Since the Congress was divided, Kamaraj, Nijalingappa, Ramakrishna Hegde, H.D. Deve Gowda was all identified with the Congress (O). The state leadership of Indira Gandhi's Congress (R) was took over by D. Devaraj Aras. Assembly elections were held on March 2, 1972. Indira Gandhi's Congress came to power in the state by winning 165 out of 216 constituencies. D. Devaraj Aras assumed office as Chief Minister on March 20. The fifth Legislative Assembly came into existence on 24 March 1972.

Indira Congress became famous for winning 165 seats for the first time in the history of the state. D.Devaraj Aras during his tenure, successfully adapted Indira Gandhi's 'Garibi Hathao' slogan and brought about revolutionary changes in the Land Revenue Act and gained popular recognition. Aras had no opposition from all these reform programs. Thus, the credit of completing the entire five-year term of the Legislative Assembly went to Devaraj Aras as the only Chief Minister. And plus one year.  This remains the record till then.

Due to the 42nd Amendment of the Constitution, the term of the Legislative Assembly was extended to a period of one year. Finally on December 31, 1977, the fifth assembly was dissolved. There was President's rule from 31 December 1977 to 28 February 1978.

H.D.Deve Gowda who won from Congress (O) from Holenarasipur constituency in the fifth assembly period was the Leader of the Opposition till March 17, 1976. H.T.Krishnappa was elected from Nagamangala Constituency was the Leader of the Opposition till October 25, 1976. H.D. Deve Gowda served as Leader of the Opposition for a second term from 18 November 1976 to 31 December 1977.

K.S.Nagaratnamma was elected from Gundlupet constituency by Indira Gandhi Congress, created a record as the first woman Speaker of the Legislative Assembly. Nagaratnamma was the Speaker from March 24, 1972 to March 17, 1978. P. Venkataramana was the Speaker from 17 March 1978 to 3 October 1980.

ಕಾಂಗ್ರೆಸ್ ಇಬ್ಭಾಗವಾದ್ದರಿಂದ ಕಾಮರಾಜ್, ನಿಜಲಿಂಗಪ್ಪ, ರಾಮಕೃಷ್ಣ ಹೆಗಡೆ, ಎಚ್.ಡಿ. ದೇವೇಗೌಡ ಎಲ್ಲರೂ ಕಾಂಗ್ರೆಸ್ (ಓ)ದೊಂದಿಗೆ ಗುರುತಿಸಿಕೊಂಡಿದ್ದರು. ಇಂದಿರಾಗಾಂಧಿ ಅವರ ಕಾಂಗ್ರೆಸ್‌ನ (ಆರ್) ರಾಜ್ಯ ನೇತೃತ್ವವನ್ನು ಡಿ. ದೇವರಾಜ್ ಅರಸು ವಹಿಸಿಕೊಂಡರು. 1972ರ ಮಾರ್ಚ್ 2ರಂದು ವಿಧಾನಸಭೆ ಚುನಾವಣೆ ನಡೆಯಿತು. 216 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ 165ರಲ್ಲಿ ಜಯಭೇರಿ ಬಾರಿಸುವ ಮೂಲಕ ಇಂದಿರಾಗಾಂಧಿ ಕಾಂಗ್ರೆಸ್ ರಾಜ್ಯದ ಅಧಿಕಾರ ಪಡೆಯಿತು. ಡಿ. ದೇವರಾಜ್ ಅರಸ್ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಮಾರ್ಚ್ 20ರಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ಐದನೇ ವಿಧಾನಸಭೆ 1972ರ ಮಾರ್ಚ್ 24ರಿಂದ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿತು.

ರಾಜ್ಯದ ಇತಿಹಾಸದಲ್ಲಿ ಪ್ರಥಮ ಬಾರಿಗೆ ಪಕ್ಷವೊಂದು 165 ಸ್ಥಾನ ಗಳಿಸಿದ ಖ್ಯಾತಿ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್ ಪಡೆಯಿತು. ಡಿ. ದೇವರಾಜ್ ಅರಸ್ ತಮ್ಮ ಅಧಿಕಾರ ಅವಧಿಯಲ್ಲಿ ಇಂದಿರಾಗಾಂಧಿ ಅವರ ‘ಗರೀಬಿ ಹಠಾವೋ’ ಘೋಷಣೆಯನ್ನು ಉತ್ತಮವಾಗಿ ಅಳವಡಿಸಿಕೊಂಡು, ಭೂ ಕಂದಾಯ ಕಾಯಿದೆಯಲ್ಲಿ ಕ್ರಾಂತಿಕಾರ ಬದಲಾವಣೆ ತಂದು ಜನಮನ್ನಣೆ ಗಳಿಸಿದರು. ಈ ಎಲ್ಲ ಸುಧಾರಣೆ ಕಾರ್ಯಕ್ರಮಗಳಿಂದ ಅರಸ್ ಅವರಿಗೆ ವಿರೋಧವೇ ಇಲ್ಲದಂತಾಯಿತು. ಹೀಗಾಗಿ ವಿಧಾನಸಭೆಯ ಐದು ವರ್ಷದ ಅವಧಿಯನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ಒಬ್ಬರೇ ಮುಖ್ಯಮಂತ್ರಿ ಪೂರೈಸಿದ ಕೀರ್ತಿ ದೇವರಾಜ್ ಅರಸ್ ಅವರದ್ದಾಯಿತು. ಇದು ಅಲ್ಲಿಯವರೆಗಿನ ದಾಖಲೆಯೇ ಆಗಿ ಉಳಿದಿದೆ.

ಸಂವಿಧಾನದ 42ನೇ ತಿದ್ದುಪಡಿಯಿಂದಾಗಿ ವಿಧಾನಸಭೆಯ ಅವಧಿಯನ್ನು ಒಂದು ವರ್ಷದ ಅವಧಿಗೆ ವಿಸ್ತರಿಸಲಾಯಿತು. ಅಂತಿಮವಾಗಿ 1977ರ ಡಿಸೆಂಬರ್ 31ರಂದು ಐದನೇ ವಿಧಾನಸಭೆ ವಿಸರ್ಜನೆಯಾಯಿತು. 1977ರ ಡಿಸೆಂಬರ್ 31ರಿಂದ 1978ರ ಫೆಬ್ರವರಿ 28ರವರೆಗೆ ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತವಿತ್ತು.

ಐದನೇ ವಿಧಾನಸಭೆ ಅವಧಿಯಲ್ಲಿ ಹೊಳೆನರಸೀಪುರ ಕ್ಷೇತ್ರದಿಂದ ಕಾಂಗ್ರೆಸ್ (ಓ)ದಿಂದ ಗೆಲವು ಸಾಧಿಸಿದ್ದ ಎಚ್.ಡಿ. ದೇವೇಗೌಡ 1976ರ ಮಾರ್ಚ್ 17ರವರೆಗೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದರು. ನಾಗಮಂಗಲ ಕ್ಷೇತ್ರದಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ಎಚ್.ಟಿ. ಕೃಷ್ಣಪ್ಪ 1976ರ ಅಕ್ಟೋಬರ್ 25ರವರೆಗೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕನ ಸ್ಥಾನದಲ್ಲಿದ್ದರು. ಎಚ್.ಡಿ. ದೇವೇಗೌಡ ಎರಡನೇ ಅವಧಿಗೆ 1976ರ ನವೆಂಬರ್ 18ರಿಂದ 1977ರ ಡಿಸೆಂಬರ್ 31ರವರೆಗೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದರು.

ಇಂದಿರಾಗಾಂಧಿ ಕಾಂಗ್ರೆಸ್‌ನಿಂದ ಗುಂಡ್ಲುಪೇಟೆ ಕ್ಷೇತ್ರದಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ಕೆ.ಎಸ್. ನಾಗರತ್ನಮ್ಮ ವಿಧಾನಸಭೆಯ ಪ್ರಥಮ ಮಹಿಳಾ ಸ್ಪೀಕರ್ ಆಗಿ ದಾಖಲೆ ನಿರ್ಮಿಸಿದರು. 1972ರ ಮಾರ್ಚ್ 24ರಿಂದ 1978ರ ಮಾರ್ಚ್ 17ರವರೆಗೆ ನಾಗರತ್ನಮ್ಮ ಸ್ಪೀಕರ್ ಆಗಿದ್ದರು. ಪಿ. ವೆಂಕಟರಮಣ 1978ರ ಮಾರ್ಚ್ 17ರಿಂದ 1980ರ ಅಕ್ಟೋಬರ್ 3ರವರೆಗೆ ಸ್ಪೀಕರ್ ಸ್ಥಾನದಲ್ಲಿದ್ದರು.
