Karnataka Assembly Rewind-14: Two Chief Ministers Janata party, Bommai goverment dissoved

Although the Janata Party benefited from Ramakrishna Hegde's popularity and discontent with the Congress, it could not complete its term in power with a clear majority. Besides this period saw two Chief Ministers, the Eighth Legislative Assembly was also dissolved.

S.R.Bommai who had won from Hubli rural constituency took over as Chief Minister on 13 August 1988 after the resignation of Ramakrishna Hegde. S.R. Bommai's tenure was only eight months. Even then, a split in the Janata appeared. Due to this split in the Janata Party and a large number of MLAs raising their voice against the government, there was a problem of confidence vote. S.R. Bommai asked for time to prove his vote of confidence in the assembly. However, the then Governor Venkatasubbaiah did not allow this and on April 21, 1989 dismissed the state government and dissolved the assembly.

This action was taken by S.R. Bommai had questioned in the Supreme Court. There was a lot of hearing and discussion in the Supreme Court about Article 356 of the Constitution and the central government was restricted from directly imposing that article. Since this was later, Bommai's authority ended there. President's rule was in effect from 21 April 1989 to 30 November 1989.

S.Bangarappa who won from Congress from Soraba  from March 18, 1985 to June 11, 1986 and K.S.Nagaratnamma who had won from Gundlupet was the Leader of the Opposition from 29 January 1987 to 21 April 1989. K.S. Nagaratnammawho made a record as the first speaker,  also created a record as the first leader of opposition in the assembly. Both of these are records so far. During the eighth assembly session, D.B. Chandra Gowda and B.G. Bankar was the speaker. Rajavardhan was the chief whip. Singrigowda and M. Inasappa was the secretary. A total of 222 days of proceedings were held in the eighth term of the Legislative Assembly. (Janata)

ರಾಮಕೃಷ್ಣ ಹೆಗಡೆಯವರ ಜನಪ್ರಿಯತೆ, ಕಾಂಗ್ರೆಸ್ ಮೇಲಿನ ಅಸಮಾಧಾನದ ಲಾಭ ಜನತಾಪಕ್ಷಕ್ಕೆ ದೊರೆತರೂ, ಆ ಸ್ಪಷ್ಟ ಬಹುಮತದಿಂದ ಅಧಿಕಾರದ ಅವಧಿ ಪೂರೈಸಲು ಸಾಧ್ಯವಾಗಲಿಲ್ಲ. ಅಲ್ಲದೆ ಈ ಅವಧಿ ಇಬ್ಬರು ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಕಂಡಿತಲ್ಲದೆ, ಎಂಟನೇ ವಿಧಾನಸಭೆ ಕೂಡ ವಿಸರ್ಜನೆಯಾಯಿತು.

ಹುಬ್ಬಳ್ಳಿ ಗ್ರಾಮಾಂತರ ಕ್ಷೇತ್ರದಿಂದ ಜಯಿಸಿದ್ದ ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ಅವರು ರಾಮಕೃಷ್ಣ ಹೆಗಡೆ ಅವರ ರಾಜಿನಾಮೆ ನಂತರ 1988ರ ಆಗಸ್ಟ್ 13ರಂದು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದರು. ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ಅವರ ಅಧಿಕಾರ ಅವಧಿ ಎಂಟು ತಿಂಗಳಷ್ಟೇ ಪೂರೈಸಿತ್ತು. ಆ ಸಂದರ್ಭಕ್ಕಾಗಲೇ ಜನತಾದಳ ಒಡಕು ಕಾಣಿಸಿಕೊಂಡಿತು. ಜನತಾಪಕ್ಷದ ಈ ಒಡಕು ಹಾಗೂ ಅಧಿಕ ಸಂಖ್ಯೆಯಲ್ಲಿ ಶಾಸಕರು ಸರ್ಕಾರದ ವಿರುದ್ಧವಾಗಿ ದನಿ ಎತ್ತಿದ್ದರಿಂದ ವಿಶ್ವಾಸಮತದ ತೊಡಕು ಉಂಟಾಯಿತು. ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ವಿಧಾನಸಭೆಯಲ್ಲಿ ವಿಶ್ವಾಸಮತ ಸಾಬೀತುಪಡಿಸಲು ಸಮಯಾವಕಾಶ ಕೇಳಿದರು. ಆದರೆ, ಅಂದಿನ ರಾಜ್ಯಪಾಲ ವೆಂಕಟಸುಬ್ಬಯ್ಯ ಅವರು ಇದಕ್ಕೆ ಅವಕಾಶ ಮಾಡಿಕೊಡದೆ, 1989ರ ಏಪ್ರಿಲ್ 21ರಂದು ರಾಜ್ಯ ಸರ್ಕಾರವನ್ನು ವಜಾಗೊಳಿಸಿ, ವಿಧಾನಸಭೆ ವಿಸರ್ಜಿಸಿದರು.

ಈ ಕ್ರಮವನ್ನು ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ಸುಪ್ರೀಂಕೋರ್ಟ್‌ನಲ್ಲಿ ಪ್ರಶ್ನಿಸಿದ್ದರು. ಸಂವಿಧಾನದ 356ನೇ ವಿಧಿ ಬಗ್ಗೆ ಸುಪ್ರೀಂಕೋರ್ಟ್‌ನಲ್ಲಿ ಸಾಕಷ್ಟು ವಿಚಾರಣೆ, ಚರ್ಚೆ ನಡೆದು ಆ ವಿಧಿಯನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರ ನೇರವಾಗಿ ಹೇರುವುದಕ್ಕೆ ನಿರ್ಬಂಧ ವಿಧಿಸಲಾಯಿತು. ಇದು ತದನಂತರವಾದ್ದರಿಂದ ಬೊಮ್ಮಾಯಿ ಅಧಿಕಾರ ಅಲ್ಲಿಗೆ ಮುಗಿದುಹೋಯಿತು. 1989ರ ಏಪ್ರಿಲ್ 21ರಿಂದ 1989ರ ನವೆಂಬರ್ 30ರವರೆಗೆ ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತ ಜಾರಿಯಲ್ಲಿತ್ತು.

ಕಾಂಗ್ರೆಸ್‌ನಿಂದ ಸೊರಬದಿಂದ ಗೆಲುವು ಸಾಧಿಸಿದ್ದ ಎಸ್. ಬಂಗಾರಪ್ಪ 1985ರ ಮಾರ್ಚ್ 18ರಿಂದ 1986ರ ಜೂನ್ 11ರವರೆಗೆ ಹಾಗೂ ಗುಂಡ್ಲುಪೇಟೆಯಿಂದ ಜಯಿಸಿದ್ದ ಕೆ.ಎಸ್. ನಾಗರತ್ನಮ್ಮ 1987ರ ಜನವರಿ 29ರಿಂದ 1989ರ ಏಪ್ರಿಲ್ 21ರವರೆಗೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕನ ಸ್ಥಾನದಲ್ಲಿದ್ದರು. ಪ್ರಥಮ ಸ್ಪೀಕರ್ ಆಗಿ ದಾಖಲೆ ನಿರ್ಮಿಸಿದ್ದ ಕೆ.ಎಸ್. ನಾಗರತ್ನಮ್ಮ, ವಿಧಾನಸಭೆಯ ಪ್ರಥಮ ಪ್ರತಿಪಕ್ಷನಾಯಕಿಯೂ ಆಗಿ ದಾಖಲೆ ನಿರ್ಮಿಸಿದರು. ಈ ಎರಡೂ ಈವರೆಗೂ ದಾಖಲೆಯಾಗಿವೆ. ಎಂಟನೇ ವಿಧಾನಸಭೆ ಅವಧಿಯಲ್ಲಿ ಡಿ.ಬಿ. ಚಂದ್ರೇಗೌಡ ಹಾಗೂ ಬಿ.ಜಿ. ಬಣಕಾರ್ ಅವರು ಸ್ಪೀಕರ್ ಆಗಿದ್ದರು. ರಾಜವರ್ಧನ್ ಅವರು ಮುಖ್ಯ ಸಚೇತಕರಾಗಿದ್ದರು. ಸಿಂಗ್ರಿಗೌಡ ಹಾಗೂ ಎಂ. ಇನಾಸಪ್ಪ ಕಾರ್ಯದರ್ಶಿಯಾಗಿದ್ದರು. ಎಂಟನೇ ಅವಧಿಯ ವಿಧಾನಸಭೆಯಲ್ಲಿ ಒಟ್ಟು 222 ದಿನ ಕಲಾಪ ನಡೆಯಿತು.
