Karnataka Assembly Rewind- 16: Mandate for Janata Dal- Deve Gowda, JH Patel Chief Ministers, BS Yeddyurappa Leader of Opposition

The Congress had to suffer setbacks at the state and national levels due to Prime Minister Rajiv Gandhi's Bofors scam. Those who came out of the Janata Parivar formed the Janata Dal at the national level. Through this process, for the first time in the state, the Congress failed to win the assembly constituencies even as the opposition got the seat.

H.D.Deve Gowda who led the Janata Dal in the state had left his Holenarasipur constituency and contested in Ramanagara and won. Janata Dal came to power by winning 115 seats, H.D. Deve Gowda assumed office as the 19th Chief Minister of the state on 11 December 1994. Not even a year and a half had passed, on the call of Rashtriya Janata Dal, H.D. Deve Gowda moved into national politics and became the Prime Minister. Senior leader J.H. Patel had won from Channagiri constituency, became the Chief Minister on 31 May 1996. Siddaramaiah, who had won from Chamundeshwari constituency, became the Deputy Chief Minister.

J.H. Patel created seven new districts which had been lying dormant for a long time. He laid more emphasis on information technology and allowed foreign investment. He approved irrigation projects worth 4800 crores including Ghataprabha, Malaprabha, Vishvesvaraya canal modernization, Alamatti dam. A follower of Ramakrishna Hegde, J.H. Patel identified with Hegde's JDU when the Janata Dal split. Due to this confusion, Patel had recommended the dissolution of the assembly six months earlier.

The term of the Tenth Legislative Assembly began on 25th December 1994. Disbanded on 22 July 1999. Ramesh Kumar who had won from Srinivasapur was the speaker. B.S. Yeddyurappa was elected by BJP from Shikaripura, was the Leader of the Opposition. After December 1996, Congress's Mallikarjuna Kharge, who had won from Gurumatkal constituency came to this seat. Varade Gowda, who was elected from Channapatnam and Vasant Bangera, who won from Belthangadi, were the chief whips. NH Muttalageri, Yakub Sharif was the assembly secretary. A total of 235 days of proceedings were held in the tenth assembly.

ಪ್ರಧಾನಿ ರಾಜೀವ್‌ಗಾಂಧಿಯವರ ಬೋಫೋರ್ಸ್ ಹಗರಣದಿಂದ ಕಾಂಗ್ರೆಸ್ ರಾಜ್ಯ ಹಾಗೂ ರಾಷ್ಟ್ರಮಟ್ಟದಲ್ಲಿ ಹಿನ್ನಡೆ ಅನುಭವಿಸಬೇಕಾಯಿತು. ಜನತಾಪರಿವಾರದಿಂದ ಹೊರಬಂದವರು ಜನತಾದಳವನ್ನು ರಾಷ್ಟ್ರಮಟ್ಟದಲ್ಲಿ ಸ್ಥಾಪಿಸಿದರು. ಈ ಪ್ರಕ್ರಿಯೆಯಿಂದ ರಾಜ್ಯದಲ್ಲಿ ಪ್ರಥಮ ಬಾರಿಗೆ ಕಾಂಗ್ರೆಸ್ ಪ್ರತಿಪಕ್ಷ ಸ್ಥಾನ ಗಿಟ್ಟಿಸಿಕೊಳ್ಳುವಷ್ಟೂ ವಿಧಾನಸಭೆ ಕ್ಷೇತ್ರಗಳನ್ನು ಗೆಲ್ಲುವಲ್ಲಿ ವಿಫಲವಾಯಿತು.

ರಾಜ್ಯದಲ್ಲಿ ಜನತಾದಳವನ್ನು ಮುನ್ನಡೆಸಿದ್ದ ಎಚ್.ಡಿ. ದೇವೇಗೌಡ ತಮ್ಮ ಹೊಳೆನರಸೀಪುರ ಕ್ಷೇತ್ರ ಬಿಟ್ಟು ಹೊರಬಂದು ರಾಮನಗರದಲ್ಲಿ ಸ್ಪರ್ಧಿಸಿ ಜಯಿಸಿದ್ದರು. ಜನತಾದಳ 115 ಸ್ಥಾನ ಗಳಿಸುವ ಮೂಲಕ ಅಧಿಕಾರಕ್ಕೆ ಬಂದು, ಎಚ್.ಡಿ. ದೇವೇಗೌಡ ರಾಜ್ಯದ 19ನೇ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ 1994ರ ಡಿಸೆಂಬರ್ 11ರಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ಒಂದೂವರೆ ವರ್ಷವೂ ಕಳೆದಿರಲಿಲ್ಲ, ರಾಷ್ಟ್ರೀಯ ಜನತಾದಳದ ಕರೆ ಮೇರೆಗೆ ಎಚ್.ಡಿ. ದೇವೇಗೌಡ ರಾಷ್ಟ್ರಮಟ್ಟದ ರಾಜಕಾರಣಕ್ಕೆ ತೆರಳಿ ಪ್ರಧಾನಿಯಾದರು. ಚನ್ನಗಿರಿ ಕ್ಷೇತ್ರದಿಂದ ಗೆಲುವು ಸಾಧಿಸಿದ್ದ ಹಿರಿಯ ನಾಯಕ ಜೆ.ಎಚ್. ಪಟೇಲ್ ಅವರು 1996ರ ಮೇ 31ರಂದು ಮುಖ್ಯಮಂತ್ರಿಯಾದರು. ಚಾಮುಂಡೇಶ್ವರಿ ಕ್ಷೇತ್ರದಿಂದ ಜಯಿಸಿದ್ದ ಸಿದ್ದರಾಮಯ್ಯ ಉಪಮುಖ್ಯಮಂತ್ರಿಯಾದರು.

ಜೆ.ಎಚ್. ಪಟೇಲ್ ಅವರು ದೀರ್ಘಕಾಲದಿಂದ ನನೆಗುದಿಗೆ ಬಿದ್ದಿದ್ದ ಏಳು ಹೊಸ ಜಿಲ್ಲೆಗಳ ರಚನೆ ಮಾಡಿದರು. ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನಕ್ಕೆ ಹೆಚ್ಚಿನ ಒತ್ತು ನೀಡಿ, ವಿದೇಶ ಬಂಡವಾಳಕ್ಕೆ ಅವಕಾಶ ಮಾಡಿಕೊಟ್ಟರು. ಘಟಪ್ರಭ, ಮಲಪ್ರಭ, ವಿಶ್ವೇಶ್ವರಯ್ಯ ನಾಲೆ ಆಧುನೀಕರಣ, ಆಲಮಟ್ಟಿ ಅಣೆಕಟ್ಟು ಸೇರಿದಂತೆ 4800 ಕೋಟಿ ಮೌಲ್ಯದ ನೀರಾವರಿ ಯೋಜನೆಗಳಿಗೆ ಅನುಮೋದನೆ ನೀಡಿದ್ದರು. ರಾಮಕೃಷ್ಣ ಹೆಗಡೆಯವರ ಅನುಯಾಯಿಯಾಗಿದ್ದ ಜೆ.ಎಚ್. ಪಟೇಲ್ ಜನತಾದಳ ವಿಭಜನೆಯಾದಾಗ ಹೆಗಡೆಯವರ ಜೆಡಿಯುನಲ್ಲಿ ಗುರುತಿಸಿಕೊಂಡರು. ಈ ಗೊಂದಲದಿಂದ ಆರು ತಿಂಗಳಿಗೆ ಮುನ್ನ ವಿಧಾನಸಭೆ ವಿಸರ್ಜಿಸಲು ಪಟೇಲ್ ಶಿಫಾರಸು ಮಾಡಿದ್ದರು.

ಹತ್ತನೇ ವಿಧಾನಸಭೆಯ ಅವಧಿ 1994ರ ಡಿಸೆಂಬರ್ 25ರಂದು ಆರಂಭವಾಯಿತು. 1999ರ ಜುಲೈ 22ರಂದು ವಿಸರ್ಜನೆಯಾಯಿತು. ಶ್ರೀನಿವಾಸಪುರದಿಂದ ಗೆದ್ದಿದ್ದ ರಮೇಶ್‌ಕುಮಾರ್ ಸ್ಪೀಕರ್ ಆಗಿದ್ದರು. ಶಿಕಾರಿಪುರದಿಂದ ಬಿಜೆಪಿಯಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ಬಿ.ಎಸ್. ಯಡಿಯೂರಪ್ಪ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದರು. 1996ರ ಡಿಸೆಂಬರ್ ನಂತರ ಗುರುಮಠಕಲ್ ಕ್ಷೇತ್ರದಿಂದ ಜಯಿಸಿದ್ದ ಕಾಂಗ್ರೆಸ್‌ನ ಮಲ್ಲಿಕಾರ್ಜುನ ಖರ್ಗೆ ಈ ಸ್ಥಾನಕ್ಕೆ ಬಂದರು. ಚನ್ನಪಟ್ಟಣದಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ವರದೇಗೌಡ, ಬೆಳ್ತಂಗಡಿಯಿಂದ ಜಯಿಸಿದ್ದ ವಸಂತ ಬಂಗೇರಾ ಮುಖ್ಯ ಸಚೇತಕರಾಗಿದ್ದರು. ಎನ್.ಎಚ್. ಮುತ್ತಲಗೇರಿ, ಯಾಕೂಬ್ ಷರೀಫ್ ವಿಧಾನಸಭೆ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದರು. ಹತ್ತನೇ ವಿಧಾನಸಭೆಯಲ್ಲಿ ಒಟ್ಟು 235 ದಿನ ಕಲಾಪ ನಡೆಯಿತು.
