Karnataka Assembly Rewind-7: Two chief ministers in the second term

 The second election to the state assembly was held on February 25, 1957.  In the first election, 99 candidates were elected in 80 constituencies.  In the second election, 208 candidates won in 179 constituencies.  Two candidates had a chance to win in large constituencies.  Out of these 208 candidates, Congress won 150 seats.  S.Nijalingappa won from Molakalmuru constituency, which is described as the builder of modern Karnataka,  continued as Chief Minister.  The term of the second assembly was from 10 June 1957 to 1 March 1962.  But S.Nijalingappa who completed one and a half years  resigned as Chief Minister.

Among the Congress MLAs,  Discontent with S.Nijalingappa's leadership erupted.  They were forced to prove their trustworthiness.  In this case S.  Nijalingappa resigned as Chief Minister.  Jamkhandi Constituency MLA B.D.  Jatti assumed office as Chief Minister on 16 May 1958. The cabinet led by   B.D. Jatti successfully completed the task.  In 1954 H.  Siddaiah, then Honnali's H.S.  Rudrappa and Hunagunda's S.R.  Kanthi finished this term as speaker.  GS  Venkataramana Iyer himself was the assembly secretary during this period as well.  Jayachamarajendra Wodeyar was appointed as the first Governor of the state in 1956.  Wodeyar was appointed as the Governor on 1st November 1956 after the state integration.

 The Second Legislative Assembly had extended the days of its sessions.  269 ​​days session was held during the first assembly period.  In the second period this number went up to 375.  All these events took place in Vidhansouda.  At the end of the previous term i.e. on December 19, 1956, the first session was held in the newly constructed Vidhana Soudha.  It was limited to 10 days only.  The entire proceedings of the Second Legislative Assembly were held in Vidhana soudha.

ರಾಜ್ಯ ವಿಧಾನಸಭೆಗೆ ಎರಡನೇ ಚುನಾವಣೆ 1957ರ ಫೆಬ್ರವರಿ 25ರಂದು ನಡೆಯಿತು. ಮೊದಲ ಚುನಾವಣೆಯಲ್ಲಿ 80 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ 99 ಅಭ್ಯರ್ಥಿಗಳು ಆಯ್ಕೆಯಾಗಿದ್ದರು. ಎರಡನೇ ಚುನಾವಣೆಯಲ್ಲಿ 179 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ 208 ಅಭ್ಯರ್ಥಿಗಳು ಗೆಲುವು ಸಾಧಿಸಿದರು. ದೊಡ್ಡ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಎರಡು ಅಭ್ಯರ್ಥಿಗಳು ಗೆಲ್ಲುವ ಅವಕಾಶವಿತ್ತು. ಈ 208 ಅಭ್ಯರ್ಥಿಗಳಲ್ಲಿ 150 ಸ್ಥಾನಗಳನು ಗೆಲ್ಲುವ ಮೂಲಕ ಕಾಂಗ್ರೆಸ್ ಬಹುಮತ ಸಾಧಿಸಿತು. ಆಧುನಿಕ ಕರ್ನಾಟಕದ ನಿರ್ಮಾತೃ ಎಂದೇ ಬಣ್ಣಿಸಲಾದ ಮೊಳಕಾಲ್ಮೂರು ಕ್ಷೇತ್ರದಿಂದ ವಿಜಯ ಸಾಧಿಸಿ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಮುಂದುವರಿದರು. ಎರಡನೇ ವಿಧಾನಸಭೆಯ ಅವಧಿ 1957ರ ಜೂನ್ 10ರಿಂದ 1962ರ ಮಾರ್ಚ್ 1ರವರೆಗಿತ್ತು. ಆದರೆ ಒಂದೂವರೆ ವರ್ಷ ಮುಗಿಸಿದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜಿನಾಮೆ ನೀಡಿದರು.

ಕಾಂಗ್ರೆಸ್ ಶಾಸಕರಲ್ಲಿ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ನಾಯಕತ್ವದ ಬಗ್ಗೆ ಅಸಮಾಧಾನ ಭುಗಿಲೆದ್ದಿತು. ಅವರು ತಮ್ಮ ವಿಶ್ವಾಸಮತವನ್ನು ಸಾಬೀತುಪಡಿಸಬೇಕು ಎಂಬ ಒತ್ತಾಯ ಎದುರಾಯಿತು. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ತಮ್ಮ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜಿನಾಮೆ ನೀಡಿದರು. ಜಮಖಂಡಿ ಕ್ಷೇತ್ರದ ಶಾಸಕ ಬಿ.ಡಿ. ಜತ್ತಿ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ 1958ರ ಮೇ 16ರಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ಎರಡನೇ ವಿಧಾನಸಭೆಯ ಅವಧಿಯನ್ನು ಬಿ.ಡಿ. ಜತ್ತಿ ನೇತೃತ್ವದ ಸಚಿವ ಸಂಪುಟ ಯಶಸ್ವಿಯಾಗಿ ಪೂರೈಸಿತು. 1954ರಲ್ಲಿ ಎಚ್. ಸಿದ್ದಯ್ಯ ನಂತರ ಹೊನ್ನಾಳಿಯ ಎಚ್.ಎಸ್. ರುದ್ರಪ್ಪ ಹಾಗೂ ಹುನಗುಂದದ ಎಸ್.ಆರ್. ಕಂಠಿ ಸ್ಪೀಕರ್ ಆಗಿ ಈ ಅವಧಿ ಮುಗಿಸಿದರು. ಜಿ.ಎಸ್. ವೆಂಕಟರಮಣ ಅಯ್ಯರ್ ಅವರೇ ಈ ಅವಧಿಯಲ್ಲೂ ವಿಧಾನಸಭೆ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದರು. ರಾಜ್ಯದ ಪ್ರಥಮ ರಾಜ್ಯಪಾಲರಾಗಿ 1956ರಲ್ಲಿ ಜಯಚಾಮರಾಜೇಂದ್ರ ಒಡೆಯರ್ ನೇಮಕವಾಗಿದ್ದರು. ರಾಜ್ಯ ಏಕೀಕರಣದ ನಂತರ ಅಂದರೆ 1956ರ ನವೆಂಬರ್ 1ರಂದು ಒಡೆಯರ್ ಅವರನು ರಾಜ್ಯಪಾಲರನಾಗಿ ನೇಮಿಸಲಾಗಿತ್ತು.

ಎರಡನೇ ವಿಧಾನಸಭೆ ತನ್ನ ಅಧಿವೇಶನಗಳ ದಿನವನ್ನು ಹೆಚ್ಚಿಸಿಕೊಂಡಿತ್ತು. ಪ್ರಥಮ ವಿಧಾನಸಭೆ ಅವಧಿಯಲ್ಲಿ 269 ದಿನ ಅಧಿವೇಶನ ನಡೆದಿತ್ತು. ಎರಡನೇ ಅವಧಿಯಲ್ಲಿ ಈ ಸಂಖ್ಯೆ 375ಕ್ಕೆ ಮುಟ್ಟಿತು. ವಿಧಾನಸೌಧದಲ್ಲಿ ಈ ಎಲ್ಲ ಕಲಾಪಗಳು ನಡೆದವು. ಹಿಂದಿನ ಅವಧಿಯ ಅಂತ್ಯದಲ್ಲಿ ಅಂದರೆ 1956ರ ಡಿಸೆಂಬರ್ 19ರಂದು ಹೊಸದಾಗಿ ನಿರ್ಮಾಣಗೊಂಡಿದ್ದ ವಿಧಾನಸೌಧದಲ್ಲಿ ಪ್ರಥಮ ಅಧಿವೇಶನ ನಡೆದಿತ್ತು. ಅದು ಕೇವಲ 10 ದಿನಕ್ಕೆ ಮಾತ್ರ ಸೀಮಿತವಾಗಿತ್ತು. ಎರಡನೇ ವಿಧಾನಸಭೆಯ ಸಂಪೂರ್ಣ ಕಲಾಪಗಳು  ವಿಧಾನಸೌಧದಲ್ಲೇ ನಡೆದವು.
