Karnataka Assembly Rewind- 11: Aras- Leader of Opposition, Gundurao CM as Chief Minister

The Janata Party was a strong rival to Indira's Congress in the post-Emergency elections. Although it had a huge impact at the national level, the Indira Congress led by Devaraj Aras could not see defeat in the state. In 1978, Indira's Congress won 149 seats in the Assembly elections, which were expanded to 224 constituencies, and Devaraj Aras became the Chief Minister for the second time. Aras assumed power on 28 February 1978.

Janata Party won 59 seats and became the opposition. S.R.Bommai who had won from Hubli Rural Constituency became the leader of the opposition. He stepped down from this position on 17th July 1979. Because, due to the dispute between Devaraj Aras and Indira Gandhi, Aras was Indira's opponent. Some of those who won from Indira Congress on that occasion identified with Arasu. Janata Party  supported his government. With this support Arasu continued as Chief Minister. R.Gundurao had won in Somwarpet in Indira Congress became the Leader of the Opposition on 17 December 1979.

In the 1980 Lok Sabha elections, Indira Congress and Arasu Congress contested separately. The ruling Congress did not win a single seat. Indira's Congress won 27 out of 28 seats. Then Devaraja Aras stepped down as Chief Minister. R.Gundurao of Indira Congress became the Chief Minister on 12 January 1980. Devaraj Aras became the Leader of Opposition. The Gundurao regime was portrayed as a government favored by Indira Gandhi. Corruption of some ministers, Gokak movement, Naragunda, Nalagunda farmers' movements became a thorn in the side of the Gundurao government.

A. Lakshmeesagar of Janata Paksha was the Leader of Opposition during the final period. K.H.Ranganath who won from Hiriyur Constituency was the speaker. During the Sixth Legislative Assembly which was dissolved on June 8, 1983, T. Venkataswamy, M. Subbarao and K.S. Singrigowda worked as secretary. D.B. After Kalmankar became the First Whip (Chief Whip) in 1975, Manikarao Patil, B. Bhaskar Shetty was the whip.

ತುರ್ತು ಪರಿಸ್ಥಿತಿಯ ನಂತರ ನಡೆದ ಚುನಾವಣೆಯಲ್ಲಿ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್‌ಗೆ ಪ್ರಬಲ ಪ್ರತಿಸ್ಪರ್ಧಿಯಾಗಿದ್ದು ಜನತಾ ಪಕ್ಷ. ರಾಷ್ಟ್ರಮಟ್ಟದಲ್ಲಿ ಹೆಚ್ಚು ಪರಿಣಾಮ ಬೀರಿದರೂ, ರಾಜ್ಯದಲ್ಲಿ ದೇವರಾಜ್ ಅರಸ್ ನೇತೃತ್ವದ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್‌ಗೆ ಸೋಲು ಕಾಣಿಸಲು ಸಾಧ್ಯವಾಗಲಿಲ್ಲ. 1978ರಲ್ಲಿ 224 ಕ್ಷೇತ್ರಗಳಿಗೆ ವಿಸ್ತರಣೆಯಾದ ವಿಧಾನಸಭೆ ಚುನಾವಣೆಯಲ್ಲಿ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್ 149 ಸ್ಥಾನ ಪಡೆದು, ದೇವರಾಜ್ ಅರಸ್ ಎರಡನೇ ಬಾರಿಗೆ ಮುಖ್ಯಮಂತ್ರಿಯಾದರು. 1978ರ ಫೆಬ್ರವರಿ 28ರಂದು ಅರಸ್ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು.

ಜನತಾ ಪಕ್ಷ 59 ಸ್ಥಾನ ಗಳಿಸಿ ಪ್ರತಿಪಕ್ಷ ಸ್ಥಾನ ಅಲಂಕರಿಸಿತು. ಹುಬ್ಬಳ್ಳಿ ಗ್ರಾಮಾಂತರ ಕ್ಷೇತ್ರದಿಂದ ಗೆದ್ದಿದ್ದ ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾದರು. 1979ರ ಜುಲೈ 17ಕ್ಕೆ ಇವರು ಈ ಸ್ಥಾನದಿಂದ ಇಳಿದರು. ಏಕೆಂದರೆ, ದೇವರಾಜ್ ಅರಸ್ ಹಾಗೂ ಇಂದಿರಾಗಾಂಧಿ ನಡುವೆ ವಿವಾದದಿಂದ ಅರಸ್ ಅವರು ಇಂದಿರಾ ಎದುರಾಳಿಯಾಗಿದ್ದರು. ಆ ಸಂದರ್ಭದಲ್ಲಿ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್‌ನಿಂದ ಗೆದ್ದವರಲ್ಲಿ ಕೆಲವರು ಅರಸು ಅವರೊಂದಿಗೆ ಗುರುತಿಸಿಕೊಂಡರು. ಜನತಾ ಪಕ್ಷ ಅರಸು ಅವರಿಗೆ ಬೆಂಬಲ ನೀಡಿತು. ಅವರ ಬೆಂಬಲದಿಂದ ಅರಸು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಮುಂದುವರಿದರು. ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್‌ನಲ್ಲಿದ್ದ ಸೋಮವಾರಪೇಟೆಯಲ್ಲಿ ಜಯಿಸಿದ್ದ ಆರ್. ಗುಂಡೂರಾವ್ 1979ರ ಡಿಸೆಂಬರ್ 17ರಂದು ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾದರು.

1980ರಲ್ಲಿ ನಡೆದ ಲೋಕಸಭೆ ಚುನಾವಣೆಯಲ್ಲಿ ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್ ಹಾಗೂ ಅರಸು ಕಾಂಗ್ರೆಸ್ ಎಂದು ಪ್ರತ್ಯೇಕವಾಗಿ ಅಭ್ಯರ್ಥಿಗಳು ಕಣಕ್ಕಿಳಿದರು. ಅರಸು ಕಾಂಗ್ರೆಸ್ ಒಂದು ಸ್ಥಾನವನ್ನೂ ಗೆಲ್ಲಲಿಲ್ಲ. ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್ 28ರಲ್ಲಿ 27 ಸ್ಥಾನ ಗೆದ್ದುಕೊಂಡಿತು. ಆಗ ದೇವರಾಜ ಅರಸ್ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನದಿಂದ ಕೆಳಗಿಳಿದರು. ಇಂದಿರಾ ಕಾಂಗ್ರೆಸ್‌ನ ಆರ್. ಗುಂಡೂರಾವ್ 1980ರ ಜನವರಿ 12ರಂದು ಮುಖ್ಯಮಂತ್ರಿಯಾದರು. ದೇವರಾಜ್ ಅರಸ್ ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಸ್ಥಾನ ಅಲಂಕರಿಸಿದರು. ಗುಂಡೂರಾವ್ ಆಡಳಿತ ಇಂದಿರಾಗಾಂಧಿಯವರ ಕೃಪಾಪೋಷಿತ ಸರ್ಕಾರ ಎಂದೇ ಬಿಂಬಿತವಾಗಿತ್ತು. ಕೆಲವು ಸಚಿವರ ಭ್ರಷ್ಟಾಚಾರ, ಗೋಕಾಕ್ ಚಳವಳಿ, ನರಗುಂದ, ನವಲಗುಂದ ರೈತರ ಚಳವಳಿಗಳು ಗುಂಡೂರಾವ್ ಸರ್ಕಾರಕ್ಕೆ ಕಂಟಕವಾದವು.

ಅವಧಿಯ ಅಂತಿಮ ಸಮಯದಲ್ಲಿ ಜನತಾಪಕ್ಷದ ಎ.ಲಕ್ಷ್ಮೀಸಾಗರ್ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದರು. ಹಿರಿಯೂರು ಕ್ಷೇತ್ರದಿಂದ ಗೆಲುವು ಸಾಧಿಸಿದ್ದ ಕೆ.ಎಚ್. ರಂಗನಾಥ್ ಸ್ಪೀಕರ್ ಆಗಿದ್ದರು. 1983ರ ಜೂನ್ 8ರಂದು ವಿಸರ್ಜನೆಯಾದ ಆರನೇ ವಿಧಾನಸಭೆ ಅವಧಿಯಲ್ಲಿ ಟಿ. ವೆಂಕಟಸ್ವಾಮಿ, ಎಂ. ಸುಬ್ಬರಾವ್ ಹಾಗೂ ಕೆ.ಎಸ್. ಸಿಂಗ್ರಿಗೌಡ ಕಾರ್ಯದರ್ಶಿಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿದ್ದರು. ಡಿ.ಬಿ. ಕಲ್ಮಣಕರ್ ಅವರು 1975ರಲ್ಲಿ ಪ್ರಥಮ ವಿಪ್ (ಮುಖ್ಯ ಸಚೇತಕ)ರಾಗಿದ್ದ ನಂತರ ಈ  ಅವಧಿಯಲ್ಲಿ, ಮಾಣಿಕರಾವ್ ಪಾಟೀಲ್, ಬಿ. ಭಾಸ್ಕರ ಶೆಟ್ಟಿ ವಿಪ್ ಆಗಿದ್ದರು.
