DPR outlines alignment for land acquisition in four survey numbers of Kasaba Hobli

Bengaluru: The detailed project report (DPR) outlines the alignment for the acquisition of six acres of land in four survey numbers of Kasaba Hobli in Bengaluru North taluk for the TUNNEL road.
The entrance and exit of the underground road will be in the surrounding area, including the Lalbagh South Gate (Siddapur Gate) entrance on the Lalbagh Siddapur main road, and many facilities and a five-storey commercial complex will also be built here.
The DPR has identified an alignment for acquiring more than 2.56 lakh sq ft of land in 143-Vishveshwarapura ward of Lalbagh, Annipura, Arekempanahalli, Siddapura villages of Kasaba hobli.
The DPR submitted to B-Smile, titled ‘Land Acquisition Map (Lalbagh)’, details the drawing No. SSP/DWG/24–25/002 prepared on August 30, 2025.
The exit ramp of the tunnel road coming from the Race Course side will be constructed using the land of Lalbagh on the Siddapura road from Marigowda Junction. Further, a shaft complex will be constructed using a large area of Lalbagh near Siddapura Gate.
An access ramp for the tunnel road will be constructed from Ashoka Pillar (Government Drug Testing Laboratory) to Siddapur Gate, and the Lalbagh area will be used on this route.
‘Nothing will come into Lalbagh, acres of land will not be used. Officials are making excuses that it will only run on one side. However, the details of land acquisition of 6 acres are clear in the DPR,’ said Rajkumar Dugar, founder of Citizens for Cities.
‘The blocks adjacent to the Western Ghats are in Lalbagh, and a century ago there was a zoo with tigers and bears in Lalbagh,’ he said.

Cutting of Hebbal Lake Nala?
The DPR explains that about two acres of land need to be acquired in survey number three of Hebbal in Kasaba hobli of Uttara taluk at Hebbal Junction. It is said that the land acquisition will be done in ‘Defence land’ itself. However, in the alignment, Exit Ramp-8 will run along the side of Hebbal Lake, and it is shown as cutting the Kere Kodi Nala. It is explained that if one side exit ramp passes, two tubes of the main route of the tunnel road will be constructed at the bottom next to it.

ಲಾಲ್ಬಾಗ್ ಸಿದದಾಪುರ ಮುಖ್ಯರಸ್ತೆಯಲ್ಲಿ ಲಾಲ್ಬಾಗ್ ದಕ್ಷಿಣ ಗೇಟ್ (ಸಿದ್ದಾಪುರ ಗೇಟ್) ಪ್ರವೇಶದ್ವಾರ ಸೇರಿದಂತೆ ಸುತ್ತಮುತ್ತಲಿನ ಪ್ರದೇಶದಲ್ಲಿ ಸುರಂಗ ಮಾರ್ಗದ ಪ್ರವೇಶ ಹಾಗೂ ನಿರ್ಗಮನವಿರಲಿದ್ದು, ಹಲವು ಸೌಲಭ್ಯಗಳು ಐದು ಅಂತಸ್ತಿನ ವಾಣಿಜ್ಯ ಸಂಕೀರ್ಣವೂ ಇಲ್ಲಿ ನಿರ್ಮಾಣವಾಗಲಿದೆ.
ಕಸಬಾ ಹೋಬಳಿಯ ಲಾಲ್ಬಾಗ್, ಅಣ್ಣಿಪುರ, ಅರೆಕೆಂಪನಹಳ್ಳಿ, ಸಿದ್ದಾಪುರ ಗ್ರಾಮಗಳ 143–ವಿಶ್ವೇಶ್ವರ ಪುರ ವಾರ್ಡ್ನಲ್ಲಿ 2.56 ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಚದರಡಿ ಭೂಮಿಯನ್ನು ಸ್ವಾಧೀನಪಡಿಸಿಕೊಳ್ಳಲು ಡಿಪಿಆರ್ನಲ್ಲಿ ಅಲೈನ್ಮೆಂಟ್ ಅನ್ನು ಗುರುತಿಸಲಾಗಿದೆ.
ಬಿ–ಸ್ಮೈಲ್ಗೆ ಸಲ್ಲಿಸಲಾಗಿರುವ ಡಿಪಿಆರ್ನಲ್ಲಿ ‘ಭೂಸ್ವಾಧೀನ ನಕ್ಷೆ (ಲಾಲ್ಬಾಗ್)’ ಎಂಬ ಶೀರ್ಷಿಕೆಯಲ್ಲಿ 2025ರ ಆಗಸ್ಟ್ 30ರಂದು ತಯಾರಿಸಿರುವ ಡ್ರಾಯಿಂಗ್ ನಂ. ಎಸ್ಎಸ್ಪಿ/ಡಿಡಬ್ಲ್ಯುಜಿ/24–25/
ಮರಿಗೌಡ ಜಂಕ್ಷನ್ನಿಂದ ಸಿದ್ದಾರಪುರ ರಸ್ತೆಯಲ್ಲಿ ಲಾಲ್ಬಾಗ್ನ ಭೂಪ್ರದೇಶವನ್ನು ಬಳಸಿಕೊಂಡು, ರೇಸ್ಕೋರ್ಸ್ ಕಡೆಯಿಂದ ಬರುವ ಸುರಂಗ ರಸ್ತೆಯ ನಿರ್ಗಮನ ರ್ಯಾಂಪ್ ನಿರ್ಮಾಣವಾಗುತ್ತದೆ. ಮುಂದೆ, ಸಿದ್ದಾಪುರ ಗೇಟ್ ಸಮೀಪ ಬೃಹತ್ ಪ್ರಮಾಣದಲ್ಲಿ ಲಾಲ್ಬಾಗ್ ಪ್ರದೇಶವನ್ನು ಬಳಸಿಕೊಂಡು ಶಾಫ್ಟ್ ಸಂಕೀರ್ಣವನ್ನು ನಿರ್ಮಿಸಲಾಗುತ್ತದೆ.
ಅಶೋಕ ಪಿಲ್ಲರ್ನಿಂದ (ಸರ್ಕಾರಿ ಡ್ರಗ್ ಟೆಸ್ಟಿಂಗ್ ಲ್ಯಾಬೊರೇಟರಿ) ಸಿದ್ದಾಪುರ ಗೇಟ್ವರೆಗೆ ಸುರಂಗ ರಸ್ತೆಯ ಪ್ರವೇಶ ರ್ಯಾಂಪ್ ನಿರ್ಮಾಣವಾಗಲಿದ್ದು, ಈ ಹಾದಿಯಲ್ಲಿ ಲಾಲ್ಬಾಗ್ ಪ್ರದೇಶ ಬಳಕೆಯಾಗಲಿದೆ.
‘ಲಾಲ್ಬಾಗ್ನೊಳಗೆ ಏನು ಬರುವುದಿಲ್ಲ, ಎಕರೆಗಟ್ಟಲೆ ಭೂಮಿ ಬಳಸುವುದಿಲ್ಲ. ಒಂದು ಬದಿಯಲ್ಲಿ ಮಾತ್ರ ಸಾಗುತ್ತದೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ಸಬೂಬು ಹೇಳುತ್ತಿದ್ದಾರೆ. ಆದರೆ, ಡಿಪಿಆರ್ನಲ್ಲಿ 6 ಎಕರೆ ಭೂಸ್ವಾಧೀನ ವಿವರ ಸ್ಪಷ್ಟವಾಗಿದೆ’ ಎಂದು ಸಿಟಿಜನ್ಸ್ ಫಾರ್ ಸಿಟಿನ್ಸ್ನ ಸಂಸ್ಥಾಪಕ ರಾಜಕುಮಾರ್ ದುಗಾರ್ ಹೇಳಿದರು.
‘ಪಶ್ಚಿಮ ಘಟ್ಟಕ್ಕೆ ಹೊಂದಿಕೊಂಡಿರುವ ಬ್ಲಾಕ್ಗಳು ಲಾಲ್ಬಾಗ್ನಲ್ಲಿದ್ದು, ಶತಮಾನದ ಹಿಂದೆ ಲಾಲ್ಬಾಗ್ನಲ್ಲಿ ಹುಲಿ, ಕರಡಿಗಳಿದ್ದ ಪ್ರಾಣಿ ಸಂಗ್ರಹಾಲಯವೂ ಇತ್ತು’ ಎಂದರು.

ಹೆಬ್ಬಾಳ ಜಂಕ್ಷನ್ನಲ್ಲಿ ಉತ್ತರ ತಾಲ್ಲೂಕಿನ ಕಸಬಾ ಹೋಬಳಿಯ ಹೆಬ್ಬಾಳದ ಮೂರು ಸರ್ವೆ ನಂಬರ್ನಲ್ಲಿ ಸುಮಾರು ಎರಡು ಎಕರೆ ಭೂಸ್ವಾಧೀನದ ಅಗತ್ಯವಿದೆ ಎಂದು ಡಿಪಿಆರ್ನಲ್ಲಿ ವಿವರಿಸಲಾಗಿದೆ. ‘ಡಿಫೆನ್ಸ್ ಭೂಮಿ’ಯಲ್ಲಿಯೇ ಭೂಸ್ವಾಧಿನವಾಗುತ್ತದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ. ಆದರೆ, ಅಲೈನ್ಮೆಂಟ್ನಲ್ಲಿ ನಿರ್ಗಮನ ರ್ಯಾಂಪ್–8 ಹೆಬ್ಬಾಳ ಕೆರೆಯ ಬದಿಯಲ್ಲೇ ಸಾಗಲಿದ್ದು, ಕೆರೆ ಕೋಡಿಯ ನಾಲಾ ಕತ್ತರಿಸುವಂತೆ ತೋರಿಸಲಾಗಿದೆ. ಒಂದು ಬದಿ ನಿರ್ಗಮನ ರ್ಯಾಂಪ್ ಹಾದುಹೋದರೆ, ಅದರ ಪಕ್ಕದ ಕೆಳಭಾಗದಲ್ಲಿ ಸುರಂಗ ರಸ್ತೆಯ ಮುಖ್ಯ ಮಾರ್ಗದ ಎರಡು ಟ್ಯೂಬ್ಗಳು ನಿರ್ಮಾಣವಾಗಲಿವೆ ಎಂದು ವಿವರಿಸಲಾಗಿದೆ.
