Karnataka Assembly Rewind-6: Three Chief Ministers in the first term

For the first time after the constitution of India, elections were held for the state assembly.  This election was held on March 27, 1952.  80 members were elected by the people.  There were 74 members from the Indian National Congress.  Therefore, Kengal Hanumantaiah took office as the first elected Chief Minister on March 30, 1952.  Kengal Hanumanthaiah, who was elected from Ramanagara constituency, was the progenitor of the construction of Vidhana Soudha in the state.  The first assembly session under his chairmanship was held on June 18, 1952 at 11 am in the conference hall of the old public building in Bangalore i.e. today's High Court building.  V.Venkatappa who was selected from Chanapatna  was appointed as the Honorary Speaker.  Venkatappa himself administered the oath to all the elected members including Chief Minister Kengal Hanumanthiah.  Shantaveri Gopal Gowda and H.  Siddaiah contested.  H.Siddaiah who got 74 votes, became the first speaker.  GS  Venkataramana Iyer was the secretary.  The term of the first Legislative Assembly was from 18 June 1952 to 31 March 1957. However, the state saw three Chief Ministers during this period itself.

 In 1956, Kengal Hanumanthiah stepped into national politics during the creation of a language-wise state.  Thus, he resigned from the post of Chief Minister on August 19, 1956.  Kadidal Manjappa, the winner of Tirthahalli Constituency took over as Chief Minister in his place.  But he had to resign on October 31, 1956, before completing his three-month term.  S.Nijalingappa who was elected to the Lok Sabha from Chitradurga constituency, who played a very important role during the state integration, was elected as Chief Minister.  S.Nijalingappa who took office on November 1, 1956  served the state's first legislative term.  That is, he worked till March 31, 1957.  Elections to the second assembly were held during this period.  A total of 269 days of assembly session was held during the first assembly.

ಭಾರತದ ಸಂವಿಧಾನ ರಚನೆ ನಂತರ ಪ್ರಥಮ ಬಾರಿಗೆ ರಾಜ್ಯ ವಿಧಾನಸಭೆಗೆ ಚುನಾವಣೆ ನಡೆಯಿತು. 1952ರ ಮಾರ್ಚ್ 27ರಂದು ಈ ಚುನಾವಣೆ ನಡೆಯಿತು. 80 ಸದಸ್ಯರು ಜನರಿಂದ ಆಯ್ಕೆಯಾದರು. ಭಾರತೀಯ ರಾಷ್ಟ್ರೀಯ ಕಾಂಗ್ರೆಸ್‌ನಿಂದ 74 ಸದಸ್ಯರಿದ್ದರು. ಆದ್ದರಿಂದ ಪ್ರಥಮ ಚುನಾಯಿತ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ 1952ರ ಮಾರ್ಚ್ 30ರಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ರಾಮನಗರ ಕ್ಷೇತ್ರದಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ ರಾಜ್ಯದ ವಿಧಾನಸೌಧ ನಿರ್ಮಾಣದ ಮೂಲಪುರುಷ. ಇವರ ಸಭಾನಾಯಕತ್ವದಲ್ಲಿ ಪ್ರಥಮ ವಿಧಾನಸಭೆ ಅಧಿವೇಶನ ಬೆಂಗಳೂರಿನ ಹಳೆಯ ಸಾರ್ವಜನಿಕ ಕಟ್ಟಡದ ಸಮ್ಮೇಳನ ಸಭಾಂಗಣದಲ್ಲಿ ಅಂದರೆ ಇಂದಿನ ಹೈಕೋರ್ಟ್ ಕಟ್ಟಡದಲ್ಲಿ 1952ರ ಜೂನ್ 18ರಂದು ಬೆಳಗ್ಗೆ 11 ಗಂಟೆಗೆ ನಡೆಯಿತು. ಚನಪಟ್ಟಣದಿಂದ ಆಯ್ಕೆಯಾಗಿದ್ದ ವಿ. ವೆಂಕಟಪ್ಪ ಅವರನು ಗೌರವ ಸ್ಪೀಕರ್ ಆಗಿ ನೇಮಿಸಲಾಯಿತು. ಮುಖ್ಯಮಂತ್ರಿ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ ಸೇರಿದಂತೆ ಆಯ್ಕೆಯಾದ ಎಲ್ಲ ಸದಸ್ಯರಿಗೂ ವೆಂಕಟಪ್ಪ ಅವರೇ ಪ್ರತಿಜ್ಞಾವಿಧಿ ಬೋಧಿಸಿದ್ದರು. ನಂತರ ನಡೆದ ಸ್ಪೀಕರ್ ಸ್ಥಾನದ ಚುನಾವಣೆಯಲ್ಲಿ ಶಾಂತವೇರಿ ಗೋಪಾಲಗೌಡ ಹಾಗೂ ಎಚ್. ಸಿದ್ದಯ್ಯ ಸ್ಪರ್ಧಿಸಿದ್ದರು. 74 ಮತ ಪಡೆದ ಎಚ್. ಸಿದ್ದಯ್ಯ ಪ್ರಥಮ ಸ್ಪೀಕರ್ ಆದರು. ಜಿ.ಎಸ್. ವೆಂಕಟರಮಣ ಅಯ್ಯರ್ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದರು. ಪ್ರಥಮ ವಿಧಾನಸಭೆಯ ಅವಧಿ 1952ರ ಜೂನ್ 18ರಿಂದ 1957ರ ಮಾರ್ಚ್ 31. ಆದರೆ, ಈ ಅವಧಿಯಲ್ಲೇ ರಾಜ್ಯ ಮೂವರು ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಕಂಡಿತು.

1956ರಲ್ಲಿ ಭಾಷಾವಾರು ರಾಜ್ಯ ರಚನೆ ಸಂದರ್ಭದಲ್ಲಿ ಕೆಂಗಲ್ ಹನುಮಂತಯ್ಯ ರಾಷ್ಟ್ರೀಯ ರಾಜಕಾರಣದತ್ತ ಹೆಜ್ಜೆ ಇರಿಸಿದರು. ಹೀಗಾಗಿ 1956ರ ಆಗಸ್ಟ್ 19ರಂದು ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಿದರು. ಇವರ ಸ್ಥಾನದಲ್ಲಿ ತೀರ್ಥಹಳ್ಳಿ ಕ್ಷೇತ್ರದ ವಿಜೇತ ಕಡಿದಾಳ್ ಮಂಜಪ್ಪ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ಆದರೆ ಮೂರು ತಿಂಗಳ ಅವಧಿ ಪೂರ್ಣಗೊಳಿಸುವ ಮುನ್ನವೇ ಅಂದರೆ 1956ರ ಅಕ್ಟೋಬರ್ 31ರಂದು ರಾಜೀನಾಮೆ ನೀಡಬೇಕಾಯಿತು. ರಾಜ್ಯ ಏಕೀಕರಣ ಸಂದರ್ಭದಲ್ಲಿ ಅತ್ಯಂತ ಪ್ರಮುಖ ಪಾತ್ರ ವಹಿಸಿದ್ದ ಚಿತ್ರದುರ್ಗ ಕ್ಷೇತ್ರದಿಂದ ಲೋಕಸಭೆಗೆ ಆಯ್ಕೆಯಾಗಿದ್ದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಆಯ್ಕೆಯಾದರು. 1956ರ ನವೆಂಬರ್ 1ರಂದು ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದ್ದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ, ರಾಜ್ಯದ ಪ್ರಥಮ ವಿಧಾನಸಭೆ ಅವಧಿಯನ್ನು ಪೂರೈಸಿದರು. ಅಂದರೆ 1957ರ ಮಾರ್ಚ್ 31ರವರೆಗೂ ಕಾರ್ಯನಿರ್ವಹಿಸಿದರು. ಎರಡನೇ ವಿಧಾನಸಭೆಗೆ ಈ ಅವಧಿಯಲ್ಲೇ ಚುನಾವಣೆ ನಡೆಯಿತು. ಪ್ರಥಮ ವಿಧಾನಸಭೆಯ ಅವಧಿಯಲ್ಲಿ ಒಟ್ಟು 269 ದಿನ ವಿಧಾನಸಭೆ ಅಧಿವೇಶನ ನಡೆಯಿತು.
