್ನ ಅಧಿಕೃತ ದಾಖಲೆಗಳಲ್ಲಿದೆ. ಆದರೆ, ಇವರನ್ನು ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಿಲ್ಲ. ವಿಧಾನ ಪರಿಷತ್ನ 20 ಸದಸ್ಯರು ಬೆಂಗಳೂರಿನಲ್ಲಿ ವಾಸ ಸ್ಥಳವನ್ನು ದಾಖಲಿಸಿದ್ದಾರೆ. ಇದರಲ್ಲಿ, ಯತೀಂದ್ರ ಸಿದ್ದರಾಮಯ್ಯ ಸೇರಿದಂತೆ ಒಂಬತ್ತು ಮಂದಿಯನ್ನು ಮಾತ್ರ ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಲಾಗಿದೆ.
ಯಲಹಂಕ ವಿಧಾನ ಸಭೆ ಕ್ಷೇತ್ರ ವ್ಯಾಪ್ತಿಯ ಎರಡು ವಾರ್ಡ್ ಗಳು ಚಿಂಕಬಳ್ಳಾಪುರ ಲೋಕಸಭೆ ಕ್ಷೇತ್ರಕ್ಕೆ ಸೇರುತ್ತವೆ. ಆದರೂ ಅದರ ಸಂಸದ ಕೆ. ಸುಧಾಕರ್ ಅವರನ್ನು ಜಿಬಿಎ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಿಲ್ಲ.

ಬೆಂಗಳೂರು: ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ದಲ್ಲಿ (ಬಿಬಿಎಂಪಿ) ಬೃಹತ್ ಯೋಜನೆಗಳು ಹಾಗೂ ರಚನೆಯಾಗಲಿರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹಣಕಾಸು ಹಂಚಿಕೆ ಮಾಡುವ ಮುಖ್ಯಮಂತ್ರಿ ಅಧ್ಯಕ್ಷತೆಯ ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರ’ವನ್ನು (ಜಿಬಿಎ) ರಚಿಸಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಮಂಗಳವಾರ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.
ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯನ್ನು ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ’ ಎಂದು ಹೆಸರಿಸಿ, ‘ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆಯನ್ನು 2025 ಮೇ 15ರಂದು ಜಾರಿ ಮಾಡಲಾಗಿತ್ತು. ಅಂದಿನಿಂದ ನಾಲ್ಕು ತಿಂಗಳಲ್ಲಿ ಜಿಬಿಎ ರಚನೆಯಾಗಬೇಕಿತ್ತು.
ಜಿಬಿಎಗೆ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದು, ಬೆಂಗಳೂರು ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವರೂ ಆಗಿರುವ ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್ ಉಪಾಧ್ಯಕ್ಷರಾಗಿದ್ದಾರೆ. ಬಿಬಿಎಂಪಿಯ ಮುಖ್ಯ ಆಯುಕ್ತ ಎಂ. ಮಹೇಶ್ವರ್ ರಾವ್ ಅವರಿಗೆ ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರ ಹುದ್ದೆಯನ್ನು ಹೆಚ್ಚುವರಿಯಾಗಿ ವಹಿಸಲಾಗಿದ್ದು, ಅವರು ಸದಸ್ಯ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದಾರೆ.
ಕೇಂದ್ರ ಸಚಿವೆಯರಾದ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್, ಶೋಭಾ ಕರಂದ್ಲಾಜೆ ಸೇರಿದಂತೆ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಪ್ರದೇಶ ವ್ಯಾಪ್ತಿಯ ಲೋಕಸಭೆ, ರಾಜ್ಯಸಭೆ, ವಿಧಾನಸಭೆ ಹಾಗೂ ವಿಧಾನ ಪರಿಷತ್ನ ಸದಸ್ಯರು ಜಿಬಿಎಗೆ ಪದನಿಮಿತ್ತ ಸದಸ್ಯರಾಗಿದ್ದಾರೆ. ಬಿಡಿಎ, ಬೆಸ್ಕಾಂ, ಜಲಮಂಡಳಿ, ನಗರ ಪೊಲೀಸ್, ಬಿಎಂಟಿಸಿ ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಮುಖ್ಯಸ್ಥರೂ ಸೇರಿದಂತೆ ಒಟ್ಟು 72 ಮಂದಿಯನ್ನು ಪದ ನಿಮಿತ್ತ ಸದಸ್ಯರನ್ನಾಗಿ ನೇಮಿಸಿ, ಆದೇಶಿಸಲಾಗಿದೆ.
ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ, ಜುಲೈ 19ರಂದು ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿದ್ದು, ಸೆಪ್ಟೆಂಬರ್ 2ರಂದು ನಗರ ಪಾಲಿಕೆಗಳ ಗಡಿಯ ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಬೀಳಲಿದೆ. ನಂತರ ಬಿಬಿಎಂಪಿ ಅಸ್ತಿತ್ವ ಕಳೆದುಕೊಳ್ಳಲಿದೆ. ಸೆಪ್ಟೆಂಬರ್ 3ರ ನಂತರ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್ ಪುನರ್ ವಿಂಗಡಣೆ ಕಾರ್ಯ ಆರಂಭವಾಗಲಿದೆ.
