Greater Bengaluru: Wards of five City corporations published… ಬೆಂಗಳೂರು: ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ ಕರಡು ಪ್ರಕಟ

Bengaluru: Five municipal corporations under the jurisdiction of Greater Bangalore Authority (GBA) have re-delineated their wards and the Urban Development Department has issued a draft notification.

63 wards have been formed in Bangalore Central Municipal Corporation, 72 wards in Bangalore South Municipal Corporation, 50 wards in Bangalore East Municipal Corporation, 111 wards in Bangalore West Municipal Corporation and 72 wards in Bangalore North Municipal Corporation.

A Ward Re-Delineation Commission has been constituted under the chairmanship of the Chief Commissioner of Greater Bangalore Authority for the re-delineation of the wards of all the five municipal corporations. The re-delineation of the wards has been done under sub-sections (1) and (3) of Section 29 of the Greater Bangalore Administration Act-2024.

The government issued guidelines for the re-delineation of wards of municipal corporations on September 2. Accordingly, the Ward Re-delineation Commission submitted the report of the Ward Re-delineation to the government on September 30.

The government, having accepted the report of the Ward Re-delineation Commission, has announced the draft ward-wise re-delineation of 63 wards in the Bangalore Central Municipal Corporation, 72 wards in the Bangalore South Municipal Corporation, 50 wards in the Bangalore East Municipal Corporation, 111 wards in the Bangalore West Municipal Corporation and 72 wards in the Bangalore North Municipal Corporation based on the 2011 Census.

If there are any objections/suggestions, the public should submit their full address, signature, and a suitable reason-explanation in writing to the Additional Chief Secretary to the Government, Urban Development Department, Room No. 436, 4th Floor, Vikas Soudha, A. B. R. Ambedkar Road, Bangalore- 560001 by 5 pm on October 15, the Urban Development Department said in a statement.

ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 63 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 72 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 50 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 111 ವಾರ್ಡ್‌ ಹಾಗೂ ಬೆಂಗಳೂರು ಉತ್ತರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 72  ವಾರ್ಡ್‌ಗಳನ್ನು ರಚಿಸಲಾಗಿದೆ.

ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ಗಳ ಮರುವಿಂಗಡಣೆಗೆ  ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ ಮುಖ್ಯ ಆಯುಕ್ತರ ಅಧ್ಯಕ್ಷತೆಯ ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣಾ ಆಯೋಗವನ್ನು ರಚಿಸಲಾಗಿತ್ತು. ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ–2024ರ ಪ್ರಕರಣ 29ರ ಉಪ ಪ್ರಕರಣ (1) ಮತ್ತು (3)ರ ಅನ್ವಯ ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣೆ ಮಾಡಲಾಗಿದೆ.

 ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣೆಗೆ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಸರ್ಕಾರ ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ಹೊರಡಿಸಿತ್ತು. ಅದರಂತೆ, ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣಾ ಆಯೋಗವು ಸೆಪ್ಟೆಂಬರ್‌ 30ರಂದು ಸರ್ಕಾರಕ್ಕೆ ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣಾ ವರದಿಯನ್ನು ಸಲ್ಲಿಸಿದೆ.

ಸರ್ಕಾರವು, ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣಾ ಆಯೋಗದ ವರದಿಯನ್ನು ಒಪ್ಪಿ, ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ–2024ರ ಪ್ರಕರಣ 29ರಲ್ಲಿ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರದನ್ವಯ 2011ರ ಜನಗಣತಿಯ ಆಧಾರದಲ್ಲಿ, ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರದೇಶದ ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 63 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 72 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 50 ವಾರ್ಡ್‌, ಬೆಂಗಳೂರು ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 111 ವಾರ್ಡ್‌ ಹಾಗೂ ಬೆಂಗಳೂರು ಉತ್ತರ ನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ 72  ವಾರ್ಡ್‌ಗಳ ಕರಡು ವಾರ್ಡ್‌ವಾರು ಕ್ಷೇತ್ರ ಪುನರ್‌ ವಿಂಗಡಣೆಯನ್ನು ಪ್ರಕಟಿಸಲಾಗಿದೆ.

ಯಾವುದೇ ಆಕ್ಷೇಪ/ ಸಲಹೆಗಳಿದ್ದರೆ ಸಾರ್ವಜನಿಕರು ತಮ್ಮ ಪೂರ್ಣ ವಿಳಾಸ, ಸಹಿಯೊಂದಿಗೆ ಸೂಕ್ತ ಕಾರಣ–ವಿವರಣೆಗಳೊಂದಿಗೆ ಲಿಖಿತ ರೂಪದಲ್ಲಿ ಸರ್ಕಾರದ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ, ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ, ಕೊಠಡಿ ಸಂಖ್ಯೆ 436, 4ನೇ ಮಹಡಿ, ವಿಕಾಸ ಸೌಧ, ಆ. ಬಿ.ಆರ್‌. ಅಂಬೇಡ್ಕರ್‌ ವೀದಿ, ಬೆಂಗಳೂರು– 560001 ಇವರಿಗೆ ಅಕ್ಟೋಬರ್‌ 15ರ ಸಂಜೆ 5ರೊಳಗೆ ಸಲ್ಲಿಸಬೇಕು ಎಂದು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ತಿಳಿಸಿದೆ.

Bengaluru: The State Contractors Association has written a letter to Chief Minister Siddaramaiah, saying, ‘The commission for bill payment in their government has doubled compared to the previous government.’

‘When you was the leader of the opposition, you had said that if our government comes to power, we will not take any commission for releasing the pending money of contractors. However, the association regrets to bring to your attention that the commission is now double in all departments compared to the previous government,’ the letter written to the Chief Minister on September 25 said.

‘In the current Congress government, officials receive more commission than in the previous BJP government in the state,’ the State Contractors Association had alleged in March 2025. At that time, the Chief Minister had held a meeting with the contractors and promised to release 50 percent of the pending bills in April.

‘For about two years, the office bearers of the association have discussed with you many times about the issue of releasing the money due to the contractors and many other issues. As a result of our association’s fight against corruption, we are bringing to your attention that we are at least partly responsible for the coming of your government,’ said association president R. Manjunath in a letter written to the Chief Minister on Thursday.

‘You have appeased us every time and instructed the officials to resolve the problem. All the contractors of the districts are at peace with you out of respect and immense trust. However, we have not benefited from your government so far. Even after meeting the ministers and secretaries of eight departments, the money has not been released,’ they complained.

‘They are preparing their own ‘formulas’ and releasing only 15 to 20 percent of the contractor’s outstanding money in the form of special LOCs every three months, without following the seniority and transparency laws,’ they alleged in the letter.

‘Package beyond CM’s orders’

‘The officials of the Municipal Administration, Urban Development, and Labor Departments are converting tenders into packages, going against the law and your orders, and are conducting the process to benefit the powerful contractors they want. Although the association has informed this issue many times in writing and verbally, the concerned ministers and officials have not taken action,’ the letter to the Chief Minister explains. In addition, letters have also been written to ministers Rahim Khan, Bairati Suresh, and Santosh Lad,’ said State Contractors Association President R. Manjunath.

Promise not fulfilled: Manjunath

‘Chief Minister Siddaramaiah has promised us many times that he will release the pending bills. But it has not been fulfilled so far. He had said that he would release 50 percent of the pending bills in April, but that has not happened either. The ministers and department secretaries are not paying attention to the Chief Minister’s instructions. Even the request to release money for Dasara has not been responded to. Therefore, we have to take a bold stand. The path of our struggle will be decided next week,' said R. Manjunath, president of the State Contractors Association.

ಬೆಂಗಳೂರು: ‘ಹಿಂದಿನ ಸರ್ಕಾರಕ್ಕಿಂತ ತಮ್ಮ ಸರ್ಕಾರದಲ್ಲಿ ಬಿಲ್‌ ಪಾವತಿಗೆ ಕಮಿಷನ್‌ ದುಪ್ಪಟ್ಟಾಗಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೇ ಪತ್ರ ಬರೆದಿದೆ.

‘ತಾವು ವಿರೋಧ ಪಕ್ಷದ ನಾಯಕರಾಗಿದ್ದಾಗ, ನಮ್ಮ ಸರ್ಕಾರ ಅಧಿಕಾರಕ್ಕೆ ಬಂದರೆ ಗುತ್ತಿಗೆದಾರರ ಬಾಕಿ ಹಣ ಬಿಡುಗಡೆಗೆ ಯಾವುದೇ ಕಮಿಷನ್‌ ತೆಗೆದುಕೊಳ್ಳುವುದಿಲ್ಲ ಎಂದು ತಿಳಿಸಿದ್ದೀರಿ. ಆದರೆ, ಹಿಂದಿನ ಸರ್ಕಾರಕ್ಕಿಂತ ಎಲ್ಲ ಇಲಾಖೆಗಳಲ್ಲೂ ಈಗ ಕಮಿಷನ್‌ ದುಪ್ಪಟ್ಟು ಆಗಿದೆ ಎಂದು ನಿಮ್ಮ ಗಮನಕ್ಕೆ ತರಲು ಸಂಘ ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸುತ್ತದೆ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಸೆಪ್ಟೆಂಬರ್‌ 25ರಂದು ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ಹೇಳಲಾಗಿದೆ.

‘ರಾಜ್ಯದಲ್ಲಿ ಹಿಂದಿದ್ದ ಬಿಜೆಪಿ ಸರ್ಕಾರಕ್ಕಿಂತ ಈಗಿನ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದಲ್ಲಿ, ಅಧಿಕಾರಿಗಳು ಹೆಚ್ಚು ಕಮಿಷನ್‌ ಪಡೆಯುತ್ತಾರೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘ 2025ರ ಮಾರ್ಚ್‌ನಲ್ಲಿ ಆರೋಪಿಸಿತ್ತು. ಆಗ ಮುಖ್ಯಮಂತ್ರಿಯವರು ಗುತ್ತಿಗೆದಾರರೊಂದಿಗೆ ಸಭೆ ನಡೆಸಿ, ಏಪ್ರಿಲ್‌ನಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವ ಭರವಸೆ ನೀಡಿದ್ದರು.

‘ಸುಮಾರು ಎರಡು ವರ್ಷಗಳಿಂದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಾಕಿ ಇರುವ ಹಣ ಬಿಡುಗಡೆ ವಿಚಾರ ಮತ್ತು ಹಲವು ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ನಿಮ್ಮ ಜೊತೆ ಹಲವು ಬಾರಿ ಸಂಘದ ಪದಾಧಿಕಾರಿಗಳು ಚರ್ಚೆ ಮಾಡಿದ್ದೇವೆ. ನಮ್ಮ ಸಂಘವು ಭ್ರಷ್ಟಾಚಾರದ ವಿರುದ್ಧ ಹೋರಾಡಿದ ಫಲವಾಗಿ, ತಮ್ಮ ಸರ್ಕಾರ ಬರುವುದಕ್ಕೆ ಸ್ವಲ್ಪವಾದರೂ ನಾವು ಕಾರಣಕರ್ತರಾಗಿದ್ದೇವೆ ಎಂಬುದನ್ನು ನಿಮ್ಮ ಗಮನಕ್ಕೆ ತರುತ್ತಿದ್ದೇವೆ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಗುರುವಾರ ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್‌. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದ್ದಾರೆ.

‘ನಮ್ಮನ್ನು ಪ್ರತಿ ಸಾರಿ ಸಮಾಧಾನ ಮಾಡಿ, ಸಮಸ್ಯೆ ಬಗೆಹರಿಸಲು ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದ್ದೀರಿ. ನಿಮಗೆ ಗೌರವ ಕೊಟ್ಟು, ಅಪಾರ ನಂಬಿಕೆಯಿಂದ ಜಿಲ್ಲೆಗಳ ಎಲ್ಲ ಗುತ್ತಿಗೆದಾರರೂ ಸಮಾಧಾನದಿಂದ ಇದ್ದೇವೆ. ಆದರೆ, ಇದುವರೆಗೆ ನಿಮ್ಮ ಸರ್ಕಾರದಿಂದ ನಮಗೆ ಪ್ರಯೋಜನವಾಗಿಲ್ಲ. ಎಂಟು ಇಲಾಖೆಗಳ ಸಚಿವರು, ಕಾರ್ಯದರ್ಶಿಗಳನ್ನು ಭೇಟಿ ಮಾಡಿದರೂ  ಹಣ ಬಿಡುಗಡೆಯಾಗಿಲ್ಲ’ ಎಂದು ದೂರಿದ್ದಾರೆ.

‘ಜ್ಯೇಷ್ಠತೆ ಮತ್ತು ಪಾರದರ್ಶಕ ಕಾಯ್ದೆ ಅನುಸರಿಸದೆ, ಅವರದೇ ‘ಫಾರ್ಮುಲ’ಗಳನ್ನು ತಯಾರಿಸಿಕೊಂಡು, ಸ್ಪೆಷಲ್‌ ಎಲ್‌ಒಸಿ ರೂಪದಲ್ಲಿ ಗುತ್ತಿಗೆದಾರರ ಬಾಕಿ ಹಣದಲ್ಲಿ ಮೂರು ತಿಂಗಳಿಗೊಮ್ಮೆ ಶೇ 15ರಿಂದ ಶೇ 20ರಷ್ಟು ಹಣವನ್ನು ಮಾತ್ರ ಬಿಡುಗಡೆ ಮಾಡುತ್ತಿದ್ದಾರೆ’ ಪತ್ರದಲ್ಲಿ ಎಂದು ಆರೋಪಿಸಿದ್ದಾರೆ.

 

‘ಸಿಎಂ ಆದೇಶ ಮೀರಿ ಪ್ಯಾಕೇಜ್‌’

‘ಪೌರಾಡಳಿತ, ನಗರಾಭಿವೃದ್ಧಿ, ಕಾರ್ಮಿಕ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಕಾನೂನು ಹಾಗೂ ನಿಮ್ಮ ಆದೇಶವನ್ನು ಮೀರಿ ಟೆಂಡರ್‌ಗಳನ್ನು ಪ್ಯಾಕೇಜ್‌ ರೂಪದಲ್ಲಿ ಪರಿವರ್ತಿಸಿ, ತಮಗೆ ಬೇಕಾದ ಬಲಾಢ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಪ್ರಕ್ರಿಯೆ ನಡೆಸುತ್ತಿದ್ದಾರೆ. ಈ ವಿಚಾರವಾಗಿ ಸಂಘ ಹಲವು ಬಾರಿ ಪತ್ರ ಹಾಗೂ ಮೌಖಿಕವಾಗಿ ತಿಳಿಸಿದ್ದರೂ, ಸಂಬಂಧಪಟ್ಟ ಸಚಿವರು, ಅಧಿಕಾರಿಗಳು ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿಯವರಿಗೆ ಬರೆದಿರುವ ಪತ್ರದಲ್ಲಿ ವಿವರಿಸಲಾಗಿದೆ. ಇದಲ್ಲದೆ, ಸಚಿವರಾದ ರಹೀಂಖಾನ್‌, ಬೈರತಿ ಸುರೇಶ್, ಸಂತೋಷ್‌ ಲಾಡ್‌ ಅವರಿಗೂ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದರು.

 

 

ಭರವಸೆ ಈಡೇರಿಲ್ಲ: ಮಂಜುನಾಥ್‌

‘ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹಲವು ಬಾರಿ ನಮಗೆ ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವುದಾಗಿ ಭರವಸೆ ನೀಡಿದ್ದಾರೆ. ಆದರೆ ಅದು ಈವರೆಗೂ ಈಡೇರಿಲ್ಲ. ಏಪ್ರಿಲ್‌ನಲ್ಲಿ ಶೇ 50ರಷ್ಟು ಬಾಕಿ ಬಿಲ್‌ ಬಿಡುಗಡೆ ಮಾಡುವುದಾಗಿ ಹೇಳಿದ್ದರು, ಅದೂ ಆಗಿಲ್ಲ. ಸಚಿವರು, ಇಲಾಖೆ ಕಾರ್ಯದರ್ಶಿಗಳು ಮುಖ್ಯಮಂತ್ರಿಯವರ ಸೂಚನೆಗೂ ಬೆಲೆ ಕೊಡುತ್ತಿಲ್ಲ. ದಸರಾಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಿ ಎಂಬ ಮನವಿಗೂ ಸ್ಪಂದಿಸಿಲ್ಲ. ಹೀಗಾಗಿ, ನಾವು ದಿಟ್ಟ ನಿಲುವು ತೆಗೆದುಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಮುಂದಿನವಾರ ನಮ್ಮ ಹೋರಾಟದ ಹಾದಿ ನಿರ್ಧಾರವಾಗಲಿದೆ’ ಎಂದು ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಆರ್. ಮಂಜುನಾಥ್‌ ತಿಳಿಸಿದರು.

FIVE City corporations  Ward delimitation delayed

Bengaluru: The deadline for the ward redivision of five City corporations has passed, and the draft notification is likely to be published next week.

Five municipal corporations were formed in Greater Bengaluru and the final notification was issued on September 2. A ‘Ward Redivision Commission’ was formed under the leadership of GBA Chief Commissioner Maheshwar Rao and was asked to submit a report to the government on September 23.

The Urban Development Department had issued a notification on September 2 that the number and boundaries of the wards of all the five municipal corporations would be identified on September 26 and a draft notification would be issued. However, the ward redivision work was not completed by the deadline.

Even though it was three days after the deadline for submitting the ward redivision report, the commission officials were busy with the final stage of preparations. Deputy Chief Minister D.K. After a meeting with Shivakumar on Thursday, it is said that the submission of the report has been delayed as many changes have to be made.

ಬೆಂಗಳೂರು: ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ ಮರುವಿಂಗಡಣೆ ಕಾರ್ಯ ಗಡುವು ಮೀರಿದ್ದು, ಮುಂದಿನವಾರ ಕರಡು ಅಧಿಸೂಚನೆ ಪ್ರಕಟವಾಗುವ ಸಾಧ್ಯತೆ ಇದೆ.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಐದು ನಗರ ಪಾಲಿಕೆಗಳನ್ನು ರಚಿಸಿ ಸೆಪ್ಟೆಂಬರ್‌ 2ರಂದು ಅಂತಿಮ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿತ್ತು. ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತ ಮಹೇಶ್ವರ್‌ ರಾವ್ ನೇತೃತ್ವದಲ್ಲಿ ‘ವಾರ್ಡ್‌ಗಳ ಪುನರ್‌ ವಿಂಗಡಣಾ ಆಯೋಗ’ವನ್ನು ರಚಿಸಿ, ಸೆಪ್ಟೆಂಬರ್‌ 23ರಂದು ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ಸಲ್ಲಿಸಲು ಸೂಚಿಸಲಾಗಿತ್ತು.

ಸೆಪ್ಟೆಂಬರ್‌ 26ರಂದು ಐದೂ ನಗರ ಪಾಲಿಕೆಗಳ ವಾರ್ಡ್‌ಗಳ ಸಂಖ್ಯೆ, ಗಡಿಯನ್ನು ಗುರುತಿಸಿ, ಕರಡು ಅಧಿಸೂಚನೆಯನ್ನು ಹೊರಡಿಸುವುದಾಗಿ ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆಯ ಸೆ.2ರಂದು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿತ್ತು. ಆದರೆ, ಗಡುವಿನಲ್ಲಿ ವಾರ್ಡ್‌ ಮರು ವಿಂಗಡಣೆ ಕಾರ್ಯ ಮುಗಿದಿಲ್ಲ.

ವಾರ್ಡ್‌ಗಳ ಮರು ವಿಂಗಡಣೆ ವರದಿಯನ್ನು ಸಲ್ಲಿಸಬೇಕಾದ ಅವಧಿ ಮುಗಿದು ಮೂರು ದಿನವಾದರೂ ಆಯೋಗದ ಅಧಿಕಾರಿಗಳು ಅಂತಿಮ ಹಂತದ ತಯಾರಿಯಲ್ಲಿ ತೊಡಗಿದ್ದರು. ಉಪ ಮುಖ್ಯಮಂತ್ರಿ ಡಿ.ಕೆ. ಶಿವಕುಮಾರ್‌ ಅವರೊಂದಿಗೆ ಗುರುವಾರ ಸಭೆ ನಡೆದ ನಂತರ, ಹಲವು ಬದಲಾವಣೆಗಳನ್ನು ಮಾಡಬೇಕಾಗಿರುವುದರಿಂದ ವರದಿ ಸಲ್ಲಿಕೆ ವಿಳಂಬವಾಗಿದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ.

Bengaluru: To facilitate smooth traffic around Old Madras Road, Baiyappanqhalli, Banaswadi, Bangalore Smart Infrastructure Limited (B-Smile) is planning to build an elevated rotor flyover at a cost of ₹380 crore.

This project was prepared in February 2024 and tenders have been invited for its implementation through B-Smile. Bids have been allowed till October 13 and the project is targeted to be completed in 24 months.

This is a ‘turnkey lump sum’ type of tender to complete the project. The tender has been invited for a cost of ₹304 crore excluding GST. The Railways, which stands to benefit the most from the project, has already agreed to provide the land required for the project. It has been decided to acquire private land for the project by granting Transferable Development Rights (TDR).

* Two additional railway flyovers will be constructed in addition to the existing railway flyover.

* The elevated rotary to be constructed at IOC Junction (Baiyappanahalli Railway Station) will connect all four major connecting roads.

* Four-lane ‘unidirectional’ elevated rotary of steel box girder

* 15-metre wide rotary, 10 metres above the railway line

* Two-lane up ramp from the rotary towards Banaswadi Road

* Two-way ramp from the rotary towards Kammanahalli

ಬೆಂಗಳೂರು: ಹಳೆ ಮದ್ರಾಸ್‌ ರಸ್ತೆ, ಬೈಯಪ್ಪನಹಳ್ಳಿ, ಬಾಣಸವಾಡಿ ಸುತ್ತಮುತ್ತ ಸುಗಮ ಸಂಚಾರಕ್ಕೆ ಅನುವು ಮಾಡಿಕೊಡಲು ಬೆಂಗಳೂರು ಸ್ಮಾರ್ಟ್‌ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಚರ್‌ ನಿಯಮಿತ (ಬಿ–ಸ್ಮೈಲ್‌) ₹380 ಕೋಟಿ ವೆಚ್ಚದ ಎಲಿವೇಟೆಡ್‌ ರೋಟರ್‌ ಫ್ಲೈಓವರ್‌ ನಿರ್ಮಿಸಲು ಮುಂದಾಗಿದೆ.

2024ರ ಫೆಬ್ರುವರಿಯಲ್ಲೇ ಈ ಯೋಜನೆಯನ್ನು ತಯಾರಿಸಲಾಗಿದ್ದು,  ಬಿ–ಸ್ಮೈಲ್‌ ಮೂಲಕ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಲಾಗಿದೆ. ಅಕ್ಟೋಬರ್‌ 13ರವರೆಗೆ ಬಿಡ್‌ ಸಲ್ಲಿಸಲು ಅವಕಾಶ ನೀಡಲಾಗಿದ್ದು, 24 ತಿಂಗಳಲ್ಲಿ ಯೋಜನೆ ಪೂರ್ಣಗೊಳಿಸುವ ಗುರಿ ಹೊಂದಲಾಗಿದೆ.

‘ಟರ್ನ್‌ ಕೀ ಲಂಪ್‌ ಸಮ್‌’ ನಿಗದಿಪಡಿಸಿದ ದರಕ್ಕೇ ಯೋಜನೆಯನ್ನು ಪೂರ್ಣಗೊಳಿಸುವ ಮಾದರಿಯ ಟೆಂಡರ್‌ ಇದಾಗಿದೆ. ಜಿಎಸ್‌ಟಿ ಹೊರತುಪಡಿಸಿ, ₹304 ಕೋಟಿಯ ವೆಚ್ಚಕ್ಕೆ ಟೆಂಡರ್‌ ಆಹ್ವಾನಿಸಲಾಗಿದೆ. ಯೋಜನೆಯಿಂದ ಹೆಚ್ಚು ಪ್ರಯೋಜನ ಪಡೆಯುವ ರೈಲ್ವೆ ಇಲಾಖೆ, ಯೋಜನೆಗೆ ಅಗತ್ಯವಿರುವ ಭೂಮಿಯನ್ನು ನೀಡಲು ಈಗಾಗಲೇ ಒಪ್ಪಿದೆ. ವರ್ಗಾಯಿಸಬಹುದಾದ ಅಭಿವೃದ್ಧಿ ಹಕ್ಕುಗಳನ್ನು (ಟಿಡಿಆರ್) ನೀಡುವ ಮೂಲಕ  ಖಾಸಗಿ ಭೂಮಿಯನ್ನು ಯೋಜನೆಗೆ ಸ್ವಾಧೀನಪಡಿಕೊಳ್ಳಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

* ಈಗಿರುವ ರೈಲ್ವೆ ಮೇಲ್ಸೇತುವೆ ಜೊತೆಗೆ ಹೆಚ್ಚುವರಿಯಾಗಿ ಎರಡು ರೈಲ್ವೆ ಮೇಲ್ಸೇತುವೆಯನ್ನು ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ.

Bengaluru: Bangalore Solid Waste Management Limited (BSWML) is preparing to conduct a new campaign to dump waste in front of the houses of those who dump garbage on roads and vacant lots and beat drum.

Despite making a lot of efforts to eliminate black spots on the roads under the Greater Bengaluru Authority, the number of waste dumpers everywhere is not being fully controlled. Therefore, BSWML staff has decided to identify waste dumpers, dump garbage in front of their houses and beat drum to create awareness.

The civic workers and waste collection auto staff have information about black spots in 198 wards. Based on their information, the garbage dumpers are videotaped and their addresses are traced. After collecting visual and video information, the person's house is fined. Not stopping there, a warning is given to everyone. They are informed about the problem caused by dumping the waste. It has been decided to start this campaign by the end of September.

'Our staff, including marshals, are collecting information about those who throw waste everywhere. We have information about a lot of people. A warning campaign will be started in front of their houses. Our goal is that people should understand the problem and join hands in cleaning the city, and we have no intention of embarrassing them in any way,' said BSWML CEO Karigowda.

₹2,000 fine: 'Those who throw garbage on roads and premises are being fined a minimum of ₹2,000. It has been decided to publish the pictures of those who have paid the fine on social media in the future. We hope that they do not make such a mistake again,' he said.

Notice if they throw waste!

‘The auto crews that collect waste from houses daily in 198 wards know which households are not giving waste. Information is being collected from them and such households are being listed ward-wise. The process of issuing notices to the owners of the houses will also begin soon,’ said BSWML CEO Karigowda.

‘Since the number of people going to work in the city has increased, the timings of the autos have also been changed to allow them to collect waste before they leave their homes. However, if they do not give waste, it is assumed that they are throwing it on the roads. If they are processing the waste themselves, they should prove it,’ he said.

Awareness among the people is necessary: ​​Karigowda

‘In maintaining the cleanliness of the city, especially to ensure that there is no garbage anywhere, the cooperation of the citizens is very important and essential for our crews. Our crews go to the doorsteps to collect garbage. If they do not give them waste and throw it on the streets, it spoils the beauty of the city and also harms health. "People should be aware of their responsibility and cooperate with us. If we are facing any problems or difficulties in waste collection and disposal, they should also send us a WhatsApp message (9448197197)," said BSWML CEO Karigowda.

198 ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ಬ್ಲ್ಯಾಕ್‌ ಸ್ಪಾಟ್‌ಗಳ ಬಗ್ಗೆ ಪೌರಕಾರ್ಮಿಕರು ಹಾಗೂ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಸಿಬ್ಬಂದಿಗೆ ಮಾಹಿತಿ ಇದೆ. ಇವರ ಮಾಹಿತಿಯನ್ನು ಆಧರಿಸಿ, ಕಸ ಎಸೆಯುವವರ ವಿಡಿಯೊ ಮಾಡಿ, ಅವರ ವಿಳಾಸವನ್ನು ಪತ್ತೆ ಮಾಡಲಾಗುತ್ತದೆ. ದೃಶ್ಯ–ಚಿತ್ರ ಮಾಹಿತಿಗಳನ್ನು ಸಂಗ್ರಹಿಸಿಕೊಂಡು, ಆ ವ್ಯಕ್ತಿಯ ಮನೆಗೆ ಹೋಗಿ ದಂಡ ವಿಧಿಸಲಾಗುತ್ತದೆ. ಅಷ್ಟಕ್ಕೆ ಸುಮ್ಮನಾಗದೆ, ಎಲ್ಲರಿಗೂ ಅರಿವಾಗುವಂತೆ ತಮಟೆ ಬಾರಿಸಿಲಾಗುತ್ತದೆ. ತ್ಯಾಜ್ಯವನ್ನು ಸುರಿದು ಅದರಿಂದ ಎಂತಹ ಸಮಸ್ಯೆಯಾಗುತ್ತದೆ ಎಂಬುದನ್ನು ಅವರಿಗೆ ತಿಳಿಸಿಕೊಡಲಾಗುತ್ತದೆ. ಈ ಅಭಿಯಾನ ಸೆಪ್ಟೆಂಬರ್‌ ತಿಂಗಳಾಂತ್ಯಕ್ಕೆ ಆರಂಭಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

‘ಎಲ್ಲೆಂದರಲ್ಲಿ ತ್ಯಾಜ್ಯ ಎಸೆಯುವವರ ಬಗ್ಗೆ ಮಾರ್ಷಲ್‌ಗಳು ಸೇರಿದಂತೆ ನಮ್ಮ ಸಿಬ್ಬಂದಿ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸುತ್ತಿದ್ದಾರೆ. ಸಾಕಷ್ಟು ಜನರ ಮಾಹಿತಿ ನಮ್ಮ ಬಳಿ ಇದೆ. ಅವರ ಮನೆ ಮುಂದೆ ತಮಟೆ ಬಾರಿಸುವ ಅಭಿಯಾನ ಆರಂಭಿಸಲಾಗುತ್ತದೆ. ಜನರು ಸಮಸ್ಯೆ ಅರಿತು ಅವರು ನಗರ ಸ್ವಚ್ಛತೆಗೆ  ಕೈಜೋಡಿಸಬೇಕು ಎಂಬುದು ನಮ್ಮ ಗುರಿಯೇ ಹೊರತು ಅವರಿಗೆ ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ಮುಜುಗರವನ್ನು ಉಂಟು ಮಾಡುವ ಉದ್ದೇಶ ನಮಗಿಲ್ಲ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್ ಸಿಇಒ ಕರೀಗೌಡ ತಿಳಿಸಿದರು.

₹2 ಸಾವಿರ ದಂಡ: ‘ರಸ್ತೆ, ನಿವೇಶಗಳಲ್ಲಿ ಕಸ ಎಸೆಯುವವರಿಗೆ ಕನಿಷ್ಠ ₹2 ಸಾವಿರ ದಂಡ ವಿಧಿಸಲಾಗುತ್ತಿದೆ.  ಈ ರೀತಿ ದಂಡ ಪಾವತಿಸಿದವರ ಚಿತ್ರವನ್ನು ಇನ್ನು ಮುಂದೆ ಸಾಮಾಜಿಕ ಜಾಲತಾಣಗಳಲ್ಲಿ ಪ್ರಕಟಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಇಂತಹ ತಪ್ಪನ್ನು ಅವರು ಮತ್ತೆ ಮಾಡಬಾರದು ಎಂಬುದು ನಮ್ಮ ಆಶಯ’ ಎಂದರು.

ತ್ಯಾಜ್ಯ ನೀಡದ್ದರೆ ನೋಟಿಸ್‌!

‘198 ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ಪ್ರತಿನಿತ್ಯ ಮನೆಗಳಿಂದ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಿಸುವ ಆಟೊ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ಯಾವ ಮನೆಯವರು ತ್ಯಾಝ್ಯ ನೀಡುತ್ತಿಲ್ಲ ಎಂಬುದು ಗೊತ್ತಿರುತ್ತದೆ. ಅವರಿಂದ ಮಾಹಿತಿ ಪಡೆದುಕೊಂಡು ಅಂತಹ ಮನೆಗಳನ್ನು ವಾರ್ಡ್‌ವಾರು ಪಟ್ಟಿ ಮಾಡಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಮನೆಗಳ ಮಾಲೀಕರಿಗೆ ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡುವ ಪ್ರಕ್ರಿಯೆಯೂ ಸದ್ಯವೇ ಆರಂಭವಾಗಲಿದೆ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಸಿಇಒ ಕರೀಗೌಡ ತಿಳಿಸಿದರು.

‘ನಗರದಲ್ಲಿ ಉದ್ಯೋಗಕ್ಕೆ ಹೋಗುವವರ ಸಂಖ್ಯೆ ಹೆಚ್ಚಿರುವುದರಿಂದ ಅವರು ಮನೆಯಿಂದ ಹೊರಡುವುದಕ್ಕೆ ಮೊದಲೇ ತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ ಮಾಡುವುದಕ್ಕೆ ಅನುವಾಗಲು ಆಟೊಗಳ ಸಮಯವನ್ನೂ ಬದಲಾಯಿಸಲಾಗಿದೆ. ಆದರೂ ತ್ಯಾಜ್ಯ ನೀಡದೆ ಇದ್ದರೆ ಅವರು ರಸ್ತೆಗಳಲ್ಲೇ ಅದನ್ನು ಎಸೆಯುತ್ತಿದ್ದಾರೆ ಎಂದು ಭಾವಿಸಲಾಗುತ್ತದೆ. ಅವರು ತಾವೇ ತ್ಯಾಜ್ಯ ಸಂಸ್ಕರಿಸುತ್ತಿದ್ದೇವೆ ಎಂಬುದಾದರೆ ಅದನ್ನು ಸಾಬೀತುಪಡಿಸಬೇಕು’ ಎಂದು ಹೇಳಿದರು.

Bengaluru: It has been decided to design the council halls of the five municipal corporations formed under the jurisdiction of the Greater Bengaluru Authority (GBA) to seat 150 members each.

The GBA has invited interested parties to design new buildings for the Bengaluru East Municipal Corporation (BECC), West Municipal Corporation (BWCC), North Municipal Corporation (BNCC), and South Municipal Corporation (BSCC). As per the tender invitation, it has been asked to construct a council hall that can seat 150 members.

There is a proposal to form 63 wards in BECC, 117 wards in BWCC, 90 wards in BNCC, and 90 wards in BSCC. The Ward Reorganization Commission is preparing a report on ward structures and is likely to submit a draft report on September 23. Meanwhile, single designs have been invited for the construction of the main administrative building of GBA and the administrative buildings of BECC, BWCC, BNCC, BSCC.

The Executive Engineer of Shantinagar Division has invited this tender and the last date for submission of designs by architects/architects is September 23.

It has been decided to make the council hall spacious to accommodate both elected members and nominated members of the municipal corporations. It is said that if the number of members increases due to the addition of additional areas to the municipal corporations in the future, there will also be an opportunity to increase the seating capacity in the new buildings.

It is being considered to provide annex buildings to the Bangalore Central Municipal Corporation (BCCC) in the existing GBA building to accommodate administrative offices and council meetings. Therefore, the BCCC has not been included in the new design proposal, officials said.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ರಚನೆಯಾಗಿರುವ ಐದು ನಗರ ಪಾಲಿಕೆಗಳ ಕೌನ್ಸಿಲ್‌ ಸಭಾಂಗಣದಲ್ಲಿ ತಲಾ 150 ಸದಸ್ಯರು ಕುಳಿತುಕೊಳ್ಳುವಂತೆ ವಿನ್ಯಾಸ ಮಾಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ.

ಬೆಂಗಳೂರು ಪೂರ್ವ ನಗರ ಪಾಲಿಕೆ (ಬಿಇಸಿಸಿ), ಪಶ್ಚಿಮ ನಗರ ಪಾಲಿಕೆ (ಬಿಡಬ್ಲ್ಯುಸಿಸಿ), ಉತ್ತರ ನಗರ ಪಾಲಿಕೆ (ಬಿಎನ್‌ಸಿಸಿ), ದಕ್ಷಿಣ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ (ಬಿಎಸ್‌ಸಿಸಿ) ಹೊಸ ಕಟ್ಟಡಗಳ ವಿನ್ಯಾಸಗೊಳಿಸಲು ಆಸಕ್ತರಿಗೆ ಜಿಬಿಎಯಿಂದ ಆಹ್ವಾನ ನೀಡಲಾಗಿದೆ. ಈ ಟೆಂಡರ್‌ ಆಹ್ವಾನದಂತೆ 150 ಸದಸ್ಯರು ಆಸೀನರಾಗುವಂತಹ ಕೌನ್ಸಿಲ್‌ ಸಭಾಂಗಣ ನಿರ್ಮಿಸಲು ಹೇಳಲಾಗಿದೆ.

ಬಿಇಸಿಸಿಯಲ್ಲಿ 63 ವಾರ್ಡ್‌, ಬಿಡಬ್ಲ್ಯುಸಿಸಿಯಲ್ಲಿ 117 ವಾರ್ಡ್‌, ಬಿಎನ್‌ಸಿಸಿಯಲ್ಲಿ 90 ವಾರ್ಡ್‌, ಬಿಎಸ್‌ಸಿಸಿಯಲ್ಲಿ 90 ವಾರ್ಡ್‌ ರಚನೆಯಾಗುವ ಪ್ರಸ್ತಾವವಿದೆ. ವಾರ್ಡ್‌ ಪುನರ್‌ ವಿಂಗಡಣಾ ಆಯೋಗ ವಾರ್ಡ್‌ ರಚನೆಗಳ ಬಗ್ಗೆ ವರದಿ ತಯಾರಿಸುತ್ತಿದ್ದು, ಸೆ.23ಕ್ಕೆ ಕರಡು ವರದಿ ಸಲ್ಲಿಸುವ ಸಾಧ್ಯತೆ ಇದೆ. ಈ ಮಧ್ಯೆ, ಜಿಬಿಎಯ ಮುಖ್ಯ ಆಡಳಿತ ಕಟ್ಟಡ ಮತ್ತು ಬಿಇಸಿಸಿ, ಬಿಡಬ್ಲ್ಯುಸಿಸಿ, ಬಿಎನ್‌ಸಿಸಿ, ಬಿಎಸ್‌ಸಿಸಿಗಳ ಆಡಳಿತ ಕಟ್ಟಡವನ್ನು ನಿರ್ಮಿಸಲು ಏಕ ವಿನ್ಯಾಸಗಳನ್ನು ಆಹ್ವಾನಿಸಲಾಗಿದೆ.

ಶಾಂತಿನಗರ ವಿಭಾಗದ ಕಾರ್ಯಕಾರಿ ಎಂಜಿನಿಯರ್‌ ಈ ಟೆಂಡರ್‌ ಅನ್ನು ಆಹ್ವಾನಿಸಿದ್ದು,  ವಾಸ್ತು ಶಿಲ್ಪಿಗಳು/ ಆರ್ಕಿಟೆಕ್ಟ್‌ ಸಂಸ್ಥೆಗಳು ಸೆ.23ಕ್ಕೆ ವಿನ್ಯಾಸಗಳನ್ನು ಸಲ್ಲಿಸಲು ಅಂತಿಮ ದಿನವಾಗಿದೆ.

ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಚುನಾಯಿತ ಸದಸ್ಯರು ಹಾಗೂ ನಾಮನಿರ್ದೇಶಿತ ಸದಸ್ಯರಿಗೂ ಅನುವಾಗಲು ಕೌನ್ಸಿಲ್‌ ಸಭಾಂಗಣವನ್ನು ವಿಶಾಲವಾಗಿ ರೂಪಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ನಗರ ಪಾಲಿಕೆಗಳಿಗೆ ಹೆಚ್ಚುವರಿ ಪ್ರದೇಶಗಳು ಸೇರಿಕೊಂಡು ಸದಸ್ಯರ ಸಂಖ್ಯೆ ಅಧಿಕವಾದರೆ ಆಸನಗಳನ್ನು ಹೆಚ್ಚಿಸಿಕೊಳ್ಳುವ ಅವಕಾಶವೂ ಹೊಸ ಕಟ್ಟಡಗಳಲ್ಲಿ ಇರಲಿದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ.

ಬೆಂಗಳೂರು ಕೇಂದ್ರ ನಗರ ಪಾಲಿಕೆಗೆ (ಬಿಸಿಸಿಸಿ) ಈಗಿರುವ ಜಿಬಿಎ ಕಟ್ಟಡದಲ್ಲೇ, ಆಡಳಿತಾತ್ಮಕ ಕಚೇರಿಗಳು, ಕೌನ್ಸಿಲ್‌ ಸಭೆ ನಡೆಸಲು ಅವಕಾಶ ಮಾಡಿಕೊಡಲು ಅನೆಕ್ಸ್‌ ಕಟ್ಟಡಗಳನ್ನು ನೀಡುವ ಬಗ್ಗೆ ಆಲೋಚಿಸಲಾಗುತ್ತಿದೆ. ಆದ್ದರಿಂದ ಹೊಸ ವಿನ್ಯಾಸದ ಪ್ರಸ್ತಾವದಲ್ಲಿ ಬಿಸಿಸಿಸಿಯನ್ನು ಸೇರಿಸಿಲ್ಲ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.

Bengaluru: While contractors are demanding payment of bills for works completed two years ago, on the other hand, notices have been issued to waste contractors who have not submitted bills for five months.

Bangalore Solid Waste Management Limited (BSWML) has issued notices to waste contractors to submit bills for waste disposal.

‘Solid waste collection and transportation suppliers, contractors, have not paid the solid waste collection and transportation bills from April to August of the current financial year. The bills and supporting documents should be submitted immediately. After submitting the bills, action will be taken to make payment as per the rules,’ the Assistant General Manager of the respective department of BSWML issued notices to more than 28 contractors on September 11.

‘Bills containing all the information have been submitted for five months. However, a notice has been issued. If there is a shortfall in the provident fund (PF) payment, then we will do it. We have been paying the PF and EPF of all the workers for five months. We have also paid salaries for a couple of months. BSWML is giving us more problems,’ said waste contractor C.V. Rajinikanth Reddy.

‘BSWML has not provided the attendance information of workers and autos since April. Hence, the submission of the bill has been delayed. All the documents are being obtained after the notice is received and everything will be submitted soon,’ informed Rupesh of Annapoorneshwari Associates.

‘A thorough inspection by BSWML officials revealed that the bill was submitted showing the attendance of only one worker in two or three wards. For that, employees have been asked to provide information about the money paid and account details. The delay in submitting the bill is being caused by the demand for accurate information, sources said.

‘The attendance required by waste contractors has been provided at the ward level at the end of the month. Information about the attendance (RFID) of vehicles has also been provided. A new SOP has been implemented for the last 15 days. It has nothing to do with the pending bill submission since April. If the waste contractors submit the bill with the necessary documents, action will be taken to release the bill as per the rules. This will also benefit the contractors and those who carry out the cleaning work,’ informed BSWML CEO Karigowda.

Confusion due to SOP: Association

‘The new Standard Operating Procedure (SOP) has caused confusion for the contractors. Hence, the submission of the bill has been delayed. A letter has been written to the Managing Director of BSWML twice to call a meeting of the officials and contractors to resolve this confusion. However, no action has been taken and a notice has been issued,’ said S.N. Balasubramaniam, General Secretary of the Bangalore City Cleanliness and Lorry Owners-Contractors Association.

‘The delay in monthly bill payment since April, additional tables for paying monthly bills, fines and interest being imposed by the ESI and EPF departments, delay in bill payment before January 2025, and public transport system that requires employees to report for work at 5.30 am have been discussed and a solution has been requested,’ he said.

ಬೆಂಗಳೂರು: ಎರಡು ವರ್ಷದ ಹಿಂದೆ ಪೂರ್ಣಗೊಂಡಿರುವ ಕಾಮಗಾರಿಗಳಿಗೆ ಬಿಲ್‌ ಪಾವತಿ ಮಾಡಿ ಎಂದು ಗುತ್ತಿಗೆದಾರರು ಒಂದೆಡೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದರೆ, ಮತ್ತೊಂದೆಡೆ ಐದು ತಿಂಗಳಿನಿಂದ ಬಿಲ್‌ ಸಲ್ಲಿಸದ ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೋಟಿಸ್‌ ಜಾರಿಯಾಗಿದೆ.

‘ಘನತ್ಯಾಜ್ಯ ಸಂಗ್ರಹಣೆ ಮತ್ತು ಸಾಗಣೆ ಸರಬರಾಜುದಾರರು, ಗುತ್ತಿಗೆದಾರರು, ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ವರ್ಷದ ಏಪ್ರಿಲ್‌ನಿಂದ ಆಗಸ್ಟ್‌ವರೆಗೆ ಘನತ್ಯಾಜ್ಯ ಸಂಗ್ರಹ, ಸಾಗಣೆ ಬಿಲ್‌ಗಳನ್ನು ಪಾವತಿಸಿಲ್ಲ. ಬಿಲ್‌ ಜೊತೆಗೆ ಪೂರಕ ದಾಖಲೆಗಳನ್ನು ಕೂಡಲೇ ಸಲ್ಲಿಸಬೇಕು. ಬಿಲ್‌ ಸಲ್ಲಿಸಿದ ನಂತರ ನಿಯಮಾನುಸಾರ ಪಾವತಿಸಲು ಕ್ರಮ ವಹಿಸಲಾಗುವುದು’ ಎಂದು 28ಕ್ಕೂ ಹೆಚ್ಚು ಗುತ್ತಿಗೆದಾರರಿಗೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ ಆಯಾ ವಿಭಾಗದ ಸಹಾಯಕ ಪ್ರಧಾನ ವ್ಯವಸ್ಥಾಪಕರು ಸೆ.11ರಂದು ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ.

‘ಐದು ತಿಂಗಳಿನಿಂದ ಎಲ್ಲ ಮಾಹಿತಿಗಳನ್ನು ಒಳಗೊಂಡ ಬಿಲ್‌ಗಳನ್ನು ಸಲ್ಲಿಸಲಾಗಿದೆ. ಆದರೂ ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ. ಭವಿಷ್ಯ ನಿಧಿ (ಪಿಎಫ್‌) ಪಾವತಿಯಲ್ಲಿ ಕೊರತೆ ಇದ್ದರೆ ಹೀಗೆ ಮಾಡಿ ಎಂದರೆ ನಾವು ಮಾಡುತ್ತೇವೆ.  ಐದು ತಿಂಗಳಿನಿಂದ ಎಲ್ಲ ಕೆಲಸಗಾರರ ಪಿಎಫ್‌, ಇಪಿಎಫ್‌ ಪಾವತಿಸುತ್ತಿದ್ದೇವೆ. ಒಂದೆರಡು ತಿಂಗಳು ವೇತನವನ್ನೂ ನೀಡಿದ್ದೇವೆ. ಸಂಕಷ್ಟದಲ್ಲಿರುವ ನಮಗೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನವರು ಇನ್ನಷ್ಟು ಸಮಸ್ಯೆ ನೀಡುತ್ತಿದ್ದಾರೆ’ ಎಂದು ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರ ಸಿ.ವಿ. ರಜನಿಕಾಂತ್‌ ರೆಡ್ಡಿ ಹೇಳಿದರು.

‘ಏಪ್ರಿಲ್‌ನಿಂದ ಕೆಲಸಗಾರರು ಹಾಗೂ ಆಟೊಗಳ ಹಾಜರಾತಿ ಮಾಹಿತಿಯನ್ನು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನವರು ನೀಡಿಲ್ಲ. ಹೀಗಾಗಿ, ಬಿಲ್‌ ಸಲ್ಲಿಕೆ ವಿಳಂಬವಾಗಿದೆ. ನೋಟಿಸ್‌ ಬಂದ ಮೇಲೆ ಎಲ್ಲ ದಾಖಲೆಗಳನ್ನು ಪಡೆದುಕೊಳ್ಳಲಾಗುತ್ತಿದ್ದು, ಶೀಘ್ರವೇ ಎಲ್ಲವನ್ನೂ ಸಲ್ಲಿಸಲಾಗುವುದು’ ಎಂದು ಅನ್ನಪೂರ್ಣೇಶ್ವರಿ ಅಸೋಸಿಯೇಟ್ಸ್‌ನ ರೂಪೇಶ್‌ ಮಾಹಿತಿ ನೀಡಿದರು.

‘ಎರಡು ಮೂರು ವಾರ್ಡ್‌ಗಳಲ್ಲಿ ಒಂದೇ ಕೆಲಸಗಾರರ ಹಾಜರಾತಿಯನ್ನು ತೋರಿಸಿ ಬಿಲ್ ಸಲ್ಲಿಕೆಯಾಗಿರುವುದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಅಧಿಕಾರಿಗಳ ಕೂಲಂಕಷ ಪರಿಶೀಲನೆಯಿಂದ ತಿಳಿದುಬಂದಿದೆ. ಅದಕ್ಕಾಗಿ, ನೌಕರರಿಗೆ ಪಾವತಿಸಿರುವ ಹಣದ ಮಾಹಿತಿ, ಖಾತಾ ವಿವರವನ್ನು ನೀಡುವಂತೆ ಹೇಳಲಾಗಿದೆ. ನಿಖರ ಮಾಹಿತಿ ಕೇಳಿರುವುದರಿಂದ ಬಿಲ್‌ ಸಲ್ಲಿಕೆಯಲ್ಲಿ ವಿಳಂಬವಾಗುತ್ತಿದೆ’ ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.

 

ಎಲ್ಲ ದಾಖಲೆಗಳೂ ಲಭ್ಯ: ಕರೀಗೌಡ

‘ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅಗತ್ಯವಾಗಿರುವ ಹಾಜರಾತಿಯನ್ನು ವಾರ್ಡ್‌ ಮಟ್ಟದಲ್ಲೇ ತಿಂಗಳಾಂತ್ಯದಲ್ಲಿ ಒದಗಿಸಲಾಗಿದೆ. ವಾಹನಗಳ ಹಾಜರಾತಿಯ (ಆರ್‌ಎಫ್‌ಐಡಿ) ಮಾಹಿತಿಯನ್ನೂ ನೀಡಲಾಗಿದೆ. ಕಳೆದ 15 ದಿನದಿಂದ ಹೊಸ ಎಸ್ಒಪಿ ಜಾರಿಯಾಗಿದೆ. ಅದಕ್ಕೂ ಏಪ್ರಿಲ್‌ನಿಂದ ಬಾಕಿ ಉಳಿದಿರುವ ಬಿಲ್‌ ಸಲ್ಲಿಕೆಗೂ ಸಂಬಂಧ ಇಲ್ಲ. ತ್ಯಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರು ಅಗತ್ಯ ದಾಖಲೆಗಳೊಂದಿಗೆ ಬಿಲ್ ಸಲ್ಲಿಕೆ ಮಾಡಿದರೆ, ನಿಯಮಾನುಸಾರ ಬಿಲ್‌ ಬಿಡುಗಡೆಗೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಗುತ್ತಿಗೆದಾರರು– ಸ್ವಚ್ಛತೆ ಕೆಲಸ ನಿರ್ವಹಿಸುವವರಿಗೂ ಇದರಿಂದ ಅನುಕೂಲವೇ ಆಗಲಿದೆ’ ಎಂದು ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ ಸಿಇಒ ಕರೀಗೌಡ ಮಾಹಿತಿ ನೀಡಿದರು.

‘ಹೊಸ ಪ್ರಮಾಣಿತ ಕಾರ್ಯಾಚಾರಣಾ ವಿಧಾನದಿಂದ (ಎಸ್‌ಒಪಿ)  ಗುತ್ತಿಗೆದಾರರಿಗೆ ಗೊಂದಲ ಉಂಟಾಗಿದೆ. ಹೀಗಾಗಿ ಬಿಲ್‌ ಸಲ್ಲಿಕೆ ವಿಳಂಬವಾಗಿದೆ. ಈ ಗೊಂದಲವನ್ನು ಪರಿಹರಿಸಲು ಅಧಿಕಾರಿಗಳು ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರ ಸಭೆಯನ್ನು ಕರೆಯವಂತೆ ಬಿಎಸ್‌ಡಬ್ಲ್ಯುಎಂಎಲ್‌ನ  ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರಿಗೆ ಎರಡು ಬಾರಿ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ. ಆದರೂ ಕ್ರಮ ಕೈಗೊಳ್ಳದೆ, ನೋಟಿಸ್‌ ಜಾರಿ ಮಾಡಿದ್ದಾರೆ’ ಎಂದು ಬೆಂಗಳೂರು ನಗರ ಸ್ವಚ್ಛತೆ ಮತ್ತು ಲಾರಿ ಮಾಲೀರು–ಗುತ್ತಗೆದಾರರ ಸಂಘದ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಎಸ್‌.ಎನ್‌. ಬಾಲಸುಬ್ರಮಣಿಯಂ ತಿಳಿಸಿದರು.

‘ಏಪ್ರಿಲ್‌ನಿಂದ ಮಾಸಿಕ ಬಿಲ್‌ ಪಾವತಿಯಲ್ಲಿ ಆಗುತ್ತಿರುವ ವಿಳಂಬ, ಮಾಸಿಕ ಬಿಲ್‌ ಬಾವತಿಸಲು ಹೆಚ್ಚುವರಿಯಾಗಿರುವ ಟೇಬಲ್‌ಗಳು, ಇಎಸ್‌ಐ, ಇಪಿಎಫ್‌ ಇಲಾಖೆಗಳು ವಿಧಿಸುತ್ತಿರುವ ದಂಡ ಮತ್ತು ಬಡ್ಡಿ, 2025ರ ಜನವರಿಗೂ ಹಿಂದಿನ ಬಿಲ್‌ ಪಾವತಿಯಲ್ಲಿ ಆಗುತ್ತಿರುವ ವಿಳಂಬ, ನೌಕರರು ಬೆಳಿಗ್ಗೆ 5.30ಕ್ಕೆ ಕೆಲಸಕ್ಕೆ ಹಾಜರಾಗಲು ಅವಶ್ಯವಿರುವ ಸಾರ್ವಜನಿಕರ ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆ ಬಗ್ಗೆ ಚರ್ಚೆ ನಡೆಸಿ, ಪರಿಹಾರ ಕಲ್ಪಿಸಲು ಕೋರಲಾಗಿದೆ’ ಎಂದರು.

The Karnataka Lake Conservation and Development Authority (Amendment) Bill, 2025, which the state government had introduced in the legislature despite opposition from the opposition parties to reduce the lake buffer zone and which had been approved, was sent back to the government on September 15, 2025, by the Governor after seeking some clarifications.

SUBJECT: The Karnataka Tank Conservation & Development Authority (Amendment)-Bill, 2025-

Hon'ble Governor has ordered as below in the file;

"Perused the file;

a. State Government has proposed to amend the section12 of the Karnataka Tank Conservation & Development Authority Act, 2014 to introduce area-wise buffer zones for water bodies and permit for construction of certain public utility activities such as roads, bridges, electrical line, water supply line, Under Ground Drainage (UGD) line, Jack well or pump house or Sewage Treatment Plant (STP), Intermediate Sewage Pumping Station (ISPS), Wet well, Aqueduct and allied works with prior approval of the authority.

b. My office has received objection from the Bengaluru TownHall Association with a request to not assent the Karnataka Tank Conservation & Development Authority (Amendment) Bill, 2025. Some of the concerns are as fallows;

• as per the expert's opinion, the present lake buffer zone of 30 Meter itself is insufficient, and the real requirement is nearly 300 Meter to achieve ecosystem balance. If anything, to do, the buffer zone should be increased not decreased.

• State Government has not consulted the expert committee and also not consulted the public about the implication of this amendment.

• It is in violative of the Constitution and settled Law and is harmful for every citizen, affects the citizens right to water security and a healthy environment.

c. Further, they have also given detailed memorandum about the constitutional violations in part I, central laws and guidelines in part Ill and adverse impact on water security issues in part-IV.

d. Hence, it is necessary to get the clarifications from the State Government about the issues raised by the TownHall association and also to know that whether this amendment has really adverse effect or not.

e. Hence, return the file to State Government to re-submit the file along with proper clarifications in this regard.

ಬಿ. ಕರ್ನಾಟಕ ಕೆರೆ ಸಂರಕ್ಷಣೆ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ (ತಿದ್ದುಪಡಿ) ಮಸೂದೆ, 2025 ಕ್ಕೆ ಒಪ್ಪಿಗೆ ನೀಡದಿರಲು ಬೆಂಗಳೂರು ಟೌನ್‌ಹಾಲ್ ಅಸೋಸಿಯೇಷನ್‌ನಿಂದ ನನ್ನ ಕಚೇರಿಗೆ ಆಕ್ಷೇಪಣೆ ಬಂದಿದೆ. ಕೆಲವು ಕಳವಳಗಳು ಬಂದಿವೆ;

• ತಜ್ಞರ ಅಭಿಪ್ರಾಯದ ಪ್ರಕಾರ, ಪ್ರಸ್ತುತ 30 ಮೀಟರ್‌ನ ಕೆರೆ ಬಫರ್ ವಲಯವು ಸಾಕಷ್ಟಿಲ್ಲ, ಮತ್ತು ಪರಿಸರ ವ್ಯವಸ್ಥೆಯ ಸಮತೋಲನವನ್ನು ಸಾಧಿಸಲು ನಿಜವಾದ ಅವಶ್ಯಕತೆ ಸುಮಾರು 300 ಮೀಟರ್ ಆಗಿದೆ. ಏನಾದರೂ ಮಾಡಬೇಕಾದರೆ, ಬಫರ್ ವಲಯವನ್ನು  ಕಡಿಮೆ ಮಾಡದೆ ಹೆಚ್ಚಿಸಬೇಕು.

• ರಾಜ್ಯ ಸರ್ಕಾರವು ತಜ್ಞರ ಸಮಿತಿಯೊಂದಿಗೆ ಸಮಾಲೋಚಿಸಿಲ್ಲ ಮತ್ತು ಈ ತಿದ್ದುಪಡಿಯ ಪರಿಣಾಮದ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರೊಂದಿಗೆ ಸಮಾಲೋಚಿಸಿಲ್ಲ.

• ಇದು ಸಂವಿಧಾನ ಮತ್ತು ಸ್ಥಾಪಿತ ಕಾನೂನನ್ನು ಉಲ್ಲಂಘಿಸುತ್ತದೆ ಮತ್ತು ಪ್ರತಿಯೊಬ್ಬ ನಾಗರಿಕರಿಗೂ ಹಾನಿಕಾರಕವಾಗಿದೆ, ನೀರಿನ ಸುರಕ್ಷತೆಯ ನಾಗರಿಕರ ಹಕ್ಕು ಮತ್ತು ಆರೋಗ್ಯಕರ ಪರಿಸರದ ಮೇಲೆ ಪರಿಣಾಮ ಬೀರುತ್ತದೆ.

Bengaluru: The Forest Department has issued a notification declaring more than eight acres of land with 371 trees in Railway Cantonment Colony as a 'Biodiversity Heritage Site'.

Environmental activists had opposed the removal of 368 trees for the development of a commercial center in Railway Colony near Dandu area in Vasanthnagar since April 2025. They had also fought for this. Due to the insistence of environmental activists and the promise of Forest Minister Ishwar B. Khandre, the city has become a 'Biodiversity Heritage Site' for the first time.

The 167-acre premises of the city's Gandhi Krishi Vigyan Kendra (GKVK) were earlier declared a 'Biodiversity Heritage Site'. After this, Railway Cantonment Colony has earned this distinction.

A special meeting of the board was held on September 10 under the chairmanship of the Forest Minister, who is also the Chairman of the State Biodiversity Board. Considering the need for conservation, it was decided to declare the 8.61 acre area adjacent to the Bangalore Cantonment Railway Station as a green belt and declare it as a ‘Biodiversity Heritage Site’ (BHS) under the provisions of the Biodiversity Act, 2002.

Thousands of responses were received from the public, expressing support for the protection of the area. Considering these views, the proposal of the State Biodiversity Board to declare it as a Biodiversity Heritage Site has been accepted, the notification said.

The rapidly urbanizing Bengaluru is also important for its cultural, moral and aesthetic significance. The area of ​​Railway Cantonment Colony is part of the historical Candu region, which is associated with colonial-era development, heritage formation and long-term human settlement. This is the green belt where Mahatma Gandhi interacted with the freedom fighters in 1920.

Moral value: In the context of rapid urban sprawl, it is the collective moral responsibility of society and government institutions to conserve natural habitats. Protecting this area also reflects the moral commitment to protect biodiversity and environmental health for the present and future generations.

The green belt in the heart of the capital is home to 371 trees of 50 different species, providing scenic beauty and a green haven for the chirping of birds. It provides a peaceful and stress-free environment for the citizens. The area will act as a natural green landmark, improving the livability of the city, the notification of the Department of Forests, Habitat and Environment explains.

15 thousand people support: Ishwar Khandre

More than 15 thousand people had expressed their support for declaring the 8.61 acres of Cantonment Railway Colony as a biodiversity heritage site, said Forest Minister Ishwar B. Khandre.

This area is not only a place for flora, bird and insect species, but also an essential breathing space for Bengaluru city. This beautiful area, which has huge trees that have grown for 50-60 years, had been leased to a private company for a long period of 60 years by the Railway Land Development Authority with the aim of raising funds for the Bangalore Suburban Railway Project. The leased company had sought permission to cut down 368 trees here. He explained that there was strong opposition from the locals, environmentalists, tree lovers and the public to the destruction of trees.

The public was asked to submit suggestions, instructions and objections regarding the declaration of the ‘Biodiversity Heritage Site’. Around 15,000 people had submitted a petition to protect the trees. In an online signature campaign to prevent commercial activities by cutting down trees, 3,081 people had supported it. In another digital campaign to prevent the destruction of 368 trees, 10,670 people had suggested that it should not be cut down. In addition, 972 environmentalists and the public had supported the government's decision to declare it a heritage site through e-mail. Only two petitions were received against it, he said.

'Environmental activists had requested that 368 trees not be cut down. When a survey was conducted here, it was confirmed that there were 371 trees,' he said.

The city's air quality has already deteriorated. The green cover has diminished. In such a situation, the decision to protect 371 trees is historic.

ಬೆಂಗಳೂರು: ರೈಲ್ವೆ ಕಂಟೊನ್ಮೆಂಟ್‌ ಕಾಲೊನಿಯಲ್ಲಿ 371 ಮರಗಳಿರುವ ಎಂಟು ಎಕರೆಗೂ ಹೆಚ್ಚು ಪ್ರದೇಶವನ್ನು ‘ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಘೋಷಿಸಿ, ಅರಣ್ಯ ಇಲಾಖೆ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.

ವಸಂತನಗರದಲ್ಲಿರುವ ದಂಡು ಪ್ರದೇಶದ ಬಳಿಯ ರೈಲ್ವೆ ಕಾಲೊನಿಯಲ್ಲಿ ವಾಣಿಜ್ಯ ಕೇಂದ್ರ ಅಭಿವೃದ್ಧಿಗೆ 368 ಮರ ತೆರವುಗೊಳಿಸುವುದಕ್ಕೆ ಪರಿಸರ ಕಾರ್ಯಕರ್ತರಿಂದ 2025ರಿಂದ ಏಪ್ರಿಲ್‌ನಿಂದ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು. ಇದಕ್ಕಾಗಿ ಹೋರಾಟವನ್ನೂ ನಡೆಸಿದ್ದರು. ಪರಿಸರ ಕಾರ್ಯಕರ್ತರ ಒತ್ತಾಸೆ ಹಾಗೂ ಅರಣ್ಯ ಸಚಿವ ಈಶ್ವರ ಬಿ. ಖಂಡ್ರೆ ಅವರ ಭರವಸೆಯಂತೆ ನಗರದಲ್ಲಿ ಮೊದಲ ಬಾರಿಗೆ ‘ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ವಾಗಿದೆ.

ನಗರದ ಗಾಂಧಿ ಕೃಷಿ ವಿಜ್ಞಾನ ಕೇಂದ್ರ (ಜಿಕೆವಿಕೆ) ಆವರಣ 167 ಎಕರೆಯನ್ನು ಈ ಹಿಂದೆ ‘ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಘೋಷಿಸಲಾಗಿತ್ತು. ಇದರ ನಂತರ, ರೈಲ್ವೆ ಕಂಟೊನ್ಮೆಂಟ್‌ ಕಾಲೊನಿ ಈ ಹೆಗ್ಗಳಿಕೆಗೆ ಪಾತ್ರವಾಗಿದೆ.

ರಾಜ್ಯ ಜೀವವೈವಿಧ್ಯ ಮಂಡಳಿಯ ಅಧ್ಯಕ್ಷರೂ ಆಗಿರುವ ಅರಣ್ಯ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸೆಪ್ಟೆಂಬರ್‌ 10ರಂದು ಮಂಡಳಿಯ ವಿಶೇಷ ಸಭೆ ನಡೆಯಿತು. ಬೆಂಗಳೂರಿನ ಕಂಟೊನ್ಮೆಂಟ್‌ ರೈಲು ನಿಲ್ದಾಣಕ್ಕೆ ಹೊಂದಿಕೊಂಡಿರುವ 8.61 ಎಕರೆ ಪ್ರದೇಶವನ್ನು ಹಸಿರು ವಲಯವನ್ನಾಗಿ  ಪರಿಗಣಿಸಿ, ಸಂರಕ್ಷಣೆಯ ಅಗತ್ಯವನ್ನು ಮನಗಂಡು, ಜೀವ ವೈವಿದ್ಯ ಕಾಯ್ದೆ–2002 ನಿಬಂಧನೆಗಳ ಅಡಿಯಲ್ಲಿ ಈ ಸ್ಥಳವನ್ನು ‘ಜೀವವೈವಿದ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ (ಬಿಎಚ್‌ಎಸ್‌) ಎಂದು ಘೋಷಿಸಲು ತೀರ್ಮಾನಿಸಲಾಯಿತು.

ಸಾರ್ವಜನಿಕರಿಂದ ಸಾವಿರಾರು ಪ್ರತಿಕ್ರಿಯೆಗಳು ಬಂದಿದ್ದು, ಪ್ರದೇಶದ ರಕ್ಷಣೆಗೆ ಬೆಂಬಲ ಸೂಚಿಸಿವೆ. ಈ ಅಭಿಪ್ರಾಯಗಳನ್ನು ಪರಿಗಣಿಸಿ, ಜೀವ ವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣವೆಂದು ಘೋಷಿಸಲು ರಾಜ್ಯ ಜೀವವೈವಿಧ್ಯ ಮಂಡಳಿಯ ಪ್ರಸ್ತಾವವನ್ನು ಸ್ವೀಕರಿಸಲಾಗಿದೆ ಎಂದು ಅಧಿಸೂಚನೆಯಲ್ಲಿ ಹೇಳಲಾಗಿದೆ.

ವೇಗವಾಗಿ ನಗರೀಕರಣಗೊಳ್ಳುತ್ತಿರುವ ಬೆಂಗಳೂರು ಅದರ ಸಾಂಸ್ಕೃತಿಕ, ನೈತಿಕ ಮತ್ತು ಸೌಂದರ್ಯದ ಮಹತ್ವಕ್ಕೂ ಪ್ರಾಮುಖ್ಯ ಹೊಂದಿದೆ. ರೈಲ್ವೆ ಕಂಟೊನ್ಮೆಂಟ್‌ ಕಾಲೊನಿಯ ಪ್ರದೇಶವು ವಸಾಹತುಶಾಹಿ ಯುಗದ ಅಭಿವೃದ್ಧಿ, ಪಾರಂಪರಿಕ ರಚನೆ ಮತ್ತು ದೀರ್ಘಕಾಲದ ಮಾನವ ವಸಾಹತುಗಳೊಂದಿಗೆ ಸಂಬಂಧ ಹೊಂದಿರುವ ಐತಿಹಾಸಿಕ ದಂಡು ಪ್ರದೇಶದ ಭಾಗವಾಗಿದೆ. ಈ ತಾಣದಲ್ಲಿ, 1920ರಲ್ಲಿ ಮಹಾತ್ಮ ಗಾಂಧೀಜಿ ಸ್ವಾತಂತ್ರ್ಯ ಚಳವಳಿಗಾರರೊಂದಿಗೆ ಸಂವಾದ ನಡೆಸಿದ ಹಸಿರುವ ವಲಯವಾಗಿದೆ.

ನೈತಿಕ ಮೌಲ್ಯ, ವೇಗವಾದ ನಗರ ವಿಸ್ತರಣೆ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನೈಸರ್ಗಿಕ ಆವಾಸಸ್ಥಾನಗಳನ್ನು ಸಂರಕ್ಷಿಸುವುದು ಸಮಾಜ ಮತ್ತು  ಸರ್ಕಾರಿ ಸಂಸ್ಥೆಗಳ ಸಾಮೂಹಿಕ ನೈತಿಕ ಜವಾಬ್ದಾರಿಯಾಗಿದೆ.  ಈ ತಾಣವನ್ನು ರಕ್ಷಿಸುವುದು ಪ್ರಸಕ್ತ ಮತ್ತು ಭವಿಷ್ಯದ ಪೀಳಿಗೆಗೆ ಜೀವವೈವಿಧ್ಯತೆ ಮತ್ತು ಪರಿಸರ ಆರೋಗ್ಯವನ್ನು ರಕ್ಷಿಸುವ ನೈತಿಕ ಬದ್ಧತೆಯನ್ನೂ ಪ್ರತಿಬಿಂಬಿಸುತ್ತದೆ.

ರಾಜದಾನಿಯ ಪರಿಸರದ ಹೃದಯ ಭಾಗದಲ್ಲಿ 50 ವಿವಿಧ ಜಾತಿ 371 ಮರಗಳಿದ್ದು, ರಮಣೀಯ ಸೌಂದರ್ಯ, ಹಕ್ಕಿಗಳ ಚಿಲಿಪಿಲಿಯ ಹಸಿರು ತಾಣವಾಗಿದೆ. ನಾಗರಿಕರಿಗೆ ಮಾನಸಿಕ ನೆಮ್ಮದಿ ಮತ್ತು ಆಯಾಸರಹಿತ ಶುದ್ಧ ಗಾಳಿಯ ಪರಿಸರ ಒದಗಿಸುತ್ತದೆ. ನಗರದ ವಾಸಯೋಗ್ಯತೆಯನ್ನು ಉತ್ತಮಪಡಿಸಿ, ನೈಸರ್ಗಿಕ ಹಸಿರು ಹೆಗ್ಗುರುತಾಗಿ ಈ ಪ್ರದೇಶ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತದೆ ಎಂದು ಅರಣ್ಯ, ಜೀವಿ ಪರಿಸ್ಥಿತಿ ಮತ್ತು ಪರಿಸರ ಇಲಾಖೆಯ ಅಧಿಸೂಚನೆಯಲ್ಲಿ ವಿವರಿಸಲಾಗಿದೆ.

ಕಂಟೋನ್ಮೆಂಟ್ ರೈಲ್ವೆ ಕಾಲೊನಿಯ 8.61 ಎಕರೆ ಪ್ರದೇಶವನ್ನು ಜೀವವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ ಎಂದು ಘೋಷಿಸುವಂತೆ 15 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಜನರು ಬೆಂಬಲ ವ್ಯಕ್ತಪಡಿಸಿದ್ದರು ಎಂದು ಅರಣ್ಯ ಸಚಿವ ಈಶ್ವರ ಬಿ. ಖಂಡ್ರೆ ತಿಳಿಸಿದರು.

ಈ ಪ್ರದೇಶದಲ್ಲಿ ಸಸ್ಯ ಸಂಕುಲ, ಪಕ್ಷಿ ಸಂಕುಲ ಮತ್ತು ಕೀಟ ಸಂಕುಲದ ತಾಣವಷ್ಟೇ ಅಲ್ಲದೆ ಬೆಂಗಳೂರು ನಗರಕ್ಕೆ ಅತ್ಯಗತ್ಯವಾದ ಶ್ವಾಸತಾಣವಾಗಿದೆ. 50-60 ವರ್ಷಗಳಿಂದ ಬೆಳೆದ ಬೃಹತ್ ಮರಗಳಿರುವ ಈ ಸುಂದರ ಪ್ರದೇಶವನ್ನು ಬೆಂಗಳೂರು ಉಪನಗರ ರೈಲ್ವೆ ಯೋಜನೆಗೆ ನಿಧಿ ಸಂಗ್ರಹಿಸುವ ಉದ್ದೇಶದಿಂದ ರೈಲ್ವೆ ಭೂ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ ಖಾಸಗಿ ಸಂಸ್ಥೆಯೊಂದಕ್ಕೆ 60 ವರ್ಷಗಳ ದೀರ್ಘಾವಧಿಗೆ ಗುತ್ತಿಗೆ ನೀಡಿತ್ತು. ಗುತ್ತಿಗೆ ಪಡೆದ ಸಂಸ್ಥೆ ಇಲ್ಲಿರುವ 368 ಮರಗಳನ್ನು ಕಡಿಯಲು ಅನುಮತಿ ಕೋರಿತ್ತು. ಮರಗಳ ಹನನಕ್ಕೆ ಸ್ಥಳೀಯರು ಸೇರಿದಂತೆ ಪರಿಸರ ಪ್ರೇಮಿಗಳು, ವೃಕ್ಷ ಪ್ರೇಮಿಗಳು, ಸಾರ್ವಜನಿಕರಿಂದ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತವಾಗಿತ್ತು ಎಂದು  ವಿವರ ನೀಡಿದರು.

‘ಜೀವ ವೈವಿಧ್ಯ ಪಾರಂಪರಿಕ ತಾಣ’ ಎಂದು ಘೋಷಿಸುವ ಸಂಬಂಧ ಸಲಹೆ, ಸೂಚನೆ ಮತ್ತು ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಸುವಂತೆ ಸಾರ್ವಜನಿಕರನ್ನು ಕೋರಲಾಗಿತ್ತು. ಸುಮಾರು 15 ಸಾವಿರ ಜನರಿಂದ ವೃಕ್ಷ ರಕ್ಷಣೆಗೆ ಮನವಿ ಬಂದಿತ್ತು. ಮರಗಳನ್ನು ಕಡಿದು ವಾಣಿಜ್ಯ ಚಟುವಟಿಕೆ ನಡೆಸದಂತೆ ನಡೆದ ಆನ್‌ಲೈನ್ ಸಹಿ ಸಂಗ್ರಹ ಅಭಿಯಾನದಲ್ಲಿ 3,081 ಜನರು ಬೆಂಬಲ ನೀಡಿದ್ದರು. 368 ವೃಕ್ಷಗಳ ಹನನ ಮಾಡದಂತೆ ನಡೆದ ಮತ್ತೊಂದು ಡಿಜಿಟಲ್ ಅಭಿಯಾನದಲ್ಲಿ 10,670 ಜನರು ಸೂಚಿಸಿದ್ದರು. ಇದರ ಜೊತೆಗೆ 972 ಪರಿಸರ ಪ್ರೇಮಿಗಳು, ಸಾರ್ವಜನಿಕರು ಇ-ಮೇಲ್ ಮೂಲಕ ಪಾರಂಪರಿಕ ತಾಣ ಎಂದು ಘೋಷಿಸುವ ಸರ್ಕಾರದ ನಿರ್ಧಾರಕ್ಕೆ ಬೆಂಬಲ ಸೂಚಿಸಿದ್ದರು. ವಿರುದ್ಧವಾಗಿ ಕೇವಲ ಎರಡು ಮನವಿ ಮಾತ್ರ ಬಂದಿದ್ದವು ’ ಎಂದು ಅಂಕಿ–ಅಂಶ ನೀಡಿದರು.

‘368 ಮರ ಕಡಿಯದಂತೆ ಪರಿಸರ ಕಾರ್ಯಕರ್ತರು ಮನವಿ ಮಾಡಿದ್ದರು. ಇಲ್ಲಿ ಸಮೀಕ್ಷೆ ನಡೆಸಿದಾಗ 371 ಮರಗಳಿರುವುದು ದೃಢಪಟ್ಟಿತು’ ಎಂದರು.

OC exemption for 3-storey buildings for plots up to 1200 sq ft in GBA limits

Bengaluru: A three-storey building constructed on a plot of 1200 sq ft within the jurisdiction of the Greater Bangalore Authority (GBA) has been exempted from obtaining an Occupancy Certificate (OC).

The government, in exercise of the powers conferred under Section 241(7) of the Greater Bangalore Administration Act-2024, on Tuesday ordered exemption from OC for these residential buildings.

Ground and 2-storey or stilt + 3-storey buildings on a plot of 1200 sq ft have been exempted from OC. The Urban Development Department said in an order issued on September 9 that the OC exemption for small-scale buildings will help in providing timely services to the public after thoroughly examining the proposal of the GBA Chief Commissioner.

Every year, about four hundred buildings are being approved for construction on plots of less than 1200 sq ft. The building plan is now being issued through an automated online software under the ‘Nambike Map’ system. Under this scheme, the draft plan is approved on the same day of application and the final plan within 15 days, making the plan transparent and time-bound for the public.

The process of issuing the possession certificate involves a quadruple verification of the site inspection, the constructed building and the approved building plan. This creates a heavy workload on the local bodies. Also, there is a possibility of delay in providing services to the public. Keeping in mind the speedy approval of plans under the ‘Nambike Map’ system, the Chief Commissioner had explained in the proposal that it would be appropriate to exempt small-scale buildings from the mandatory obtaining of OC.

The Greater Bengaluru Administration Act- 2024 states that ‘the government may notify the category of buildings exempted from the Occupancy Certificate’. He said that action can be taken accordingly.

Allow electricity connection!

‘The order that electricity connection cannot be provided to buildings without an Occupancy Certificate (OC) was implemented in January 2025. Now, since small-scale buildings have been exempted from obtaining an OC, they will get electricity connection. About 50,000 buildings within the GBA limits could not get electricity connection without an OC. If the building plan is approved, they will be exempted from the OC,’ said GBA officials.

ಬೆಂಗಳೂರು: ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಪ್ರಾಧಿಕಾರದ (ಜಿಬಿಎ) ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 1200 ಚದರ ಅಡಿ ನಿವೇಶನದಲ್ಲಿ ನಿರ್ಮಿಸಿರುವ ಮೂರು ಅಂತಸ್ತಿನ ಕಟ್ಟಡಕ್ಕೆ ಸ್ವಾಧೀನಾನುಭವ ಪ್ರಮಾಣ ಪತ್ರ (ಒಸಿ) ಪಡೆಯುವುದರಿಂದ ವಿನಾಯಿತಿ ನೀಡಲಾಗಿದೆ.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ–2024ರ ಕಲಂ 241(7)ರಂತೆ ಸರ್ಕಾರ ಪ್ರದತ್ತವಾದ ಅಧಿಕಾರದನ್ವಯ ಈ ವಾಸ ಕಟ್ಟಡಗಳಿಗೆ ಒಸಿಯಿಂದ ವಿನಾಯಿತಿ ನೀಡಿ ಮಂಗಳವಾರ ಆದೇಶಿಸಿದೆ.

1200 ಚದರ ಅಡಿ ನಿವೇಶನದಲ್ಲಿ ನೆಲ ಹಾಗೂ 2 ಅಂತಸ್ತು ಅಥವಾ ಸ್ಟಿಲ್ಟ್‌ + ಮೂರು ಅಂತಸ್ತಿನ ಕಟ್ಟಡಗಳಿಗೆ ಒಸಿಯಿಂದ ವಿನಾಯಿತಿ ನೀಡಲಾಗಿದೆ. ಜಿಬಿಎ ಮುಖ್ಯ ಆಯುಕ್ತರ ಪ್ರಸ್ತಾವವನ್ನು ಕೂಲಂಕಷವಾಗಿ ಪರಿಶೀಲಿಸಿ ಸಣ್ಣ ಪ್ರಮಾಣದ ಕಟ್ಟಡಗಳಿಗೆ ಒಸಿ ವಿನಾಯಿತಿ ನೀಡುವುದರಿಂದ, ಸಾರ್ವಜನಿಕರಿಗೆ ಸಕಾಲದಲ್ಲಿ ಸೇವೆ ಒದಗಿಸಲು ಸಹಕಾರಿಯಾದಂತಾಗುತ್ತದೆ ಎಂದು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಸೆ.9ರಂದು ಹೊರಡಿಸಿರುವ ಆದೇಶದಲ್ಲಿ ತಿಳಿಸಿದೆ.

ಪ್ರತಿ ವರ್ಷ 1200 ಚದರಡಿಗಿಂತ ಕಡಿಮೆ ವಿಸ್ತೀರ್ಣದ ನಿವೇಶನಗಳಲ್ಲಿ ಸುಮಾರು ನಾಲ್ಕು ಸವಿರ ಕಟ್ಟಡಗಳಿಗೆ ನಕ್ಷೆ ಮಂಜೂರು ಮಾಡಲಾಗುತ್ತಿದೆ. ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಕಟ್ಟಡ ನಕ್ಷೆಯನ್ನು ಇದೀಗ ‘ನಂಬಿಕೆ ನಕ್ಷೆ’ ವ್ಯವಸ್ಥೆಯಡಿ ‘ಆಟೊಮೇಟೆಡ್‌ ಆನ್‌ಲೈನ್‌ ತಂತ್ರಾಂಶದ ಮೂಲಕ ನೀಡಲಾಗುತ್ತಿದೆ. ಈ ಯೋಜನೆಯಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ ದಿನದಂದೇ ಕರಡು ನಕ್ಷೆ ಮತ್ತು 15 ದಿನದಲ್ಲಿ ಅಂತಿಮ ನಕ್ಷೆ ಮಂಜೂರು ಮಾಡಿ, ಸಾರ್ವಜನಿಕರಿಗೆ ಪಾರದರ್ಶಕ ಹಾಗೂ ಕಾಲಮಿತಿಯಲ್ಲಿ ನಕ್ಷೆ ಮಂಜೂರು ಮಾಡಲಾಗುತ್ತಿದೆ.

ಸ್ವಾಧೀನಾನುಭವ ಪ್ರಮಾಣ ಪತ್ರ ನೀಡುವ ಪ್ರಕ್ರಿಯೆಯು ಸ್ಥಳ ಪರಿಶೀಲನೆ, ನಿರ್ಮಾಣ ಮಾಡಿರುವ ಕಟ್ಟಡ ಹಾಗೂ ಅನುಮೊದಿತ ಕಟ್ಟಡ ನಕ್ಷೆಯ ತುಲನಾಲ್ಮಕ ಪರಿಶೀಲನೆಯನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ. ಇದರಿಂದ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಮೇಲೆ ಹೆಚ್ಚಿನ ಕೆಲಸದ ಹೊರೆ ಉಂಟಾಗುತ್ತದೆ. ಅಲ್ಲದೆ, ಸಾರ್ವಜನಿಕರಿಗೆ ಸೇವೆ ನಿಡುವಲ್ಲಿ ವಿಳಂಬವಾಗುವ ಸಾಧ್ಯತೆಗಳಿವೆ.  ‘ನಂಬಿಕೆ ನಕ್ಷೆ’ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಶೀಘ್ರವಾಗಿ ನಕ್ಷೆಗಳಿಗೆ ಮಂಜೂರು  ಮಾಡುವುದನ್ನು ಗಮನದಲ್ಲಿರಿಸಿಕೊಂಡು ಸಣ್ಣ ಪ್ರಮಾಣದ ಕಟ್ಟಡಗಳಿಗೆ ಒಸಿಯನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಪಡೆಯುವುದರಿಂದ ವಿನಾಯಿತಿ ನೀಡುದು ಸೂಕ್ತವಾಗಿರುತ್ತದೆ ಎಂದು ಪ್ರಸ್ತಾವದಲ್ಲಿ ಮುಖ್ಯ ಆಯುಕ್ತರು ವಿವರಿಸಿದ್ದರು.

ಗ್ರೇಟರ್‌ ಬೆಂಗಳೂರು ಆಡಳಿತ ಕಾಯ್ದೆ– 2024ರಲ್ಲಿ ‘ಸ್ವಾಧೀನಾನುಭವ ಪ್ರಮಾಣ ಪತ್ರದಿಂದ ವಿನಾಯಿತಿ ಪಡೆಯುವ ಕಟ್ಟಡಗಳ ವರ್ಗವನ್ನು ಸರ್ಕಾರ ಅಧಿಸೂಚಿಸಬಹುದು’ ಎಂದು ಹೇಳಲಾಗಿದೆ. ಅದರಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಬಹುದು ಎಂದು ಹೇಳಿದ್ದರು.

 

ವಿದ್ಯುತ್‌ ಸಂಪರ್ಕಕ್ಕೆ ಅವಕಾಶ!

‘ಸ್ವಾಧೀನಾನುಭವ ಪ್ರಮಾಣಪತ್ರ (ಒಸಿ) ಇಲ್ಲದೆ ಕಟ್ಟಡಗಳಿಗೆ ವಿದ್ಯುತ್‌ ಸಂಪರ್ಕವನ್ನು ನೀಡುವಂತಿಲ್ಲ ಎಂಬ ಆದೇಶ 2025ರ ಜನವರಿಯಲ್ಲಿ ಜಾರಿಯಾಗಿತ್ತು. ಇದೀಗ ಒಸಿ ಪಡೆಯುವುದರಿಂದ ಸಣ್ಣ ಪ್ರಮಾಣದ ಕಟ್ಟಡಗಳಿಗೆ ವಿನಾಯಿತಿ ನೀಡಿರುವುದರಿಂದ ಅವರಿಗೆ ವಿದ್ಯುತ್‌ ಸಂಪರ್ಕ ಸಿಗಲಿದೆ. ಜಿಬಿಎ ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಸುಮಾರು 50 ಸಾವಿರ ಕಟ್ಟಡಗಳು ಒಸಿ ಇಲ್ಲದೆ ವಿದ್ಯುತ್‌ ಸಂಪರ್ಕ ಪಡೆಯಲು ಸಾಧ್ಯವಾಗಿರಲಿಲ್ಲ. ಕಟ್ಟಡ ನಕ್ಷೆ ಮಂಜೂರಾಗಿದ್ದರೆ ಒಸಿಯಿಂದ ವಿನಾಯಿತಿ ಸಿಗಲಿದೆ’ ಎಂದು ಜಿಬಿಎ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದರು.
