Karnataka Assembly Rewind- 9: Congress split, assembly dissolved

Chief Minister S. Nijalingappa's term of the third assembly ended successfully. In this spirit, the Congress contested the 1967 elections under his leadership. Eight constituencies have increased this time. The Congress won 126 out of 216 constituencies and came to power for the fourth time in a row. S.Nijalingappa  who was elected unopposed in Shigagaon constituency himself became the Chief Minister for the third time. Through this, the fourth assembly came into existence on 15 March 1967. S.Nizhalingappa who was the Chief Minister for one year and two months  got the support of the National Congress.
S.Nijalingappa has to play an important role in national politics, resigned as Chief Minister. On May 29, 1968, the young leader Virendra Patil, who was in his cabinet, was made Chief Minister. In 1969 there was an uproar in the National Congress. This confusion often split the party. The Old Congress (O) led by Kamaraj, Morarji, Nijalingappa and the New Congress (R) led by Indira Gandhi came to be known. Chief Minister Virendra Patil identified with the old Congress on this occasion. The fourth Legislative Assembly was dissolved on April 14, 1971 due to confusion in the vote of confidence. President's rule was enforced. There was President's rule till March 20, 1972.
Jayachamarajendra Wodeyar was the Governor till May 4, 1964. From May 4, 1964 to April 2, 1965, S.M. Shringesh, from April 2, 1965 to May 13, 1967 V.V. Giri, 13th May 1967 to 30th August 1969 GS Pathak, 30th August 1969 to 30th August Somnath Iyer (Acting) Governor. Dharmaveera was the Governor from 23 October 1969 to 1 February 1972 and Mohanlal Sukhadia from 1 February 1972 to 1 January 1976.
Although there was a lot of confusion in the fourth assembly, the assembly continued for 226 days. S.Shivappa from Praja Socialist Party who was the leader of the opposition in the previous period  continued till December 22, 1970. Since the Congress was divided, H.Siddaveerappa identified with the new Congress, was the leader of the opposition till 14 April 1971. As Vaikuntha Baliga, who continued as Speaker during this period, died on June 6, 1968, S. D. Kotawale was elected as the speaker.

ಮುಖ್ಯಮಂತ್ರಿ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಅವರ ಅಧಿಕಾರದಲ್ಲೇ ಮೂರನೇ ವಿಧಾನಸಭೆ ಅವಧಿ ಮುಕ್ತಾಯವಾಯಿತು. ಇದೇ ಹುಮ್ಮಸ್ಸಿನಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಅವರ ನೇತೃತ್ವದಲ್ಲೇ 1967ರ ಚುನಾವಣೆಗೆ ಸ್ಪರ್ಧಿಸಿತ್ತು. ಈ ಬಾರಿ ಎಂಟು ಕ್ಷೇತ್ರಗಳು ಹೆಚ್ಚಾದವು. 216 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ 126 ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಗೆಲುವು ಸಾಧಿಸುವ ಮೂಲಕ ಸತತ ನಾಲ್ಕನೇ ಬಾರಿಗೆ ಅಧಿಕಾರದ ಚುಕ್ಕಾಣಿ ಹಿಡಿಯಿತು. ಶಿಗ್ಗಾಂವ ಕ್ಷೇತ್ರದಲ್ಲಿ ಅವಿರೋಧವಾಗಿ ಆಯ್ಕೆಯಾದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಅವರೇ ಮೂರನೇ ಬಾರಿಗೆ ಮುಖ್ಯಮಂತ್ರಿಯಾದರು. ಈ ಮೂಲಕ 1967ರ ಮಾರ್ಚ್ 15ರಂದು ನಾಲ್ಕನೇ ವಿಧಾನಸಭೆ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದಿತು. ಒಂದು ವರ್ಷ ಎರಡು ತಿಂಗಳು ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿದ್ದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಅವರಿಗೆ ರಾಷ್ಟ್ರೀಯ ಕಾಂಗ್ರೆಸ್‌ನ ಬುಲಾವ್ ಬಂದಿತ್ತು.

ರಾಷ್ಟ್ರರಾಜಕಾರಣದಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರ ನಿರ್ವಹಿಸಬೇಕಾದ್ದರಿಂದ ಎಸ್. ನಿಜಲಿಂಗಪ್ಪ ಮುಖ್ಯಮಂತ್ರಿ ಸ್ಥಾನಕ್ಕೆ ರಾಜಿನಾಮೆ ನೀಡಿದರು. ತಮ್ಮ ಸಂಪುಟದಲ್ಲಿದ್ದ ಯುವ ನಾಯಕ ವೀರೇಂದ್ರ ಪಾಟೀಲ್‌ಗೆ 1968ರ ಮೇ 29ರಂದು ಮುಖ್ಯಮಂತ್ರಿ ಪಟ್ಟ ಕಟ್ಟಿದರು. 1969ರಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ಕಾಂಗ್ರೆಸ್‌ನಲ್ಲಿ ಗದ್ದಲ ಉಂಟಾಯಿತು. ಈ ಗೊಂದಲ ಹೆಚ್ಚಾಗಿ ಪಕ್ಷ ಇಬ್ಭಾಗವಾಯಿತು. ಕಾಮರಾಜ್, ಮೊರಾರ್ಜಿ, ನಿಜಲಿಂಗಪ್ಪ ನೇತೃತ್ವದ ಹಳೆಯ ಕಾಂಗ್ರೆಸ್ (ಓ) ಹಾಗೂ ಇಂದಿರಾಗಾಂಧಿ ನೇತೃತ್ವದ ಹೊಸ ಕಾಂಗ್ರೆಸ್ (ಆರ್) ಎಂದು ಹೆಸರಾಯಿತು. ಮುಖ್ಯಮಂತ್ರಿ ವೀರೇಂದ್ರ ಪಾಟೀಲ್ ಈ ಸಂದರ್ಭದಲ್ಲಿ ಹಳೆಯ ಕಾಂಗ್ರೆಸ್‌ನೊಂದಿಗೆ ಗುರುತಿಸಿಕೊಂಡರು. ವಿಶ್ವಾಸಮತದ ಗೊಂದಲ ಉಂಟಾಗಿ 1971ರ ಏಪ್ರಿಲ್ 14ರಂದು ನಾಲ್ಕನೇ ವಿಧಾನಸಭೆ ವಿಸರ್ಜನೆಯಾಯಿತು. ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತ ಜಾರಿಯಾಯಿತು. 1972ರ ಮಾರ್ಚ್ 20ರವರೆಗೆ ರಾಷ್ಟ್ರಪತಿ ಆಡಳಿತವಿತ್ತು.

ಜಯಚಾಮರಾಜೇಂದ್ರ ಒಡೆಯರ್ ಅವರು 1964ರ ಮೇ 4ರವರೆಗೆ ರಾಜ್ಯಪಾಲರಾಗಿದ್ದರು. 1964ರ ಮೇ 4ರಿಂದ 1965ರ ಏಪ್ರಿಲ್ 2ರವರೆಗೆ ಎಸ್.ಎಂ. ಶೃಂಗೇಶ್, 1965ರ ಏಪ್ರಿಲ್ 2ರಿಂದ 1967ರ ಮೇ 13ರವರೆಗೆ ವಿ.ವಿ. ಗಿರಿ, 1967ರ ಮೇ 13ರಿಂದ 1969ರ ಆಗಸ್ಟ್ 30ರವರೆಗ ಜಿ.ಎಸ್.ಪಾಠಕ್, 1969ರ ಆಗಸ್ಟ್ 30ರಿಂದ ಆಗಸ್ಟ್ 30ರವರೆಗೆ ಸೋಮನಾಥ್ ಅಯ್ಯರ್ (ಹಂಗಾಮಿ) ರಾಜ್ಯಪಾಲರಾಗಿದ್ದರು. ಧರ್ಮವೀರ ಅವರ 1969ರ ಅಕ್ಟೋಬರ್ 23ರಿಂದ 1972ರ ಫೆಬ್ರವರಿ 1ರವರೆಗೆ ಹಾಗೂ ಮೋಹನ್‌ಲಾಲ್ ಸುಖಾಡಿಯಾ ಅವರು 1972ರಿಂದ ಫೆಬ್ರವರಿ 1ರಿಂದ 1976ರ ಜನವರಿ 1ರವರೆಗೆ ರಾಜ್ಯಪಾಲರಾಗಿದ್ದರು.

ನಾಲ್ಕನೇ ವಿಧಾನಸಭೆಯಲ್ಲಿ ಸಾಕಷ್ಟು ಗೊಂದಲವಿದ್ದರೂ 226 ದಿನ ವಿಧಾನಸಭೆ ಕಲಾಪ ನಡೆಯಿತು. ಹಿಂದಿನ ಅವಧಿಯಲ್ಲಿ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದ ಪ್ರಜಾ ಸೋಷಿಯಲಿಸ್ಟ್ ಪಾರ್ಟಿಯ ಎಸ್. ಶಿವಪ್ಪ ಅವರು 1970ರ ಡಿಸೆಂಬರ್ 22ರವರೆಗೂ ಮುಂದುವರಿದರು. ಕಾಂಗ್ರೆಸ್ ಇಬ್ಭಾಗವಾದ್ದರಿಂದ ಹೊಸ ಕಾಂಗ್ರೆಸ್‌ನೊಂದಿಗೆ ಗುರುತಿಸಿಕೊಂಡ ಎಚ್. ಸಿದ್ದವೀರಪ್ಪ 1971ರ ಏಪ್ರಿಲ್ 14ರವರೆಗೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕರಾಗಿದ್ದರು. ಈ ಅವಧಿಯಲ್ಲೂ ಸ್ಪೀಕರ್ ಆಗಿ ಮುಂದುವರಿದಿದ್ದ ವೈಕುಂಠ ಬಾಳಿಗಾ 1968ರ ಜೂನ್ 6ರಂದು ನಿಧನರಾಗಿದ್ದರಿಂದ, ಎಸ್. ಡಿ. ಕೋಟವಾಲೆ ಸ್ಪೀಕರ್ ಆಗಿ ಆಯ್ಕೆಯಾಗಿದ್ದರು.
